D URING 2009, FIVE METROPOLITAN EAST ST. LOUIS

facilities received 18.0 percent of solid wastes landfilled

statewide. This was the second highest amount landfilled

behind Region One, Northwestern Illinois. Region 2, Chicago

Metropolitan area was third at 16.9 percent.

The amount disposed in 2009 decreased by 11.6 percent from the

previous year. More than 8.2 million gate cubic yards of wastes

were landfilled in the Metropolitan East St. Louis area in 2009.

Figures differed by 1,086,118 gate cubic yards from year to year.

Three landfills rank in top 10 listing for waste receipts

Roxana Landfill Inc., Roxana, had the distinction of ranking second

in the state in terms of large quantities of municipal waste disposed

in landfills during 2009. Milam Recycling and Disposal Facility

(RDF), East St. Louis, ranked seventh, and Cottonwood Hills RDF

ranked ninth. These three landfills together accepted 17.5 percent of

the waste that was landfilled in the State. This figure is also 97.5

percent of what was brought into the region’s landfills.

More than 45.6 percent of wastes disposed in the Region

came from four other states

Of the more than 8.2 million gate cubic yards of waste accepted,

more than 3.7 million gate cubic yards originated outside Illinois.

Three Region 6 landfills received 45.6 percent of their waste from

these four states: Iowa, Kansas, Kentucky, and Missouri.

Three landfills that accepted waste from other states and out-of-state

percentages follow: Cottonwood Hills RDF, Marissa, (82 percent of

receipts at the site); Milam RDF (50 percent) and Roxana Landfill

Inc. (31 percent).

Bond County Landfill, Greenville, and Salem Municipal Landfill

#2, Salem, were the only active facilities in the region that did not

accept out-of-state waste.

The total percent of out-of-state waste accepted from 11 other states

in all Illinois landfills during 2009 was 12 percent, down just one-

half of a percent from the previous year.

Landfill capacity decreased by 4.9 percent

On Jan. 1, 2010, Region Six’s five landfills reported that capacity

had decreased by more than 7.0 million gate cubic yards; providing

4.9 percent less capacity this year. Landfill operators reported 17

years of landfill life in the region. This is next to the least amount of

landfill life remaining in a region; only Region 2 has less: 11 years.

The more than 91.7 million gate cubic yards of capacity reported by

fourth-ranked Cottonwood Hills RDF on Jan. 1, 2010 is 66.7

percent of the landfill capacity available in the region, and is also

8.3 percent of the capacity available in the state.

All landfills in the region remain open into 2010

However, the operators of Bond County Landfill, Greenville ceased

accepting waste on Mar. 31, 2010. The landfill was active

throughout 2009.

Construction of new cells permitted at all five landfills

Four landfills applied for and received permits to construct new

cells or areas during 2007 to mid-2010. More details about all these

developments are found the landfill specification pages that follow

this regional overview.

At Cottonwood Hills Recycling and Disposal Facility, 4.9 acre cell

called Phase 2 Southwest was approved on July 19, 2007. A 5.3 acre

cell called Phase 2 Southeast and a 1.5 acre slope cell were

approved in November 2008 and in May 2009. Phase 2 Northeast

(4.6 ac.) was approved for waste acceptance in February 2010.

At the Milam RDF, the Illinois EPA approved its Phase 4A (0.6 ac.)

and Phase 5 (3.9 ac.) in February 2007. Phase V South (5.7 ac.) was

approved in May 2008. Phase V East (4.5 ac.) was approved for

waste acceptance in August 2009.

At Roxana Landfill, Cells 2B and 3B (4.5 ac.) were approved for

waste receipt in January 2007. Waste disposal in Cells 2C and 3C

(12.9 ac) was approved in August 2008.

At Salem Municipal Landfill #2, a cell called Phase 3 North was

approved in March 2008.

The only landfill that did not build any new cells from 2007 to mid.

2010 was Bond County landfill, whose operators made the business

decision to close.

Transfer Stations are located in Madison and Randolph

counties

Four transfer stations in Madison and Randolph counties consolidate

locally collected waste for efficient shipment to landfills. Some

transfer station operators also remove recyclables from the

municipal waste stream. Transfer stations handling only landscape

waste, with transfer in less than 24 hours, are also included in the

list of Agency permitted sites.

Randolph County Transfer Station, Sparta, is number one

Randolph County Transfer Station, Sparta, reported accepting

16,484 tons of municipal waste for transfer. Randolph County does

not have an active landfill located within the county, and this is the

only transfer station located in that county.

The other three transfer stations are located in Madison County in

the towns of Bethalto, Edwardsville and Granite City. All four of

the transfer stations in Region Six reported that 31,961 tons were

transferred during 2009.

BFI Modern Landfill Compost Facility is the State’s

second largest compost site

The compost site accepting the most grass, leaves and brush in

Illinois is located in McHenry County in Northern Illinois. It

accepted 82,200 tons, in 2009. Thelen Sand and Gravel, Antioch,

accepted 25,029 tons more than did BFI Modern Landfill’s

Compost Facility, Belleville, which accepted a total of 57,171 tons

in 2009.

Six compost sites handle almost 96,000 tons

Belleville’s compost facility, ranked number one in landscape waste

received, also accepted the second most tons of landscape waste in

the state. Milam RDF Compost Facility #3, the region’s second

largest compost site, ranked seventh in the State’s top 10 list also.

The region’s six compost facilities processed 95,810 gate tons of

landscape waste in 2009. This figure was 32.7 percent of that

composted in the Chicago Metropolitan area which handled 292,658

tons of grass, leaves and brush at 18 locations.

Clinton County Compost Inc. opened near Centralia on Mar. 7,

2007. Cottonwood Hills Compost Site, Marissa, was temporarily

closed in July 2006 and does not appear in the listing below.

Recycling rates for multiple years average 30.9 percent

Each year, the Illinois EPA seeks recycling and waste generation

data from local recycling coordinators. Five of the nine counties in

the region voluntarily responded to the recycling survey in 2009, a

55.5 percent response rate. Data from other counties came from

1998, 2003, 2007 and 2008.

Recycling rates in Region Six ranged from two percent to 37.8

percent. The regional average recycling rate was 30.9 percent.
