TWUA PRESIDENT: Meet, John Hill, City of Abilene Norma Clark, President
Hello, Summer is here – my favorite time of the year! The month of May was busy, the Central West Texas Regional School was held May 8-10 in Abilene, and the North Central Texas Regional School was held May 14-18 in Arlington. Both schools were well attended. TWUA is fortunate to have awesome volunteers and officers, each of these schools did a fantastic job.
As I attend each school, I am emphasizing the TWUA Awards Program which is set up to recognize TWUA members that provide exemplary service in their work, to the Association, in public education, community involvement, or heroism. A list and description of all of the awards, as well as a nomination form, is available on the TWUA website (www.twua.org) . If you know of a deserving individual, please let us know by completing a nomination form.
The TWUA member I am featuring this month is John Hill from the City of Abilene. John was the recipient of one the 2011 Operator of the Year Awards. Congratulations John!
Why did you choose this industry as your profession?
Prior to water treatment, I was an operator at an oil refinery where I operated cooling towers, pressured sand filters, softeners, and boilers. When the refinery closed, I knew that I didn’t want to stay in oil, but knew that water was going to be my destiny. There is always security in the water industry, and I haven’t looked back since.
What about this industry do you find the most challenging?
I would say the most important thing right now is making the public and public officials more aware, as many times as it takes, to let them know how vital and valuable water is, that our children’s future for water depends on us, and to make the right decisions now and do what it takes to secure that future. Otherwise, what’s it all for?
What contributions do you feel that you have made to this industry (professional or personal)?
I was a part of the Performance Based Training on Disinfection Byproducts, Hosted by EPA and TCEQ. I feel the training was valuable not only to myself but to our water systems for the future. I would like to give a special thank you to all my management staff for their continued support on this training: Director Mr. Tommy Obrien, Assistant Director Mr. Rodney Taylor, Water Utilities Managers Mr. Richard Williams, and Mr. Kenny Hutchins. Another area is in training the new incoming personnel and introducing them into the amazing and technical world of water, teaching and inspiring and hopefully preparing them in a way that they will be ready to meet all the demands and challenges that are coming their way and letting them know that they are not alone in this journey.
How many years have you been in this industry?
Since I was 18 years old. I have been involved in water from the time I inspected potable water jugs on the C-130 Aircraft in the USAF, to treating the
wastewater and process water at the refinery to the present. I have 14 years at the city of Abilene, approximately 30 years total, and hope to continue another 30 years.
What challenges do you see facing this industry?
We have just gone through the hottest summer on record in 2011, and as all Texans, boy did we ever feel it. There are still towns and cities struggling to meet their water needs, so the biggest challenge I would say is our Drought Contingency Plans and how better to ensure all of our needs . As a country
united, we all share the responsibility to our fellow citizens. We must have one united goal and that’s to “serve for the better good of all”.
What do you want to be remembered for from your involvement in this industry?
That I, John Hill, have to the best of my ability left everything on the field 110%, gone the extra mile because

this will always lead to better and more opportunities , and never having to say should of, could of, would of or what if. Do the things in life worth doing and when it comes to our industry, there are no excuses, we have to make it happen, Water is Life.
How long have you been a member of TWUA?
I have been a proud member since 1998, 14 years and counting. I enjoy all the people in this organization and they do a tremendous job, and have a great teaching program. Can’t say enough.
How has TWUA assisted you in this industry?
I have always taken advantage of all the extra programs that you offer to members. Tutoring sessions, I hope
they never stop. I sure miss the Texas A&M days. But really, I could always count on members always helping no matter what the issue and just the true Texas spirit of people who care enough to care. Amen.
What changes can TWUA implement to become a better organization for our members?
I think the new and improved website is awesome. In the new world of technology, it’s a must! Change is always good, sometimes hard but needed. The one thing I would change is Veteran benefits. Some of our most valued water employees are Veterans. I’m not aware of any such benefits. There are a lot of good future employees coming home; let’s make them welcome S

