that have the power to inspire, to elevate the spirit, and
to restore and mend the mind of those we serve.
Nestled between vineyards, a regional park, and an up-
scale retirement community, this highly visible juvenile jus-
tice center beautifully blends designs fitting the sensitive
surroundings and those appropriate for a justice facility.
This 140,000 sf project consists of a juvenile court, juvenile
probation and secure detention facility components.

A new 2-story, 32,000 sf courthouse includes 2
courtrooms, court offices, secure court holding
area, juvenile probation office for over 50 staff,
district attorney office suite, public defender of-
fice suite, staff support areas and public lobby.

The new juvenile detention facility is comprised of seven 20-bed podular direct
supervision units. Each unit includes school and activity spaces to support a decen-
tralized operational program. Single bedrooms are used for high security, mixed
single/double rooms for general population groups and a dormitory unit is used
for youth awaiting placement. The juvenile hall includes all juvenile hall operation-
al and support components such as intake/release, central visiting, central control,
administration, staff space, health and education offices, kitchen and laundry.

“The San Francisco Juvenile Hall is an exception-
ally well-planned architect expression - it almost
sings. The design follows the terrain and blends
with the neighboring residential areas. It reduces
the linear feeling, common to such projects and
creates a stimulating environment. Security was
not forgotten as the lines of sight offer superi-
or functionality in a facility where supervision is
critical. This is an excellent example of how de-
sign can create an environment conductive to
chance within a structure that must also be secure.”

Program and activity spaces are on all units. The
majority of youths use a central school, while high
security youth use classrooms on the units. The project
also includes juvenile hall operational and support
components - central visiting, spiritual life, gymnasi-
um, central control, admitting/release, medical clinic
and infirmary, public lobby and kitchen.
A warehouse and laundry facility will be
constructed in future phases. The new de-
tention facility is linked directly to the ex-
isting juvenile court and probation build-
ing to form an integrated justice center.

Assembly Room
The San Francisco Juvenile Hall project consists of the to-
tal replacement of the existing juvenile detention facility,
including new secure housing and supporting and ancillary
services. The project was constructed on the existing hillside
while maintaining the existing facility in operation until it was
demolished after completion of the replacement project.

The Design Partnership provided programming
and design services to expand the Warren E.
Thornton Youth Center commitment facility from
50 to 110 beds by means of a major addition.
The addition included housing units, school space,
healthcare clinic, mental health offices, adminis-
tration office, staff facilities, new kitchen, dining,
visiting, laundry and a gymnasium. This project
was completed by the team of The Design Part-
nership and Lionakis Beaumont Design Group.

The Design Partnership provided space plan-
ning for a 40,000sf interior remodel of new judi-
cial programs, architectural design and restora-
tion services for the magnificent historic, 4 story,
1933 addition of the classic landmark Riverside
Courthouse, built in 1903. The Riverside
Courthouse Remodel exhibits unparal-
leled ambiance and splendor that hon-
ors both justice and the city of America’s
most exquisite Beau Arts Courthouses.

Originally built in 1959, the Alameda Coun-
ty Berkeley Courthouse was heavily reno-
vated and seismically upgraded in 2005.
The 14,000sf two-story, cast-in-place, rein-
forced concrete structure needed major work
to meet current standards for use. Alameda
County’s goals for this project also included
improved seismic safety, improved ADA ac-
cessibility compliance, improved building
security, consolidated and improved office
space for the Traffic, Accounting, and Civil
Clerks, two renovated traffic and small claims
courtrooms, rehabilitated building infrastruc-
ture, improved comfort and safety, and the
use of green (sustainable) building strategies.

Court Room
Two criminal courtrooms were renovated for use
as Civil Courtrooms with support space for court
and security personnel. This allows the Main Court-
room to be used primarily for Traffic and Civil/
Small Claims proceedings. Additionally, the sec-
ond small Courtroom serves as “flex” space, and
is used as needed by the county for civil,
non-jury trials. Facilities for in-custody
defendants are not retained in the reno-
vated building. This project is one of the
first projects under the new sustainable
design initiatives adopted by the county.

Review awarded a citation to the San Francisco. “Best In-
stitutional Design of 2006” award was given by California
Construction magazine for the Sonoma County Los Guilicos
Juvenile Justice Center, Santa Rosa, CA.
