    vantages and some important disadvantages. As mycolleague Juan Linz and his collaborators show in theirimportant new book, T h e F a i h t r e o f P r e s i d e n t i a l D e -mocracy, outside the United States, particularly inLatin America, the presidential system has workedbadly, perhaps in some cases even contributing tobreakdowns in democratic government. In the UnitedStates itself, our presidential-congressional system isnot, in my view, working very well. In any case, I donot see that we have a better solution than do othercountries to the problem.

    Although enlarging the boundaries of a politicalsystem may make it more effective in dealing withproblems of importance to citizens--defense, envi-ronmental issues, and trade, for example--the largerpolitical system will also be more remote from citi-zens, less accessible, and less participatory. The Eu-ropean parliament in Strasbourg will never be asdemocratical ly responsive and responsible as the na-tional parliament of, say, Denmark, or even of theUnited Kingdom. And the bureaucracies in Brusselswill be even less so. There is, then, an inevitabletrade-o ff between the greater effectiveness gained forthe political s y s t e m by enlarging it, and the effec-tiveness of c i t i z e n s as participants in the political lifeof that larger system. I do not have an overarchinganswer to that dilemma. If I were a Norwegian, how-ever, I would be strongly tempted to vote against ent ryinto the European Union on precisely that ground.

    Luckily for me, it is up to the Norwegians, not me,to decide that question.