Wow, it's hard to believe how quickly this year is passing. School will be back in session and the holidays will be here before you know it. I remember when school years took forever to end and summer break were just as long.
I believe we can all be thankful for the rainfall the state has received this year, but please keep abundant rainfall in your prayers. West Texas and the Panhandle are in critical need of a “significant” rain event in order to replenish the lakes. You might get an idea of the seriousness of this drought when “reuse” is now being publicized as a “practical alternative” for supplementing source water.
The various regional training events to date have been going well. Attendance has been good and I just wanted to thank those who chose TWUA events. If you are in need of classes to advance a license or continuing education for license renewal, I hope that you will take advantage of the remaining regional events (San Marcos, Odessa, Tyler, & Lubbock) and the individual classes sponsored around the state. Please refer to the TWUA website or the journal for specific information.
Side note relating to training; we are not sure if it’s an advertising issue or there needs to be more clarifications, but we are noticing a significant number of attendees who register for Surface I but miss the first 4 hours of the training. This 24 hour class has been around for awhile but, the 24 hour concept appears to be a struggle for some.
If you miss the first 4 hours thinking the class is like the traditional 20 hour classes; you will not receive credit for the complete class and you cannot simply take four hours of an upcoming (Surface Water I) class. In several instances the student’s last minute switches to one of the 20 hour classes or if the instructor is willing to stay after normal hours and come in early to make up the missed class time. For the latter option there is additional monetary compensation for the instructor to consider; so it ends up becoming complicated. For all the managers and supervisors, please assist us by making sure your staff is aware of the additional classroom requirement for (Surface Water I) and the Pumps and Pumping courses. While we have compassion and sympathy for the operators, this attendance requirement is something beyond our control.
Central Office has finished the upgrade of the telephone system. In addition to the contact numbers that you are used to calling, it is now possible to call directly to the desk of the person you require assistance from. The traditional numbers will continue to be answered by staff just as you are accustomed too. However, this is simply another tool to streamline the process. Please see the notice in this journal and make note of the new numbers.We have been diligently working toward completion of our Distant Learning or Computer Based Training project. I am happy to report that we are now testing a version of the completed process. This project has proven more complex than originally thought but I think this work will provide a product that will propel TWUA into the electronic learning market. This electronic training is not intended to replace traditional classroom training but for those who choose to use this training method, it should provide additional options for how you receive operator training. The product and out process will still need to be presented to TCEQ for review and approval and once that has happened we will definitely start the advertising process.Story goes something like this. A wealthy southern attorney was known for finding and exploiting “loopholes” in the law. One day while reading, he noticed that at an exclusive auction, a box or rare and vintage cigars recently sold for more than $12,000.00. The clever attorney concocted a scheme whereby he could buy similar cigars and get his insurance company to pay.He searched for the next rare items auction and purchased a very rare and even more expensive box of cigars. For 24 cigars he paid $15,000.00. This gentleman quickly insured the cigars against fire, and theft just like he did for his other valuables and treasures. Once he received documentation that the cigars had in fact been insured – for the next 24 days he would sit on his front porch and enjoy one of the rare cigars. Once he had smoked all the cigars, he filed a claim with the insurance company stating “through a series of small fires, the cigars had been consumed by flame.”The insurance company challenged the claim and took the man to court; but was ordered to pay the claim, because the policy “did not specify nor define the exact nature of fire it covered or excluded.”Under protest the insurance company issued a check

and the attorney immediately took it to the bank. The moment the check was cashed, the attorney was arrested, charged, and eventually convicted of twenty-four counts of arson – one for each cigar. Unable to find any additional loopholes or buy his way out, he was sent to prison for ten years, where he met his demise in an argument over a pack of cigarettes.For me the moral of this story is, looking for shortcuts and working the system typically leads to short term gain but in the end it catches up with you. I believe that in water treatment, distribution, and collections we as operators impact and affect public health so do you want to be the operator that took a short cut or will you be the one who takes pride in the job performance ?S

