GENERAL RULES

INTRODUCTION

The Kiteboard Tour Asia (hereafter referred to as “KTA”) organizes Kiteboarding events around Asia. This KTA

Rulebook is published by KTA with the Rules becoming effective on 1 January 2016. These rules (the “Rules”)

replace and supersede all previous versions.

KTA Kiteboarding competitions are sanctioned by the International Kiteboarding Association (IKA) and the

International Sailing Federation (“ISAF”).

KTA Kiteboard Twin Tip course races shall be sailed under the Racing Rules of Sailing as set out at Appendix F. The

Rules set forth here govern other kiteboard racing formats Slalom or other kiteboard competitions Freestyle X

including the WOO factor.

The Rulebook contains two main sections divided into the General Rules containing Rules that affect all disciplines

and secondly, the specific set of Rules for each discipline that provides details of Rules that applies only to that

discipline.

All KTA competitions shall be organized, conducted and judged under the KTA Rulebook.

For clarity and brevity, this Rulebook uses the feminine gender in the historical sense when referring to a

kiteboard or boat and the masculine gender when referring to a person.

FUNDAMENTAL RULES 1. Language

. 1.1. The official language of the KTA is English and in case of dispute over translation the English text shall

prevail.

. 1.2. The word “shall” is mandatory and the word “may” is permissive.

. 1.3. Where the words “he”, “she”, “himself”, “herself”, “themself” or “themselves” are used this will

refer to both male and female genders.

2. Rule Principles

. 2.1. These Rules are intended to ensure that the best competitor wins through individual kiteboarding

skill, proper compliance with the Rules, respect for fellow competitors and officials, good fortune and

quality of equipment alone and not as a result of procedural devices or legalistic argument. All disputes

under the Rules should be conducted on these principles.

. 2.2. A competitor shall compete in compliance with recognized principles of sportsmanship and fair play.

A competitor may be penalized under this Rule only if it’s clearly established that these principles have

been violated.

3. Safety

. 3.1. Safety and fair play are the most important aspects of competition. Unsafe competitors may be

warned or disqualified.

. 3.2. Sailing in a manner that can be considered to be dangerous or a threat to the safety of other

competitors or public will not be tolerated. All disputes under the Rules shall be conducted on this

principle.

. 3.3. A competitor should give all possible assistance and help to any person or kiteboard in danger and

assist organizers with any rescue information on the event of a rescue being required.

. 3.4. The Contest Director and the Head Judge are the highest authorities on safety issues and are

responsible of the correct application of all safety regulations. Competitors and Event staff acting in the

Event area will be subject to their guidelines and decisions at any time.

. 3.5. Competitors shall not land jumps on the beach, and shall stay clear of any natural or artificial

obstructions near the competition area. The infringement of any of the above Rules may result in a

warning, fine or disqualification at the discretion of the Contest Director or the Head Judge.

4. Safety systems

. 4.1. Competitors shall have a mandatory safety leash to ensure the kite stays connected to the harness

when the main safety release is deployed, there is an equipment failure or when letting go the control bar

while riding unhooked. The safety leash should have a quick release mechanism accessible to the

competitor himself, which will be used only in case of a dangerous situation. Competitors not wearing the

mandatory safety leash while competing will be automatically disqualified from the heat or race.

. 4.2. The control bar shall have a mandatory main safety release also called the “chicken loop” that allows

the competitor to release the control bar and depower the kite in case of a dangerous situation.

Competitors not having a mandatory main safety release called the “chicken loop” while competing will

be automatically disqualified from the heat or race.

. 4.3. Personal equipment: Personal flotation devices and helmet are optional unless prescribed on the

Notice of Race or Sailing Instructions. If personal buoyancy is prescribed, every competitor shall wear a

personal flotation device that shall conform to the minimum standard of ISO 12402-5 (Level 50).

Alternative or additional standards may be prescribed in the Notice of Race.

. 4.4. The Event Organizer shall designate an official launching and landing area for competitor’s kites and

equipment. This area shall be respected and access from spectators will be restricted. Media crew

accessing this area should be authorized by the Contest Director or KTA Representative and will do so at

their own risk.

5. Responsibility of competitors

. 5.1. It is the sole responsibility of each competitor to decide whether or not to start or to continue to

race and to provide for her safety.

. 5.2. By participating in an Event conducted under these Rules, each competitor agrees:

. (i). to be governed by the Rules;

. (ii). to accept the penalties imposed and other action taken under the Rules, subject to the appeal and

review procedures provided in them, as the final determination of any matter arising under the Rules; and

. (iii). with respect to any such determination, not to resort to any court of law tribunal.

. 5.3. Competitors are responsible at all times for the safety and reliability of their equipment and must

ensure regular and thorough checks to ensure all equipment is in accordance with the Rules, safe and in

good condition. In addition, they will be responsible for ensuring their equipment stays grounded in case

of a sudden wind gust or wind shift.

DISCIPLINES, DIVISIONS AND SUITABLE CONDITIONS

6. Event disciplines

. 6.1. An Event may include competition in one or more of the following disciplines:

. Freestyle X

. TT Course Race / Slalom

. 6.2. Other special or show disciplines may be scheduled in an Event as notified by KTA.

. 7.1. A KTA Event includes no age divisions, only men and women.

. 7.2. All scheduled divisions at the events shall be announced in the Notice of Race.

8. Suitable conditions

. 8.1. All disciplines of competition must take place in suitable conditions that do not put in danger the

safety of the competitors. The decision on suitable conditions shall be made by the Contest Director in

consultation with the appropriate Head Judge of that discipline. The compatibility of air density, wind

speed, wind direction, wave size, currents, weather and temperature will be considered by relevant

officials when determining suitable conditions for all disciplines.

. 8.2. There will be no right of appeal or request for redress from any competitor regarding the suitability

of the conditions for each discipline or division.

ORGANIZERS AND NATIONAL AUTHORITIES

9. Event Organizers, National Authorities and Race Committee

. 9.1. Event Organizers. KTA events shall be organized by anybody or person recognized by the KTA (an

“Event Organizer”). All competitions shall be organized, conducted and judged under the KTA Rulebook.

. 9.2. Race Committee. All competitions shall be conducted and judged by the Race Committee in

conformity with the terms and conditions published in the Notice of Race unless otherwise directed by

KTA. The term “Race Committee” whenever it is used shall include any person or committee that is

responsible for carrying out any of the designated duties or functions of the Race Committee. The head of

the Race Committee should be the Contest Director, Head Judge or any other person named in the Sailing

Instructions as the head of the Race Committee.

10. Event Officers

. 10.1. KTA events shall use the services of the following during the events:

(i). KTA approved Contest Director.

(ii). KTA approved Head Judge.

(iii). Three KTA approved judges.

. 10.2. In exceptional cases, the Contest Director and the Head Judge may be the same person as one of

the Judges could also play the role of Head Judge or protest Head Judge.

ELIGIBILITY AND REGISTRATION

11. Eligibility

. 11.1. A competitor is eligible for any KTA Event if he meets the following criteria and conditions:

. (i). the competitor is a member of the Official National Kiteboarding Association or the

International Kiteboarding Association. A valid membership card or certificate, or other

satisfactory evidence of identity and membership may be requested and must be provided by the

competitor.

