ASSESSMENT OF NATIONAL VOCATIONAL QUALIFICATIONS (NVQ), AND KEY/ FUNCTIONAL SKILLS

Assessment in NVQ requires collecting evidence against specified criteria and making judgments about that evidence. There are four key elements:

the selection of criteria- i.e. the unit and outcome being worked on the collection of evidence - the appropriateness of the evidence the forming of a judgment about that evidence communicating the decision to the candidate.

City and Guilds produce scheme ASSESSOR GUIDES which are available to assessors who require further clarification of assessment issues. These are held at KMT assessment centres. The role of assessment within the learning process can be seen in the flow chart on page 4.

RESPONSIBILITIES OF THE ASSESSOR

EVIDENCE MUST BE SUFFICIENT, CURRENT AND VALID

You as an assessor must be fully satisfied that in each of the range cases; all the performance criteria (WHAT YOU SHOULD DO) together with

the associated range statements and underpinning knowledge (WHAT YOU SHOULD KNOW) have been evidenced

the candidate can perform the task competently and also has the necessary background knowledge and understanding of that task evidence to predict the future performance of the candidate is sufficient, i.e. that the candidate can cope fully with the role, both when things go well and the unexpected.

FORMATIVE ASSESSMENT

As a candidate progresses through their course they are assessed continually by their peers, their trainers and assessors in preparation for summative assessment. This process is called FORMATIVE assessment.Examples of evidence of formative assessment at K.M.Training are:• Skill Development Monitor• Session evaluation forms where learners have self-assessed their own

progress• Journal/ diary entry recording performance and addressing strengths and

weaknesses• Consultation sheets which record a formative assessment in learner files• Feedback from assessors of written assignment work or other assessments

Formative assessment evidence (for both practical and theory subjects) will be held by the candidate, the tutors and their Key Assessors.

Formative evidence forms the basis for on-going Individual Learning Plan (ILP) Reviews.

SUMMATIVE ASSESSMENT

A SUMMATIVE assessment is a planned assessment to assess a candidate’s competence in a given task. This generally takes place when the candidate is ready for assessment. These assessments include oral and written tests and practical demonstration. These assessments enable the assessor to make a final evaluation of the candidate’s competence against the standards indicated by the performance criteria.

THE KMT ASSESSMENT PROCESS

Each candidate will have access to a trainer for practical skills development, a tutor for theory (EKU) and a Key Assessor (KA). The KA will be the main assessor for summative assessment.

Tutors and KAs will have access to IN-HOUSE TRACKING records of learners.

Learners’ progress will be discussed at the regular centre meetings held in both centres of KM Training. A meetings list is circulated amongst trainer/ assessors.

Candidates, tutors, KAs and the employer (or employer representative) will work together to develop regular INDIVIDUAL LEARNING PLAN (ILP) REVIEWS with each candidate. These should be conducted at

approximately 4/6 weekly intervals, although these may alter due to holiday periods etc (but should not go beyond 12 weekly intervals). The candidate, the KA and the trainers should refer to these actions plans. Copies are held at each location where assessment may take place. It is important to remember that these reviews are CONFIDENTIAL and should be replaced when not in use. They should only be referred to by authorised personnel.

Once an assessment has taken place it is imperative to feedback to the candidate to enable and encourage a basis for progression to be established.

FEEDBACK SHOULD ALWAYS:

be constructive be based on candidate self assessment

start with the positive and give encouragement refer to behaviour that can be changed

offer alternatives, never criticism use descriptive rather than evaluative language

leave the recipient with a choice leave the recipient feeling motivated

leave the recipient knowing exactly what has been achieved and what needs to be done next.

FINISH THE ASSESSMENT WITH“ARE THERE ANY OTHER QUESTIONS YOU’D LIKE TO ASK ME?”

All evidence of competent assessment such as; client consultation sheets, assessment books, oral question sheets, assignments and written questions must be returned to the course tutor, by the candidate, who will assist the candidate to reference and cross reference their portfolio and present the evidence.

