USAID-FUNADEH GENESIS Quarterly Report Q4 FY2020 ME&L 7

I. EXECUTIVE SUMMARY Generating Entrepreneurs and Sustainable Synergies, GENESIS is a cooperative agreement implemented by FUNADEH in partnership with USAID. The project’s main objective is to “Increase protective factors for at-risk youth and former gang members in the selected municipalities” of Honduras by pursuing three objectives:

1. Outreach Centers (OC) network consolidated through multi-sectoral alliances to increase protective factors and promote a culture of peace.

2. Income generation opportunities increased for at-risk youth and former gang members through capacity building and mentorship.

3. FUNADEH´s institutional capacities strengthened through standardization and consolidation of organizational process.

This report covers the fourth quarter of FY2020, GENESIS achieved a 96% of schedule efficiency and a 99% of cost efficiency. These metrics indicate that almost all the planned work was completed on time, but there is a 4% deviance from the schedule baseline and at the same time the actual cost of the accomplished work was slightly over the planned cost. GENESIS´s leadership is closely monitoring these metrics in order to sustain an effective programmatic and financial performance.

This section covers the latest results of GENESIS for the period of July to September 2020, the fourth quarter of the year V, including some activities from October 1 to October 15, 2020. The results summarized as follows:

The Income Generation (IG) team offered training workshops for 24 returned migrants along with CASM. Entrepreneurship kits will be delivered no later than November.

OCs’ re-opening plan

While OCs remain temporarily closed amidst the pandemic, the GENESIS team coordinated technical visits to OC facilities, and reviewing their conditions for a potential intelligent reopening. The OC conditions were reviewed in terms of space for safe distancing, sanitary conditions and willingness of the OC partner to reopen, all based on a checklist collecting this information and preparing OCs for the pilot reopening.

GENESIS started the coordination of OC reopenings along with partners and coordinators during the month of October. The reopening plan considers OCs opening in three phases following SINAGER security protocols, as mandated by GOH.

In consequence, the GENESIS team encouraged OC coordinators, volunteers and partners to attend an online bio-safety certification provided by INFOP as a requirement by SINAGER to reopen OCs.

Process of closing programmatic and administrative activities for OCs The Regional OC coordinators and the OC technical team followed-up on OC partners

and coordinators from the northern region to assess and ensure that activities related

to the programmatic and administrative tasks required for completion prior to the closing

of the GENESIS project are delivered.

Somo of the monitored activities in terms of OC partners and coordinator management

efforts during the COVID-19 emergency were:

Reviewing and completing MOU agreements while verifying documents needed

to close grants according to USAID requirements.

Coordinate meeting with regional chapters of the national association ALCANCE

and commissions, to transfer methodologies and procedures from the GENESIS

process to strengthen their capacities and improve their professional skills for

project management, such as.

During this national emergency, volunteers have supported OC coordinators with

activities involving the promotion of prevention efforts, advising through videos in their

community, and supporting via WhatsApp to EDUCATEH beneficiaries.

Follow-up to EDUCATEH Activities

GENESIS continuous supporting OC volunteer’s efforts during the last six months in

which OCs have been temporary closed. The effort and commitment of volunteers and

students of the EDUCATEH program has been remarkable in terms of holding virtual

activities to fulfill the school year´s responsibilities.

Home-school education has been practiced during a daily basis for EDUCATEH, using

the remote learning homepage http://educatehencasa.org/ while volunteers monitor

student activities and assignments through WhatsApp, phone calls, and even visits to

leave printed homework. All of this effort continue to minimize the impact in national

Volunteers and Education Specialist have held weekly meetings with the regional

coordinators of the “Modalidades Educativas” from the Secretaria de Educacion

(SEDUC) to support the progress of EDUCATEH beneficiaries and to be aligned with

formal education.

The Education Specialist follows-up on activities with the EDUBOX platform and

assured the enrollment and cumulative scores entry.

SECRETARIA DE EDUCACION (SEDUC)

The Volunteers and Education Specialist held meetings with formal education

representatives to develop synergies in support of home-school practice, while using

the online platform during this national emergency COVID-19.

Based on the above, on July 13th, GENESIS presented the EDUCATEH program to the

Vice-Secretary of Education providing technical and pedagogical insight and in order to

define the possibility to sign a formal agreement to make the support and recognition

from SEDUC to the EDUCATEH program official, as alternative education in Honduras.

