Life in a Metro is not easy, the grueling and stressful working hours, growing inflation, anarchy only adds to the endless list of issues faced by the common man in India. The least of all essential things required is a peaceful, faster, and economic means of transport to commute anywhere and everywhere. In the year 2002, the DMRC (Delhi Metro Railway Corporation) revolutionized the way we travel in India. Faster travel and Safety became the paramount objective and this paved the way to drive the mandate of SAFETY CULTURE & AWARENESS amongst contractors, employees and workers who created one of the Country’s largest and most efficient transport systems.

All over India every construction site has safety rules & precautionary measures to be followed by all the stakeholders. However, there is little awareness of the dangerous consequences of not adhering to the safety measures. “ Life is precious and uncertain”, echoing this philosophy DMRC initiated the “96HR SHE (Safety, Health & Environment) training”, which became mandatory for all the Metro contractors to follow, more so for all its workers and supervisors.

DMRC had tied up with various external training partner (agencies) to conduct the 96 HRS SHE Program, Assessment & Certification on their behest. Labournet signed an agreement with DMRS in December 2012 and started conducting the training program at various Metro sites. One of the first Contractors to sign up with us were J Kumar Infra Projects Ltd. Since then more than 2000 staff/workers have been trained at 3 different job locations. Prathiba Industries Ltd, ITD Cementation India Ltd are some of the companies who tied up with us for the same program.

The Crane Operators training was also conducted at several sites during this period. Under this program more than 200 crane operators of L&T Construction Ltd were trained and certified. L&T SUCGJV,CC-27 site of DMRC was also awarded the Best Safety Practices Award for being the safest site in the Safety Week Drive conducted by the DMRC. The levels of motivation and competency were widely different across the firms and each one had to be brought up to a common level. The bigger challenge was that from initiation to end, the entire training had to be carried out in multiple languages. The use of modern pedagogical teaching aids such as audio-visuals helped in the learning. The site walks and the safety inspections in the training enabled the trainees to get hands on exposure to the hazards and possible future catastrophes, and how timely precautions and correct procedures can be life and time savers.

Other challenges of the training program were ensuring continuous management support to the program, managing the egos of white collar and blue collar workers, absenteeism, building team unity and motivating people to value life. The Metro Management was convinced to treat the site workers with dignity i.e. respect at workplace to decent living quarters. A compassionate management increased the motivation to exceed performance benchmarks and increase the safety at workplace.

Manjeet Singh is a welder by profession and is a native of Badalgad, Haryana. He is employed with the Delhi Metro Works since 2007. Manjeet is the only earning person of a 5-

member family and travels almost 12 kms everyday to his work place. He earns Rs.361/- per day and leads a very humble life. Before he attended the 96 hours (11 days) program, Manjeet like any other welder never used safety glasses or gloves on the work-site. The training exposed Manjeet to the hazards of unsafe practices on the work-site and how any unfortunate event or unforeseen errors, in a fraction of a second, could be a matter of life and death for a person. It also made him realize how casually he had been treating his own life! There is a good indication of behavior change in Manjeet, as today, he not only follows the required safety norms but also encourages trainee welders to inculcate the habit of being safe. In his own words “Unless being safe becomes a habit, people will remain unsafe!”

To train 2500 youth across the country was a mammoth task, and the challenges were a plenty. Identifying potential trainees, screening, f i ltering & registering them through RPLs, monitoring dropouts from the course, exposure to the trade through hands on-practical training, exit level

assessments all these processes where seamlessly integrated into the program.

The training was imparted over a period of 60 days, where in basic house wiring, building wiring, basic safety, introduction to Schneider products, installation of solar based home lighting system, identify and resolving malfunctions in installation in residential and commercial buildings, monitoring wiring and other installations and creating opportunities to be self employed, were some of the topics which were focused on.

The trainees where also given lessons on basic Like Skills comprising of Spoken and Written English, Basic Computer skills, soft skills, Entrepreneurship and Yoga. Each of the training centres had a lab which was equipped with the display unit of Schneider Electric Products, working boards, tool kits according to the specifications given by the SEI Foundation. In all , 9189 candidates where trained for the Electrician course across 89 centres, including Labournet LHCs (Livelihood Centres), Government and Private ITIs.

Utility and interest to execute work contracts is one of the criterions for enrolment in our training course. on this opportunity for real income increase and sustained financial independence. We estimate that the work contract linkages will enable the women to increase their household income between Rs1500 and 2000 at an average per month by working 2 hours per day.
