SECTION 4: PREVIOUS ALTERATIONS TO THE BUILDING OR STRUCTURE Only complete this section for buildings that are 50 years old or older. Describe any alterations that have already occurred to the building, such as material replacement, including siding, windows, and doors; any additions, including garages; and any removal or addition of architectural details, such as brackets, columns, and trim. Provide estimated dates for the work. Attach additional pages as necessary. Sixteen Ranch-style houses dating from 1968 and 1969 that have rear yards along NW Bethany Boulevard are within the proposed project area. The houses are in the Oak Hills Community neighborhood, which was determined by SHPO in 2011 to be eligible for listing in the NRHP as a historic district. Almost all of the sixteen houses have modern landscaping and many are minimally updated with vinyl windows, garage door changes, and/or siding changes. New siding on many of the houses is generally wood or wood-like boards. The modifications do not detract from the overall character of the neighborhood, and the houses appear to retain sufficient integrity of setting, context, design, materials, and workmanship to be contributing resources to a proposed Oak Hills Community Historic District. SECTION 5: PROJECT DESCRIPTION Describe what work is proposed, including what materials will be used and how they will be installed. Specifically identify what historic materials will be retained, restored, replaced, or covered. Include drawings, photos, cut sheets (product descriptions), additional sheets, and other materials as necessary. For vacant lots, please describe the intended use. The Washington County Department of Transportation is completing a new roadway improvement project including right-of-way acquisition for NW Bethany Boulevard. The roadway will expand from two travel lanes to four or five lanes between NW Bronson Road to north of NW West Union Road. The plan includes a 4-foot median, 5-foot bike lanes and sidewalks, and the construction of sound walls. The proposed project will provide capacity and intersection safety improvements, on-street bicycle lanes, and continuous sidewalks. Improved road drainage, utility upgrades, illumination, and limited landscaping are also proposed. The Oak Hills Community borders a portion of the existing NW Bethany Boulevard on the road’s east side. Since the project requires the acquisition of right-of-way, it will alter a segment of the Oak Hills Community proposed historic boundary along the rear of the property lines, and the setting of the backyards of contributing resources within the proposed district will be impacted. include appendixes. A strip of land varying from 8 feet to 16 feet in width will be acquired from the back yards of the sixteen houses in the Oak Hills Community that border the project. None of the houses will be directly affected by the project. A swimming pool and a shed in the backyards of two residences, neither constructed as part of the original subdivision, will be removed. Access to two existing garages on separate parcels will be closed. The project will also include the removal of a portion of back yard landscaping at each of the sixteen houses. The Oak Hills Community is a planned housing development that was designed and initially constructed in 1965. The plan was based on a landscape design that included a school, church, commercial buildings, and recreational buildings integrated with a range of house styles. Envisioned as a Planned Unit Development (PUD) or a “satellite,” Oak Hills was based on a concept that gained attention of planners and architects who were reacting to the sprawl of Post-World War II tract housing developments. The Oak Hills Community was one of the first PUDs constructed in Washington County. The Oak Hills Community has a variety of house styles representative of the mid-to-late 1960s, many of which are variations of the Ranch style. Neo-eclectic styles and Mid-Century Modern styles are also represented within the community. Variations of the Ranch style are the most frequent style represented within the project area. The sixteen houses within the project area of effect are described below. All of the houses are considered to be contributing resources to the proposed Oak Hills Community Historic District, as each retains sufficient integrity and is within the period of significance, circa 1965 to 1980. 15745 NW Norwich Street (1968) (Photo 1) The two-story Split Level Ranch house has been modified with vinyl fixed and sliding windows, skylights, double doors with leaded beveled glass, and a paneled garage door. 15735 NW Norwich Street (1969) (Photo 2) The two-story Split-level Ranch with garage modifications has modern vinyl windows. 15725 NW Norwich Street (1969) (Photo 3) The one- and two-story, side-by-side Ranch house has been modified with vinyl windows and a new entry door. A swimming pool that was constructed circa 1980 will be removed as part of the undertaking. 15700 NW Barkton Court (1968) (Photo 4) The one-story Ranch house has been modified with gridded vinyl sliding windows and a small sky light. 15720 NW Barkton Court (1969) (Photo 5-6) The one-story Ranch house was not entirely visible from the street. A separate garage in rear has an illegal and unsafe access from NW Bethany Boulevard; the access will be removed, but the garage will remain. 15705 Barkton Court (1969) (Photo 7) The two-story Split Level house with garage has been modified with T-1-11 siding and vinyl windows with fixed single lights above sliders and single horizontal sliders.

This shed is a contributing feature of the property. 15770 Oak Hills Drive (1968) (Photo 12) The one-story Ranch house is intact although the garage door is a paneled replacement. 15765 NW Perimeter Drive (1968) (Photo 13) The one-story Contemporary house is a “Unit Maker” house type constructed by United Homes Corporation. Modifications include a paneled overhead garage door and wide-board siding on the south façade. 15745 NW Perimeter Drive (1969) (Photos 14) The one-story Neo-eclectic Ranch house is similar to the United Homes “Oakwood” home type, except that the garage is entered from the side wall. 15725 NW Perimeter Drive (1968) (Photo 15) The one and two-story, side-by-side Ranch house is a United Homes “Tri-master” house type. The house has vinyl window replacements. 15705 NW Perimeter Drive (1968) (Photo 16) The one and two-story, side-by-side Ranch house is a version of the United Homes “Tri-master” house type. The house has vinyl window sliders and fixed vinyl panes above the sliders. 15740 NW Perimeter Place (1968) (Photo 17) The one-story Ranch house has a modern paneled overhead door. 15770 NW Perimeter Place (1968) (Photo 18-19) The one-story Contemporary house is a “Unit Maker” house type constructed by United Homes Corporation. Access to a one-story, detached garage at the rear of the property along NW Bethany Boulevard will be removed by the project, as this is an illegal and unsafe access.

Evaluation of Effects: Historic Properties Not Adversely Affected The project will have a minor effect on the proposed Oak Hills Community Historic District by changing a segment of the district boundary along NW Bethany Boulevard due to land acquisition for the road widening project. The designers of the project have worked with the community to reduce the extent of the project on the potential district by narrowing the travel, turn, and bike lanes; and by shifting the road centerline to the west by approximately 6 feet. Left turn lanes were eliminated in some areas by restricting access at Emily Lane and Ridgetop Lane. This resulted in further reducing the width of property that would be impacted by approximately 11,000 square feet. The design speed is also lowered. No houses will be directly impacted, although a swimming pool and a small garden shed in the backyards of two residences will be directly impacted by the project. Outbuildings on two parcels will have access eliminated from NW Bethany Boulevard. These accesses were not allowed since the platting of the property included access restrictions. The road widening will change the original boundary of the planned community and will minimally alter the setting of some of the individual parcels. Proposed mitigation efforts to offset the effect include the construction of a sound wall with an aesthetic treatment.