On September 22nd, the GENESIS team organized a meeting with the “Departamental

de Educacion de Atlantida” to define the technical requirements to prepare toward the

social work (Trabajo Educativo Social-TES) academic requirement for students of the

“Bachillerato Acelerado,” and as a prerequisite to their 2020 graduation. Due to the

COVID-19 emergency, students need to work on a project within their community in a

period of 80 hours and prepare a report of this activity.

The SEDUC has supported GENESIS’s activities and attended EDUCATEH virtual

events, such as the participation of the SEDUC’s Minister, Armando Bueso, in the

second edition of the “Olimpiadas Educativas.”

GENESIS Methodologies

In order to maintain the offer of GENESIS methodologies, the team has shared videos on social media to promote values and virtues on a monthly basis. During the last five years, GENESIS has increased activities with substantial evidence of how methodologies are implemented in the OC model, having positive impact on more than 45,000 new beneficiaries supported by 3,800 volunteers. The GENESIS Volunteer and Education Specialist identified organizations, programs, and foundations in order to transfer these methodologies via Zoom meetings.

1. “LA FAMILIA” campaign #UnaFotoJuntos

GENESIS launched a campaign focusing on “Family” (La Familia) #UnaFotoJuntos,

with the aim of promoting the value of the family during the month of August to show the

integration and unity among GENESIS volunteers, parents of beneficiaries, and

communities nationwide. The posts were featured on GENESIS social media.

This campaign was integrated with 35 photos that were received from OC communities

and posted on social media. GENESIS followers voted for their favorite picture and

selected a family from the San Jose community in Chamelecon, and another family

photo from the 1ro de Mayo OC community.

This campaign inspired families to stay together during the COVID-19 emergency and

maintain the family nucleus as an indispensable part of the process of raising and

development of children and youth in Honduras.

2. “LAS VIRTUDES” campaign GENESIS and Mateo adventures

GENESIS has been working to promote values and virtues through workshops in the

OCs. The GENESIS team implemented this methodology beyond OC facilities through

online platforms.

The values and virtues campaign is an idea that drew from the methodologies offered

in OCs and the recurring need of society in strengthening moral values. The campaign

will be exposed in graphic and audiovisual material that relates to the experiences lived

between two characters, GENESIS and MATEO, from the beginning of their school year

until they finish their elementary school.

The main objective of this campaign was to:

Generate a change in behavior of people overall, especially children and youth,

through the language of virtues.

Provide GENESIS social media followers to catch up on the concepts of values

and virtues and to have these reflected on their everyday life.

On the other hand, this campaign was

structured from the anecdotes collected from

focal groups organized with OC beneficiaries

and reviewed by students from the Universidad

Pedagogica Nacional Francisco Morazán

(UPNFM). Students from the UPNFM worked

on creating the story adventure to promote

values and virtues in school environment.

In addition, the launch this campaign was supported by Fundacion Napoleon J. Larach,

contributing with:

Video editing: $760.00

Consultant to analyze focal groups notes: $800.00

This campaign proved to be very attractive for GENESIS social media followers.

“UNETE CONTRA LA CORRUPCION” campaign

GENESIS and ComunicAccion Ciudadana finished the implementation of the campaign

“UNETE CONTRA LA CORRUPCION”:

This campaign reached approximately 113,847 Facebook users.

The “Unete contra la Corrupcion” Homepage got 930 followers.

The “Unete contra la Corrupcion” methodology was transferred to the novel “Una

Sola Voz por Honduras” youth organization, which will be in charge of

implementing activities related to this campaign.

OCs will receive material to promote human rights and the fight against

corruption.

This campaign promoted the involvement and leadership around a culture of legality

and transparency that is based on the compliance with human rights and the fight

against corruption and rule-of-law in Honduras.

VI. PROJECT MANAGEMENT

Remarkable activities

ALCANCE ASSOCIATION, LEGAL ENTITY STATUS (PERSONERIA JURIDICA)

Two years ago, the GENESIS team started creating the bases to describe the bylaw

agreements that were approved by the board of directors of the new OC Network

Association and celebrated the first meeting with OC partners, forming five regional

chapters to support ALCANCE.

As a result, on October 8th, the “Secretaria de

Estado en los Despachos de Gobernacion,

Justicia y Descentralizacion of GOH” extended

the legal entity status for the OC Network

Association (ALCANCE).

Despite the fact that OCs are closed-down due

to COVID-19, the GENESIS team made an

effort to follow-up on activities to get the legal

entity status duly approved and recognized as a

non-profit organization in Honduras.

This legal entity status was subscribed under the resolution #694-2020 and approved

bylaw agreements and the scope of work of the OC Network Association (ALCANCE).