Once a summative assessment has taken place, this should be recorded in the INTERNAL TRACKING RECORDS (including date, assessor, assessment)

SIGNING OFF UNITS

When a unit has met the performance evidence requirements of the qualification and has been evidenced an assessor or course tutor may sign off the unit for a candidate to record its completion. An example of how a log book is referenced is in each candidates log book and/ or the C&G assessor guide.

DATA PROTECTION POLICY

KM Training has been registered with the DATA PROTECTION COMMISSIONER to enable information to be shared. The rules of Data Protection apply when dealing with learner information:

• Learner information must be kept confidential• Learner information must only be used or shared for the purposes of

training• All learners are able to look at their own records but not at anyone

else’s.

A GUIDE TO COLLECTING DIFFERENT TYPES OF EVIDENCE

E1/ √ - OBSERVATION OF WORK ASSESSMENT

When observing a candidate please ensure that you are both aware that assessment is taking place and are clear about which aspect of the work is being assessed. Candidates should have their assessment books with them at the time of assessment so that they are aware of the performance criteria they are being assessed against. An example of how a log book is referenced is in each candidates log book and/ or the C&G assessor guide.

The candidate may complete either a consultation sheet (E5) with the client, a case study form, a Daily Journal, or a unit evidence sheet as appropriate, to support /record the assessment. If used, the assessor must ensure they sign these evidence forms. The assessor will complete observation records (E1/√) in the candidates log book with the candidate both during and after observation.

Work-based salon assessment

Each salon has a copy of the NVQ standards for reference to ensure assessment opportunities within the salons are maximised. Salon assessments can be recorded as an assessor observation (E1/√) or witness testimony (E2) depending upon who observed the assessment.

In a work-based salon situation just the recording of the observation record is required as evidence. The assessor should verbally question the client for feedback and record the general response, e.g. “How is everything today?”, or “Has (name) looked after you well today?” The candidate needs to write up a short account/ case study of the client attended to during the assessment or complete a consultation sheet as usual but WITHOUT the client signature.

All practical observations are subject to commercial assessment TIMES which must be recorded on the consultation sheet. See the candidate log books for details of assessment timings and familiarise yourself with these times.

GOOD PRACTICE WHILST OBSERVING1. When observing a candidate ensure that you are both clear about which

unit/ element you are assessing. 2. The candidate should inform you that they want to be assessed. Equally

you should also encourage candidates to be assessed if you feel that they are ready.

3. It is important that both you and the candidate have access to the assessment criteria, as this is the national standard the candidate is being assessed on.

4. In a model session it is useful to group candidates you are assessing together to avoid having to travel too far and to be able to unobtrusively observe their assessment.

5. Be prepared by getting candidates to have the following ready:

E2 – WITNESS TESTIMONY

If a non-assessor observes the candidate a WITNESS TESTIMONY should be used. A witness should be someone in a senior position to the candidate who can confirm the task performed by the candidate was done to professional, industry standards.

The candidate should use a witness testimony/ case explanation form (indicating at the top of the form whether it is being used as a witness testimony or to provide case evidence). All sections of the form should be completed and the candidate should summarise on the form what happened. The witness should check the explanation as an accurate account of events before signing and dating the form at the end. The WITNESS FORM in the candidates log book should be completed.

E3 - ORAL QUESTIONING

As from 2007, the ‘Essential Knowledge and Understanding’ (EKU) assessment of the NVQ may be completed in two ways:

Paper basedl:- includes oral questions, written questions and assignment specifications

On-line:- Multiple choice questions, which the candidate may retake until completed.

Traditional

Different units require different combinations of the EKU assessment. You must follow the unit requirements when assessing a candidate in this way. The oral questions are available at assessment sites for your use. For security reasons, they are not to be left lying around the salon area.

The traditional method of recording and preparing the E3 papers are as follows:

Prepare the question paper by copying it from the assessor guide (kept secure at the training centre) and attaching the separate front sheet.

The following information must be recorded on the front sheet:• Centre Number: 023894• Paper number• Date• Candidates name and signature• The date of each attempt• The times (start and finish) of each attempt

When carrying out oral questions remember:

• Answers should not be left with candidates as these pose a security risk.

