The cut affected more than a fifth of the 278 Municipalities, nearly all of them local Municipalities. No Metros were affected. So far, 9 of the 60 Municipalities have met the Treasury’s requirements and accessed their funds. growth and circulation figures we have

gained market share in 9 of the 12 areas

operating at a minor loss and one

newspaper is breaking even. I believe

that will change in the next three months.

Five of our newspapers is the biggest in

their areas. All newspapers have grown

digitally with Ficksburg Rekord now having

the most subscribers. I'm not in

competition with the competition at this

stage. I'm in competition with myself to

ensure that we deliver a better quality

news product which meets the desire of

Prep Time: 15 minutes

Cook Time: 18 minutes

This has to be THE easiest chocolate and

peanut cookie recipe ever! Try them for the

next school bake sale.

Ingredients

500 g tub SPAR Brownie mix

2 large eggs

250 ml SPAR crunchy or smooth

peanut butter

30 ml SPAR canola or sunflower oil

Brownie Biscuits

Method

Preheat oven to 180 ºC. Measure the

ingredients into a 3 litre SPAR Good Living

ceramic mixing bowl.

Using a wooden spoon, mix these ingredients

together well to form a dough.

Roll medium size balls, and arrange them well

spaced, on a SPAR Good Living non-stick

baking tray. Press down onto each one with

the back of a fork.

Bake for 18 minutes and leave to cool slightly

in the pan before transferring onto a cooling

rack to crispen.

Store in an airtight container.

Hints and Tips

Press a Smartie sweet into the centre of each

before baking.

As ‘n klein pokkeltjie van ses jaar oud, het

Hofmeyr Museum verander. Ek het selfs

my arme ma oorreed om ‘n “porno-

magazine” te koop toe ek vir Steve op die

voorblad raaksien. Daar was darem niks

meer as Steve se bene geplaas nie, maar

my ma het die prentjies gou-gou uitgeknip

en so haastig van die tydskrif ontslae

geraak, dat ek gewonder het of sy dalk ‘n

spinnekop in die boek gekry het.

Daardie jare was daar nie sosiale media

nie, maar dit het my nie gekeer om my

ewige liefde in briewe te verklaar wat ek

selfs gepos het nie (ek het Steve se

posadres in ‘n ander tydskrif, ‘n skone,

gekry).

Al besef ek vandag dat die kanse beter

sou wees vir my om een van Steve se

kinders, eerder as sy “girlfriend” te kon

wees, volg ek hom steeds op sosiale

media. Soos met alles op die internet, lees

ek ook Steve se boodskappe met wysheid

en versigtigheid. Weereens kom ek tot die

gevolgtrekking dat debatte en persepsie

oneindigend is. En ander kan dalk

redeneer dat dit steeds die droomverlore

pokkeltjie diep binne my is wat my held wil

verdedig, maar ek lees niks meer as die

waarheid in Steve se boodskappe. En ek

sien iemand wat so ‘n passie het vir

mense, vir sy land, vir geskiedenis en vir sy

taal, dat hy weier om langer stil te bly.

A 36-year-old abuser

from Mauersnek, near

Ladybrand was convicted

of three counts by the

Ladybrand Regional

Court on 31 March 2015

and was sentenced to 20

years direct imprisonment

and was also declared

unfit to possess a firearm.

It was on 22 July 2012

at about 04:00 in the

morning when Richard

Coangae arrived at his

girlfriend’s house from a

local shebeen. The 29-

year-old girlfriend was

asleep when the accused

arrived and she woke up

to unlock the door for her

boyfriend.

An argument started

and the abuser poured

petrol all over his

girlfriend’s body and set

her alight. The victim

escaped from her own

house and alerted her

relatives. She was taken

to hospital for third

degree burn wounds and

she later died due to

injuries sustained as a

result of the act by her

boyfriend.

