been called to a paid union meeting on Thursday 8 September, 1:30pm at Horowhenua

College in Levin. To enable teachers to attend this meeting, we will be requesting you

make arrangements for your children for a 12.30pm finish on that day. The paid union

meetings have been called by both the secondary and primary teacher unions in

response to proposed changes to the funding of schools, which teachers believe may

be detrimental to the education of your children.

Teachers and Principals support union meetings outside classroom contact time, but

this time our concern is such that en masse, across New Zealand, primary and

secondary teachers have agreed to hold these meetings during the school day.

As a school principal of twenty-six years of experience, I am concerned enough about

our government’s Global Budget Proposal to support the paid union meetings.

Public Schools across New Zealand are underfunded, which is why we have to fund-

raise; holding gala days, applying for grants, asking for donations. What other

government service has to do that? One of my biggest concerns is that the Global

Budget Proposal, if implemented, would force schools into an even tighter financial

position.

What is the “Global Budget” proposal for education funding?

The Government is proposing a radical change to school funding. A "global budget"

would create a single pool of money available to schools from which the school would

receive:

a cash component

a "credit" component broadly equating to the average value of teacher salary costs

paid centrally and of actual support staff costs. Where a school did not use its credit

balance this would be paid out in cash. Where a school overused its credit, cash would

be recovered from the school. The government argues this would increase flexibility

for schools to make decisions about the balance between teachers and non-teaching

resources such as counsellors, business managers or social workers. However, this

trade-off is unnecessary as schools can already employ other professionals from their

operations grants. The reason they don’t more often is not because they have too

many teachers, but because the grant is under-funded. Many schools already employ

teachers over and above their entitlement from their own funds. At Kenakena, this is

certainly the case with our Dyslexia Programme and Reading Recovery Programme.

What will it mean for principals and Boards?

Increasing financial complexity: Treasury notes that there will be no immediate impact

on educational achievement for students, but that the global budget could increase

the complexity of financial management for Boards. It is expected that schools may

need more financial management capability and oversight than currently. Presumably

the Ministry of Education would increase its capacity to support schools with financial

management and budgeting support. Schools would also need support during the

transition and implementation of such a “global budget”.

More difficult decisions about staffing:

Schools are currently bulk funded through the operations grant for support staff. When

the government does not increase the operations grant to fund actual cost increases

(for example through negotiated increase in collective agreement pay rates for support

staff) then the school has to manage that extra cost within its bulk fund. Many schools

respond to the increased costs against their fixed operations funding by cutting

support staff hours or numbers. At Kenakena we already pay way more than we are

operationally funded for to support students with special learning needs. Extending

bulk funding to teacher staffing would mean Boards would have to make similar

decisions about teacher staffing.

Fewer teachers, bigger classes (biggest concern)

Currently teacher staffing is based on formulae that mean there is a guaranteed

minimum entitlement to staffing for each school. This means schools can employ that

number of teachers and the government has to pay for them. When the number of

students increases, there are automatically more teaching positions generated and the

salary costs to government rise with them. This is currently our situation at Kenakena.

Our roll-growth beyond our designated 2016 Staffing Roll has resulted in more staffing

being allocated, which is why we have been able to support the establishment of

another New Entrant class last term.

Under the “global budget”, the current guaranteed minimum staffing in schools would

be abolished and there would therefore be no designated staffing based on teacher-

student ratios. Our current government-based staffing ratios are: 1:15 in Year 1, 1:20

in Year 2, 1:23 for Years 3 and 4, 1:26 for Years 5&6 and 1:29 for Years 7&8. When the

government sets the amount of the total “global budget” each year, there would be no

automatic increases if roll numbers rose, nor if teacher salary rates increased. If there

were increases in funding these would not be guaranteed to meet the actual increase

in costs.

The responsibility for trading off any cuts to teacher staffing with expenditure on other

non-teaching resources would have to be made by each local Board, not by

government.

No flexibility with Board-funded teachers or property funding

Under the proposed “global budget”, there would be no difference between what are

currently ministry funded teaching positions and board funded positions which are

paid for by schools above their entitlement staffing (as we do with the Dyslexia and

Reading Recovery Programmes) – both would have to be paid for through the teacher

credit system. Every teacher to be employed would require the purchase of a credit at

the same cost set by the Ministry. The Ministry would still pay all teachers and support

staff their actual rates through the central payroll. Some schools currently respond to

underfunding by spending money allocated for property maintenance on operations

costs and underspending on property maintenance.

No overall increase in funding

The “global budget” mechanism would not involve any new/additional funding. Boards

would be in the position where, over time, spending cuts would require cuts in the

number or hours of support staff or of teaching staff unless the Board of Trustees were

able to raise more local funding to cover the increased cost.

Kenakena School Board of Trustees Chairperson Michelle Mason and I attended an

information meeting on the Education Funding Review run by the Ministry of

Education and concluded that the proposed changes would probably result in eventual

underfunding, which would impact directly on the quality of teaching we can provide

for your children. At this week’s Board of Trustees meeting, the Board recorded its

support for our teachers attending the paid union meetings.

SICKNESS

There is still a lot of sickness in the area so here is our guide as to when to keep your

children home.

Please note that the time a child should stay away from school after their last bout of

diarrhoea or vomiting has been increased from 24 to 48 hours.

Is Your Child Too Sick For School?

