INTRODUCTION “Market driven and customer focused”, that describes just about every successful small business in the federal market. Of course, the same is true for large business. As with large business, many small businesses experience very strong competition within their market, the impact of scarce federal O&M and logistics funding, and the pressure to offer ever more sophisticated products and services. We found the answer to such challenges and opportunities is Teaming.

As a Team, our goal is to offer a wider array of integrated services within a flat, streamlined overhead structure. The federal market, which often demands a complex set-aside mix, strongly suggest this strategy. And, justifiably, the federal customer still seeks a seamless, integrated approach to accomplishing the work.

EMI SERVICES - EXPERIENCED CORPORATE LEADERSHIP Mr. David Miller, President Mr. Miller is an executive manager with over 25 years experience in facilities operations and maintenance engineering, and construction - primarily as a federal services contractor. He serves on the Executive Committee of the Professional Services Council. Since 1989 Mr. Miller has served as President and CEO of EMI Services. Mr. Miller has lectured widely on Facility operations and management. He is a regular speaker for the Defense Acquisition University, and the Contract Services Association (PSC). Prior to his leadership of EMI Services, Mr. Miller served as an adjunct faculty member of Georgia Tech University and had a consulting practice in facilities operations and maintenance; and environmental compliance. Mr. David Gaines, Chief Operating Officer Mr. Gaines was associated with the US Military for over 30 years. During this time he was on active duty from September 1961 through November 1968, completing 5 permanent assignments, including tours in Iraklion, Crete, Greece and Saigon, Vietnam. After departing active duty he became a member of the US Air Force Reserve, performing duties as an Air Reserve Technician that required both reserve and US Civil Service affiliation, retiring from the reserves in 1982, thereafter becoming a Civil Servant only. Throughout the years he worked in various capacities, including Base Training Officer, Base Disaster Preparedness Officer and Base Executive Officer. Dave retired from the US Civil Service in April 1990, then immediately began work as a Base Operating Support contract Project Manager, where he remained until 1997. In early 1998, Mr. Gaines accepted a corporate level position as VP of Contract Services to assist Bob Holtz Services, Inc (now known as BHS Services, Inc), in becoming a major government services contractor. He has since been promoted to his current position of Chief Operating Officer. Mr. Stan Mills, Chief Financial Officer For the past fifteen years Mr. Mills has worked in the private sector for companies specializing in providing services to the Federal Government. For the past five years he has been employed as Chief Financial Officer of EMI Services. Mr. Mills has played an integral role in developing EMI’s Defense Contract Audit Agency’s approved accounting system, managing Government contracts and audits, maintaining banking and bonding relationships and managing the corporate office. Mr. Mills is well versed in project accounting, FARs, CAS and job costing. Overall, Mr. Mills has over 25 years experience in accounting and business management. After graduating from Idaho State University in 1982 with a bachelor’s degree in business administration with an emphasis in accounting, and passing the Uniform Certified Public Accounting examination on the first sitting, he went to work for a regional CPA firm in the audit and tax department. After five successful years in public accounting Mr. Mills turned his attention to private sector accounting and business management by becoming the Comptroller of Development Workshop, Inc. (DWI), a not for profit rehabilitation facility specializing in job opportunities for disabled individuals. His five years experience at DWI provided valuable experience in private sector accounting, human resource management and job cost accounting.

EASTERN - EXPERIENCED CORPORATE LEADERSHIP Mr. John Aldridge, President Eastern’s Facility Sustainment and Base Operating Support Service (BOSS) experience begins at the top, with Mr. John Aldridge, President. Mr. Aldridge has over 12 years experience managing facilities for the federal government as a Civil Service employee with the US Navy. In 1994 Mr. Aldridge took over the reins of Eastern. Since that time, he has focused on molding the company to become the leading Small Business facilities contractor serving the federal government. This objective has been achieved by fully understanding the long-term needs and requirements of his customers. Much of this effort has been directed at bringing commercial standards to federal projects nationwide. Accordingly, the company has invested heavily and established a focus on: collection and analysis of facilties management performance metrics; and automation through dedicated, corporate-owned Computerized Maintenance Management (CMMS), Financial Management and Quality Control systems. … AN INTEGRATED APPROACH STRATEGY FOR KEY PERSONNEL Our Team recognizes that success in the service sector depends upon our ability to attract the best, brightest and most qualified personnel. We are dedicated to hiring a cadre of corporate and project management personnel that reflects the requirements of our customer base. For this reason, we maintain a continuous search and retention program to attract senior Public Works professionals upon retirement or separation from military and government service. We back this program with highly competitive salaries and benefits. CONDUCT OF OPERATIONS Our Team conducts operations as: 1) a prime, stand-alone small business, 2) as a subcontractor, and 3) as a teaming partner with both large and small businesses. When considering a federal procurement, our focus is providing the best possible solution for government requirements. Accordingly, we draw on our extensive relationships within the contracting industry to meet customers needs. Our primary operational criteria is that all team members adhere to a metrics-based perfomance methodology where our work is continuously monitored, measured and improved in-line with the most stringent government and industry standards. Teaming Strategy Our final support strategy for Shaw Group will be defined by the government’s determination for set-aside status for a variety of potential opportunities. Our Team has a broad experience base offering support in most facets of base operation and logistics. Although we anticipate and encourage, specifically - small business set-aside decisions for procurements - we are prepared, in concert with Shaw Group, to seek further contracting relationships with the best possible candidate 8a, SDVOB and Hubzone firms to fulfill the letter and spirit of our customer’s procurement objectives. Training and Mobilization Strategy Our Team has a long history of professional experience training for, mobilizing to support, and phasing-in federal projects. In the past 20+plus years we completed more than 60 projects. The most recent contract award and phase-in concluded by a team member was September 2007 at the Naval Research Laboratory, Chesapeake, MD. (Please refer to the Past Experience and Project Profile Sections found later in this document.)

