This is a Commonwealth funded program with a focus on protecting and creating jobs through stimulating additional infrastructure. Eligible activity includes traffic signs, traffic control equipment, street lighting equipment, facilities off road used by heavy vehicles, facilities off road that support the visitor’s economy, road, and sidewalk maintenance, where additional to normal capital works

RECOMMENDATION

That Council:

BACKGROUND AND KEY ISSUES Local Roads and Community Infrastructure Grant projects Moree Plains Shire Council (Council) has successfully obtained grant funding under the Local Roads and Community Infrastructure Grant program. This is a Commonwealth funded program with a focus on protecting and creating jobs through stimulating additional infrastructure. Eligible activity includes traffic signs, traffic control equipment, street lighting equipment, facilities off road used by heavy vehicles, facilities off road that support the visitor’s economy, road, and sidewalk maintenance, where additional to normal capital works

schedules, community Infrastructure that involves construction, maintenance and/or improvement of publicly accessible assets. Design options for this grant included the following:

Option 1 – Main Street plantings on road shoulder (with maximum one car park lost per tree) as per MPSC Design Plan 21-020-01-A.

Option 2 – Heber Street centre island – one island situated west of the traffic lights- 1999 masterplan design.

Option 3 – Memorial Hall accessible parking area MPSC Design Plan 21-021-01-A or 21-021-02-A – depending on Australia Standards and Local Traffic Committee approval.

Option 4 – Disabled access on Balo Street near Dhiiyaan building MPSC Design Plan 20-031-01-C.

Option 5 – Pedestrian safety study and design in relation to other CBD upgrades that could impact on accessibility. Pedestrian raised (Wombat) crossings. 1999 masterplan design.

It was determined that option one, street plantings on the road shoulders as per MPSC Design Plan 21-020-01-A should be undertaken as part of the Your High Street scope of works. On 15 September 2021 the Urban Advisory Committee made the following recommendation on this matter: Recommendation: (Cassells/Pritchard)

That Council endorse the Local Roads and Community Infrastructure Grant projects in the following order of priority:

1. Option 5 - Priority crossings adjacent to Sullivans Newsagency and K-Hub 2. Option 2 - Heber Street median strip island, west of the traffic lights 3. Option 4 - Disabled access on Balo Street near Dhiiyaan building 4. Option 3 - Moree Memorial Hall accessible parking area and access on Balo Street

Pigeon control Council staff have sought grant funding to assist with pigeon management in our towns and villages, however this has been unsuccessful. Council is not responsible for managing vertebrate pests however if funds become available (potentially including Chamber of Commerce contributions) there may be a path forward on this matter. One of Council’s commercial pest management partners now has an approved chemical product which is understood to be similar to ‘the pill’. This could provide an opportunity to reduce pigeon breeding. On 7 June 2021 the Urban Advisory Committee made the following recommendation on this matter: Recommendation: (Pritchard/Bruno)

That Council allocate funds for the management and control of pigeons, including the sourcing of grant funding, and seek quotes on management activities.

FINANCIAL IMPACT TO COUNCIL Grant funding to be used for item number 1 and, subject to Councillors proposed way forward for pigeon management, for item number 2 also.
