Purpose The purpose of this Annual Property Implementation Plan is to document and share with our publics and partners a summary of the major planned and proposed forest and habitat management treatments, recreation and infrastructure development projects, and other property management actions. Annual Property Implementation Plans include planned treatments as well as scheduled treatments that may not be implemented in the current year but under consideration for future implementation. This Implementation plan includes a summary of habitat restoration projects, timber sales, tree plantings, prescribed burns and development projects including new or expended parking areas, trails, buildings, roads or other infrastructure. Annual Property Implementation Plans do not include routine maintenance or minor actions, including mowing, building maintenance, inventory or field surveys. Annual actions are directly tied to the property’s master plan, which was approved by the Natural Resources Board in 2005. A recreation amendment to this master plan was completed in the fall of 2017. The master plan can be accessed online at http://dnr.wi.gov/ and searching property planning.
All of the planned treatments and developments are approved and consistent with the property Master Plan developed with significant additional public input.

2018 Summary of Accomplishments See appendix.
2019 Forest Management Forest management has averaged 4574 acres per year in the last 5 years and we plan on establishing
approximately 4000 acres for Fiscal Year 2019. The forest management goals for FY20 are being
planned now. The schedule of practices due will be evaluated and fine-tuned to state our acreage goals
in April. The State Forest is certified by the Sustainable Forestry Initiative®, SFI-00059 and the Forest
Stewardship Council®, FSC® C006979.

2019 Recreation Management NEW RESERVATION SYSTEM (CAMIS) to be implemented in 2019. Reservations for shelter buildings and outlying campgrounds added to the reservation system. Additional reserved sites to be added at Big Lake and Sandy Beach. Cunard and Buffalo Lake will now have a mix of reservable and first-come first-serve sites. ATV ROUTES – Development of the North-South (Woodruff to Sayner) to occur in 2019. Development to include spot treatments along the route to armor-up hillsides and firm road base in low-lying areas. Intake of other Township route proposals to continue in 2019. Implementation of Land Use agreement with WinMan Trails in Town of Winchester, Vilas
County
A master plan amendment in 2013 and 2017 codified an existing trail-based recreation system
and approach for future expansion plans. The development known as the WinMan trail system
is in the Town of Winchester, Vilas County. The WinMan trails project began in 2011 on former
industrial forest land owned by Consolidated Papers and later Plum Creek Timber lands. The
Department purchased the lands in 2013 with a commitment to develop a land use agreement
to continue the recreational use and allow WinMan to manage and develop the trail system. The
trail system includes mountain biking, trail running, hiking, cross-country skiing (classic and
skate), snowshoeing and single-track fat biking. Since 2013, WinMan has developed a new trail
head with facilities on adjacent private lands growing the networks use and popularity and
becoming a premier recreation destination area in the Midwest.
The land use agreement includes provisions to allow for the sustainable management of forests
and continued public use and access while providing a network of trails maintained and
developed by WinMan trails at no cost to the public. As part of developing the land use
agreement, existing roads open for public use, approximately 2 miles primarily used for hunting,
will remain open at this time. The existing snowmobile trail north off Papoose lake road will
remain open. The department is seeking feedback on the current and future use of these
specific roads (see map). The roads listed are also part of the WinMan trail system. The area
will remain open for hunting in any form but future vehicle access is being evaluated as the trail
system develops. Designated bike and ski trails throughout the property are currently and will
remain open to hunting but most sections are not open to vehicle traffic.
Should the two miles of road indicated on the map remain open to vehicle traffic by the public
throughout the hunting seasons or be closed once trail development is complete?
The designated roads could remain open for only certain hunting seasons and closed for others.
Should the roads be closed to vehicle traffic during the spring turkey seasons?
Should the roads be closed to vehicle access following the 9-day gun deer season, etc?

• Canoe Campsite unique numbering system implemented.
• Entry Point signs installation resumes for 3 more signs along highway corridors.
• Starrett and Cunard campgrounds to be designated “Quiet Zones” in 2019 – No Generators or other noise producing devices allowed.

2019 Administrative ROAD AND INFRASTRUCTURE PROJECTS
• Johnson Creek Access – Spot improvements and culvert replacement.
• Witches Lake Road Access – Shaping and graveling of woods roads in the Buckhorn Witches Lake Road area.
• Little Rock Lake Access – Spot treatments along 2.68 miles of woods roads.

• Fall Road 2019 – Spot treatments of roughly 10-miles of seasonally opened roads for the fall hunting seasons. Some segments of Fall Road openings delineated in 2018 have been shifted to new areas due to development costs and permitting issues. A “Hunter-Walking” Trail system is planned to be developed in conjunction with this project. Please see the large-scale overview map listing areas completed in 2018 and areas which will be developed in 2019. For 2019 many of the new road segments will only be open to vehicle traffic seasonally from September 1 to the end of the 4-day antlerless hunt. Other 2019 segments will remain open year-round.
• Camp Lake Road – Spot improvements and culvert replacements.
• Hasbrook Creek Snowmobile Crossing – Bridge removal and replacement with a ford. Erodible hill improvements.
• Oxbow Ford – Installation of a ford crossing for timber sale access.