o Upon Contract Award, and in advance of Contract Start and Phase-In, the Team shall begin its partnership with our customer on Day 1. We anticipate an immediate site-visit and collaborative discussions with both the customer and incumbent contractor. To support this, the company will maintain ample financial resources and project implementation personnel in reserve, in advance of Contract Award. As a Small Business we rarely face the prospect of implementing more than one project at any given time.

o In advance of Contract Award, as part of our standard practice, we will have prepared a website to facilitate our partnership. This website, known as the Facilities Support Portal, will allow our customer to track our progress on specified action items, query reports, contact our designated

PERORMANCE BASED SYSTEMS AND OPERATIONS STRATEGY Our Team believes that for good managers to manage well, they must have the best systems and tools. These systems include using MAXIMO® as a Computerized Maintenance Management System (CMMS) for asset management, materials management and purchasing; and deployment of the Deltek® financial management system for billing, tracking, compliance and regulatory needs. Our Team has integrated these tools, resulting in a metrics-driven, performance-based approach to managing and improving accounting, financial and job cost reporting, and cost recovery functions. Further, our integrated MAXIMO CMMS and Deltek® Financial Management tools are enhanced and underwritten by a dedicated Quality Control and Assessment System iMS. Commensurately, we are an ISO 9001:2000 certified company. For the future, we are also pursing Lean Six Sigma as a standard benchmark for our Quality Management protocol. Standardizing our processes to International and Commercial standards gives our customers conformity of products and services, and assures quality, safety and reliability. Just as importantly, it provides a known baseline from which we strive to improve. Computerized Maintenance Management -- MAXIMO Our Team has been using MAXIMO since 1998 as our Computerized Maintenance Management System. We understand the Navy and NAVFAC have a long, successful track-record with MAXIMO and it has become an integral part of the facilities management protocol. Our recognition of this, and our desire to keep pace with the needs and direction of our Navy customer, compelled us to invest and develop the MAXIMO expertise we have today. Very few small business BOSS contractors can field and maintain sophisticated applications such as MAXIMO today. Our Team uses MAXIMO to support:

We currently maintain 90+ MAXIMO seats (licenses) in support of our projects nationwide. Generally, we bring our own licenses to support internal CMMS/MAXIMO resources at most of our projects. Further, we have ample experience interfacing with government MAXIMO applications and other CMMS tools should that be allowed or required. Financial Management – Deltek Cost Point Our Team has been using Deltek CostPoint, an industry leading cost accounting system, as our internal Cost Accounting System for the past three years. This DCAA approved system allows for detailed cost accounting and reporting. CostPoint vastly out-performs the typical GCS Premier software used by competitors as it provides detailed reporting not found in other programs. Quality Control and Assessment -- iMS Our Team has developed and implemented our proprietary Quality Management System, iMS, and has successfully used it on contracts for the past two years. This state-of-the-art, Web-Based Quality and Corrective Action Software ensures that the products, standards and services we provide meet or exceed the rigorous servicing and safety requirements demanded by our customers. iMS provides for timely and effective remedial and preventive action, as well as making evidence of inspections and corrective actions readily available to our customers. Further, iMS enhances our ability to provide a unique internal inspection regimen as a project quality assessment tool. While this serves in addition to the customer’s Quality Assurance Engineering (QAE) function, encouraging our Quality Control Managers to implement ad-hoc assessments internally is just one way we can leverage the iMS to achieve zero defects. As with many of our system, our customer has a seat on iMS via the Internet – allowing them to survey our Quality Control Program and internal Quality Assessment actions in real-time. Our objective is to achieve zero deficiencies at our projects and iMS is helping meet that goal.

Quality Management – Environment, Safety and Health … First Our ES&H Program is subject to the same rigorous Quality Management regimen as all other elements of our performance. In fact, our excellent safety record is testament to our focus on maintaining the highest possible standards.

Description of Work: EMI Services (EMI) supports the U.S. Air Force Space Command's 341st Space Wing, providing base operating support services and design-construct (SABER) services at Malmstrom AFB, at the Minuteman ICBM silos that the base oversees, and at the Montana Air National Guard complex in Great Falls. EMI's scope includes grounds maintenance, refuse and recycling, facility maintenance, military family housing, custodial services, and SABER engineering design -- minor construction.
