BOARD OF DEPARTMENT OF HUMAN SERVICES AGENDA: Orange Sheet Madisson Ramos
The Department Head Meeting was called to order at 8:30 AM in the Ambulance
Building meeting room hosted by Sheriff Tom Ridnour. The Pledge of Allegiance was recited.
Those present were Tom Ridnour, Collin Koop, Della Calhoon, Paula Weeks, Randy Gorton,
Korena Laue, Tiffany Ramos, Dawn James, Abbey Mullis, Pam Mills, Scott Stinnett, Cory
Wall, Dave Hornung, Stan Hitchcock, Gary Koop, and Susan Corliss.
DEPARTMENT HEADS MEETING
Tom Ridnour – Sheriff – reported that the department is short one dispatcher and will
be losing a couple patrol officers because of the new law (SB20-217).
Collin Koop – Grounds & Buildings – shared that they are busy getting ready for fair.
Della Calhoon – OEM – indicated that she has been keeping track of PPE and delivered
to Public Health. She has delivered State ID Credentials to the Burlington Fire department.
Continuing working on reports.

Paula Weeks – Administration – stated that it is time to start thinking about budgets.
Documents will come out next month and to begin scheduling to meet with the Board of County
Commissioners. The IGA with the towns for the CARES Act has been sent in for the $608,000
fund. Municipalities will submit bills to be reimbursed then the remaining will be offered for
small business for reimbursements. Non-essentials will have priority that will go to a committee
for approval. The Department Heads will receive rodeo tickets to hand out to their staff.
Randy Gorton – Landfill/Coroner – reported that the West cell is getting to required
elevation, so they will start using the new cell soon. Korena Laue – Ambulance – stated she is getting the schedule ready for fair. One of
the drivers moved to Stratton, so that is really helping with that area.
Tiffany Ramos – Director of Human Services – indicated that they are fully staffed.
Calls are not really up just more complicated. The State has increased money for EBT.
Dawn James – Public Health & Environment Director – shared that they are down a
nurse with two applications that will be interviewing next week. COVID response testing
continues almost daily with a maximum of 20 tests on Fridays. There are four new cases in the
county for a total of 34 positives during the pandemic. There are lots of protocol for events coming
in for review. They are managing the PPE inventory with the help of Della. The staff is preparing
for the fall for immunizations. Nursing Homes are not going to make changes except as allowed by
the State. Schools and Public Health will have a Zoom meeting on Wednesday, July 15, at 9:00
a.m. to discuss plans for the fall. The Kit Carson County Department of Public Health and Board
of Health will be approving reopening plans, but the Colorado Department of Education is
providing reopening toolkits to the school districts for their use in developing the plans.
Pam Mills – Treasurer – reported that the office is working on delinquent notices.
Taxes are at 96.7% collected which is comparable to past years; July 15 had more collected this
year. There have been only two foreclosures this year so far. They are watching to see if there
will be a trickle effect.
Abbey Mullis – Assessor – indicated that they are working building permits as they can
and checking sales.
Scott Stinnett – Extension – shared that they are working on Fair. The Extension
activities with event variances have been all okayed following local health. McKayla is working
with FCS agents. Golden Plains is fully staffed again; the last position for soils has been filled
in Holyoke. Pine trees have taken a brunt of unusual weather, it was requested that more
information be shared from an extension agent.
Dave Hornung – Commissioner District 3 – reported that the Idaho prisoners are not
coming to Colorado, the contract has gone to Arizona State because the State didn't not give
permission. The state assessed values have increased for Kit Carson County because more wind
projects are coming online. Road & Bridge District 3 has been business as usual with several
now taking vacation time to help with wheat harvest. The Board of County Commissioners
appreciate all the help that they can get for the upcoming fair. There will not be a beer garden
this year and unsure of the cook off. There will not be free watermelon either. The County
Events is still on at this time. The schedule of paid days off are still in effect for the Thursday
and Friday of fair.

Cory Wall – Commissioner District 2 – expressed that Kit Carson County not being
included in the prison study as it appears that there is no representation on the board. Cory will
volunteer as needed. The fair has the opportunity to stay spread out; that is why the beer garden
was canceled. Road & Bridge District 2 has gravel going down; while explaining that section
lines do not mean that it is a maintained road.
Gary Koop – Commissioner District 1 – shared that an area in District 1 had 5.5
inches of rain that washed out roads last week. Low spots are still full of water. They have been
trying to haul gravel.
Susan Corliss – Clerk and Recorder – explained the Election updates with the final
ballots to be counted on Thursday morning. The Risk Limiting Audit (RLA) will be conducted
on Friday afternoon with the Canvas and certification to take place next week. The main office
is business as usual encouraging appointments for driver license and motor vehicle while
accommodating walk-ins. Susan will be out of the office starting August 5th, so it’s busy
assigning tasks while she is out.
The Kit Carson County Department Head Meeting adjourned at 9:09 AM.
Next meeting is Wednesday, August 12, 2020, with Treasurer Pam Mills as the host.
COUNTY ATTORNEY
Jeff Cure shared that he had been working with Kelly Alvarez on the space requirements
for septic systems. They have a call with the State at 11:30 AM today. There has been inquiries
from a seismic survey crew about permits in the county. Items for next week’s agenda were
added to the schedule.
The Board of County Commissioners recessed for lunch at 12:05 PM.
The Board of County Commissioners meeting convened at 1:10 PM. Those present were
Cory Wall, Dave Hornung, Gary Koop, Della Calhoon, Karen Dusatko, Diane Homm, Paula
Weeks, and Susan Corliss.
OEM – 2nd QUARTER REPORT
Dave Hornung moved to sign 2020 2nd Quarter EMPG-LEMS Grant Activities April
through June Work Plan, seconded by Gary Koop. The motion was carried by unanimous vote
by Cory Wall.
FAIR EMERGENCY PLAN
Della Calhoon reviewed the Kit Carson County Fair and Pro Rodeo emergency plan and
contacts with the Board of County Commissioners. Items were updated.
CONSENT AGENDA
The following items were reviewed by the Board of County Commissioners: Minutes of
July 1, 2020, and Accounts Payable.
Dave Hornung moved to approve the minutes of July 1, 2020, and to pay the Accounts
Payables in the amount of $223,912.10, seconded by Gary Koop. The motion carried by
unanimous vote by Cory Wall.

