KOC4s b!siness interests are centered on prod!ction and transport of oil The massive

involvement of tho!sands of contractors, operating tho!sands of wells, n!mero!sgathering centers, gas compression booster stations, drilling rigs, cr!de oil b!l" 

storage tan" farms, marine transport loading facilities, and a significant n!mber of 

transportation pipelines The significant oil prod!ction related activities generating

waste over large land area incl!de drilling, prod!ction, maintenance, constr!ction,

materials proc!rement, as well as !se of office and ho!sing comple+es

C!rrently KOC waste disposal practices incl!de the !se of vario!s m!nicipal landfills,

 pilot water in6ection wells, evaporation pits, and the disco!raged !se of !nreg!latedopen pits KOC has achieved some positive res!lts in the form of recycling s!rpl!s

material thro!gh salvage vendors and enco!raging recycling of office paper waste and

recycling of weathered cr!de oil is being achieved thro!gh oil recovery by contractor

Waste management is a significant iss!e of concern to ind!stry, government and the

wider comm!nity *t is an iss!e, which transcends environmental and economic

may be recycled, the !se of otherwise val!able land for landfill, and the potential

negative impacts of inade!ate disposal techni!es on p!blic health and theenvironment

The management of wastes is reg!lated by &aw =o. 2161--5 as a!ended %y &aw =o.

1)61--) and (ecision 21621 This categori#es wastes as $a#ardo!s or ;on0

ha#ardo!s according to the Basel Protocol  or movements of waste within K!wait it

re!ires that a Manifest for Transportation and <isposal is completed %eparate, b!tsimilar, manifests m!st be completed according to whether the waste is $a#ardo!s or 

 ;on0$a#ardo!s ;ow we have K!wait &'( :eg!lations 2552 =a#ette -33> and

company have to comply with different aspects of the reg!lation related to waste

3* 4oles an& 4esponsibilities

(cco!ntability for waste management remains with KOC for all wastes arising from

its operations $owever, responsibility is delegated contract!ally to a n!mber of

 parties s!ch as s!ppliers, operational contractors and waste management contractors

(dvice and s!pport on wastes management sho!ld be available from the KOC $ealth

and &nvironment team and T $D& Team act as principal contact with reg!latory bodies on matter of waste disposal and other waste management iss!es, however

(ssets and ro!p Managers ens!re that waste arising from their operations are

managed in compliance with KOC policy and government reg!lations

The detailed responsibilities of (sset and ro!p Managers, Team eader $ealth and

&nvironment, ro!p and (sset $%& Team eaders, Operations %!pervisors, (ll

%!pervisors and Team eaders, %!perintendents of Contract, Contractors and (ll

KOC and Contractor %taff will be described in a separate doc!ment titled Waste

 Manae!ent Procedure.

The types and !antities of waste li"ely to be generated m!st be considered when

 planning wor" %pecialist advice sho!ld be so!ght whenever the generation of large

!antities or !n!s!al wastes is anticipated

%ome emergencies, s!ch as spills of oil or chemicals, will generate wastes that re!ire

disposal iven the nat!re of the operation it is !nli"ely that any spill will generate

!antities of waste that cannot be disposed of thro!gh normal means This concl!sionsho!ld be confirmed d!ring the environmental aspect eval!ation process *f a

 potential to generate large !antities of ha#ardo!s waste is identified, its management

sho!ld be incl!ded in the appropriate contingency plan The categories of waste to be

controlled, KOC monthly waste data reporting form, management of specific waste

streams and manifest for transportation and disposal of ha#ardo!s wastes are given

here as appendices 1, 2, 3 and @ respectively

1*)* Waste Storage

Waste sho!ld be collected on site in specified waste collection points Waste

containers sho!ld meet the re!irements listed below and sho!ld be color coded, if  possible =eg blac" dr!ms for non0ha#ardo!s waste, red for oily waste, etc>

When waste containers are f!ll they sho!ld immediately be ta"en to a waste

storage area pending shipment for final disposal

(ssets sho!ld have specific, clearly identifiable, ha#ardo!s and non0ha#ardo!s

waste acc!m!lation, handling, and storage areas

• $a#ardo!s waste sho!ld be stored separate from non0ha#ardo!s waste

The ha#ardo!s waste storage area=s> shall be sec!red and access shall be restricted

only to personnel assigned the responsibility of handling ha#ardo!s

Waste that has been identified as ha#ardo!s sho!ld not be stored more than .5 days

 before it is shipped for disposal

(ll shippingEpac"aging shall be separated and disposed accordingly :e!se or recycle

materials if possible

 ;o ha#ardo!s waste sho!ld be allowed into storage areas !nless it has been properly

identified and labeled

1*2* Waste Containers

Containers m!st be in good conditions Wastes m!st be transferred to another

container if the container in which they are stored is lea"ing, severely r!sted or has

str!ct!ral defects

• <amaged containers previo!sly containing ha#ardo!s and to+ic waste that

cannot be re!sed shall be treated as a ha#ardo!s and to+ic waste

Containers m!st be made of or lined with materials that are compatible with the

waste, and that will not react with the waste (ll containers m!st be managed so that

the ability of the container to hold the waste is not impaired

(ll ha#ardo!s waste containers m!st be closed at all times, e+cept when adding or

removing wastes They sho!ld be fitted with a strong lid to prevent spills d!ringtransfer or transport