. (ii). the competitor has a personal medical insurance with worldwide coverage. A valid

membership card or certificate, or other satisfactory evidence of worldwide medical coverage

may be requested.

. (iii). the competitor complies with ISAF Regulation 19 (Eligibility Code) as may be amended.

. 11.2. The maximum number of registered competitors for a KTA Event distributed per discipline including

the wildcards granted are specified in the relevant section of this Rulebook and may be modified in the

Notice of Race.

. 11.3. Registration will be made as specified in the Notice of Race.

. 11.4. All competitors under 18 years at the registration date must present a properly completed parental

authorization form to be eligible to enter the event.

. 11.7. The KTA reserves the sole and absolute right to refuse the registration of any person as a

competitor. KTA is not obliged to provide reasons for such refusal.

12. Entry procedure and Registration

. 12.1. All competitors planning to enter a KTA event, shall pre-register online at the KTA website no later

than the published closing date for entries for that specific event. It is the competitors’ sole responsibility

to pre-register or to apply for an entry to an Event and to ensure that the application has been received in

time and completed correctly.

. 12.3. All entrants must personally complete and sign the entry forms at the registration of the Event at

the time and place published in the Notice of Race. Exceptions may be granted by the KTA Representative

in its sole and absolute discretion. In the event of a force majeure event beyond the reasonable control of

a entrant’s control which results in a delay of registration then such entrant shall as soon as practicable,

notify KTA of such force majeure event and request a late completion of registration. The competitor shall

supply the KTA Representative with reasonable suitable evidence to support the submission of a force

majeure event causing such delay. KTA retains the sole and absolute right to consider such request for

late entry and to either refuse or accept such late entry with or without pre-conditions.

13. Entry restrictions

. 13.1. Any competitor owing money to an Event Organizer or the KTA may not compete in any further KTA

recognized or sanctioned events until the outstanding debt is paid in full without deduction or set-off.

. 13.2. World Sailing (WS) eligibility code rule 19 shall apply to right of entry to an Event.

. 13.3. Notwithstanding Rule 13.2 above, KTA reserves the sole and absolute right to refuse any person

entry to any Event.

EQUIPMENT

14. Equipment

. 14.1. There are no restrictions on equipment other than those specified in the relevant section of this

Rulebook. The KTA reserves the right to impose further restrictions on equipment in the interests of

safety or fair play and/or at the direction of WS and/or under the Sailing Instructions. No such prohibition

shall be made without announcing such in the Notice of Race.

. 14.2. Only boards powered by a kite system completely independent from the board are eligible for use

in competition.

. 14.3. A kiteboard shall be propelled only by the action of the wind on the kite, by the action of the water

on the hull and by the unassisted actions of the competitor. The kiteboard must not make significant

progress by paddling, swimming or walking.

. 14.4. Equipment, which, in the opinion of the Contest Director, could cause injury to competitors or

spectators, will be prohibited. It is the responsibility of each competitor to check every aspect of his

equipment with the Contest Director. Competitor’s failing to obey instructions in this regard may be

penalized under Rule 22.

ADVERTISING

15. Requirement to carry advertising

. 15.1. If required by the Notice of Race, the Sailing Instructions or the Contest Director, competitors shall,

for the duration of the Event including registration day, be compelled when competing, taking part in

exhibition or fun events, going out to compete and coming in from competing, warming up in the

designated course or warm up area, being interviewed by Event media at official press calls or at

presentations on Event podiums to:

(i). wear a standard KTA specification, Event or tour advertising vest over all other clothing,

including harness and life jacket and/or

(ii). carry Event and/or tour advertising stickers on the designated place on the board, kite or

lines.

. 15.2. Competitors shall always follow any instructions given in the Notice of Race, Sailing Instructions or

by the Contest Director or KTA Representative regarding the proper placement of advertising.

. 15.3. All provided advertising shall be in good taste and well maintained as judged by the Contest

Director or KTA Representative. Any branding deemed to not be in good taste by the Contest Director or

KTA Representative must be removed and replaced immediately.

. 15.4. It shall be the sole responsibility of each competitor to wear the competition vest correctly when

required according to Rule 15.1.

. 15.5. Competitors shall undertake to ensure that branding is properly adhered and arranged on their

board, kites and/or lines. However, no competitor shall be responsible for loss of advertising stickers

during competition due to inadequate adhesion of the stickers proved that the competitor has not

tampered with the advertising stickers.

. 15.6. Competitor’s failing to comply with any of the above Rules may be given a penalty.

16. Attitude

. 16.1. All competitors must, by their actions and general demeanor, during all events and at all times while

within the precincts of the site of KTA recognized or sanctioned events (which shall include the period

from arrival at the airport or venue where the Event is being held to the departure from the venue or

airport from where the Event is being held), promote the proper image of the sport.

. 16.2. Any breach of Rule 16.1 by any competitor may result in the suspension or expulsion of a competitor

from any further Events.

17. Social media

. 17.1. Any post of any content or written comment on social media channels or the web made by any

member, competitor or Event Official will be considered a public statement. A post considered abusive or

detrimental to the best interests of the KTA and/or the sport in general, or that could be considered to

bring the KTA or the sport and/or KTA and/or any Event Organizer and/or any KTA sponsor into disrepute

shall be considered as an unsportsmanlike conduct and may be penalized under Rule 22.

18. Official attendance

. 18.1. Mandatory competitor’s meeting On the first day of official competition there will be a mandatory

meeting for all competitors at least a half hour before the start of the first heat / race. The official time

and location for the meeting will be announced to all competitors at registration.

. 18.2. Media conference and interviews All competitors may be required to attend a post heat/race

media conference immediately after the end of the heat/race or at any time reasonably possible taking

into consideration the commitments of competition, whether he is the winner or the loser. Competitors

must wear the Event sponsors advertising vest or a suitable substitute supplied by the Event Organizer or

KTA Representative during this conference as required by KTA.

. 18.3. Official ceremonies or events Punctual attendance to all scheduled official events or ceremonies

announced in the Sailing Instructions is mandatory for all competitors. In the event that the Event

Organizer has provided adequate food and drinks free of charge, competitors may be required to stay for

up to two hours from the published start time at the discretion of the KTA Representative. In the event

that adequate food and drink is not provided then competitors may be required to stay for a minimum of

one hour from the published start time at the discretion of the KTA Representative. Under circumstances

where there are no constraints on time and no possibility of competition on the following day, these

times may be extended at the sole and absolute discretion of the KTA Representative.

. 18.4. Presence on site All competitors are compelled to stay within the precincts of the site for the

entire duration of the Event from the first competitor’s meeting until the end of scheduled competitions

as published in the Notice of Race. Any competitor seeking exemption from this Rule for a particular

event must request and obtain prior written approval from the KTA Representative.

. 18.5. Competitor’s failing to comply with any of the above Rules may be penalized under Rule 22 and/or

may have his next Event entry application cancelled or refused.

20. Media water crew

. 20.1. Only KTA authorized water photographers and cameraman are permitted in the water in the

designated competition area. Authority and access for water photographers and cameraman at KTA

events will be provided by the KTA.

