    6 Dear Readers,

    This is a special yearbook, because it focuses on the historic year 2002, theyear when Latvia was invited to join NATO and the European Union. At long last,an historical injustice has been corrected and the shadow of the Molotov-Ribbentrop Pact no longer hangs over our country and our nation. Latvia looksto the future with optimism, all the more so because the twentieth century, alltoo frequently marked by wars, power politics and dirty deals between themighty, has passed into history.

    Latvia’s achievements in 2002 should be considered as our common victory.Everyone – from senior government officials and local councilmen, journalists,townspeople and farmers, to entrepreneurs and artists - contributed to thiseffort. Thus, together we were able to trace the path leading to our, heretoforeunprecedented, participation in the decision-making processes of the new societyof the 21st century.

    The successful results of accession negotiations with the European Union wouldnot have been possible without the close cooperation and trust between the Ministry ofForeign Affairs and other government institutions, without the extensive dialogue withNGOs and professional associations. In the course of discussions it was necessary toharmonise general and specific interests, so that we could speak with one voice inBrussels. It was a complicated and meticulous process, in which the noble goal ofreunifying Europe was at times obscured by hard bargaining over milk quotas,transition periods and direct payments. Now that the negotiations are a thing of thepast, we are once again able to see clearly and appreciate fully the historicalsignificance of the decision made at the Copenhagen Summit. In the years to come, thisis what the political scientists and historians will be writing about.

    What was achieved in 2002 is the result of the sustained effort of all LatvianForeign Ministers and diplomats since the restoration of independence. Theymaintained a constant and consistent foreign policy direction, in spite of the internalpolitical changes associated with the transition period. The numerous accords withforeign countries on the establishment or reestablishment of diplomatic relations thatwere signed by Foreign Minister Jånis Jurkåns brought Latvia back to the internationalcommunity of states. Our fragile independence was decisively strengthened by ForeignMinister Georgs Andrejevs, especially through the accord on withdrawing Russiantroops from Latvia. During the tenure of Foreign Minister Valdis Birkavs the all-

    important decision was made to work toward membership of the European Union andNATO. At the time these goals seemed so unattainable that the most difficult task ofthe next foreign minister, Indulis Bérziñß, was to convince both our friends and futurepartners that Latvia could not remain in a nebulous zone between two systems ofvalue, that our country deserves a distinct place in the new European and globalgeopolitical framework. I would like to express heartfelt appreciation to mypredecessors for the enormous work they have done. At the same time, I wish to thankall my colleagues in the diplomatic service, who were the real heroes of thismagnificent teamwork. Thanks to all of them, we can anticipate the year 2003 withconfidence that a new era in Latvia's history is about to dawn.

    At long last, seeing our independence secure and protected and our countryrecognised as an equal partner in the community of European democracies, we arecreating not only our own, but also a common European future. Nonetheless, whilelooking back at our accomplishments in 2002 with unabashed joy and satisfaction,we need to be aware that our new status as member of the European Union andNATO brings with it new responsibilities. Our participation in these two powerfulorganisations has never been an end in itself, but rather a means to defend andachieve our national interests. Prior to 2004, when Latvia will become a full-fledgedmember of both the EU and NATO, we must redraft our foreign policy so that it setsforth our interests in the new political, economic and security environment wherewe shall henceforth grow and develop.

    The last twelve years have given Latvia a unique experience of what is needed toovercome totalitarianism and foster in society those common values that unite EU andNATO member states. Today we can say with pride that Latvia is a democracy wherehuman rights are respected, individual initiative flourishes, and people keenly aware thatall conflicts need to be resolved peacefully. Latvia's successful reform process is one of itsbest export commodities. We shall gladly share our experience with other states wishingto effect similar changes. On some issues related to integration in the European Union andpublic administration we have already provided consultations to Croatia, Macedonia,Georgia, Ukraine, Moldova, Kazakhstan and Kyrgyzstan. In this way Latvia hascontributed to expanding the region of European and transatlantic stability.

    Latvians have always been convinced of their Europeanness. On 20 September,2003 every citizen of Latvia, by voting "yes" or "no" in a referendum will have thechance to affirm his identity of choice. This decision carries with it a heavy burden ofresponsibility, as it will determine the fate of our country and our nation for manyyears to come. I do not doubt that our decision will be as courageous and far-sightedas that which we took in the spring of 1990, when each of us recognised that byvoting for the restoration of independence, we were voting for Latvia's return toEurope.