• Record on the front sheet above the date and whether the questions have been delivered in an oral or written format.

• If delivered orally, the assessor will still use the question paper provided and record the candidates’ response in the spaces.

• The front sheet will remain with the assessor until the questions have all been completed and the paper has been signed off. Then a copy of the front sheet will be given to the candidate as evidence of completion and will be referenced in their portfolio.

• Questions that need to be redone must be clearly identifiable on the front cover sheet and be fed back to the candidate as soon as possible.

• Internal tracking records should be regularly updated

Please note that a two week gap is no longer required between testing attempts, however to avoid tests becoming memory rather than knowledge tests a reasonable gap should still be left between testing attempts. Please refer to your IV for guidance on this.

The front of the question sheet, there is a space for the recording of each question which looks like this:

This example illustrates a question achieved on the 2nd attempt. If the candidate achieves the right answer on the first attempt, then mark the box with a tick. If not, X. If the candidate achieves the right answer on the second attempt, tick the top line. If not mark it with an X. If the candidate achieves the correct answer on the third attempt, tick the bottom of the two lines. There is no need to enter the date as this is recorded on the top of the answer sheet. If the candidate does not obtain the correct answer on the third attempt, then they may continue onto a 4th attempt. A new front sheet will need to be added, clearly showing that the candidate in on their 4th attempt. Contact your IV for advice on any areas you are unsure on.

All E3a papers / attempts must be kept and clearly referenced by the assessor i.e. Amy Smith, 1st attempt 3/7/08 Amy Smith 2nd attempt 20/7/08. All attempts will be filed with the worked front sheet in the learners individual file for IV and EV audits.

Tips for conducting oral questions

Ensure that the candidate is ready and willing to be assessed Ensure that the candidate is aware what unit you are oral questioning them

6. Do not LEAD the candidates any more than explaining what the question means.

ON LINE TESTING

EKU questions can also be completed online using the City and Guilds GOLA system. They can be completed using either a computer or the laptop. Advice on oral questioning can be sought from any Internal Verifier or from the information provided with the questions.

Where a candidate will be completing the EKU online you should first check the candidate is registered to do so (your IV or the centre administrator will be able to advise you on this). Tests should be scheduled on the City and Guilds Walled garden site, to do this you will need to know the candidates City & Guilds enrolment number, the question paper(s) they need to take and the time and date the learner will be available to take the test. Tests can be scheduled in advance or on the day (depending upon the availability of the computers) and can be accessed up to 4 hours before or 4 hours after the scheduled start time, which is ideal if the candidate is held up in the salon.

Test results can be obtained immediately after the test and should be printed out and labeled (1st/ 2nd/ 3rd attempt etc). A centre cover sheet should be filled in and updated on each attempt to show which EKU statements have been answered incorrectly. You should only record on the cover sheet the EKU statements answered incorrectly. The candidate should also keep a tracking sheet in the front of their portfolio which they should update after each test (copies of both forms can be found in the Appendices), again recording the EKU statements answered incorrectly. This shows them which EKU statements are outstanding and enables them to revise for tests beforehand. Online tests relate directly to the EKU statements shown in the back of the units in the candidates log books.

From the candidates second attempts onwards, even though the full test will be set again, they should only answer the questions they got wrong last time. At the top of each question it will show which EKU statement the question will cover. The candidate should use their tracking form to ensure they are only answering questions relating to EKU statements they got incorrect on their previous attempt. Once they are finished their results will be available immediately and both the cover sheet and candidate tracking form should be updated to reflect the new results.

Normal C&G testing rules apply to online testing: • Where the candidate is doing an E3 test they may use a text book,

where it is an E4 they may not. • If the candidate is doing an E4 test they must have achieved 70%

before going on to answer only incorrect questions. • As above there is no 2 week rule between testing attempts.

When the test is complete and 100% has been achieved the assessor should sign off the cover sheet and, as normal, give the candidate a photocopy of this for their portfolio as evidence that the test is completed. It is given a portfolio reference number. This number is then recorded with the completion date against the EKU statements in the back of the unit in the normal way.