DISCIPLINARY CODE OF CONDUCT AND FINES

21. General codes and fines

. 21.1. Competitors shall comply with any and all reasonable requests and directions from an Event Officer.

. 21.2. The Rules set forth under this section apply to the conduct of each competitor, caddies, coaches,

Event officials, KTA staff or competitor agents and/or family relatives while within the precincts of an

Event site except where the specific offences described therein are considered to bring the sport into

disrepute or are directed towards an Event Organizer, sponsor, the KTA or KTA staff.

. 21.3. The KTA Representative, Contest Director or Head Judge may discipline competitors under the

Rules.

. 21.4. When imposing a penalty, the committee involved may consider any reasonable fact it deems

necessary or suitable including without limitation the evidence and submissions relating to the matter as

well as the seriousness of the offence, the damage caused, the current ranking of the competitor and the

previous disciplinary record of the competitor.

23. Principles of scoring

. 23.1. All Event scoring systems may be amended and implemented by KTA at any time in its sole and

absolute discretion and notified in writing to all competitors provided such amendment and notification

shall not take place during an event.

. 23.2. All races or eliminations are scored evenly.

. 23.3. If there are two divisions, men and women might race together but will be scored in separate

divisions.

. 23.4. The positions in the individual disciplines shall be established by means of the total score earned

over the valid races or elimination series held in each discipline.

EVENT DISCIPLINES SCORING

24. Discards

24.1. Dependent upon the number of discards permitted, the highest, second highest, third highest and the

fourth highest scores are discarded. The lowest total score, with discards, if any, taken into account, wins. The

number of discards to be considered in each discipline is specified in the relevant section of this Rulebook.

25. Ties

. 25.1. When there is a tie in total points of a Series-score between two or more competitors of an

individual discipline, the tie shall be broken as follows:

(a) In favor of the competitor(s) with the best single excluded race/elimination score(s).

(b) If a tie remains between two or more competitors, each competitor’s race/elimination scores shall be

listed in order of best to worst, and at the first point(s) where there is a difference the tie shall be broken

in favor of the competitor(s) with the best score(s). These scores shall be used even if some of them are

excluded scores.

(c) If a tie still remains between two or more competitors, they shall be ranked in order of their scores in

the last race/elimination. Any remaining ties shall be broken by using the tied competitors’ scores in the

next-to-last race/elimination and so on until all ties are broken. These scores shall be used even if some of

them are excluded scores.

PRIZE MONEY / EQUIPMENT PRIZES

27. Prize money

The KTA events primarily award the winners with equipment prizes, but whenever possible the KTA undertakes

everything to attract cash prize money as well.

. 27.1. Event Organizers and KTA contracts will take precedence when it comes to prize money levels as set

by KTA.

. 27.2. The total prize money amount at the Event for each discipline and division shall be announced in the

Notice of Race or Sailing Instructions.

. 27.3. The full amount of the advertised prize money in each discipline shall be payable when a valid result

stands as per the Rules in the relevant discipline subsections of this Rulebook.

. 27.4. The prize money distribution per discipline and division are specified in the relevant discipline

subsections of this Rulebook and may be modified in the Notice of Race.

. 27.5. Any competitor who, in the opinion of the Contest Director, causes any unnecessary delay in the

smooth running of an Event (e.g. not attending the prize giving ceremony on time) or a breach of the KTA /

IKA / ISAF Code of Conduct may be excluded from this prize split. The Contest Director’s decision is final and

binding on all competitors and may not be appealed, although he may be required to give his reasons for his

decision in writing.

. 27.6. Incomplete disciplines A discipline is considered incomplete when there is no official result and

points awarded as specified in the relevant discipline subsections of this Rulebook.

. (i). If not all disciplines are completed in any division, the prize money for any incomplete

discipline(s) is divided into two parts. 50% is returned to KTA or the Event Organizer and 50% is

allocated to all officially registered competitors in the relevant division and discipline at the Event.

. (ii). The 50% allocated to the registered competitors is distributed as follows:

. a) If no single column within an elimination series has been completed, then the money is

split evenly amongst all officially registered competitors.

. b) If one round within an elimination series has been completed, then the losers of the

round shall have 33.3% divided evenly amongst them and the winners of the first round

shall have 66.6% divided evenly amongst them.

In case of a dingle elimination series, then the losers of the round shall have 50% divided

evenly amongst them and the winners of the first round shall have 50% divided evenly

amongst them.

. c) If two rounds within an elimination series have been completed, then the losers of the

first round shall have 15% divided evenly amongst them, the losers of the second round

shall have 28% divided evenly amongst them and the winners of the second round shall

have 57% divided amongst them.

In case of a dingle elimination series, then the losers of the second round shall have 15%

divided evenly amongst them, the winners of the second round and winners of the first

round shall have 85% divided evenly amongst them.

. 27.7. Shared positions When a number of competitors share a single position, their ranking order not

having been determined, the payment for these competitors shall be as follows: The prize money for the

occupied position and the following unoccupied positions (equal in number to the competitors standing on

the single position) shall be added together, then divided by the number of the group of competitors being

paid in this manner.

. 27.8 In case of no wind or incomplete eliminations, all equipment prizes shall either be raffled within the

registered competitors of this division or will be returned to the KTA as directed by their sponsorship

agreements. This might be changed in the NoR or SI at any event.

. 27.9. Equipment prizes will be awarded to the top 3 rider of each division. If available there will be extra

equipment prizes for special categories such as local division, newcomer or youth.

. 27.10 Awarded equipment prizes will have a total value of at least 10’000US$ (kites, boards, harness)

. 27.11 The equipment prize split will be individual for each event, depending on the availability and at the

sole decision of KTA team.

ANNUAL RANKING LISTS

28. Ranking points per discipline

. 28.1. After a valid Event result, competitors will be awarded points according to the table below and their

finishing position per discipline.

. 28.2. The minimum number of races or elimination series per discipline and Event for scoring in the KTA

annual ranking list of the respective discipline(s) is one valid race or elimination as specified in the

relevant discipline subsections of this Rulebook.

. 28.3. Incomplete elimination series For any valid Event result per discipline and when the elimination

series is incomplete, points will be awarded as follows:

. (i). Any round within an elimination series that has been completed, then the losers of the round

shall have the points awarded as per their finishing position according to Rule 28.1 table, even if

competitors are tied.

. (ii). Any incomplete round within an elimination series, then the points for the occupied position

and the following unoccupied positions (equal in number to the competitors standing on the

single position) shall be added together, then divided by the number of the group of competitors.

. 28.4. The KTA annual ranking per discipline for the year will be determined by the cumulative adding of

the discipline year’s Event points after discards. The number of discards shall be in accordance with the

table below:

. 28.5. The competitor with the highest total score in each discipline and division at the end of the year is

the KTA X-Champ in that discipline.

. 28.6. Ties in annual ranking lists When there is a tie in total points of a KTA annual discipline ranking list,

the tie shall be broken as follows:

(a) in favor of the competitor who has beaten the other in more Events in the relevant discipline excluding

all discarded Event scores.

(b) If a tie remains between two or more competitors, each competitor’s Event discipline scores shall be

listed in order of best to worst, and at the first point(s) where there is a difference the tie shall be broken

in favor of the competitor(s) with the best score(s) excluding all discarded Events scores.

