This Section will start from Ho Man Tin Station at the former Valley Road Estate site and then go underground below Ma Tau Wai Road and Ma Tau Chung Road, connecting to To Kwa Wan and Kai Tak Stations in the Kai Tak Development Area. Ho Man Tin Station will be the interchange between the SCL and the Kwun Tong Line Extension (KTE). Upon completion of the interchange, passengers can conveniently change trains to Whampoa as well as to other stations along the Kwun Tong Line. To avoid repeated excavations, construction of Ho Man Tin Station, including platforms and tracks of the SCL, commenced with construction of the KTE since mid-2011. Rail construction commences The Shatin to Central Link (SCL) project was first gazetted under the "Railways Ordinance" on 26 November 2010, followed with the first and second amendment schemes gazetted on 15 July and 11 November 2011 respectively. The Legislative Council’s Finance Committee approved funding for the SCL project in May 2012. Following the funding approval, the construction of the project commences. The Tai Wai to Hung Hom Section is expected to be completed in 2018 followed by the Hung Hom to Admiralty Section in 2020. Benefits Upon its completion, the SCL will provide a fast, reliable and convenient rail service to Kai Tak, To Kwa Wan, Ma Tau Wai and Ho Man Tin areas, which are not yet served by the network. Passengers from the Kowloon City district will be able to travel directly to destinations in New Territories East and West through the "East West Corridor" formed by the Ma On Shan Line, the Tai Wai to Hung Hom Section and the West Rail Line; while the Hung Hom to Admiralty Section will further link up the existing railway network. The new service will give passengers more options to reach their destinations and with more convenient interchanges, making it easier to travel around Hong Kong Island, Kowloon and the New Territories. To Kwa Wan StationTo Kwa Wan Station will be located to

the east of Ma Tau Chung Road, near

Olympic Avenue, offering convenient

access to the railway

line for To Kwa Wan and

Kowloon City residents.

Kai Tak StationKai Tak Station will be located within the

Kai Tak Development Area, to facilitate

access to the multi-purpose stadium and

other facilities in the area.

Ma Tau Wai StationMa Tau Wai Station will be located underneath Ma Tau

Wai Road, between Chi Kiang Street and Lok Shan Road.

Temporary Traffic Management SchemeFor the construction of the Kowloon City Section of the SCL, temporary

traffic management schemes will be implemented at and around

Chatham Road North, Ma Tau Wai Road, Nam Kok Road, Sung Wong

Toi Road and the roundabout near Olympic Garden, in which traffic

lanes will be closed at different stages of the project. The Corporation

has appointed independent consultants to carefully assess the project’s

potential traffic impact in the areas.

Site Liaison Group (SLG), which includes representatives of the Corporation

and relevant government departments, will be formed to coordinate the

on site construction activities and approve temporary traffic measures to

minimise the traffic impacts within the construction zones.

Ma Tau Wai Station and pedestrian subways to To Kwa Wan Station will be constructed by the cut and cover method that will require temporary traffic management arrangements.

Barging PointSince the Kowloon City Section of the SCL will run underground, it is

inevitable that large amounts of excavation materials will be generated

during construction. To minimise the impact on road traffic, a barging point

at the runway of the former Kai Tak Airport will be set up so that excavation

materials can be directly transferred to the barging point for removal by sea

to the government-designated disposal areas.

Period of closure: 3rd quarter of 2012

Ma Tau Wai Road / To Kwa Wan Road Garden - temporarily

closed as the works site, while some space will be permanently

occupied by the station entrance and ventilation shafts;

Lok Shan Road Playground and To Kwa Wan Complex Playground - temporarily closed as the works site, while

some space will be permanently occupied by the station

entrance and ventilation shafts;

Ma Tau Wai Road / San Shan Road Amenity Plot - some

space will be permanently occupied for emergency access; and

Ma Tau Wai Road / To Kwa Wan Road Amenity Plot, Ma Tau Wai Road / Chatham Road North Amenity Area and Planter under East Kowloon Corridor near Kiang Hsi Street - temporarily closed as the works area.

Period of closure: 4th quarter of 2012

Shansi Street Temporary Car Park - temporarily closed as the works area and

excavation of the construction shaft;

Ma Tau Wai Road/Ma Hang Chung Road Rest Garden - temporarily closed as

the works area;

Sung Wong Toi Playground and Olympic Garden - temporarily closed for

the construction of a pedestrian subway; some space at Olympic Garden will be

permanently occupied by the ventilation shafts; and

Winslow Street Amenity Area and the existing car park in Winslow Street - temporarily closed as the works site for carrying out construction works and

storing construction equipment and materials.

Work SitesClosure of Public Facilities During ConstructionAs the Kowloon City district is a densely populated area, it is difficult

to have areas that are suitable for works sites. As such, some public

facilities will need to be closed either temporarily or permanently due

to the proposed works on the SCL and will be reinstated upon the

completion of the project.

Period of closure: 1st quarter of 2013 onward

Winslow Street Playground, and

Chatham Road Interchange Rest Garden

These public facilities have been proposed for carrying out

construction and storing construction equipment and materials.

Deletion of Concrete Batching Plant in Kai Tak Development AreaIn response to the community’s views and concerns, the proposed rock crushing plant, concrete batching plants as well as a

stockpiling area in the Kai Tak Development Area are deleted to minimise construction impact to residents.

Underground Stratum Resumption and Temporary Occupation of LandIn designing the railway alignment, every effort has been

made to reduce the need for resumption of land to minimise

the impact on local residents. The Government may resume

underground stratum and create rights of temporary

occupation of land according to the “Railways Ordinance”

(Cap. 519) to construct the railway. The proposed resumption

and temporary occupation sites are shown in the gazetted

railway scheme. The dates of notification regarding the

resumption and temporary occupation are subject to the

construction programme of the project.

Pre-construction Condition SurveyAn independent professional surveyor will be commissioned by the Corporation to carry out pre-construction condition survey on the current conditions of buildings along the SCL alignment before starting the works. During the visit, surveyors will conduct a visual inspection of all common and privately owned areas of the premises and take photos for record purposes.

Prior to the visits, the concerned property owners will receive an appointment letter issued by the Corporation, inviting them to take part in the survey.

Support from the community is of vital importance to the success of this exercise. For the benefit of individuals and the public, the Corporation appeals to owners and residents to allow inspectors to enter their properties for conducting the survey.

School Talks

Caring the Community

To strengthen links with the community, project staff will join various community activities and take the opportunity to introduce the project to the public through different channels.

Site Visits

To maintain close contact with the community, our project teams will visit the nearby shop owners and residents to explain the progress of the project and the respective temporary arrangements. We will listen to residents’ concerns on the proposed works to minimise the disturbances to the community.

Community EngagementAs railway infrastructure projects are to serve the public, public engagement is crucial for the implementation of the project. The Corporation proactively organises various activities to enhance the community’s understanding on the project on one hand and gathers public views to minimise construction impacts on the other.

Community Liaison Groups To ensure a smooth implementation of the SCL project, Community Liaison Groups (CLGs) will be formed before construction starts and representatives of residents, institutions and schools along the SCL alignment will be invited to join the groups. CLG meetings will be held regularly where engineers from the Corporation and contractors will brief on the progress of the construction and exchange views with members.

Roving ExhibitionsA new round of roving exhibitions was held earlier to provide updates on SCL to the public.

The SCL is a strategic rail link that traverses several districts of Hong Kong. To enhance teenagers’ knowledge of the new railway, MTR engineers share the latest information with them and answer questions on the SCL and railway construction through talks held at various schools in Kowloon City district.