Tips for conducting online questions

1. Ensure the candidate is ready and willing to be assessed.2. Ensure the candidate is aware what unit they are being questioned on.3. Tests should be conducted under exam conditions; ensure the testing

area is quiet.4. If it is the candidates’ first experience of online testing ensure they go

through the online tutorial first and check they understand how to use the testing facility. Where the candidate is more experienced at online testing check whether they wish to go through the tutorial or are happy to continue.

As an assessor, you will be asked to state whether the candidate has covered all pc’s or pc’s without contingencies. Usually the contingencies are noted with a (*) beside them and refer to how the candidate dealt with an awkward or non-regular situation.

An example of a contingency is as follows;‘Replenish low levels of resources, when required, to minimise disruption to your own work and to clients’ (from GH8).

If the contingency occurs during an assessment tick the box that identifies the contingency has been observed (at the bottom of the outcome page) and record the date. Details of what has been covered should be included with the candidates’ evidence and/ or recorded in the comments section at the end of the unit. When all required assessments have been worked in an element or outcome, the assessor may use ORAL questioning with the candidate to record what the candidate would do in the contingency situation. Record the candidates answer (if correct) in the space provided at the end of the unit, this should be signed by both the candidate and assessor. Alternatively the candidate may write up an explanation of what they would do in the contingency situation. The assessor or tutor should sign and date this to confirm the answer is correct.

Some learners particularly those with a disability may find questioning daunting. Give learners the choice to do these E3 questions either in an oral or written format. Record this clearly on the front cover of the assessment sheets above the date.

If a candidate is identified as requiring Additional Learning Support (ALS) they may have particular examination requirements and may be entitled to different examination conditions. Please check with either the centre administrator or the IV.

Learners with Dyslexia may require a reader or a writer, extra time with question papers, their assessments presented on different coloured paper or the background colour of their screen altering. Please check with your Internal Verifier for clarification/ advice.

MANDATORY WRITTEN QUESTIONS (E4)

E4 assessments may be taken ether traditionally or on-line. The key differences between E4 and E3 assessments are:

1. Exam conditions apply when administering the test and for security reasons the tests must not be left with the candidates and when completed they will be retained in their student file.

2. No resources are allowed to the learner to complete the test (i.e.ATT/text books)

3. Candidates must achieve at least 70% of the E4 paper before they can attempt only the questions they got wrong.

A paper test must be signed, timed and dated and marked in the same way as the E3 example. When completed, it is recorded on the TRACKING site.

Candidates must achieve 70% on the test paper before then completing only the incorrect questions. If 70% is not achieved on the first attempt at the second attempt the candidate must re-do the whole paper. The candidate will continue in this way until 70% is achieved. Once 70% is achieved the candidate only needs to work through the questions they got wrong. Questions can be clarified orally; however this can only be used when 70 % of the paper has been answered correctly. (see guidance notes in the C&G E4 answer guide).

Candidates should receive feedback in the usual manner following a test. For candidates with special assessment requirements the written test may be conducted orally and they are often allowed extra time or a reader or writer. Please refer to your IV or IVC for details.

Where E4 papers are being done online, the same procedure applies as with the E3 papers. 70% of the paper still needs to be achieved before the candidate can do the incorrect questions only.

Key Skills End Tests

Key Skills end tests /exams can also be taken online, using the same system as the EKU testing. Similarly tests can be scheduled in advance at a time to suit the candidates training schedule. Results can be accessed immediately and will show whether the candidate has passed or failed the test. Using the online system the test results should be submitted to City & Guilds for checking (see the centre administrator for information about this) and confirmation of the candidates results will be sent out from City & Guilds. Due to this 72 hours must be left before the candidate can be re-scheduled for their next attempt at the text, if needed.

The Key Skills cannot be signed of as complete until the confirmation of the test result has been received from City & Guilds. A copy of this confirmation will be held in the individual student files.