Summary of standards Attachment 3-1: Summary of Categorical Standards EPA has established categorical pretreatment standards (for indirect dischargers) for 35 categories. Plans for EPA’s expansion and modification of the list are detailed in the Effluent Guidelines Plan, published in the Federal Register biennially as required at CWA section 304(m). Every now and then we all need a reality check. This month I would suggest a customer service reality check in the form of a call to your own office and a visit to your own website. When you do this, here are a few things you should look and listen for:
The Telephone First Impression:
1. Is the business name clearly and consistently identified?
2. Does the VOICE of your business emit the tone that you want to set?
3. Is the process of reaching a LIVE person and easy one or frustrating one?
Your Website First Glance:
1. Can a customer/prospective customer immediately see how to contact you by phone?
2. Is the navigation simple and direct?
3. Does the front page set the tone of your business?
Too often our customers and potential customers can see the holes in our first impressions much easier than can we. As a matter of fact, we are so familiar with our own business that it is hard to see with the eyes of an outsider. In addition to taking the above steps yourself, get a friend or relative who has not called your business and has not visited your website take the steps outlined above. The results may be eye opening from both a customer service and sales perspective.
Another suggestion is to do this same exercise with three or four of your strongest competitors, calling their place of business and visiting their website. You will quickly see their weaknesses and also will be able to identify their strengths. (This is a great exercise in which to involve front-line personnel)
Once this has been completed, sit down with a group of management and front line personnel to discuss how refinements can be made to bolster your first impressions. Being your own consultant can be a profitable adventure! S

On March 20, 2012, OSHA announced its final rule updating the Hazard Communication Standard (Hazcom) to align with the United Nations' Globally Harmonized System of Classification and Labeling of Chemicals, also known as GHS. This update is a significant change to the standard and will require everyone working with hazardous chemicals to complete additional training by December 1, 2013.
Because Federal OSHA regulations do not cover State or municipal entities, the Texas Legislature enacted the Texas Hazard Communication Act (THCA). The THCA was patterned after OSH’s Hazard Communication Standard and provides the basic requirements that employers must meet to provide chemical hazard information to their employees. Although not a requirement under THCA, proactive municipalities as well as other public employers will be educating their employees on the changes.
Significant New Changes
There are three significant changes to the Hazard Communication standard (HCS): hazard classification, labels, and safety data sheets or SDSs (previously known as Material Safety Data Sheets (MSDS)).
Hazard Classification
Hazard definitions have become more specific to allow for more accurate classifications of health and physical hazards, as well as for classification of mixtures.
Labels
Chemical manufacturers and importers will be required to provide a label that includes a harmonized signal word, pictogram, and hazard statement for each hazard class and category. Training on the new pictograms and signal words on the new labels will be important (see table entitled “HCS Pictograms and Hazards”). Labels will now have pictograms consisting of a symbol on a white background framed with a red border that represents a distinct hazard. Precautionary statements must also be provided.
SDSs
Safety Data Sheets (SDS) will now have a specified 16-section format where previously there was no required format for the hazard information. The SDS format is the same as the American National Standards Institute (ANSI) standard format which is widely used in the U.S. and is already familiar to many of us.
Compliance Dates
Training should be completed on the new label elements and safety data sheets by December 1, 2013. Employers have until June 1, 2016 to update alternative workplace labeling and their written program. Any additional training for newly identified physical or health hazards should be completed by this date also.
From now to December 1, 2013 employers may comply with the previous standard, the current standard or both.
Preparing for the Transition to GHS
If you will be responsible for implementation of this new standard at your facility, here are some practical pointers on where to start:

2. Review Appendix D to 1910.1200 – Be familiar with the general requirements for each of the 16 sections of the Safety Data Sheets. http://www.osha.gov/dsg/hazcom/hazcom-appendix-d.html
3. Update the written hazard communication program to include changes to labeling and SDS sections.
4. Update the workplace list of hazardous chemicals, see 29 CFR 1910.1200(e)(1)(ii) or Section 502.005, Workplace Chemical List in the Texas Hazard Communication Act. http://www.statutes.legis.state.tx.us/Docs/HS/htm/HS.502.htm
5. Update your Material Safety Data Sheets (MSDS) binders with the new 16-Section Safety Data Sheets (SDS) as they come in.