Mums jåbütgataviem uzsåkt kvalitatîvi jaunu attîstîbas posmu, kas nozîmé kvalitatîvi jaunudomåßanu – atbildîbu paßiem par sevi, gatavîbu izmantot sniegtås iespéjas, savuintereßu îstenoßanu.   • 102002 is an historic year for Latvia: we were officially invited to become a

    member state of NATO and we concluded negotiations on accession to the EU. Thismeans that Latvia has in effect achieved the most important of its foreign policyobjectives as formulated following the restoration of independence. These objectiveshave served as a stimulus for Latvia's development and have fostered the creation ofa modern state. The invitation to join the EU and NATO is confirmation of ourachievements and at the same time a high evaluation of the work we have done.

    These invitations have also profoundly affected our future development. We areno longer prey to the same threats that plagued us so often in the past, theconsequences of which we have had to endure in the decades that followed. Latviahas acquired security, and now it can share the responsibility for its own defence withits allies. With the invitation to join NATO, our national security is becoming strongerthrough closer cooperation with our allies since we shall be bound together by mutualdefence guarantees. Thus, the zone of European peace, stability and security, asrepresented by NATO and the EU for a half a century, will be expanding.

    When we join NATO, we will not only receive guarantees, but also give themto our allies. Thus, Latvia will be duty-bound to assist other countries in theAlliance against the threats they face. Latvia has already contributed toEuropean security through participation in NATO-led operations in the Balkans.In the future we must continue to offer our resources, however small, forcommon operations.

    Our experience shows that we can achieve more when working in partnershipwith our Estonian and Lithuanian neighbours. The particularly successful jointmilitary projects in 2002 are evidence of this. We believe that Baltic cooperation willcontinue and that membership of NATO and the EU will not diminish its importancein the future.

    The conclusion of accession negotiations with the EU was also majorachievement where cooperation and coordination among the Baltic and Nordicstates played an important role.     During the course of negotiations with the EU, we managed to achieve veryfavourable terms for Latvia, even in such contentious areas as agriculture andbudget. Moreover, we feel that we have reached the best possible agreements withthe EU member states and that the prerequisites for effective utilisation of both thepolitical and economic opportunities afforded us by the EU have been achieved.

    Looking ahead, we must make serious preparations for membership of theEuropean Union which in all likelihood will commence in 2004, since the EU memberstates still need time to ratify the Accession Treaty with Latvia. Therefore, we needto have a clear idea of Latvia's place in the European Union - what our aims areand what kind of further development of the organisation Latvia wishes topromote. These are questions which have always been at the centre of attentionfor the Ministry of Foreign Affairs in its everyday tasks and activities.

    Our future membership of the EU and NATO has also enhanced our relationswith the states of Western and Central Europe. A new and qualitatively differentcomponent of Latvia's foreign policy is emerging: the offering of assistance toother countries. More specifically, Latvia is willing to share its knowledge andexperience of reform with other countries so as to facilitate their developmentand efforts to better integrate into Europe. Latvia's priority regions fordevelopment cooperation are the states of the CIS, especially Ukraine, Georgia,Moldova, and the Balkans.

    Over the past few years, political and economic rapprochement of the Euro-Atlantic area has created a new environment and new conditions for relationswith our eastern neighbour Russia and other countries to the east of Latvia. Thecontinuing course toward integration into Western democratic structures bythese countries, especially Russia, should provide a good foundation for bettercooperation with Latvia. In any event, in its relations with Russia, Latvia tooksome pragmatic steps in 2002. Therefore, we would anticipate that Russia willtake due note of this and that pragmatism will become a dominant trend ofLatvian-Russian relations in the future.

    The political orientation of the Russian Federation and other states of theCIS, as well as their economic and trade relations with countries of the EuropeanUnion and the World Trade Organisation have revitalised the potential ofcooperation in various realms, including economy that had significantly declinedin the 1990s. Structural reforms in Latvia and the CIS, the putting in place of alegal framework for inter-state relations, and the orientation of certain CIS statestowards the EU and membership of the WTO open up a broad range ofopportunities for economic cooperation with the CIS.

