    Application for Certificate of Fitness for Occupation (CFO):-

    Apply CFO vide Borang E to LA

    C&S and M&E Engr. to endorse on Borang E

    Client cannot occupy building without CFO

    LA will visit site for CFO inspection

    As-Built Drawings to be submitted to LA before inspection

    CFO will only be issued by LA when :-

    Building is considered safe for occupation

    Water and Electricity is available

    Support Letter from various authorities Bomba, TNB, Syabas, Telekom, JPS, JKR etc received by LA

    Certificate of Completion & Compliance

    Salient features of CCC:- Bldg plans are still required to be submitted by Principal Submitting Person (PSP) to Local Authority (LA) and approved by the LA. The new system is an effort towards self-certification and self-regulation approach in the construction industry CFO will be replaced by CCC PSP will issue CCC vide Form F and Partial CCC vide Form F1 The issuance of CCC is restricted to only tech. issues concerning health, safety and essential services. Other non-tech. issues will be resolved between Developer and LA

    Certificate of Completion & Compliance

    CCC to be issued by Principal Submitting Person (PSP) i.e Prof. Arch, Prof. Engr. and Bldg. Draftsman CCC can only be issued by PSP after: All 21 forms G1 to G21 have been endorsed and submitted to LA Clearances from TNB, Water Authority, Sewerage Dept (JPP), Bomba and other authorities

    CCC to be issued vide Form F in 4 copies (i)to Owner or Developer, (ii)PSPs copy, (iii) Local Authority and (iv) LAM.

    ASMFR2010 - Rule 7: Basic Services

    Rule 12. Final Completion Phase -

    issuing a Certificate of Completion and Compliance (CCC) for building after being satisfied that the building is fit and safe for occupancy

    certifying As-Built Drawings and submitting maintenance manuals together with all warranties to the Client

    Issuing a Certificate of Making Good Defects (CMGD) after being satisfied that all defects to the building have been rectified

    Preparing Final Accounts for the contract and issuing a Final Certificate of payment to the contractor

    Project Completion

    Defects Liability Period (DLP):- a period of time where by any defects (bounded by the contract) during this period (as agreed in the contract document) on the building shall be rectified by the contractor at his own cost.

    Duration of DLP - as per Appendix 1. DLP for Housing projects has been extended to 24 months after April 2007

    Clients representative to provide list of defects & Contractor to rectify.

    Within 14 days of DLP Architect to issue Schedule of Defects to Contractor for rectification works

    Cert. Of Making Good Defects (CMGD):-

    will be issued once all defects have been rectified by the Contractor

    release of the balance of retention sum.

    Final Certificate (FC) QS statement of final account for the work which take into account:

    the variations to the work as ordered from time to time

    PC sums

    EOT

    LAD

    Etc

    It will be presented through the Architect to the Client as a statement agreed with the Contractor.

    The issuance of a Final Certificate assumes that everything is acceptable. Signed copies of the account to be issued to both the Client and Contractor.