(c) If a tie still remains between two or more competitors, they shall be ranked in order of their scores in

the last Event. Any remaining ties shall be broken by using the tied competitors’ scores in the next-to-last

Event results and so on until all ties are broken. These scores shall be used even if some of them are

excluded scores.

NOTICE OF RACE

30. Publication and content of the Notice of Race

. 30.1. The notice of race (referred as NoR ) must be published at least thirty (30) days prior to the first day

of the Event by the KTA.

SAILING INSTRUCTIONS AND OFFICIAL NOTICE BOARD

31. Publication and content of the Sailing Instructions

. 31.1. The KTA Rulebook may be supplemented by written sailing instructions issued by KTA, which have

the same status as Rules (the “Sailing Instructions”) and should be read in conjunction with the Rules. The

Sailing Instructions may amend a Rule or add to a Rule by specific reference to it, but Sailing Instructions

shall not alter any Rule in Part I (General Rules) without prior publication in the Notice of Race. The Sailing

Instructions shall be posted on the Official Notice Board and any extraordinary instructions may be

distributed to competitors. In the event of any conflict or inconsistency between the Notice of Race, the

Sailing Instructions and the Rules that must be resolved before the Protest Committee then the Protest

Committee shall at its sole and absolute discretion apply, interpret and refer to the Rule that it considers

will provide the fairest result for all kiteboards affected.

. 31.3. Changes to the Sailing Instructions. The Race Committee may at its sole discretion change the

Sailing Instructions by posting a notice on the Official Notice Board at least 30 minutes before the start of

the race/heat in which they are to apply.

32. Official Notice Board (ONB) and Official Flag Pole (OFP)

. 32.1. All official announcements shall be posted in writing on the Official Notice Board. The attention of

the competitors shall be drawn to all important announcements, such as changes to Sailing Instructions.

. 32.2. All competitors are responsible to regularly and periodically check the information posted on the

Official Notice Board and at least once in the morning and once in the evening as well as before each

relevant Event that the competitor is due to compete in on that particular day.

. 32.3. The schedule of races/heats, competition area diagram, starting signals, and heat duration shall be

posted at the official Notice Board at least 15 minutes before the start of the race/heat. It shall be sole

responsibility of each competitor to know in which race/heat he will be taking part and what Rules and

other information shall be pertinent to the competitor during that race/heat.

. 32.4. Official Flag Pole (OFP) All signals shall be made from the place indicated in the Sailing Instructions

or in the way indicated in the Sailing Instructions.

. 32.5. The Contest Director shall announce at the daily competitor’s meeting the weather forecast for the

day, the schedule for the day and any other relevant information.

33. Oral Instructions

. 33.1. Oral instructions may be given only if the procedure is stated in the Sailing Instructions.

PENALTIES AND REDRESS

34. Penalties

. 34.1. A competitor may be disqualified from the race / heat, discipline or Event by the Race Committee

even without a hearing for hindering another competitor whilst competing.

. 34.2. A competitor may be disqualified from the race / heat, discipline or Event by the Race Committee

for infringing the KTA Rulebook, Sailing Instructions or any governing document as described in the

Sailing Instructions.

35. Redress

. 35.1. No redress will be given to any competitors.

. 36.1. Definitions are stated in the RRS 2013-2016

FREESTYLE - X

ENTRY ALLOCATION, SEEDING

F1. Entry allocation

F1.1. The maximum number of competitors entering the KTA Freestyle Event is 24 men and 12 women.

F1.2. Entry allocation If there are more than 24 men or 12 women registered for an event, then there will be a

qualifying heat before the main event starts. Top 8 men and top 4 women of the previous KTA ranking will be

seeded directly into the main event.

F2. Seeding

F2.1. Top 8 men and top 4 women will be seeded in the KTA Freestyle X ladder according to the following:

(a) For the first KTA Freestyle X Event, the previous KTA Freestyle X annual ranking shall be used.

(b) After one (1) valid KTA Freestyle X Event, seeding for the second will be based on the previous event.

Points shall be awarded according to Rule 28.1.

F2.2. The remaining qualified competitors will be distributed in the KTA Freestyle X ladder according to the name

drawing that shall be done by the Contest Director at the first day mandatory meeting for all competitors before

the competition starts.

F2.3. “Byes” if any, shall be positioned so that they are allocated to the most highly ranked competitors.

ELIMINATION LADDERS, SCORING AND PRIZE MONEY

F4. Elimination ladders and scoring

F4.1. The KTA Freestyle X elimination ladder shall be dingle elimination.

F4.2. There will be no more than one (1) dingle elimination per division at each Event.

F4.3. Competitors shall compete in groups of up to three (3) determined by the elimination ladder. The top

ranked riders of each heat shall advance on the elimination ladder.

F4.4. In a dingle elimination, the winner of the first-round heats advance immediately to the third round, whilst

COMPETITION FORMAT AND PROCEDURES

F6. Competition format

F6.1. Identification of competitors Each competitor is responsible to know when his heat is on. All competitors

must wear their Lycras and use their registered kites, so the judges can identify each one of them.

F6.2. A competitor failing to show at his heat to compete without prior notification to the Contest Director will be

disqualified from this competition, and will forfeit any prize money and equipment prize. The Contest Director will

determine if the competitor provided adequate notice in relation to their whereabouts. No-show for extenuating

circumstances beyond the reasonable control of the competitor including force majeure events and injury may be

considered.

F6.3. When a competitor does not show at his heat, the competitor(s) must compete the heat alone(s) in case

the opponent turns up late. Only in the event that the Contest Director is informed and reasonably confident that

the competitor will not be competing in their scheduled heat then the daily schedule may be adjusted to reduce

the Event’s running time.

F6.4. Competition area:

. (a) The competition area shall be defined in the Sailing Instructions or on the Official Notice Board at

least 15 minutes before the start of the heat. A diagram is recommended.

. (b) A competitor shall be scored while being in the designated competition area. Whether a competitor is

in or out of the competition area, will be at the sole and absolute discretion of the Head Judge and/or the

senior judge on the relevant judging panel.

. (c) A competitor shall not kite in the competition area while competition is going on, other than during

her own heat. A competitor infringing this Rule may be given one warning and will be disqualified for the

second infringement.

. (d) Only one competitor is permitted to perform a trick at any one time inside the competition area.

. (e) Competition area marks shall not be changed or moved after the starting signal.

F6.5. Interferences A kiteboard shall not interfere with another kiteboard with right-of-way.

Interference may be called if:

(a). a kiteboard changes course to obstruct another kiteboard.

(b). a kiteboard enters the competition area when another kiteboard is already inside except if it is

capsized.

(c). a kiteboard that has crossed or jumped inside the competition area changes direction and enters the

competition area again when another kiteboard is approaching the competition area and by this action

has to abort her trick attempt.

(d). there is deliberate unsportsmanlike action between the competitors in the heat.

F6.6. Interference penalty:

. (a) The Head Judge shall call an interference penalty only if the majority of the judges agree that

interference has occurred.

. (b) An interference penalty will be called using a black flag.

. (c) If an interference penalty is called on a competitor, then the competitor’s final score will be penalized

with a loss of 50% of his best scoring trick.