    While recalling the truly significant foreign policy achievements of 2002, wemust also look forward and acknowledge that important and not-at-all easy tasksstill remain to be accomplished in order that Latvia’s membership of the EU andNATO becomes a reality in 2004.

    Consequently, we must embark on a qualitatively different level of development,which, in turn, requires a qualitatively different kind of thinking. Assuming fullresponsibility for ourselves, we will need to utilise to the best advantage theopportunities offered us and work to realise our interests. At the same time, we shallhave to broaden our scope and depth of vision. Thus, the greatest challenge facingLatvia as a member of the European Union and NATO, however, will be to think andmake decisions in a NATO and an EU context, because having become equal partnerswith equal rights we shall also be accepting equal responsibilities.

    15In 2002 we turned the first page of a new chapter in Latvia's history. The

    more than two-year-long negotiations on Latvia's accession to the EuropeanUnion were concluded during Denmark’s Presidency of the EU at the CopenhagenEU Council on December 13 and Latvia, together with nine other countries, wasinvited to join the EU. Contrary to the well-known superstition about Friday thethirteenth being a day of bad luck, Friday, December 13, 2002 became not onlythe most fortunate day in the process of Latvia’s integration into the EU, but alsoone of the most significant dates in the history of Latvia.

    The conclusion of accession negotiations and the invitation to become partof the EU family mean a lot to us, especially because the historical wrongs havebeen corrected and justice has triumphed. At the same time, these events arerecognition of a job well done and of our ability to resolve complex issues throughthe art of compromise. Somewhat paradoxically, perhaps, our immediate reactionon the 13th of December was simply one of relief that the numerous issues had atlong last been settled after the very intensive negotiations of the preceding monthwhen so much of the focus was on such crucial details as quotas, conditions, costsand transitions periods. It was only the morning after, upon hearing the DanishPrime Minister Anders Fogh Rasmussen say: "we have closed one of the bloodiestand darkest chapters in European history. Today we have opened a new chapter.Europe is spreading its wings. In freedom. In prosperity. And in peace", thateverything fell into its proper place and the historical significance of the conclusionof the accession negotiations sank in. We realized that after a half a century ofisolation and foreign oppression, Latvia, along with Estonia and Lithuania, hadreturned to Europe - to the Europe of our allegiance and to the family of free anddemocratic nations sharing the values that we also cherish and uphold.

    In the accession negotiations we achieved some of the very best termsamong the candidate countries. If we take all of the resources allocated to Latviaby the EU and divide them up per capita, then we find that the EU has been verygenerous: in some areas Latvia is to receive twice the per capita average of whatthe ten candidate countries have been assigned. Thus, Latvia will have theopportunity to develop rapidly. Now it is up to us to take full advantage of thebeneficial terms that were secured in the accession negotiations.

    The central issue of the final phase of negotiations was, of course, agriculture,which for Latvia, just as for the rest of Europe, is rich in significance and denotes

    much more than a sector of the economy. We have a landscape seeped in historyand tradition, a landscape that has been defined by individual farmsteads and wewish to preserve and maintain it. Thus, in Latvia we want agriculture to play thesame role that other Europeans expect it to fill in their countries. With Latvia a bonafide member of the EU, a farmer will at last receive a fair return for his labour andproduce and he will have a stable income. The future will be predictable, as the EUmarket for agricultural products is stable, sales are guaranteed and prices aremaintained at an even, high level. Also important is that upon entering the EuropeanUnion, it will be not only the farmer-producer who will benefit, but all ruralinhabitants. And if the farmer prospers, this will also have a positive effect on thecountry’s economy. Secondly, EU resources will be available not only for themaintenance of the rural environment and landscape, but also for employmentdiversification.

    Latvia will also benefit from the European Union’s Structural Funds andCohesion Fund. This is particularly important since the per capita income inLatvia is about one-third of the per capita income in the EU member states andeconomic development across the territory of Latvia is uneven. There is ashortage of funds for road repairs and construction, water purification, and theretraining of the unemployed. Since these are not the areas into which foreigninvestment would flow, European Union aid for infrastructure renewal will beinvaluable.

