From these figures it appears that the proportion of general City rates remainining unpaid on 1st May of each year for the past fire years, has increased from 10 per cent. in 1875 to twenty per cent. in 1880. As regards Water Rates, on 1st May, 1876, much more than one—half' of the assessment had been paid; while on 1st May, 1880, much more than one-half of the assessment remained unpaid. Assuming that proper diligence and exertion have been put forth to collect the ra.tes—wbich I have every reason to lJelieve—'it is clear from the foregoing statement that the live years included in it have been years of great stringency In money matters in this city. It cannot be doubted, at the same time, that many of our citizens who are as well able to pay their taxes at one time as another, take advantage

of the prevailing cry of hard times todelay paymentas long -as there is any possibility of doing so. The proportion of water rates remaining unpaid on 1st May of any year is always greater than the proportion of other city rates, for the reason given in a former report, namely, that many citizens claim that payment cannot be enforced until the

a year for which the water has been supplied has actually ex- pired, and the claim, in practice. has generally been ad- mitted. Aside from legal points, there does not seem to be any good reason why the city should not be paid for Witter as soon as for gas in the street lights, for police or fire pro- tection, or any other benefit included in the general assess- ment, for which the Treasurer is entitld to demand payment thirty days after the bil‘s are issued. One of the printed rules in the Water Department requires that the water rates shall be paid in advance, and practically, with regard to both city rates and water rates, one—halt' of the year has always passed before the bills are rendered. The revenue of the Water Department. averages 882,000; the annual interest is -“E‘~~l2,0IJl); the working expenses about $l0,000; thus leaving a margin of $10,001) for bad debts and other contingencies. It does seem an anomalous state of affairs that the Water Department, with so ample a revenue, should ‘he financially in a condition of chronic embarrassment.

As some remedy for existing evils in reference to the taxes, I venture to recommend 1

1. That the law should be so amended as that all city rates assessed at the same time shall be made payable at the same time.

2. That a special collector be employed to collect Water Rates. At present the time of the two Collectors is divided hetween the City Rates and the Water Rates to the great disadvantage of hoth services. There is abundance of work for two Collectors in collecting the general City Rates, and I am convinced that the cost of another Collector would be .a small item in comparison with the ad vantages that would result from it.

3. That City Rates of all kinds should be secured upon Real Estate; the security. however, not to take effect until after the lapse of a certain time specified.

and in personal property of $796,814 ; in the whole assess- ment a falling off amounting to $1,134,813. Compared with 1874 and 1875, there is a falling off of nearly five and a- half million dollars. This fact is so extraordinary that it demands careful consideration and examination. For my own part, not withstanding the long depression in mercantile afl'airs in this city, I find it diflicult to believe either that the '

city has become poorer or that its business has declined to the extent of over five millions in five years.

The decline hi the returned value of real estate is partly, but only partly, accounted for by the reduction in rents ;

it- is pretty well understood that the practice of making false returns with regard to rents has become a little too com- mon. The great shrinkage in personal property can, I think, he explained. Under the head of personal property is included, not only money, but merchandize of all kinds. Now, it is well lsnown that the custom which prevailed in former years of importing heavy stocks of goods from Britain and elsewhere twice during the year, that is in the spring and autumn, has been Well nigh abandoned; the- facilities for ordering by telegraph, and for importing by steamships and railroads, making it less necessary for mer- chants to keep lieavy stocks on hand. _Furthermore, many descriptions of goods that were formerly imported from lahroad are now manufactured at home or in the Dominion. and can he obtained in small parcels as often as required. The same remark applies to flour and other breadstufls, while cargoes of West India goods, which were formerly stored in the warehouses, now merely pass through the city on their way to Montreal 01' the United States. The husi.— ness of the place has, in fact, undergone a marked change of late years, and one which affects the returns for assessment most materially.

If the law for ta1ging_ personal propert_\_‘ is to remain in force, it is evident that increased Watchfulness on the part of the assessors will become necessary. With regard to assessors, there is a pretty general agreement of opinion that the change made some years ago in the appointment of these officials was not an improvement, but, on the con- trary, a mistake. The business of assessing is one which requires not only peculiar capability, but experience as well. Among the twenty—one assessors annually employed by the city, there are doubtless always some of suitable qualifica- tions, but an inspection of the several Ward books is not calculated to produce a favorable impression.

I beg to recommend: 1. That such alterations be made in the Acts relating to

assessment as will give the assessors discretionary power to reject the rental returned for Real Estate in cases where they have reason to be dissatisfied, and to affix a value to such Real Estate according to their own judgment.

2. That instead of three or more assessors appointed an- nually tor each “lard, two permanent assessors shall be ap- pointed for the whole city, to be assisted in each Ward by one other local assessor to be appointed annually. The cost probably would not be greater than the cost of the present arrangement, and I feel assured the rcsrdts ‘ssould be much more satisfactory.

I am not unniindful of the fact that ::'3'-_'-.1t- time ago a special committee of aldermcn and citizens was appointed to take the whole subject of civic assessment into consideration, and we may reasonably expect a gi'catl;:-iiuproved Act as ‘the result of their deliberations. In the meantime, as the committee has not reported, I deem it ti be my duty, re- spectfully, to offer such suggestions for the better working of the existing Acts as have occurred to my own mind.

It will be remetnbererl that some years since a sum of $9,500 was borrowed from the Bank of Nova. Scotia for the purchase of some lots at Freshwater t'o:' setverage purposes. The money has been returned, hut there is still an unsettled account with the Bank in connection with this transaction. I take the liberty of recommending that. the lots should be sold at the first convenient opportunity, and the account with the bank closed up.

I regret to be obliged to call the attention of Your Worship and the Council to the necessity of making some provision, by funding or otherwise, for a deficiency arising from uncollected rates. In the assessment for the past two years a much larger allowance than usual has been made for collection, but between 1875 and 1879, which intervening years happen to be the years of our greatest depression, the sums allowed for collection were not at all adequate to the purpose, and a considerable deficiency accrued.

In connection with the question of funding, I have to reiniud Your Worship and the Council t-hat the debentures in the buildings on the lliarket Slip, which were included 101- the last loan of $44,000 for funding purposes, will fall

There have been fewer extensions of the street mains made during the past year than for many years previously ;

probably the most important of these has been that through Young and Victoria. Street.-"Lto the “Nova. Scotia. Sugar Refinery,” as the demand for water by that establisliment will be large.