. (d) If a Competitor incurs a second interference penalty during the heat, the competitor will not be

scored from this time forward losing 100% of their best scoring trick.

F6.7. Outside assistance Each competitor’s efforts on the water shall be individual with only the following

means of outside assistance being permissible:

. (a) Competitors that during their heat end up downwind of the competition area, will be allowed to make

their way back to the competition area by walking upwind on the beach by themselves. If a competitor

gets assistance from another competitor or third party while walking upwind on the beach or bringing the

board, the competitor competing in the heat will not be scored from this point.

. (b) While competing, a competitor could get assistance to re-launch his kite inside of the competition

area/course only from a competitor competing in his heat. A competitor could get assistance to re-launch

his kite only when the downed kite is out of the competition area (e.g. when the kite drifts to the

shorebreak).

. (c) Competitors who during their heat require or obtain assistance inside the competition area from the

rescue boat, press boat, Jet ski, or any other craft, will be disqualified from that heat. The Contest

Director shall be entitled to make changes to this Rule at certain Events.

. (d) In the event if a competitor loses his kite from equipment failure, the competitor will be allowed to

replace his kite during the heat only outside from the competition area. The competitor must exit the

competition area by his own means. If the competitor is not wearing a leash, he will not be scored from

the point he loses his kite.

. (e) Any non-permitted external third party assistance where a competitor gains significant advantage in

the heat shall be penalized by a warning or disqualification if in the sole and absolute opinion of the Head

Judge or Contest Director, such assistance materially prejudiced the result.

F7. Signals for starting and finishing a heat

F7.1. Starting signals

(a) The starting signals shall be:

- Warning signal: Red flag displayed

- Preparatory signal: Yellow flag displayed

- Starting signal: Green flag displayed

(b) Each visual signal may be accompanied by a sound signal, but times shall be taken from the visual

signals and mistiming or failure of a sound signal shall be disregarded.

F7.2. Heat duration The heat duration shall be from 5 up to 20 minutes. The heat duration and intervals

between the starting signals shall be posted on the Official Notice Board.

Standard heat duration time will be 10 minutes for heats of three (3) competitors and 7 minutes for heats of two

(2) competitors.

F8. Postponing and abandoning a heat

F8.1. The Race Committee may:

. (a) before the starting signal postpone or abandon a heat for any reason,

. (b) after the starting signal abandon a heat because of insufficient wind, or foul weather, or an error in

the starting procedure, or because a mark is missing, for other reasons directly affecting the fairness of

competition. The time limit for such an abandonment shall be 5 minutes after the finish of the heat.

. (c) Postpone or abandon a heat at any time for safety reasons.

F8.2. Postponement: A postponement shall be signaled by the raising of the “Answering Pendant”,

accompanied by two (2) sound signals. After a postponement, the ordinary starting signals shall be used

according to Rule F7.1. The postponement signal shall be lowered, accompanied by a sound signal, one minute

before the first warning signal is made.

F8.3. Abandonment: The raising of code flag “N”, accompanied by three (3) sound signals, shall signal that the

present heat is abandoned.

FREESTYLE EQUIPMENT

F9. Freestyle equipment

F9.1. There are no restrictions on Freestyle equipment. Any restrictions on Freestyle equipment shall be

implemented according to Rule 14.

RIGHT OF WAY RULES

F10. Right of way Rules

F10.1. A kiteboard has right of way over another kiteboard when the other kiteboard is required to keep clear of

her. However, some Rules shall limit the actions of a right-of-way kiteboard.

F10.2. On opposite tacks When kiteboards are on opposite tacks , a port-tack kiteboard shall keep clear of a

starboard-tack kiteboard.

(a) When two kiteboards on opposite tack s cross each other, the windward kiteboard shall keep his kite

high while a leeward kiteboard shall keep his kite down to avoid a tangle .

(b) When two kiteboards are in opposite tacks and equally upwind, the starboard-tack kiteboard shall

cross-upwind keeping the kite high while the port-tack kiteboard shall cross-downwind keeping the kite low.

F10.3. On the same tack, overlapped When kiteboards are on the same tack and overlapped , a windward

kiteboard shall keep clear of a leeward kiteboard.

F10.4. On the same tack, not overlapped When kiteboards are on the same tack and not overlapped , a

kiteboard clear astern shall keep clear of a kiteboard clear ahead.

F10.5. When a kiteboard changes tack on an upwind leg, she shall keep clear of other kiteboards until she is

moving on a close-hauled course. During that time Rules F10.2, F10.3 and F10.4 do not apply. If two kiteboards

are subject to this Rule at the same time, the one on the other’s port side or the one astern shall keep clear.

F10.6. A kiteboard on a transition shall keep clear of a kiteboard on a tack.

F10.7. If two kiteboards converge while sailing downwind and it is not possible under Rules F10.2, F10.3 and

F10.4 to determine which one has right of way,

(a) if they are overlapped , the one on the other’s starboard side shall keep clear .

(b) if they are not overlapped , the one clear astern shall keep clear .

F10.8. When sailing downwind, if one kiteboard is looping her kite and another is not, the kiteboard that is

looping her kite shall keep clear of the one that is not.

F10.9. Avoiding contact A kiteboard shall avoid contact with another kiteboard if reasonably possible. However,

a right-of-way kiteboard or one entitled to room or mark-room

(a) need not act to avoid contact until it is clear that the other kiteboard is not keeping clear or giving

room or mark-room, and

(b) shall be exonerated if she breaks this Rule and the contact does not cause damage or injury.

F10.10. Acquiring right of way When a kiteboard acquires right of way, she shall initially give the other kiteboard

room to keep clear, unless she acquires right of way because of the other kiteboard’s actions.

F10.11. Changing course or kite position When a right-of-way kiteboard changes course or the position of her

kite, she shall give the other kiteboard room to keep clear.

F10.12. A windward kiteboard shall not jump or perform a maneuver or trick when a leeward kiteboard is close

to her.

F10.13. A kiteboard jumping or performing a maneuver or trick shall keep clear of a kiteboard that is not.

F10.14. Kiteboards shall not change course to obstruct another kiteboard (blocking).

F10.15. Kiteboards shall stay clear of the competition area when not competing.

F10.16. Kiteboards shall not land jumps on the beach, and shall stay clear of any natural obstructions near the

competition area.

F10.17. If possible, a kiteboard shall avoid a kiteboard that is capsized or has not regained control after capsizing ,

is aground, or is trying to help a person or vessel in danger.

F10.18. A kiteboard that is capsized or aground shall not interfere with another kiteboard.

F10.19. A kiteboard regaining control after capsizing inside of the competition area, has to leave the competition

area immediately using the shortest tack and without interfering with other competitors.

F10.20. In the case the affected competitor, during a tangle or collision, is not competing against the competitor

at fault and the action penalizes the competitor’s performance limiting his chances of winning the heat, the

affected competitor’s heat may be rerun.

F10.21. From the warning signal to the starting signal, a kiteboard returning to the shore after competing has to

keep clear of a kiteboard entering the competition area to compete.

F10.22. If reasonably possible, a kiteboard not competing shall not interfere with a kiteboard that is competing .