    In 2003, the people of Latvia will have to decide on Latvia's membership ofthe European Union. The government will, therefore, face the challenge ofinforming the people not only about the benefits associated with EU membership,but also the difficulties that may be encountered, especially during the first yearsof membership.

    Over the years support for EU membership in Latvia has fluctuated, withoverwhelming approval registered in the 1990s. More recently the people ofLatvia have tended to be more critical of the European Union than the people ofother EU candidate countries. One explanation for this is that Latvians are notfully convinced that the voice of a small nation will be heeded when decisions aretaken within the EU. Big nations feel more confident in this respect, as they aresure that their voices will be heard. Bitter experience over several centuries iswhat makes the Latvians look sometimes at the EU with suspicion and distrust.

    Nonetheless, history shows that the dividing line in the European Union is notfound between small and large states, affluent or less affluent states, older ormore recent member states: that line is drawn according to common interestsand policies. A clear example is Luxembourg, from which have come twopresidents of the European Commission. One of them, Jacques Santer, has statedthat he has never seen an alternative outside of the European Union for a smallstate such as Luxembourg, and that Luxembourg has never enjoyed greaterinfluence on politics as it does now.

    So the ability to defend Latvia's interests and benefit fully from thepossibilities offered by the European Union in both the political and economicarenas depends solely on us, on the professionalism of our people, on our abilityto work together in a coordinated manner. The immediate challenge for Latviaas a EU member state will be to think and make decisions in a European, ratherthan a Latvian or Baltic, context and assume responsibility for EU policy. Asecond challenge will be to achieve as quickly as possible the level ofdevelopment of the average EU member state, and to use effectively all theassistance of the EU to achieve this goal. A third challenge, also requiringimmediate attention, will be to define Latvia’s priority sectors where we shallcompete in the EU marketplace.

    EU enlargement will present Latvia with many new opportunities: we willbecome better known both as a people and as a country and we will have greateropportunities to attract foreign investment. Our geographic location is a clearadvantage in the EU market place and it is therefore natural to focus on thetransportation of goods and services, as, for example, the transport of energyresources. Because Latvia is located on the shores of the Baltic Sea, aconcomitant concern will undoubtedly be a clean environment, given Latvia’straditional commitment to nature and the growing alarm of the Baltic Sea statesand Europe over polluted water and coastlines. In the future, Latvia's easternborder will be the external border of the EU, and effective border control will bean important task for which all EU member states should take responsibility.Since this is related to justice and home affairs, Latvia will be perfecting therelevant institutions and procedures to cope successfully with its new status.

    In 2003 the most important events in terms of EU enlargement will be thesigning of the accession agreement on April 16 in Athens, and the conclusion ofthe work of the European Convention. Latvia is, therefore, devoting greatattention and trying to contribute effectively to the discussion of what anenlarged European Union will look like, and what needs to be done so that itfulfills its functions well.

    History shows that the European Union has developed as a community ofdiverse cultures and traditions. Latvia sees the European Union as remaining astrong union of national states in all their cultural diversity. Enlargement will,without a doubt, increase the importance of the EU in international politics. Thisis important, as the EU should carry both economic and political weight in theworld and the political and economic elements should be in balance.

    20The year 2002 has been a watershed year in Latvia's quest for guarantees of

    its security and independence. The invitation extended to Latvia to join NATO wasthe result of concerted and dedicated work that began immediately afterindependence was regained. Thus, the invitation represents recognition by ourWestern allies of Latvia's maturity as state and of Latvia's right to take its place inthe community of transatlantic states as one among equals. At the same time, thehistoric decision taken at the Prague summit to further enlarge NATO and inviteLatvia to join the Alliance were not adopted solely for the sake of our vital securityinterests. The complete integration of Latvia and the other candidate countries intoNATO will in the long term strengthen stability and security in the whole of Europe.

    NATO's decision changes fundamentally Latvia's security status. Since theinvitation was extended, Latvia’s relationship to NATO member states is that of an allyand it can no longer be relegated to the grey zone of security. This, in turn, guaranteesthe irreversibility of the path of development Latvia has chosen for itself: a path whoseguideposts are democracy, rule of law and market economy. The development ofdemocracy, rule of law and market economy is also a precondition for attractingforeign partners in trade, business and investment and will enhance Latvia’sreputation and foster an investment-friendly environment. Foreign investors willrecognize that Latvia is also a country where capital can be safely invested. Theexperience of Poland, Hungary and the Czech Republic bears this out.

