    I. HISTORIC PRESERVATION MONITORING ACTIVITIES • Thursday June 17:

    (1) Site visit to monitor activity, photograph as necessary, and to get an update on work. The construction that day was focused on assembling a crane in the landing area. Brendan Driscoll and Dave Parsons, both of Flatiron, provided updates on the field office and information that Friday would be a busier construction day.

    • Friday June 18: (1) Site visit in the afternoon to monitor activity. Barges were brought down to the landing area

    in pieces to be assembled and crane assembly continued. (2) Photograph the building foundations. (3) Some of the vehicles driving up and down the access road/driveway were traveling much

    faster than 15mph. I reminded them of the speed limit and asked to pass it along that every vehicle follows it, in order to prevent dust, dirt, and rocks being kicked around the site.

    (4) Discuss vibration monitoring with Scott Newman, Elsa Gilbertson, and Mark Curtiss (all separately/not in a meeting).

    II. SITE PLANS & PROGRESS

    • Signs at Chimney Point covered (by CP staff) to further indicate to the public that the site is closed.

    • Construction Activities 6/17-6/18 (1) Crane assembly and barge construction. Pieces of cranes and barges were transported down

    the driveway on tractor trailers or carried by forklifts. (See photographs). The vehicles did not pose any concern. For example, the driver of the forklift carrying sections of the barge proceeded slowly and was directed by an additional worker in order to insure that the landscape and white wood poles would be protected.

    (2) The Flatiron field office was not yet in place. Brendan Driscoll reported that the subcontractors who are bringing in the field office are behind schedule.

    • Construction Activities 6/21-6/25 As reported from Mark Curtiss, this week and next week include the following: (1) Barge and crane assembly continues this week. (2) Field office delivery/assembly begins today with utility connections to follow. [Once the

    offices are set up and connected, communication regarding scheduling and any issues will be much smoother. Also, once the offices are established and running, the safety protocols (check in, etc.) must be followed.

    (3) Reale Construction will work on fencing (delayed a day) and begin work on abutments (4) Pier 7 work to begin this week and continue until complete. (5) Deliveries this week and next of various construction materials, rebar, fabricated steel for

    drilled shaft installation, etc. (6) Next week drilled shaft subcontractor will mobilize and begin work in week three.

    III. ARCHAEOLOGY MONITORING & FIELD CREW WORK SUMMARY • Site: VTAD329. At the end of the week, 6/17 - 6/18, the crew continued to work downhill

    on the lower terrace, excavating until they reached bedrock. They moved from the upper portions of the site in order to align the digging schedule with the construction schedule. Once this area is excavated and cleared, construction can begin. After finishing on the lower terrace, the crew will return to the upper portions. John Crock’s archaeology field school from UVM will also be joining the crew this week.

    IV. ISSUES & REMEDIATION

    (1) Issue: Vibration Monitors (Update) Vibration monitoring is required by the PA. Monitors used during the demolition had been removed.

    Remediation: Mark Curtiss, Senior Field Engineer of Flatiron, has been in contact with Paul Rudloff, Project Engineer of Flatiron, who is working with Ryan-Biggs Associates to set up the monitors. On Friday 6/18, they were onsite and discussed locations for the monitors with Chimney Point Site Administrator Elsa Gilbertson. Originally the recommendation from VTrans was to follow the monitoring procedure as during the demolition. However, after recommendations from the DHP, VTrans recommends that all of the buildings at Chimney Point be monitored, as discussed with the Site Administrator. The monitors should be in place by 6/25.

    (2) Issue: Responsibilities to the Franklin Property (New) A question about vibration monitoring and other responsibilities to the Franklin property (the Italianate style residence adjacent to the CP site).

    Remediation: Any issues regarding ground disturbance must be discussed with the VTrans AO, Jen Russell. VTrans or Flatiron does not have the responsibility to place vibration monitors on the house. As long as the property is protected and respected, the Programmatic Agreement is being followed.

    (3) Issue: Speed Limit (New)

    Some vehicles travel at a speed unsafe for the historic site and those working, whether archaeologists or the construction workers. A speed limit greater than 15mph kicks up dirt, rocks, and dust, which results in unsafe conditions.

    Remediation: VTrans asks and advises that all vehicles travel at 15mph or less, whichever is appropriate to the size and load of the vehicle.

    (4) Issue: Protecting the road surface, landscape, intact ground resources (Current)

    Inspection revealed (also observed & noted by Kate Kenney) that previous heavy equipment mobilization (Sessler) caused part of the asphalt road to sink about 4-5” on

    one side and to bulge in the center. This spot is located just below the crest of the road hill.

    Remediation: In addition to erecting the orange snow fence to protect the historic site, Flatiron has stated plans to raise the road bed if necessary. By laying down fabric and gravel fill, the road will increase in usable space and this method will protect the surface. The VTrans AO, Jen Russell, and John Crock have approved this. At this time, the land is cleared, but there is no need to alter the road bed as the vehicles and equipment have fit on the road without causing harm. (If put in place, this system of fabric & gravel fill will need to be monitored closely upon removal, when there is greatest potential for damage. The archaeologists will establish a protection plan with Flatiron.)

    (5) Issue: Driveway/ Construction Access Road Entrance (Current)

    Flatiron has determined that the driveway entrance has too steep of a drop/too sharp of a curve for their vehicles.

    Remediation: Flatiron will employ a similar method of fabric & gravel (see #4) in order to temporarily alter the road bed. This will not harm archaeological resources and the plan has been approved by the VTrans AO and John Crock, UVM CAP.

    (6) Issue: Internal Communications Protocol (Current) Remediation: There is ongoing communication between the Historic Preservation Monitor,

    Archaeology Monitor, and Flatiron Construction, on site and whenever necessary. Kate Kenney, AM, is on site daily and able to handle ground surface issues as they arise. The VTrans HPO and AO will be in regular contact with the site monitors.

    V. ISSUES & RECOMMENDATIONS to VDHP

    (1) Issue: VDHP Regional Field Office Location Recommendation: VTrans recommends that the regional office be relocated to an alternate

    site, e.g. Mount Independence Historic Site, for the duration of construction or conditions allow safe and convenient operation of the site.

    (2) Issue: Site Access for Mail and Parcel Delivery Recommendations: VTrans recommends that USPS and Fed-EX mail be delivered to an

    alternate address.

    (3) Issue: Building Protection During Construction The museum, barn, and education building will need to be protected during construction.

    Recommendation: VTrans recommends that VDHP allow, as soon as possible, the protection of the museum property via doors and windows sealed with plastic, as previously done.

    VIII. MISCELLANEOUS:  None.

    June 18, 2010: Though perspective of the image appears that the wood will knock the white poles, in actuality, they did not. The operator proceeded carefully and adjusted the forklift as necessary. Another worker directed the driver as needed.

    June 18, 2010: The forklift also maneuvered around the trees.
