    implement procedures to ensure that the

    board: 1) clearly supports the systems purpose

    and direction; 2) has mechanisms for

    monitoring the conditions that support student

    learning, effective instruction, and assessment;

    3) emphasizes challenging learning experiencesfor all students; and 4) provides direction for