    Latvia's foreign service has always been aware that achieving our strategic goal offull membership in NATO is a complex process influenced by developments both athome and abroad and requiring the best efforts of institutions and individuals. Thus,this process has been linked with wide-ranging reforms throughout the country, soberanalysis of international developments, and persuasive presentation of the case forLatvia’s membership in an enlarged NATO. If in 2001 considerable focus of effort wason the getting a NATO enlargement decision to be included in the agenda of the PragueSummit and the recognition of the Baltic States as candidates worthy of being invited tojoin the Alliance, then in 2002 it was accentuated that Latvia had to demonstrate itsreadiness and ability to become an ally and a reliable partner, able to implement anddefend common values and comply with NATO's exacting standards. Together with ourparliament – the Saeima, the Office of the President, the Ministry of Defence and otherinstitutions, the Ministry of Foreign Affairs was able to organize and coordinate theactivities and mobilize the resources and capabilities to ensure that Latvia passed allthe “examinations” successfully and received an invitation at the NATO Prague Summit.

    In 2002 Latvia's policies remained just as clear, consistent and transparentas ever. Although parliamentary elections were held in October and brought intothe Saeima many new members representing new political parties, the newparliament and government reaffirmed the course of internal reforms and thecontinuity of foreign policy.

    Throughout the year, Latvia continued to actively implement its NATO’sMembership Action Plan, which provides an assessment of Latvia’s progress,achievements and tasks as yet unaccomplished. Special attention was paid to thedevelopment of a public information policy in Latvia and abroad. This hasinvolved cooperation with politically active non-governmental organisations,which play a significant information dissemination role in society and assist inthe development of a civic consciousness.

    Latvia's dialogue with member states of the Alliance on military and politicalissues also intensified in 2002, particularly owing to regular contacts between high-ranking officials and frequent consultations between specialists. In this context, thespecial relations that Latvia enjoys with the United States have been of paramountimportance. Since January 1998, these relations have been guided by the Charter ofPartnership among the United States of America and the Republic of Estonia,Republic of Latvia, and Republic of Lithuania. The Charter stresses the importanceof cooperation not only with the United States, but also encourages closercooperation among the Baltic States. One of the most important factors enablingLatvia to make such progress toward NATO membership has been precisely thecooperation with Estonia and Lithuania. This has involved not only informationexchanges and political consultations, but also interaction at a military level.

    Wishing to support NATO's Open Door Policy and convinced that preparationsby NATO candidate countries for membership of the Alliance foster security andstability, Latvia continued to promote cooperation among the "Vilnius 10”countries. Therefore, in July Latvia hosted a summit of NATO aspirant countries –"Riga 2002: The Bridge to Prague." The meeting brought together leaders of NATOmember and candidate countries for the last time before the Prague Summit.Participants at the Riga Summit endorsed NATO enlargement, reviewed theaccomplishments of each candidate country and discussed ways of contributing toEuro-Atlantic security and building a community of shared values.

    Determined to contribute to Euro-Atlantic security and demonstrate itscapacity to fulfil the responsibilities of a trusted partner and ally, Latvia isactively participating in the peacekeeping operations in the Balkans. By the sametoken, Latvia has expressed its full support for the US-led fight against terrorismand is prepared to do its share for the common good.

    These and many other activities have proved to be successful, and thelonged-for result has been achieved. Nevertheless, for Latvia to become a full-fledged member of NATO, further work is needed in internal reforms and overallnational development, as well as in implementation of NATO procedures.

    In December 2002 Latvia, as the first among newly invited nations, beganaccession talks with NATO and successfully completed the first two rounds.

    Latvia's Ministry of Foreign Affairs is well aware of its tasks for the year aheadand will mobilise all resources in order that Latvia be granted NATO membershipat the next NATO Summit. Once this has been achieved, Latvia will enjoy greaterpolitical authority and be able to influence decisions vital not only to its own futuresecurity, but also to that of Europe and the entire transatlantic area.
