Department CPR Findings: Document review and interviews demonstrated that the district provides oral translations for parents or guardians on a case by case basis and provides a link for translations on the district's website; however, document review and interviews also show that there has been no formal identification of major languages in the district and no standard translations completed of important district information and documents.Description of Corrective Action: Investigation into major languages spoken in the homes for the district, other than English, indicates that Spanish would be the only other major language spoken at homes in the district. Reports indicate that this is a very small percentage (less than .0148%)-- about 20 households out of 1350 students.Title/Role(s) of Responsible Persons:Kip Lewis- 504 Coordinator

Department CPR Findings: Document review demonstrated that the district did not provide evidence that guidance counselors conduct activities to ensure that counseling and counseling materials are free from bias and stereotypes on the basis of race, color, sex, gender identity, religion, national origin, sexual orientation, disability, and homelessness.Description of Corrective Action: As a result of the findings, the guidance department has blocked off a portion of time on Fridays (1) time per month at 1:00 which will be used to coordinate how we communicate criterion 14. They will discuss how to encourage students to consider programs and opportunities at KP, on the basis of individual interest, abilities and skills. In addition, they can use this time to examine all materials including testing materials for bias and counteract any found bias when administering tests. They will also discuss how best to communicate effectively with limited-English-proficient and disabled students while facilitating their access to all programs and services in the district. Along with this they will provide limited-English-proficient students with the opportunity to receive guidance and counseling in a language that they understand. Lastly, they will use this time to support students in educational and occupational pursuits that are nontraditional for their gender.Title/Role(s) of Responsible Persons:Kip Lewis-504 Coordinator

Department CPR Findings: Document review indicated the following issues with the written notice to students 16 or over leaving school without a high school diploma and their parents: 1) the notice is not sent to the student in question; 2) the notice is not sent within 10 days of the student's 15th consecutive day of unexcused absence; 3) the notice does not offer the student and parent an opportunity to meet with a school representative within 10 days of receipt of the notice with an extension of not more than 14 days; 4) the notice states that special education services will be discontinued if the parent does not contact the school; and 5) there is an outdated reference to Ch. 766. Interviews indicated that the district provides outreach to students 16 or over who have left school without a diploma or certificate and offers a variety of options for those students who decide to return, but does not send an annual written notice to the last known address of former students who have not yet earned their competency determination within the past two years.Description of Corrective Action: (a) notices will be sent to both parent and student and the letter has been updated to reflect this change and remove all references to Chapter 766. (b) a letter and procedures created to reach out in writing to all students who have not earned their competency diploma within two years of leaving King Philip Regional High School. District documentation, student record review and staff interviews indicated that in the middle school three ELLs at the proficiency level one receive 45 minutes of language support per day in their regular mainstream classroom by an uncertified teacher, while high school ELLs receive 54 minutes per day of ESL instruction from an ESL-certified teacher. Current hours of ESL instruction provided to ELLs at proficiency level one are insufficient and are, therefore, inconsistent with Department guidelines. Narrative Description of Corrective Action: King Philip Regional School District has increased the number of sections of ESL instruction to two equaling 106 minutes and added an after school tutoring component of one hour to provide anywhere from 53-166 minutes of ESL instruction to our ELL students. ESL certified teacher and program coordinator Mrs. Rosanne Costello will teach a 6th section to total 106 minutes during the school day. Currently there are no ELL students at the King Philip Middle School; however should any enroll we would be able to transport them to the King Philip High School to participate in the direct instruction from the ESL certified teacher. Narrative Description of Corrective Action: King Philip Regional School District will utilize the WIDA CAN DO Descriptors rubric in order to interpret “documented successful partial integration”. Students will be classified as “successfully partially integrated when they reach Level 3 developing within their general education classroom. Narrative Description of Corrective Action: Currently we have a licensed ESL educator for the school district. She provides direct instruction to all ESL students at the King Philip Regional High School. In order to fully implement this finding the King Philip Regional School District will:

1) Apply for a waiver for the ESL instructor at the King Philip Middle School. This educator is a foreign language educator certified in the area of Spanish.

2) Search for additional certified ESL instructors should the need arise. (Currently there are no ESL students at the King Philip Regional Middle School)

Narrative Description of Corrective Action: King Philip Regional School District intends to create a series of surveys to evaluate the effectiveness of its ELE program. Surveys for parents, students and core teachers will be created and reviewed to assess the level of effectiveness of the ELE program.

1) The District will utilize the MADESE District Program Evaluation form to guide the team in successful evaluation of services and programs available to ELE students in the school district.