F10.23. In case of a deliberate unsportsmanlike action with the competitors in the heat, dangerous action, tangle

or collision, as a result of the infringement of any of the above Rules may result in a warning or disqualification

from the heat at the discretion of the Contest Director or Head Judge.

JUDGING

F11. Judging procedure

F11.1. Selection of judges No judge shall have a vested interest in any competitor, result or Event. The KTA

retains the sole and absolute authority to make appointments and substitutions for an Event.

F11.2. One panel of judges, comprising an odd number of judges, no less than three (3) in number, shall score

each heat. The scores of the respective competitors will be tabulated together to get their results from the heat.

(a) Each judge shall award each competitor’s trick attempts points on a scale from 1 to 10 in the

corresponding scoring category to be scored in steps of 0.5 of a point.

(b) Scores will be awarded in two categories. (oldschool and newschool)

(c) The scores in each category to be counted towards the final trick score shall be totaled to determine

the final score per trick.

(d) The scores of the respective competitors shall be tabulated together for high score, each individual

judge will determine a winner. The winner will be the competitor that wins more judges.

(e) The judging scores of each individual judge shall be shown only to competitors in that heat, on their

request.

(f) Competitors are not permitted to attend the judge’s tower. If a competitor wishes to check his judging

scores, he shall ask the Head Judge.

(g) The scores and the decisions of the judges are final and binding on all competitors and there shall be

no right of appeal.

(h) In case of a rank tie, the overall trick score shall determine the winner.

F11.3. Judges shall be visually separated when possible and it is the responsibility of the Head Judge to ensure

that the judges do not discuss scores.

F11.4. Re-running of heats The Head Judge has the sole and absolute authority to order the re-run of a heat,

provided that he has reasonable evidence that there is a major discrepancy in the judging scores from each

individual judge. Whenever possible, the decision to re-run heats shall be made before announcing a winner of

the heat in question.

F11.5. Appeals against judges In the event that a competitor considers himself to be disadvantaged by any

judge they shall immediately report this in writing to the KTA Head Judge at the end of the competition day

including reasonable written evidence of such alleged prejudice or improper conduct. At times, errors of a special

nature may occur with respect to judging. The KTA Head Judge, along with the Contest Director, may rule on

specific special circumstances on a case- by-case basis.

F12. Scoring

F12.1. The maximum number of trick attempts per competitor during a heat will be eight (8) and only the best

four (2+2) tricks with the highest individual scores and from different trick categories will count towards the final

score. Once a competitor has reached the maximum number of trick attempts per heat including crashes, the

competitor will no longer be scored during the heat.

F12.2. If a competitor has attempted less tricks than the maximum number of tricks that count towards the final

heat score, the remaining tricks will be scored 0 points. If a competitor has not scored the maximum number of

tricks, then the remaining tricks will be scored as 0 points.

F12.3. Crashes will be scored 0 points and will be counted as a trick attempt. A trick will be scored as a crash

only if the majority of the judges score it as a crash

F12.4. If a judge misses a trick, or part of the trick, he is directed to place an “M” in the relevant area and that

score will be given points equal to the average to the nearest tenth of a point (0.05 to be rounded upward) of the

other judges’ scores from the same scoring category for that trick.

If all judges from the same scoring category or categories miss a trick, the scores for this scoring category

or categories will be the weighted average of the other scoring categories scores for that trick.

F12.5. If all judges miss a trick and the Head judge ascertains that there is material evidence that the trick was

missed by all the judges and the missed trick had a scoring potential that may materially change the final result,

the Head Judge may at his sole and absolute discretion re-run the heat according to Rule F11.4.

F12.6. Judges may not change or amend their scores.

F12.7. The winner of the heat will be determined by the rider who wins more judges, not by the combined trick

score.

F13.Freestyle trick categories

F13.1. The Freestyle X tricks repertoire has been broken up into the following two tricks categories.

a.) New school – all unhooked tricks (referred as newschool in this document)

b.) Old school – all hooked in tricks including kiteloops (referred as oldschool in this document)

F13.3. None of the above trick categories are mandatory.

F13.4. Any grab combined with a trick, will increase the technical score of the trick only if it is properly executed.

F13.5. Both categories are counted as 50% into the final score. The final score is made up of the best two (2)

F13.6. Performing the same trick to both sides does not increase the scoring

F14. Freestyle judging criteria and scoring categories

F14.1. KTA Freestyle X judging criteria are applied to score individual tricks.

F14.2. The KTA Freestyle X discipline will be judged based on the quality of the execution of each individual trick.

Judges shall analyze the following key criteria when scoring a trick:

F14.3. New school

▪ Technical Difficulty – The technical difficulty of a trick completed during the heat.

▪ Power – The power during the execution of the tricks. Power will be considered as a combination of: -

Speed into the trick to pop, not using the kite to get the initial pop. - Height and amplitude of the trick.

▪ Height – Height of the trick completed during the heat. This aspect will exponentially come into

consideration as the wind conditions increase, but only when the height is achieved along risk factor and

technical difficulty.

▪ Variety – The variety of tricks completed during the heat is considered in the maximum number of

different tricks to be counted for the final score per trick category.

▪ Risk factor – Is directly linked to the Power involved in the execution of the tricks, but also to the

commitment of the competitor, technical and physical challenge during the execution, duration of the

critical moment, amount and quality (lines direction) of the air in the trick, and energy on the execution.

▪ Smoothness – Smoothness and fluidity during the execution and landing of tricks completed during the

F14.4. Scoring categories The judging criteria described in Rule F14.3 are broken down and weighted into the

following two (2) main scoring categories.

➢ Technical (50%): technical difficulty and innovation - Reflects the technical difficulty of the executed trick.

➢ Intensity (50%): power, height, risk factor and smoothness - Reflects how big and powerful the trick is

performed.

F14.5. Old school

▪ Technical Difficulty – The technical difficulty of a jump completed during the heat.

▪ Height – Height of the jump completed during the heat. This aspect will exponentially come into

consideration as the wind conditions increase.

▪ Risk factor – Is directly linked to the amplitude and technical difficulty of the jump, but also to the

commitment of the competitor, technical and physical challenge during the execution, duration of the

critical moment, amount and quality (lines direction) of the air in the jump, and energy on the execution

F14.6. Scoring categories The judging criteria described in Rule F14.5 are broken down and weighted into the

➢ Height (70%): height - Reflects how big the jump is performed.

➢ Performance (30%): Technical difficulty and risk factor - Reflects the performance in terms of technical

difficulty, commitment and energy for each jump.

Weight given to each scoring category of F14.6 may be modified depending on the wind conditions and

will be announced by the Head Judge and posted in the Official Notice Board at least 30 minutes before

the start of the heat.

F14.7. The maximum point score per trick is 10 points, and therfore will be 20 points for new school and 20 points

for old school tricks, total of 40 points.

A rider performing only one of the two categories will have a maximum score of 20 points.

F15. Other judging aspects

F15.1. A crash will be considered when:

. (a). a competitor is capsized , losing control of the board or bar when landing a trick.

. (b). a competitor grabs the safety leash to regain control of the bar.

. (c). a competitor lands a trick but did not control the kite throughout the execution of the trick resulting

in the release of the bar and/or the crashing of the kite into water after landing the trick.

