Our legislative advocacy efforts paid off in the 2015 Legislative Session with Kirkland’s priority projects receiving significant fund-ing, including construction of new general purpose ramps at

Northeast 132nd Street/I-405 Inter-change in Totem Lake.

Kirkland city governmentThe City Council is Kirkland’s governing

body and is comprised of seven non-partisan members who are elected by the voters of Kirkland to serve “at large” (not representing a district or ward). Council members are elected every two years to serve four-year terms. The mayor and deputy mayor are elected among the mem-bers to serve two-year terms.

Kirkland operates under the “council-manager” form of government which means all legislative and policy-making powers are vested in the City Council. The council employs a professionally-trained public administrator and a city manager to carry out the policies it develops.

It has resources dedicated to family safety including the Family Violence Unit, Domestic Abuse Response Team, school resource officer assigned to both high schools and the neighborhood resource officer, who acts as a liaison between neigh-borhoods and the police department identifying and resolving matters of concern. 

Specialized patrol services are led by the Traffic Unit and supported by the Traffic Fatality Investigations Team and parking enforcement officers. The department plays a vital role in special event planning and public safety sup-port during community events. 

We are co-located with the Kirkland Municipal Court which allows more efficient police, court and corrections

services.The Kirkland Police Department

is committed to building positive relations with citizens, business own-ers and visitors. I encourage you to become involved with your police department.

We host a Citizens Academy, sponsor the Police Explorers Program, train domestic violence advocates, who help victims and their families, participate in National Night Out neighborhood events and coordinate the Speed Watch volunteer program. For more about these programs, go to www.kirklandwa.gov/police.

From its incorporation in 1905 with a population of 400, Kirkland has grown to a population of more than 82,000 and 18 square miles.

Hopelink offers an integrated array of programs that enable families in crisis to make progress toward and achieve self-sufficiency. These pro-grams include food, housing, family development, adult education, finan-cial education, transportation, energy assistance and emergency financial assistance.

Hopelink’s five centers each offer food banks, plus food deliveries to elderly and disabled individuals who are homebound. Related programs include education and seasonal activi-ties. Hopelink also offers an emer-gency feeding service, which delivers bags of food to schools, religious institutions and community centers to provide to families in need.

Support for youth and families in Kirkland and across the Eastside

It’s always been hard to be a kid. Between trying to � t in, do well in school or sports, and meet family expectations, kids and teens have a lot on their minds. Sometimes, the challenges of growing up are interrupted by even bigger issues: depression, anxiety, trauma or grief, dating violence, bullying, drug or alcohol use, peer and family relationship issues, and more.

It’s easy to think that it can’t happen to your family, but the unfortunate truth is that it can happen to anyone. In fact, mental health issues a� ect one in every � ve young people at any given time. Sadly, an estimated two-thirds of all young people nationwide don’t receive the help they need.

� at’s where Youth Eastside Services (YES) comes in. Since 1968, YES has been a lifeline for youth and families strug-gling with issues beyond their control that impact their well-being. YES helps kids, teens and their families get back on the path to wellness through its mental health counseling and substance abuse treatment services. And we work actively with par-ents to support them and help resolve the issues for good. YES also o� ers programs that help prevent issues before they start, like our PEACE anti-bullying and Success

Mentoring programs.We provide services in Kirkland at our

o� ce located next to Juanita Beach Park, and we also have on-site sta� at Kirkland Teen Union Building (KTUB) plus several Kirkland-area schools. We have two ad-ditional o� ces in Bellevue and Redmond and more than 70 partner sites across the

Eastside, so support is never far away.

YES is one of the largest provid-ers of behavioral health services for youth and families in the Puget Sound region. Our sta� members are trained and experienced in family issues, and our services and programs are based on research and best practices. And our sole focus is helping young people

become healthy, con� dent and self-reliant, and helping families become strong, sup-portive and loving.

As a nonpro� t organization, YES ac-cepts insurance and Medicaid, and o� ers a sliding-fee scale based on income. � anks to generous donors, no family is turned away due to inability to pay.

Friends of YouthSince 1951, Friends of Youth has

been helping young people in chal-lenging circumstances get their lives back on track.

Today, Friends of Youth positively impacts over 5,500 youth and young adults ages 6-24 and their families each year, operating facilities and programs at 20 sites in seventeen cit-ies across the Puget Sound region.

In addition to operating the only overnight youth shelters on the East-side, the organization offers youth development initiatives, in-home family support for young parents of newborns, parent education, youth and family counseling, substance abuse counseling, therapeutic foster care, residential treatment and tran-sitional housing for homeless young people and teen mothers.
