    2. Enormous advocacy work were done without having mobilizedsubstantial financial resources

    3. This Action Plan agreed becomes a binding document for themunicipality, becomes a decision for Partners and Donors to thefinancing of activities consistent

    4. The constitution of the committee in charge of gender empowers