. (d). a competitor sinks and is completely stopped when landing a trick.

. (e). a competitor lands on his back and the board is completely out of the water.

F15.2. Judges may give credit to a landed trick that is not a crash when:

. (a). a competitor butt-checks when landing the trick but keeps riding and control the kite.

. (b). a competitor grabs the “chicken loop” to regain control of the bar.

F15.3. The credit given to a buttchecked trick is directly related to the risk factor involved in the execution of the

trick. For tricks with a high degree of risk factor, judges won’t deduct points for a butt-check landing.

ENTRY ALLOCATION, SEEDING AND INJURY WILDCARD

TTRX1. Entry allocation

. TTRX1.1. No entry limits

TTRX2. Seeding

. TTRX2.1. The first round of the first elimination series of the Event will be seeded in the KTA Slalom ladder

according to the following:

(a) For the first KTA Slalom Event, if possible the previous year KTA Slalom annual ranking shall be used.

(b) After one (1) or more valid KTA Slalom Event, seeding for the second Event will be based on the

previous events of the same year.

Points shall be awarded according to Rule 28.1.

. TTRX2.2. The remaining qualified competitors will be distributed in the KTA Slalom ladder according to

the name drawing that shall be done by the Contest Director at the first day mandatory meeting for all

competitors before the competition starts.

. TTRX2.3. “Byes” if any, shall be positioned so that they are allocated to the most highly ranked

competitors.

. TTRX2.4. For a subsequent elimination series, if any, competitors shall be reassigned to new heats

according to the ranking in the previous elimination series. Seeding decisions are final and are not

grounds for a request for redress.

ELIMINATION LADDERS, SCORING AND PRIZE MONEY

TTRX3. Elimination ladders and scoring

. TTRX3.1. The KTA TTR - X format shall be multiple elimination series consisting of:

(i). Dingle elimination series. (Slalom)

(ii). Round robin elimination series. (Slalom)

. TTRX3.2. Maximum number of races / series

There will be no more than sixteen (16) elimination series or fleet races per division at each Event.

. TTRX3.3. Men and women shall race in separated elimination ladders and scored separately. The same

applies to open and production fleets, if applicable.

. TTRX3.4. Competitors may compete in groups of which only a limited number advances, or in flights

where groups of competitors compete against each other in a round robin system.

. TTRX3.5. The Contest Director shall decide the number of competitors in a heat and the number of

competitors advancing from each heat.

. TTRX3.6. If the number of competitors in a heat, for any reason, is equal to or less than the number of

competitors advancing to the next round, the heat may not be scheduled and all competitors shall

advance.

. TTRX3.7. The schedule of heats shall be posted on the official notice board no later than 30 minutes

before the starting signal for the first heat.

. TTRX3.8. The number of competitors in each heat to advance to the next round shall be announced by

the Contest Director no later than 30 minutes before the starting signal for the first heat.

. TTRX3.9. KTA Slalom distribution of competitors

The following table lays out the correct seeding order for a dingle elimination ladder of maximum 64

competitors:

. TTRX3.10. The minimum number of elimination series to constitute a valid TT Race X scoring at an Event

and to distribute the prize money is one (1) complete KTA Slalom elimination series. After one (1) KTA

Slalom elimination series has been completed, next elimination series shall be considered valid when the

. TTRX3.11. Individual elimination series will be scored on the following principles:

. (a) Each competitor starting and finishing and not thereafter retiring. Being penalized or given

redress shall be scored their finishing position in their heat as follows:

. (i). Competitors in the final shall score their finishing position.

. (ii). Competitors in a loser’s final shall score their finishing position plus the number of

competitors in the final.

. (iii). Competitors in previous heats shall score the average of the positions covered by all

competitors who finished in the same position in the other heats in that round of the

elimination.

. (b) Each competitor starting and finishing and not thereafter retiring, being penalized or given

redress shall be scored points as follows:

. (c) A competitor that did not start, did not finish, retired or was disqualified shall be scored

. (d) If a competitor is disqualified from the heat or retires after finishing, each competitor with a

. TTRX3.12. Scoring of incomplete elimination series.

When the minimum number of heats for a valid KTA Slalom elimination series has been completed but

not all places determined, competitors qualified for heats which have not been run shall be awarded

points according to Rule 28.3.

. TTRX3.13. Discards. Dependent upon the number of discards permitted, the highest, second highest, third highest and the

fourth highest scores are discarded. The lowest total score, with discards, if any, taken into account, wins.

The positions in a KTA TTR - X event shall be established according to Rule 23, 24 and 25.

. TTRX3.16. Event ranking after a valid event. KTA TT Race X result, competitors will be awarded points according to their finishing position as specified

in Rule 28.

TTRX 4. Prize money

. TTRX4.1. Prize money will be distributed according to Rule 27.

. TTRX4.2. KTA TTR - X prize money distribution. The prize money distribution for a valid and completed KTA TT Race X Event will be done according to

the following table:

COMPETITON FORMAT AND PROCEDURES

TTRX5. Competition format

. TTRX5.1. The KTA TTR - X series will be a special format of TT racing. The format consists of slalom race

and boarder cross slalom depending on the wind and location conditions.

. TTRX5.3. Identification of competitors

Each competitor should be given at registration a numbered competition lycra vest which will identify

them to the Race Committee.

Each competitor shall wear the competition lycra vest as stated in Rule 15. Competitors not wearing the

competition lycra vest or not wearing it correctly during their heats will not be scored and may be

penalized as specified under Rule 22.

. TTRX5.4. A competitor failing to show at his heat / race to compete without prior notification to the

Contest Director may be penalized under Rule 22. The Contest Director will determine if the competitor

provided adequate notice in relation to their whereabouts. No-show for extenuating circumstances

including injury will be considered.

. TTRX5.5. When a competitor does not show at his heat/race, the other competitors must complete the

heat only if the number of competitors is bigger than the number of competitors that qualifies for the

. TTRX5.6. Courses:

(a) The course diagram shall be posted in the Official Notice Board at least 15 minutes before the

start of the elimination series.

(b) Any form of downwind slalom, figure eight, long distance, downwind dash and crossings and

its variations (including obstacles) may be used at the discretion of the race committee. Some

slalom course examples below:

(c) Course marks including the starting mark shall not be changed or moved after the preparatory signal.

. TTRX5.7. The selected form of competition shall not be changed while a round remains uncompleted.

. TTRX5.8. The starting line and finishing lines shall be:

(a) An imaginary straight line between the objects indicated in the course diagram. If one of these

objects is on the beach, it shall be marked by a blue flag, or

(b) A line between two (2) marks,

(c) Any other line specified in the Sailing Instructions or course diagram.

. TTRX5.9. When conditions are unfavorable, the starting and finishing line Race Committee vessels may

hold position by using engines. This will not be ground for a request for redress.

. TTRX5.10. Races shall be started with one the following system:

(i). Slalom Start – 3 minutes. The Attention signal will be removed after the start.

(ii). Beach Start.

(iii). Rabbit/Gate Start.

. TTRX5.12. A competitor shall start and finish only as prescribed in the starting and finishing definitions,

unless otherwise prescribed in the Sailing Instructions.

