Chalmers Johnson. Central to an understanding of Japan's"miracle"—the unprecedented economic growth that hasmade Japan the second most productive open economy inhistory—is the role of the Ministry of International Trade andIndustry (MITI), an elite bureaucratic department with noprecise equivalent in any other country. This study, the first inany language, describes MITI's origins, structure, and activ-ities from its beginnings in the 1920's to the immediate after-math of the international oil crisis of 1973-74. The authoranalyzes how and why MITI directs the collaboration betweenthe state and the private sector in Japan's development goals,and shows the continuity of MITI's leadership from World WarII (when it was the Ministry of Munitions) to the decade of themiracle. A concluding chapter contrasts the Japanese "devel-opmental state" with the American "regulatory state," andconsiders its possible relevance to other countries that wouldlike to emulate Japan's economic achievements. $28.50