Containers m!st be handled in a manner that will not ca!se a r!pt!re or lea"s

:e!se of containers for ha#ardo!s waste storage is allowed provided the all of the

following conditions are met)

• The ha#ardo!s waste to be stored is the same as the previo!s waste or is

compatible with the previo!s waste

• The shipper p!ts the waste into the !sed container at least 2@ ho!rs before the

shipment is to leave the site

• The container is inspected immediately before the shipment is loaded

• oading is performed by the shipper, and !nloading is performed by the

consignee

The characteristics and type of waste, the effect of waste e+pansion, the formation of

gas and increase in press!re d!ring storage shall be ta"en into consideration when

 placing ha#ardo!s and to+ic wastes into a container

• or li!id ha#ardo!s and to+ic waste, space shall be incl!ded for gas formation

and vol!me e+pansion• or self reacting ha#ardo!s and to+ic wastes, voids shall not be left in the

 pac"ages and

• or e+plosive ha#ardo!s and to+ic wastes, pac"ages shall be designed to withstand

the increase of press!re from inside and o!tside

1*3* Waste abeling

(ll sites m!st follow the g!idelines for waste labeling given in the Waste *nformation %ystem

Waste storage areas m!st be indicated on site plans

$a#ardo!s waste containers sho!ld be labeled with the following information, as a

minim!m)

• its contents

• the date of pac"ing

• the words, 7ha#ardo!s waste8, if ha#ardo!s

• the ha#ardo!s characteristics, if any

• its origin location and

• a contact name and phone n!mber

Waste may only be transported from KOC by an a!thori#ed Waste Transporter

1*5* Waste 6isposal

Waste that is removed from KOC sites m!st be ta"en to an a!thori#ed waste management

contractor for disposal ',e du!pin o any waste on KOC pre!ises> or indeed any ot,er 

area not approved %y t,e Kuwait 9P0> is strictly or%idden.

*f re!se or recycling is not practicable options, wastes m!st be disposed thro!gh

approved facilities (t present the only s!ch facility within K!wait is at the %h!aiba

waste disposal site for ha#ardo!s waste and 9th ring road disposal site for inert waste

'referred methods of disposal for each common waste type are given in the Waste

Management *nformation %ystem The advice of the $D& Team sho!ld be so!ght before

!sing any disposal ro!te not listed in this system

(ppendi+ 3 gives g!idance on the management of most common oilfield wastes,incl!ding options for red!ction, re!se, recycling and disposal $owever the

 practicability of these options within K!wait has, as yet, not been determined

1*7* Waste 4e,or&s

Copies of Waste Manifests m!st be retained by)

• The %ite Waste Controller, at the site generating the waste or the appropriate local

office

• The (sset and ro!p $D& Team eader

*n addition, the %ite Waste Controller =%WC> sho!ld "eep)0

• ( s!mmary of the types and !antities of waste removed from site for disposal d!ring

the month

• (n inventory of the types and !antities of waste remaining on site at the end of the

month

These records sho!ld be forwarded monthly to the (sset and ro!p $D& Team eader within

1@ days of the end of each month

%!mmary records of the types and !antities of waste generated by each ro!p and (sset

sho!ld be forwarded to the $D& Team eader within 21 days of the end of each month

*t is vital that KOC can demonstrate that all wastes arising from its activities are

managed and disposed of legally and in a manner that meets KOC policy This

re!ires that there is a system to record all wastes that arise and trac" their

movements !ntil final disposal

The !antities of all wastes generated and disposed m!st be recorded

The only e+ceptions to the above are hydrocarbon wastes that are recycled on site

 bac" into the prod!ction stream $owever hydrocarbons that are ta"en offsite for

recycling m!st be recorded

• Fol!mes of effl!ents sho!ld be !antified

• G!antities of solid and other wastes sho!ld also be !antified

days of the end of the reporting period This is to allow records to be "ept c!rrent and

for s!bmissions to be made to the a!thorities and to KOC $D& Team

:ecords m!st be "ept that identify the f!ll chain of c!stody, treatment and disposal for 

all items of waste This is a legal re!irement

Waste trac"ing sho!ld be done !sing the waste manifest system stip!lated in the &'(