A case of murder was

opened and the accused

was arrested. The case

docket was assigned to

Detective Warrant Officer

Schalk Bosch and used

circumstantial evidence

to prove to the court that

indeed the accused

poured paraffin and set

the victim alight. This

circumstantial evidence

was vital during court

proceedings as there was

no eye witness who

witnessed the incident.

Richard Coangae was

then found guilty and

sentenced to the

following counts: count

number one – guilty for

murder and sentenced to

18 years’, count number

two – guilty for assault

with grievous bodily harm

and sentenced to two

years’ and count number

three – guilty for assault

common and sentenced

to six months. During the

sentencing it was proven

that the accused was a

controlling and abusive

boyfriend and it was only

proper that he was

sentenced to 20 years’

and six months direct

imprisonment.

spend the next ten

years’ behind bars for

culpable homicide.

It was on Friday

morning of 6 June 2014

at about 06:30 when

Seabata Mokheleli was

on his way to home from

a local tavern. He heard

some music coming

from Lebohang

Mpheshea’s shack. He

went and started

knocking at the door.

Since the music was

playing loud he knocked

for a very long time up

until Lebohang

Mpheshea opened the

door.

Lebohang Mpheshea

started kicking and

hitting Seabata

Mokheleli with fists up

until he fell to the

ground. A local pastor

from a nearby church

called the ambulance

and Seabata Mokheleli

was taken to Mantsopa

Hospital where he later

died. A case of murder

was opened and

Lebohang Mpheshea

was arrested the same

day by Sgt Moeketsi

Maqelepo from the

Ladybrand Detective

Services and he was

assigned to investigate

the case.

During court

proceedings the charge

was changed from

murder to culpable

homicide as the accused

had no intention to kill

the deceased. The

accused was found

guilty by the Ladybrand

Regional Court on the 1

April 2015 and

sentenced to ten years’

direct imprisonment.

Lesotho’s major opposition

political parties – The All

Basotho Convention (ABC) and

Basotho National Party (BNP)

have expressed opposition to

the re-instatement of former

Army Commander Lieutenant

General Tlali Kamoli. Kamoli

whom was ousted from his

position by former Prime

Minister Dr. Thomas Thabane

about eight months ago.

The leader of BNP, Chief

Thesele Maseribane, announced

in Maseru on Wednesday that

the former Army Commander

has been lawfully removed from

his position by the former Prime

Minister who is also the leader of

ABC.

“His ouster from the office was

legal because there is a gazette

that supports his removal from

his position,” said Chief

Maseribane, adding that the

New Government has to work

within the principles of good

governance and legality.

If the new Coalition

Government plans to re-instate

him, we would take this decision

as unlawful,” he added.

The legitimate Army

Commander as per the gazette

that was issued by His Majesty

King Letsie III last year is

Lieutenant General

Maaparankoe Mahao he said.

Chief Maseribane pointed out

that if the Government insists on

re-instating Lieutenant General

Kamoli as the Army

Commander, they would write to

the Southern African

Development Community

(SADC) to intervene.

“We are also expecting SADC

to help us in this regard” he

added.

He said SADC has helped

Lesotho to pave the way for the

general elections of 28th

February which they

acknowledged to have been free

and fair.

“We know Lieutenant General

Mahao as the legitimate Army

Commander in Lesotho and not

lieutenant General Kamoli”

Hobhouse - Barely a month after

stock thieves made off with more

than 40 sheep belonging to a 76

year-old farmer near Hobhouse,

they have yet hit again. They have

left the famer, Sello Matlolane, with

merely a handful of sheep to his

name.

Matlolane has been targeted for a

number of times over a period of

about nine months, with his more

than 200-strong herd of sheep now

has been reduced down to just 18

animals.

Police have meanwhile confirmed

the latest theft from Matlolane's farm

Lindesrust on Thursday night,

saying five of these sheep have

since been recovered.

Martin Xuma of the SAPS said

The tiny mountain kingdom

of Lesotho produced not

one, but two podium places

in this year’s Old Mutual

Two Oceans Marathon,

when Motlokoa Nkhabutlane

and Moeketsi Mosuhli

clinched first and third place

respectively.