6. Continue to provide training to employees on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new chemical hazard is introduced into their work area. Use the “Hazcom Training Documentation Sheet” as a guideline to document compliance with the new training standards.
7. Maintain training documentation.
Conclusion
HCS explains how to classify, label and describe hazardous chemicals with appropriate warnings. HCS also standardizes how these hazards will be displayed on the labels and safety data sheets. Our job will be to understand these key changes, and make sure that each employee working with hazardous chemicals is aware of these new changes.
Those responsible for hazard communication training should start reviewing now to be familiar with the changes. Hopefully once this new harmonized approach to hazard communication is implemented; it will improve the consistency and accuracy of chemical labels and SDSs.
Remember that training should be completed by December 1, 2013.

TWDB NEWS: Stabilizing Reverse Osmosis Permeate Texas Water Development Board

One of the challenges for developing water supplies from desalination is finding the most efficient and cost-effective technologies to facilitate the process. To encourage research on new technologies, TWDB funds numerous studies. A recent study evaluated a method of stabilizing the finished water produced from reverse osmosis. Reverse osmosis is the most widely used desalination technology in Texas. Mineral contents in the reverse osmosis permeate (product water) are normally quite low, creating “unstable” water. If left untreated, this water will attempt to stabilize itself by dissolving minerals it contacts, including those found in distribution piping, valves, and pumps. As a result, reverse osmosis permeate must be treated to reintroduce essential minerals and stabilize the finished water. Typically, brackish groundwater reverse osmosis permeate is blended with feed (raw) water to stabilize the finished water. However, high concentrations of nitrates, arsenic, radionuclides, and other contaminants in the groundwater can limit how the feed and permeate blend. The use of upflow calcite contactors for post-treatment of reverse osmosis permeate is a new way to create non-corrosive finished water without using bypass blending, but there is limited information on how to achieve this.
In 2010, TWDB awarded a grant to Carollo Engineers Inc. and the University of Texas at El Paso to evaluate the design parameters of upflow calcite contactors - the first study of its kind in Texas. The study’s primary objectives were to identify appropriate calcite particle size and purity and to validate design criteria for optimal performance. To accomplish these objectives, a pilot system was installed at the Kay Bailey Hutchison (KBH) Desalination Plant using permeate from the plant to measure the stability of the finished water. The results showed that calcite purities did not significantly impact permeate water quality in terms of pH, alkalinity, or
calcium hardness. The study identified that as flow rate increased, contact time between the influent permeate and the calcite particles decreased. The study recommended using 1-mm particles for calcite post-treatment of the permeate from the KBH Desalination plant. During the pilot study, turbidity (cloudiness caused by individual particles that are generally invisible to the naked eye) spiked consistently during startup because fine particles were present in the initial calcite loading. To prevent this from happening in a full-scale operation, the study recommended installing a system to pre-wash calcite particles and designing for redundant calcite contactors: one contactor is pre-washed and at standby, minimizing interruptions to operations when the depleted contactor is refreshed with new calcite.

