The development of this policy has taken into account the differing needs and circumstances of those who live in the Council area. 3. SCOPE OF THE POLICY The Policy applies to all residential town and rural properties and businesses within the District Council of Barunga West for the disposal of household and business waste (including putrescible/general, recyclable & garden organic waste) via kerbside collection.

1. INTRODUCTION The District Council of Barunga West provides a kerbside waste collection service to its community. This policy is intended to provide a transparent and equitable framework for the provision of these services. 2. 4. DEFINITIONS COUNCIL the District Council of Barunga West.

MGB’S Mobile Garbage Bins in either 140 litre Red Lid, 240 litre Yellow

Lid, 240 litre Dark Green Lid or 240 litre Lime Green Lid capacity suitable for robotic arm collection vehicles.

KERBSIDE COLLECTION the collection of MGBs placed immediately behind the kerbing or at the road edge from individual properties within the townships and rural areas within the District Council of Barunga West.

SET OF BINS a Putrescible/General Red Lid Bin, Paper and Cardboard Dark Green Lid Bin and a Recyclables Yellow Lid Bin.

PUTRESCIBLE/GENERAL WASTE- RED LID

general household waste and garbage including soft plastic, nappies, kitty litter, food scraps, rags and clothing, aluminium foil, broken glass crockery, polystyrene foam, bubble wrap, crab and fish carcasses

RECYCLING-PAPER AND CARDBOARD ONLY – DARK GREEN LID

newspapers, cardboard boxes, magazines, brochures, junk mail, paper, envelopes, egg cartons, phone books, pizza boxes.

RECYCLING –YELLOW LID glass bottles and jars, aluminium steel cans, aerosol cans, rigid plastic containers, plastic drink bottles, yoghurt containers, detergent bottles, juice & milk containers.

GARDEN ORGANICS- LIME GREEN LID

all types of garden organic matter including food waste, lawn clippings, pruning’s, leaves and other plant mater.

5. POLICY DETAILS

Council will operate a kerbside collection service throughout townships and rural areas of the Council. It will offer a putrescible/general waste, a paper and cardboard recyclable waste, all other recyclable waste and a garden organics waste collection service. Township Collection Areas The Township Collection Service consists of a weekly putrescible/general waste, monthly paper and cardboard only, monthly other recyclables and monthly garden organics collection. This service is available to all properties within the township collection areas of Port Broughton, Bute, Mundoora, Alford, Tickera, Kulpara and Melton. Appendix 1 provides the maps of the Township Collection Areas. Rural Collection on Designated Routes The Rural Collection Service consists of a weekly putrescible/general waste, monthly paper and cardboard only, monthly other recyclables and monthly garden organics collection. This service is available to all rural properties within the boundaries of the District Council of Barunga West. Appendix 2 provides the maps of the Rural Collection Areas. This service operates outside of the Township Collection Areas and is available to those properties where economically viable. A network of routes already exists and any extensions to these routes would be subject to Council assessment. It is generally considered that many of the properties outside of the Township Collection Area have available space for on-site garden organics management. Properties not located on the current Rural Collection Route, may contact Council to determine if an alternate pick-up point can be arranged. Where an alternate pick-up point is not possible, council will provide vouchers for emptying of Mobile Garbage Bins at the Port Broughton or Bute Waste Transfer Station after completion of an application form.

Provision of Bins To be eligible for the Kerbside Waste Collection Service, properties with a dwelling or business must have a “set of bins” (ie/three bins – red/yellow/dark green). All new dwellings or new businesses will receive a “set of bins” free of charge from council after completing the new bin application form. For existing dwellings and businesses that do not currently participate in a kerbside waste collection pickup, the resident/business must purchase the Dark Green Lid Bin/s and Council will provide the Red Lid Putrescible Bin and the Yellow Lid Recyclables Bin free of charge. If, for any reason, new bins are required, a “new bin application form” is required to be completed. All mobile garbage bins will have a serial number linking the bin to the property and will be hot stamped with education messages and Council’s logo. All separate assessments with a house are entitled to access one set of bins. All separate assessments with a business are entitled to access 2 sets of bins. Any variations to this allocation will be by written consent of Council only. Garden Organics Bin (Lime Green Lid) will be at the cost of the applicant. Commercial and Industrial customers will not have access to a garden organics waste collection. Multi-dwelling developments Owners of units in multi-dwelling complexes are entitled to access all bins, however the owner may choose, with agreement of Council, to share a combination of bins. Any sharing arrangements will need to maintain waste collection standards to the satisfaction of Council. Ownership of bins The property will retain ownership of all bins the bins will remain at the property at all times. Repairs/replacements due to collection issues will be the responsibility of the kerbside waste collection contractor. The cost to replace a lost or stolen bin/s is at the residents cost. The cost will be determined in accordance with Council’s schedule of fees and charges. The District Council of Barunga MGB’s are solely for use with the Kerbside Waste Collection Service only, and not to be used for any other purpose.

Presentation of bins for collection Bins must be placed out for collection in accordance with the schedule of collections days determined by the Council and its Contractor. Bins must be positioned appropriately on the kerb to be picked up by the Contractor. The schedule of collection days is available from the Council office or Council’s website. Bins for collection must be placed out by 7.00am on the day of collection and adjacent to the road kerb, with the lid closed, hinge facing towards the property. In areas with restricted access for waste collection vehicles, Council may nominate a suitable collection point in consultation with the Contractor. Residents in these areas will be notified by Council where to place their bins for collection by the Contractor. Refusal to collect The following constitutes grounds for refusal to collect waste (including putrescible, recycling or organic material) placed out for collection:

Wrong size bin Packed too tight Too many bins placed out for collection Bin too heavy Under overhanging tree branches unable to lift bin safely Overfull – Lid must be closed Contaminated Bin is facing the wrong way Too close to obstacles Bins must have a 1 metre gap between them Bins not out when collection was done

Where bin contents have not been emptied, in accordance with this policy, notice shall be left on the bin and/or in the letter box giving the reason the collection was not made. The Contractor shall notify Council as required by Council of non-collection. At the Contractors discretion, a collection may be made which could have been refused pursuant to this Policy. In such cases, a notice shall be left advising that future collection may not be made unless remedial action is taken by the resident.
