Curriculum
The Graduate School offers leadership and management courses in the four functional areas that reflect leadership
roles in organizations: individual performers, supervisors, managers and executives. By providing practices, tools
and skills that integrate a number of approaches, these courses and programs
are designed to help organizations, as well as individuals, achieve a higher level of
performance.
Among the curriculum offerings are leadership and management seminars,
competency-based learning applications, and a variety of programs that assist a
myriad of learners. Our programs and courses address learners wishing to enhance
their career development and those managers preparing for the SES. Many courses
and programs are suitable for individuals at various levels. Many also employ a
blended learning format; the leadership and management curriculum includes long-
term development programs, in which experimental learning takes place through
a number of methods. These programs utilize a variety of assessment tools to help
participants enhance their leadership competencies.
Our assessment services apply to all four leadership areas. Regardless of their
positions in an organization, individuals can benefit from the use of assessment tools:
the Leadership Effectiveness Inventory (LEI), the Myers-Briggs Type Indicator
(MBTI) and FIRO- B Courses, ranging from one-half day to ten days, are offered
nationwide in traditional classroom settings.

The New Aspiring Leader Program (GS 4-6)Build a foundation for understanding and practicing core
leadership skills and competencies that are essential to the success
of an organization. Designed for individuals at the GS 4-6 levels,
this program is delivered over two weeks in Washington, D.C.
New Leader Program (GS 7-11)By providing assessment, experiential learning and individual
development opportunities, the New Leader Program (NLP), a
six-month leadership development experience, develops future
public service leaders. The program is open to public service
employees at the GS 7-11 levels who have high potential for
leadership or have recently entered leadership positions.
Executive Leadership Program (GS 11-13)
Ensure your future as a manager by enrolling in the ExecutiveLeadership Program (ELP). This nine-month program, with an
emphasis on leading people, provides training and developmental
experiences for individuals at the GS 11-13 levels through
experiential learning and individual developmental opportunities.
These learning activities are supported by class room instruction
and activities provided during the four residential sessions.
Executive Potential Program (GS 13-15)The Executive Potential Program (EPP) is a 12-month nationwide
leadership development program that provides the training and
developmental experiences necessary for high-potential GS
13-15 employees moving into executive leadership positions.
The curriculum consists of four one-week intensive residential
sessions, typically held outside of Washington, D.C. The
program focuses on individual development needs and leadership
skills, action learning teams, project identification and project
planning. Additional sessions concentrate on the following ECQs:
Leading Change, Leading People, Managing for Results and
Building Coalitions/Communications. A key component of this
program includes an emphasis on best practices in leadership.
Senior-Level CoursesCLM offers a series of courses designed for GS 14-15 employees
who are seeking to enhance their skills or advance into the Senior
Executive Service (SES) as well as SES members seeking refresher
training. These courses address the Executive Core Qualifications
that OPM uses in examining the m anagerial experiences ofcandidates for appointment to the Senior Executive Service.

Leadership Effectiveness InventoryThe Leadership Effectiveness Inventory (LEI) is a 360-degree
feedback assessment instrument for assessing individual job
strengths and developmental needs. Individuals are assessed
against the 28 leadership competencies that comprise the five
Executive Core Qualifications (ECQs) of the Senior Executive
Service. We can provide individual or group interpretation
sessions on-site at your convenience.
Myers-Briggs Type IndicatorThe Myers-Briggs Type Indicator (MBTI) assessment is key
to understanding the differences among personality types and
improving communication in work and personal relationships.
Its wide-ranging applications promote personal growth in many
organizational situations. An expert, Graduate School-certified
facilitator will provide an interpretation of the results. For intact
work teams, a group interpretation session on-site can be
arranged.
Organizational DevelopmentConstantly changing business needs require commitment to
customized and flexible solutions in organizational design.
The Graduate Schools Organizational Development Center
provides creative, flexible organization development consulting
services to state and local governments, non-government
organizations and other business entities. We believe that
organizations can be resilient and thrive as they ma nage and
balance change. The ODC offers a results- a nd service-focused
project solution approach and process built around the following

The Center for Leadership and Management (CLM) offers long-term (two weeks to one year) development
programs for individuals at various government levels. Our programs provide a broad range of executive,
managerial and leadership training, plus continuing opportunities for professional development. The Graduate
School can also develop and deliver a long-term leadership development program customized to address the specific needs
of an intact work unit or agency.

Given the challenges facing government todayincreased accountability, changing laws and
tighter budgetst he demand for leaders is greater than ever before. The Graduate Schoo
of Accomplishment programs provide the
education and experience needed to develop those
who are critical to the successful operation of the
public sector.
These programs include three certificate
levels: Team Leader, Supervisor and Manager.
Participants have up to two years to complete any
one of the three certificate program requirements.
These programs comply with the USOPM
requirements listed in CFR Title 5, Subchapter B,
Part 410, Training and part 412, Supervisory,
Management and Executive Development.