:eg!lations Copies of the waste Manifests are given in the appendi+ @ to this

g!idance doc!ment

When waste is !plifted from KOC sites, copies of the manifest, signed by the waste

transporter, sho!ld be made (rrangements sho!ld also be made for a final signed

copy of the manifest to be obtained from the waste disposal contractor, confirming

that disposal has ta"en place Copies of all signed waste manifests sho!ld be "ept inthe asset records system for at least five years

Waste is an iss!e in emergency contingency planning for two reasons)

• ( spill of waste may in itself constit!te and emergency

• Other emergencies, notably oil spills, may generate wastes that re!ire

disposal

5*)* Waste Spillage

'rod!cers, collectors, !sers, transporters, processors and stoc"pilers of ha#ardo!swaste sho!ld have an emergency response system or waste transporters and

 processors this is a legal re!irement

*t is !nli"ely that the spillage of waste from KOC operation wo!ld res!lt in an

emergency Therefore it is not necessary to have an emergency response plan

specifically for spills of waste however s!ch spillages can be incorporated into the

facility generic emergency response plan

The KOC &nvironmental (spect *dentification and (ssessment 'roced!re sho!ld

identify any potential incidents in which waste spillage wo!ld ca!se a specific ris" =as

against a general ris", s!ch as a fire ha#ard> %ho!ld this occ!r, that ris" sho!ld be

highlighted in the emergency response plan The plan sho!ld incl!de information on

ha#ardo!s and to+ic wastes held on the facility and recommended proced!res for their 

handling The plan sho!ld also specify the a!thorities that m!st be notified in the

event of a spillage of ha#ardo!s waste

7* Waste +nspe,tion an& ;u&iting

Waste management sho!ld be part of the ro!tine sched!le of inspections that ta"e

 place on operational sites to ens!re that policies and proced!res are being maintained

*n addition, there is a re!irement to ens!re that KOC is satisfied that the !ltimate

ro!te of disposal of each waste meets reg!latory and policy re!irements This may

re!ire that waste a!dits are carried o!t

7*)* +nspe,tions

*nspections are of two types

• eneral $%& or operational inspections

• <edicated waste management inspections

&+amples of general $%& inspections incl!de the daily area s!pervisor to!r %!ch

inspections sho!ld incl!de assessment of waste management facilities and proced!res

*n addition to these ro!tine inspections there sho!ld be a reg!lar dedicated waste

management inspection covering the entire site This sho!ld be carried o!t monthly

!nless only small vol!mes of waste are generated at the site, in which case a less

fre!ent inspection sched!le may be acceptable *nspections sho!ld follow achec"list that covers segregation, storage, disposal and record "eeping

disposal of any waste that arises from KOC4s activities do so in a manner that is in

compliance with legal and KOC 'olicy re!irements

&ach of the above will give a different level of ass!rance The level of ass!rance

re!ired will depend on the ris" involved :eliance on third party certification may

 be ade!ate when assessing a company that receives non0ha#ardo!s waste, s!ch as paper, or very small !antities of ha#ardo!s waste, s!ch as laboratory chemicals (

f!ll a!dit wo!ld be re!ired for sites that ta"e large vol!mes of waste

*deally, a!dits sho!ld be carried o!t prior to entering any contract with a waste

contractor

Waste Minimi#ation is not the same as waste control Waste control means red!cing

waste after it has been created, rather than avoiding its creation in the first place

Traditionally solid wastes are managed in a hierarchy that loo"s li"e an inverted

 pyramid =ig!re 1> (t the broad top is disposal, which is a macro sol!tion applied at

the level of the company Fery little of the waste is processed or treated in any way,

and indeed have a ma+im!m impact on the environment

(t the narrow bottom of the inverted pyramid is waste minimi#ation at so!rce This isa micro sol!tion to waste management, applied at the level of an individ!al and

gas waste

(n e+cellent way to ens!re that dr!ms are recycled is to have in the contract with a

vendor the re!irement that the vendor ta"e bac" any delivered dr!m, incl!ding

dr!ms that still contain some chemical or prod!ct

The waste generator is responsible for properly characteri#ing each waste The waste

characteri#ation is then !sed in assessing the appropriate handling, treatment, and

disposal of that waste Waste characteri#ation is the assessment of the physical,

chemical, and to+icological characteristics =ie properties> of a waste There are two

 primary reasons for characteri#ation)

To determine the dangers related to transportation on p!blic roads, and to determine

the environmental conse!ences of the waste so that a disposal or management option

materials are considered ha#ardo!s waste and how they sho!ld be handled and

categories of waste to be controlled *n the absence of specific reg!lations, KOC

re!ired, b!t once it was complete and a classification determined, the waste

classification list co!ld be !pdated with the new information for f!t!re reference
