Background

• As outlined in the City Region’s Devolution Agreement, a key priority for the City Region is to secure greater cohesion and better alignment with growth opportunities to careers education and advisory services

• Key Outcome of the Area Based Review

• Partners across the City Region have historically and consistently recognised the positive impact that high-quality and coordinated services in this area can have on the learning and skills choices and employment outcomes of individuals.

• A LCR Careers Hub is seen as a key strategic driver for change/ improvement

Careers Hub Background

It is the intention that the Hub’s focus will be:-

• To lead on ensuring that there is better co-ordination of careers

education and information, advice and guidance across the City

Region;

• To work with partners and service deliverers to minimise duplication,

support effective delivery and maximise resources ;

• To help ensure that individuals are provided with clear learning and

skills/ employment pathways - including promoting the ‘Inspiration

Agenda’ and individuals’ ambitions;

• A more relevant and coherent offer and one which incorporates the

current and future employment opportunities afforded by the growth

and priority sectors; and

Careers Hub

• Tightly focused strategic group to lead the co-ordination of careers provision and materials in Liverpool City Region

• Support and influence National Programmes locally delivered (e.g. National Careers Service)

• Support and influence investment funds held by national organisations such as the Careers and Enterprise Company in order to meet LCR priorities

direction: National Careers Service

(NCS)

• Careers Hub and local partners are supporting both the

delivery of the current National Careers Service in our

area and informing the planning and design of the new

National Careers Service to be operational from October

2018

• Service will provide telephone, web, and a locally

based LCR face-to-face support service for those

young people and adults aged19 and over- with a

focus on those with low or no qualifications, single

parents, individuals with special educational needs or

disabilities and those adults who are unemployed aged

over 50 or who face significant risk of redundancy.

Company

Enhanced role outlined in the Skills Strategy, including:• A broader role across all the Gatsby Benchmarks from September

2018.

• Careers strategy supports the idea of local delivery through a focus

on careers ‘hubs’ (schools focus); prospectus issued April 18

• Careers Leaders: £4M to fund training for Careers Leaders in at

least 500 schools and colleges- CEC will lead the process

(prospectus in April 18)

• All schools and colleges are also to have access to an Enterprise

Adviser by the end of 2020.

• Investment Fund. £5M fund for disadvantaged young people -CEC

will run the process to allocate this funding (prospectus no later than

September 2018)

Discussions had been held with the Careers and Enterprise Company and the

Gatsby Foundation to identify how potential actions and ways of working can

strengthen CEIAG delivery across the LCR. New Careers Strategy directs CEC

to focus on all 8 benchmarks. 2016/17 CEC “State of the Nation” report

indicated that only half of schools achieve 2 or more benchmarks; 20% achieve

none.

Careers Materials & Promoting Choice • Updated Health and Care, and Construction SFG agreements to be

finalised next month

• Health Skills Show- held November- including launching the updated Health and Care Skills for Growth Agreement for a final consultation- ends 5pm on Friday 26th January

• Other SFG agreements and sector specific careers materials to be developed in the months ahead (design company appointed via OCT and other SFG agreements in development will be via OCT)

• Innovative CEIAG ‘ican’ resource in development and has been shared for consultation at the October Careers Hub meeting and also the December Skills Commission meeting- delivery plan now in development

• Wider career options through apprenticeships promoted to young people and employers by the Apprenticeship Hub co-ordinators.

• Careers Hub to discuss work plan in light of Careers Strategy publication and agree further priority actions- including securing greater input from schools

• Careers and Enterprise Company CEO and officers to meet with Metro Mayor to identify how best to ensure that CEC investment addresses LCR priorities

• Influencing SFG and CEIAG Materials development and using LMI gained from the Employer Skills Survey and Employer Engagement

• Finalise and launch LCR CEIAG ‘ican’ resource

• Influence future investment and performance

• Support the Skills Commission’s CEIAG Key Lines of Enquiry