CORRESPONDENCE
The Board of County Commissioners sent a condolence card to Dawn James on the
passing of her father, Donald Simmons.
VETERAN’S LETTER – JACK BANCROFT
The Board of County Commissioners signed and mailed a letter to Janet Bancroft in honor of
her husband, Jack Bancroft, for his service to our country as a Kit Carson County Military Veterans.
CLERK’S JUNE FINANCIALS
The following report was submitted by the Clerk and Recorder’s Office, including a list
of warrants that need approved by the Board of County Commissioners for the month of June
2020 report for the County Clerk’s office:
Dave Hornung moved to approve the Clerk’s June Report as presented and pay the
following list of Electronic Funds Transfers and Warrants for the month of June 2020 for the
County Clerk’s office, seconded by Gary Koop. The motion carried by unanimous vote by Cory
Wall.

CLERK’S ELECTRONIC RECORDING TECHNOLOGY FUNDS REPORT
The following report was submitted by the Clerk and Recorder’s Office for Recording,
including the Electronic Recording Technology Funds Report to be approved by the Board of
County Commissioners for the month of June 2020 from the County Clerk & Recorder’s office:
Gary Koop moved to approve the Clerk’s June ERT Report as presented that will be
transferred and pay $412.00 via ACH to the State Treasurer, seconded by Dave Hornung. The
motion carried by unanimous vote by Cory Wall.
TREASURER – JUNE REPORT
The Board of County Commissioners reviewed the June Treasurer’s Report from County
Treasurer Pam Mills.
Dave Hornung moved to approve the Treasurer’s June Financials Report, seconded by
Gary Koop. The motion carried by unanimous vote by Cory Wall.

PUBLIC TRUSTEE – JUNE REPORT
The Board of County Commissioners reviewed the June Public Trustee’s Report.
Dave Hornung moved to approve the Public Trustee’s June Financials, seconded by Gary
Koop. The motion carried by unanimous vote by Cory Wall.
CAPP & CWCP REPORT FOR JUNE
Gary Koop moved to approve June CAPP & CWCP Report as presented, seconded by
Dave Hornung. The motion carried by unanimous vote by Cory Wall.
The Board of County Commissioners recessed at 2:01 PM. Those present were Cory
Wall, Dave Hornung, Gary Koop, Paula Weeks, and Susan Corliss.
BOARD OF PUBLIC HEALTH
Dave Hornung moved to go into the Board of Public Health meeting at 2:01 PM for the purpose of a contract and purchase orders only, seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall.

WIC CONTRACT – AMENDMENT #2 Dawn James presented the Grant Funding Change Letter to increase the Federal Grant Funds for the
use and benefit of the Kit Carson County Public Health & Environment WIC program; Department 025 CMS# 18 FHLA 104031 for the effective period of July 15, 2020 to September 30, 2020 in the additional amount of Federal Funding for total of $11,000.00.
Dave Hornung moved to sign the Amendment #2 to the WIC contract, seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall.
PURCHASE ORDER #20-00040 Gary Koop moved to approve the Purchase Order #20-00040 for Public Health PO-3742 to Pfizer
for Prevnar Vaccines totaling $2,020.03, seconded by Dave Hornung. The motion carried by unanimous vote by Cory Wall. PURCHASE ORDER #20-00041
Dave Hornung moved to approve the Purchase Order #20-00041 for Public Health PO-3743 to Merck for Pedvax Hib, Gardisil 9, Proquad, and Rota-25 Vaccines totaling $6,828.86, seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall. PURCHASE ORDER #20-00042
Gary Koop moved to approve the Purchase Order #20-00042 for Public Health PO-3744 to Sanofi for Adacel Vaccines totaling $742.60, seconded by Dave Hornung. The motion carried by unanimous vote by Cory Wall.
FAIR FOOD VENDOR PROTOCOL
Dave Hornung moved to send a letter and the Special Events Food Vendor Protocol Form to all food vendors for the Kit Carson County Fair & Pro Rodeo, seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall.
Dave Hornung moved to adjourn the Board of Public Health meeting at 2:02 PM, seconded by
Gary Koop. The motion carried by unanimous vote by Cory Wall.
BOARD OF HUMAN SERVICES:
Dave Hornung moved to go into the Board of Human Services meeting at 2:03 PM
for the purpose of Orange Sheet only, seconded by Gary Koop. The motion carried by
unanimous vote by Cory Wall. Those present were Cory Wall, Dave Hornung, Gary Koop,
and Susan Corliss.
ORANGE SHEET – RAMOS
Dave Hornung moved to approve the Department of Human Services New Hire
Orange Sheet for Madisson Ramos at $18.36 per hour for Step .00 and Grade 38 with
annual wage of $38,000.00 as a Non-Exempt Full Time Employee with Benefits effective
July 13, 2020, with a Trial Period expiring on January 13, 2021, under the Supervision
Policy conducted by Katie Gay and Melissa Ross, seconded by Gary Koop. The motion
carried by unanimous vote by Cory Wall.
Dave Hornung moved to adjourn The Board of Human Services at 2:04 PM, seconded
by Gary Koop. The motion carried by unanimous vote by Cory Wall.