. TTRX5.13. Sailing the course

A competitor shall sail the course so as to round or pass each mark on the required side in correct

sequence according to the course diagram. A competitor shall not correct a course error or re-enter the

course area after crossing the finishing line.

. TTRX5.14. Once a competitor has finished, he shall keep clear from the course area until all competitors

from the heat / race have finished.

. TTRX5.15. Is the sole responsibility of each competitor to check with the Race Committee whether he has

advanced to next round or not.

. TTRX5.16. Outside assistance

Each competitor’s efforts on the water shall be individual with only the following means of outside

assistance being permissible:

(a) While competing, a competitor could get assistance to re-launch his kite inside of the course

only from a competitor competing in his race. A competitor could get assistance to re-launch his

kite only when the downed kite is out of the course (e.g. when the kite drifts to the shore brake).

(b) Competitors who during their race get assistance inside the course from the rescue boat,

press boat, Jet ski, or any other craft, will be disqualified from that heat/race.

(c) In the event that a competitor wishes to replace his kite, the competitor will be allowed to

replace his kite during the heat only at the beach.

(d) No coach boats / support boats allowed on the water except the KTA officials.

(e) Any non-permitted outside assistance where a competitor gains significant advantage in the

heat/race shall be penalized by a warning or disqualification if in the sole and absolute opinion of

the Contest Director, such assistance materially prejudiced the result.

TTRX6. Starting Signals

. TTRX6.1. Starting signals

(a) The starting signals shall be:

(b) Each visual signal may be accompanied by a sound signal, but times shall be taken from the visual

signals and mistiming or failure of a sound signal shall be disregarded.

. TTRX6.2. Time limit.

All competitors who fail to finish within 50% of the first finishers finishing time of their heat/race shall be

deemed as Did Not Finish.

. TTRX6.3. Target time

A competitor starting later than 2 minutes after his starting signal will be scored as Did Not Start.

. TTRX6.4. Time Limits and Target Times (may be adjusted depending on conditions).

TTRX7. Starting Penalties and Recalls

. TTRX7.1. Starting Penalties No part of a kiteboards hull or competitor shall be in the triangle formed by

the ends of the starting line and the first mark during the last minute before her starting signal. If a

competitor breaks this Rule and is identified, he shall be disqualified without a hearing, even if the race is

restarted or re sailed, but not if it is postponed or abandoned before the starting signal.

. TTRX7.2. General Recall When at the starting signal the Race Committee is unable to identify kiteboards

that are on the course side of the starting line or to which Rule S7.1 applies, or there has been an error in

the starting procedure, the Race Committee may signal a general recall (display the First Substitute with

two sounds). The warning signal for a new start for the recalled class shall be made one minute after the

First Substitute is removed (one sound), and the starts for any succeeding heats shall follow the new start.

. TTRX7.3. Recalls

(a) In all other heats and when racing in flights, Rule S7.1 applies.

(b) If the competitor is identified, the Race Committee shall hail or display his competition lycra

vest number, and he shall leave the course area immediately. If the race or heat is restarted, he

shall not sail in it. If he does so, his disqualification shall not be excluded in calculating his series

scores.

(c) If a race or heat was completed but was later abandoned by the Protest Committee, or if the

race or heat is re-sailed, a board disqualified under Rule S7.1 may sail in it.

TTRX8. Postponing and abandoning a race

. TTRX8.1. The Race Committee may:

(a) before the starting signal postpone or abandon a race / heat for any reason,

(b) after the starting signal abandon a race / heat because of insufficient wind, or foul weather, or

an error in the starting procedure, or because a mark is missing, for other reasons directly

affecting the fairness of competition.

. TTRX 8.2. Postponement:

A postponement shall be signaled by the raising of the “Answering Pendant”, accompanied by two (2)

sound signals. After a postponement the ordinary starting signals shall be used according to Rule S6.1.

The postponement signal shall be lowered, accompanied by a sound signal, one minute before the first

warning signal is made.

. TTRX 8.3. Abandonment:

The raising of code flag “N”, accompanied by three (3) sound signals, shall signal that the present heat is

abandoned.

SLALOM EQUIPMENT

TTRX 9. Slalom equipment

. TTRX 9.1. The IKA Class rules apply.

. TTRX 9.2 Only leading edge inflatable kites shall be used, to keep the competition fair and affordable.

. TTRX 9.3 Not more than one kiteboard and any four kites from any manufacturer shall be registered

for an event.

RIGHT OF WAY RULES

TTRX 10. Right of way Rules

A kiteboard has right of way over another kiteboard when the other kiteboard is required to keep clear of

her. However, some Rules limit the actions of a right-of-way kiteboard.

RSS 10. On opposite tacks When kiteboards are on opposite tacks , a port-tack kiteboard shall keep clear

of a starboard-tack kiteboard.

RSS 14.1 Avoiding contact A kiteboard shall A Kiteboard shall not intentionally make contact with

another kiteboard

RSS 14.2 Damage and Injury; Dangerous Sailing A Kiteboard shall not take any action of which as a result

another Kiteboard potentially might be damaged, injured, or caused capsized .

RSS 16 Changing course or kite position A kiteboard shall not change her course or the position of her

kite during the last 30 seconds before her starting signal if as a result the other kiteboard would have to

take immediate action to avoid contact.

RSS 18. Mark Room RSS 18.1 When Rule 18 applies

Rule 18 applies between kiteboards when they are required to leave a mark on the same side and at least

one of them is about to round or pass it. The Rule no longer applies after the kiteboard entitled to mark-

room has passed the mark.

RSS 18.2 Giving Mark-Room If kiteboards are overlapped when the first of them is about to round or pass

the mark, the outside kiteboard at that moment shall thereafter give the inside kiteboard mark-room . If a

kiteboard is clear ahead when she is about to round or pass the mark , the kiteboard clear astern at that

moment shall thereafter give her mark-room .

RSS 18.3 Gybing When an inside overlapped right-of-way kiteboard must gybe or bear away at a mark to

sail her proper course, until she gybes or bears away she shall sail no farther from the mark than needed

to sail that course. A kiteboard gybing around a mark shall downloop the kite while doing so. If a

kiteboard is not downlooping her kite while gybing around a mark, she shall keep clear of one that is

doing so

. TTRX 10.1. Kiteboards shall stay clear of the course area when not competing.

. TTRX 10.2. A kiteboard that is capsized or aground shall not interfere with another kiteboard.

. TTRX 10.3. From the warning signal to the starting signal, a kiteboard returning to the shore after

competing has to keep clear of a kiteboard entering the course area to compete.

. TTRX 10.4. If reasonably possible, a kiteboard not competing shall not interfere with a kiteboard that is

competing .

. TTRX 10.5. In case of a deliberate unsportsmanlike action with the competitors in the heat, dangerous

action, tangle or collision, as a result of the infringement of any of the above Rules will result in a warning

or disqualification from the heat at the discretion of the Contest Director or Head Judge.

REDRESS AND HEARINGS

TTRX 11. Redress and hearings

. TTRX 11.1. RRS 63 Hearings No protest committee and no hearings will take place.

. TTRX 11.2. RRS 64.2 Redress

There will be no redress given to any competitors. There are enough discards to drop the highest scores.