E3B - ASSIGNMENTS

Guidance is provided for candidates with the project/assignment specifications. The assessor should check with the IVC and/or IV to ensure that they have access to any answer guides or centre policy on marking that are available.

Candidates should be encouraged to stick to target deadlines. Assessors should aim to give feedback to the trainee no later than three training weeks after submission of the assignment. Feedback should be provided in the usual manner to the candidate. If sufficient evidence is not provided, the assessor should note what is missing and sign and date the work on the cover sheet provided and ask the candidate to resubmit the work as soon as possible.

Assignments should be page numbered and contain the following:1. Cover Sheet2. Contents Page3. Introduction to Assignment4. Main Structure (answering the assignment questions)5. Reference Page (containing a list of books/ magazines/ websites the

Performance Evidence Requirements for NVQ level 1, 2 & 3

Performance evidence requirements are listed in both the Assessors Guide and the log book at the beginning of each unit. Minimum performances are indicted throughout the units. NO SIMULATION is accepted except where agreed with the External Verifier.

It is expected that all candidates will be present at an emergency evacuation procedure during their salon/ training time which can be recorded and witnessed (as required for G20).

PLEASE ENSURE ALL WORK IS SIGNED and DATED BY CLIENTS, CANDIDATES and ASSESSORS.

QUALITY STANDARDS

Assessors should aim to give feedback to the trainee no later than three training weeks after submission of the assignment.

All learners should be given the choice to do E3 questions in either an oral or written format. ALS learners may require readers or writers for the E4 questions.

On NVQ courses, candidates should complete 2 units in the first six months, 4 units within 12 months

NVQs are ‘LEARNER-LED’ QUALIFICATIONS

It is important that candidates get to know how to use their assessment book as soon as possible as NVQs are learner-led qualifications. Thus, the assessor should:

1 Work with the candidate and use their ILP Reviews and Skill Development Monitor to identify when the learner is ready for assessment

2 Ensure that the learner is aware of the PC’s they are working to and during feedback get the learner to review their own progress against the criteria

3 Get the learner to track their own assessment by using the ASSESSMENT TRACKING SHEETS supplied in their log book and/ or the KMT online tracking site.

CANDIDATES APPEALS PROCEDURE

Before assessment an assessor should remind a candidate that if they do not agree with their assessment decision, that they have the right to appeal. In a situation of this kind, the assessment would be referred to one of the Internal Verifiers. The ASSESSMENT APPEALS PROCEDURE would be set in place and recorded on the ASSESSMENT APPEALS PROCEDURE forms. If a suitable outcome cannot be found then the Internal Verifier (IV) or Coordinator (IVC) is required to contact the EV in order that the awarding body are informed and may help to resolve the issue. All candidates should have been informed of the procedure and signed a form to state this during induction but assessors should be checking their knowledge on a regular basis. A copy of the form should be in their portfolios or their individual learning files.

CANDIDATES APPEAL PROCEDURE EXAMPLE

If you have any problems or disagree with any assessment decisions, you have the right to appeal.

This means that you can have your work rechecked by another assessor to see if you have met the performance criteria or whether you really do need to re-sit the assessment.

The appeals procedure will involve you and your assessor completing paperwork about what you disagree upon. This will then be forwarded to someone within the training organisation called an INTERNAL VERIFIER who will try to make a decision satisfactory to all parties WITHIN 1 MONTH. If further problems arise this person can contact an EXTERNAL VERIFIER who represents CITY and GUILDS who presents you with your qualification.

From time to time you may be asked if you know about the appeals procedure. If in any doubt or you have forgotten just ask a member of the team.

KEY SKILLS

Please note; from March 2011 Key Skills will be replaced by Functional Skills.

Key skills form a main part of the Apprenticeship and Advanced Apprenticeship. Key Skills have been devised to accredit candidates’ transferable skills in a vocational setting. Key Skills are designed to develop and accredit a flexible workforce as required by an ever changing economic environment. Examining Boards have recognised that Key Skills develop in the workplace and advise centres that Key Skills;

‘should be learned and demonstrated through activities which will enhance students‘capacity to perform effectively in vocational settings’.