Nkhabutlane made his

break at the top of Southern

Cross Drive and took a

convincing win in 03:10:27.

He was followed by Collen

Makaza from Zimbabwe,

who finished in a time of

03:12:41, and Mosuhli, who

reached the finish line a

minute later.

The 30 year old winner,

who was initially worried

about being caught by the

chasing bunch after his

breakaway, said that the

Lesotho team’s strong focus

on group training played a

major role in his and

Mosuhli’s performance.

The early morning dawned

to perfect weather as a sold-

out field of athletes lined up

for their start in Newlands.

Conditions soon turned wet

and chilly when the rain

came down just after 07:00.

“We were grateful for the

rain, as it made for a

pleasantly cool day on the

road and helped to settle

the ash along the Ultra

route,” says Carol Vosloo,

general manager of the Two

Oceans Marathon NPC.

“It was once again

humbling to see how

runners and spectators

embraced the spirit of the

Old Mutual Two Oceans

Marathon. Despite having

had to change the Ultra

route so close to race day,

participants remained

positive and celebrated an

amazing day of running.”

had originally offered a R1

million prize to the male and

female runner to break the

Ultra Marathon records. But

as Easter Saturday once

again draws to a close, the

1988 and 1989 records

established by Thompson

Magawana (03:03:44) and

Frith van der Merwe

(03:30:36) respectively,

remain in place for another

year.

Nkhabutlane’s Two Oceans Win close to Magawana’s Record Set

Despite the debate from some quarters as

to whether or not the name of the Free

State province should change, the

Provincial Government has not yet taken a

stance.

Premier Ace Magashule’s spokesperson,

Makalo Mohale said to change a name of a

Government entity would require a thorough

process that had to be gazetted and that

would first need public participation.

Meanwhile, civil rights organisation

AfriForum in the Free State has launched a

campaign to stop the provincial government

from renaming the province.

The organisation said its “Retain the Free

State’s Name” Campaign, which it launched

last month, had seen more than 10 000

people vote against the name change.

Although the Provincial Government has

not yet announced an official process to

rename the province, AfriForum said it felt

strongly about the renaming.

The organisation’s provincial coordinator,

Cornelius Els, said on Tuesday that within

48 hours of the launch of the SMS

campaign, more than 2000 people pledged

their support for the retention of the

province’s name.

“Everyone who wants the Free State’s

name to stay, should SMS “Free State” to

32687. An SMS costs R1. We need wide

support to make it clear that Free State

residents will not passively accept name

changes.”

The Ladybrand Regional Court sentenced

a braai master from Mahlatswetsa, near

Excelsior to Ten Years’ direct imprisonment

for attempted rape on 31 March 2015 after

he tried to rape an eight-year-old girl at his

house towards the end of 2013.

It was on a Sunday afternoon 24

November 2013 at about 14:45 when the

accused Lebohang Pieter Leburu (28) called

three girls who were playing on the street to

get him some papers that he can use to start

the fire as he was about to braai some meat.

The three girls did as requested and upon

giving the papers to the braai master he

ordered the eight-year-old girl to go inside

his house. He closed the door and took the

little girl to his bedroom and raped her. The

other two girls called one of the neighbours

and told her that their friend has been locked

inside the house. The concerned neighbour

knocked and the accused opened the door.

As the eight-year-old girl came out of the

house, the neighbour asked her what

happened and she told the neighbour that

the accused had just raped her. A case of

rape was opened and assigned to Detective

Constable Sootho Litabe from the

Ladybrand FCS (Family Violence, Child

Protection and Sexual Offences) Unit.

During the court proceedings the medical

report proved that no actual penetration took

place and the rape charge was changed to

attempted rape.

The accused has been in custody ever

since his arrest and was found guilty of

attempted rape and was sentenced to ten

years’ direct imprisonment.

Colonel Abram Raliopane applauded the

Ladybrand FCS Unit for their splendid

thorough investigation that always leads to

convictions.