Cold/Persistent Cough Minor sniffles are not enough to keep children home but if they

are irritable, lethargic, or taking over-the-counter medicine for a cough or congestion,

they probably won’t function well in the classroom.

Diarrhoea Any episode of watery diarrhoea warrants a sick day. Keep home for 48

hours after diarrhoea stops.

Vomiting After vomiting, children are to be kept home for 48 hours.

Fever If a child’s temperature is more than 38 degrees keep him/her at home. They

should have maintained a normal temperature of 37.2 degrees for 24 hours before

returning to school.

Flu Keep children at home until symptoms – body aches, high fever, chills,

congestion, sore throat and/or vomiting – subside, usually within 5 to 7 days.

Rash Children with a widespread rash, unusual looking rash, or a rash accompanied

by a fever should be kept at home until the rash has been diagnosed as not contagious.

Chicken Pox Chicken Pox develops about 2 weeks after exposure to the virus.

Children are infectious from 5 days BEFORE first blisters appear until the last blister

has dried. Children may return to school when the last blister has scabbed over and

dried, usually 10 days from onset.

Headlice Children should be lice and nit (small white egg cases) free before returning

to school.

Conjunctivitis Symptoms are tears, irritation and redness of the eye lining, sometimes

a discharge. Children are infectious as long as there is a discharge from the eye. Do

not send to school until the child has been on antibiotic medicine for at least 24 hours

or until the eye is clear.

Impetigo/School Sores Children are infectious until they’ve been on antibiotics for 24

hours. Do not send to school before this.

A sick child cannot learn effectively and is unable to participate in classes in a

meaningful way. Keeping a sick child home prevents the spread of illness in the

school community and gives the child an opportunity to rest and recover.

Melbourne Exchange Programme 2016- Years 6-8 As Caulfield Junior College is bringing more students to New Zealand than we have travelling to Australia, I am needing one extra host family for when the Melbourne students travel to New Zealand in Term 4. The student is a 10 year old boy and is looking forward to being part of a Kenakena family for just over a week from November 2-10. Please note that he is allergic to cats. You may have hosted a student on previous exchanges, may be thinking of sending your child in the future or you may just want your family to be part of the Melbourne Exchange experience. Kenakena School runs a Perceptual Motor Programme for the New Entrants which is of huge benefit to not only the children’s physical well-being but also aids their development in literacy, numeracy and social skills. However to run the programme we need adult helpers. If you can spare 1 ½ hours (8.55 – 10.30) on a Tuesday, Wednesday or Thursday please contact the office and help keep this worthwhile programme running. Thanks, Maxine West PMP Coordinator

This will be running from your hall at 12.30 pm on Wednesdays.

This is a values based programme where the children can learn and put into practice

great positive values that will help them to grow into awesome little people, who can

make good choices and right decisions for their lives.

The values, such as trust, honesty, integrity, love, generosity, respect, forgiveness,

humility and many other good things that will only enhance what we all as parents,

want for our children.

These values that we teach have a biblical origin and so we do bring this back to

what God has to say, and how we can show His love, that he has for us, to others.

We start with games, dance, visual presentation and we do pray.

If you would like your child to be a part of this, there is an opt in form, that will need

to be signed by you, the parent. We keep a record of attendances and the children

sign in when they come.

We would love to have anyone come and join us. This is an invitation to say you are

welcome and we love to serve your children in this way at Kenakena School.

Enjoy the little

things (even toothbrush time!)

Everyday things are easily swept up in the rush of Mondays and Tuesdays

and Wednesdays. But these little things are the sweet moments that shape

childhoods and form lasting memories. They’re the moments for holding onto and

delighting in, including the dreaded teeth-brushing time.

When it's time for your child’s teeth to be cleaned, put on your playful voice and try

this approach which you can fashion for each child - "I’m looking for a four year old

whose name starts with an 'M' and whose birthday is in May.” Then use the tooth

brush to knock on the door of his mouth and tell a little story as you clean his teeth.

The mobile dental examination van will be onsite for 7 weeks from October 10th to

check all students and to refer any needing further treatment to the Raumati Beach

For kids to show their grown ups how to play in the outdoors.

This is an fun outdoor experience for kids and their carers to “Go wild!” and learn more

things to do outside. We will explore a local wild place, get messy and experience more

fully the wonders of nature. A great chance to get off those screens for a bit and

reconnect with yourself, your family and your place. Meet at the US war memorial

Mackays Crossing,Queen Elizabeth Park. We will be walking for about 20 minutes – a

challenge but not impossible with push chairs.

This event can go ahead in most weathers. Suitable for mobile kids up to 14yrs and their

guardians.

Wear appropriate warm clothing and footwear, bring water and snacks.

KAPITI YOUTH ORCHESTRA

THREE CONCERTS ACROSS KĀPITI

Come celebrate the fantastic musical youth of our region as the Kāpiti Youth Orchestra

presents their annual 'Spring Prelude' concert series to Kāpiti-wide audiences.

With pieces by Mozart and Gershwin on the program, if you simply love great music, seeing

our youth shine, supporting the arts, or you want to inspire a young musician, this promises

to be a great concert to delight everyone.

2016 has been a year of growth for the KYO - with membership increased, a wider range of

instruments, an extended rehearsal season, and collaborations there is so much to

celebrate. Now they are excited to show off their hard work and incredible talent to you all!