(Ref.: Evidence Indicators, Log Book, City and Guilds)

There are currently three recognised Key Skills although the wider skills are available for a candidate if appropriate:• Communication Application of Number • Information and Communications Technology (optional)

Key Skills consist of two parts:

1 PortfolioAssignments make up the portfolio work for the Key Skills evidence. There are a range of KMT assignments to choose from which are appropriate for each framework. These are contained in the KMT Key Skills Guidance file.

2 Externally Set Written Examinations/ End TestsKey Skills exams are completed online, with results generated immediately following the completion of the test. The assessor should ensure the following:

1. Learners must be identified and registered for examinations with the centre administrator in good time.

2. Learners must be notified of exam dates and locations in good time so that arrangements may be made for transport, attendance at training etc.

3. Examinations must be invigilated by an appropriate person (see guidance notes or IVC)

4. There is flexibility in setting of times, these should be agreed with the centre IVC

5. Learners will be given feedback on their results immediately, however they must wait for confirmation of the results from City and Guilds before the Key Skills can be signed off.

• NO EATING on the SALON FLOOR unless for medical reasons and approved by management. This includes chewing gum.

• All Kieran Mullin Salons operate a NO SMOKING policy

• Any Employee found being under the influence of DRUGS (including ALCOHOL) while working in the salon will be subject to disciplinary procedures which may result in DISMISSAL.

INTERNAL VERIFICATION (IV)

Aims and Procedures

1. The Internal Verifier is available to you in order to support you in your assessments.

2. The IV will take a sample of your various assessments and observe you and the candidate during the process, or look at your records of assessment.

3. The IV will then feedback to you about your assessments and if there are any issues arising give you a target date to complete changes. This will be on an IV form, which you will receive a copy of.

4. You should take action on any feedback issues to address and resolve them.

5. You should file all of your IV feedback forms in your Personal CPD file which you can refer to during your appraisal.

HEALTH AND SAFETYGENERAL GUIDANCE FOR ASSESSORS

Health and Safety is the responsibility of ALL persons at work. Each individual has a responsibility to work and act in a healthy and safe manner.

The Health and Safety at Work Act 1974 states that, “It shall be the duty of every employee while at work:-

a) to take reasonable care for the health and safety of themselves and of other persons who may be affected by their acts or omissions at work;

b) as regards any duty or requirement imposed on the employer or any other person by or under any of the relevant statutory provisions, to co-operate with him so far as is necessary to enable that duty or requirement to be performed or complied with.”

The following are the principal items of legislation which apply to general salon operations.

1. The Health and Safety at Work, etc. Act 1974The great `enabling ` umbrella Act from which most of the subsequent legislation has sprung.

2. The Workplace (Health, Safety & Welfare Regulations 1992Require all at work to help maintain a safe and healthy working environment.

3. The Manual Handling Operations Regulations 1992Places upon all at work the duty to minimise the risks from lifting and handling objects.For lifting children in the salon and stock, the weight is to be assessed and help sought if the item to be lifted cannot be done so comfortably necessary. If lifting the knees are to be bent rather than the weaker lower back..

The Control of Substances Hazardous to Health Regulations 1988Particularly important since the storage, use and sale of a wide range of chemicals forms an important part of salon services, especially as such substances are applied on and sold to non-employees i.e. clients.All information regarding the control of substances in the Kieran Mullin Ltd. salons are to be found in the salon health and safety policy book, kept in each salon. COSHH covers the storage, use and disposal of all salon products which are to be used in accordance with manufacturers’ instructions, local by-laws and the salon policy.

7. The Electricity at Work Regulations 1989Under this law your salon is required to maintain electrical equipment in safe condition. 8. The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1985Under this regulation your salon is required to report injuries, diseases and dangerous occurrences. It is your responsibility to report to the relevant person at work (team leader/manager) any injuries and dangerous occurrences which happen at work. Your salon may also require you to report any potentially infectious conditions of which you have become aware. This act includes the loss of limbs of clients or salon personnel and the onset of diseases such as dermatitis. These are required to be reported to the Health and Safety department of the local council.