MAINTENANCE MECHANIC Lewisville, TX
Under the supervis ion of the Maintenance Superintendent, performs the duties of a lead mechanic in the repair and preventative routine maintenance of all District Water Treatment and Wastewater Reclamation Plants, transmission and collection lines, other facilities and equipment. Typical/Essential Duties 1) Maintains water treatment plants and transmission systems by performing repairs and maintenance on all equipment and facilities to include lighting, minor electrical and building appurtenances. 2) Maintains wastewater reclamation plants and collection systems by performing repairs and maintenance on all equipment and facilities, to include lift stations. 3) Coordinates and oversees various vendor and contractor activities as they relate to repair and maintenance of facilities and equipment. Assists in the procurement and delivery of parts and materials needed to repair and maintain facilities and equipment. 4) Performs preventative fleet and equipment maintenance on vehicles and equipment. 5) Leads and instructs Maintenance Workers in the completion of tasks. 6) Performs other duties as assigned. Required knowledge and experience is normally obtained through a combination of formal education and/or vocational training, plus 2 to 4 years of work related experience relating to the repair and maintenance of water and wastewater equipment and facilities. Other complex mechanical equipment/system experience may be substituted for water/wastewater experience. Specifically related technical training and/or certifications may substitute for up to two (2) years of work experience.
Must be able to read, interpret and follow

Performs assigned duties as necessary to inspect, troubleshoot, repair, construct, retrofit and otherwise maintain electrical systems and related equipment for the District’s water and wastewater treatment systems and other facilities. Typical/Essential Duties: 1)Inspects, troubleshoots, repairs, and otherwise maintains electrical systems for water and wastewater treatment plants, meter vaults, lift stations, pump stations, storage tanks, and related facilities. Duties include maintenance and repair of medium-service electrical systems, switchgears, transformers and related equipment. 2) Performs general facility/building electrical maintenance, to include repair and maintenance of lighting, battery back-up, security, and HVAC systems. 3) Constructs and retrofits electrical systems as part of, or in conjunction with, new construction or existing building/facility modification. 4) In accordance with applicable electrical standards and requirements, performs preventative maintenance on electrical systems as needed or required to ensure consistent and reliable operation. 5) Performs additional duties as assigned. Work requires specific knowledge, experience and skills of a vocational or technical nature. Knowledge, experience and skills may be obtained through the completion of four years of high school resulting in the receipt of a High School Diploma or GED equivalent, and the completion of various colleges, vocational or technical programs related to the field of electrical repair and maintenance.

related experience working with water or wastewater utility, municipal or industrial electrical systems is required, with three (3) to five (5) years of experience preferred. A Master or Journeyman Electrician License issued by the State of Texas is required. Must have the ability to read, analyze and understand related technical manuals, blue prints, schematics and construction plan documents. Must possess a valid Class C Texas Driver ’s License. ELECTRONICS TECHNICIAN

Typical/Essential Duties: 1)Performs duties to maintain SCADA systems for water and wastewater treatment systems by updating and programming software, and programming, calibrating, t roubleshoot ing and repai r ing associated computers, electronic and other equipment. 2) Performs duties to maintain microwave and other electronic communication system networks by testing, troubleshooting, programming and repairing network components. 3) Performs duties to maintain security systems by programming, troubleshooting, repairing, replacing and installing security related electronic equipment, necessary to operate and monitor surveillance cameras, gates, and doors. 4) Assists the Senior Electronics Technician in reviewing construction project plans for the purpose of identifying potential problems or conflicts with existing or proposed SCADA, microwave, or security systems, and assists with preparing recommendations to resolve any such problems or conflicts. 5) Performs additional duties as assigned. Work requires specific knowledge,
experience and skills of a vocational or technical nature. Knowledge, experience and skills may be obtained through the completion of four years of high school resulting in the receipt of a High School Diploma or GED equivalent, and the completion of various college, vocational or technical programs related to the field of process control electronics. At least two (2) years of job related experience is required. Two (2) to four (4) years of specific job related experience performing maintenance and repair of process control instrumentation, or working with water and wastewater control and operating systems is preferred. Must have basic knowledge of Microsoft operating systems, desktop applications and networking fundamentals. Working knowledge of HMI software (Wonderware and Iconics) and programming of PLCs using Modsoft, Concept or Unity software is desired. Must have the ability to read, analyze and understand related technical manuals, schematics and construction plan documents. Must possess a valid Class C Texas Driver’s License. Must be able to pass applicable pre-employment Drug Screen, Physical, and Background and Credit Checks.
