Reason for Report To update Members on Jetpatcher performance, pothole hotline and the process involved in the Jetpatching of pothole repairs and carriageway defects (power point presentation). 2. Background 2.1 In response to increasing pressures on the Road Maintenance Budget and in an effort to counter this situation, the use of an innovative carriageway repair system was trialled in April 2002 and due to its outstanding success, a Jetpatcher was subsequently purchased in July 2003. 2.2 commenced work in the Annandale and Eskdale and Nithsdale areas but due to the backlog of works a second Jetpatcher was hired in to meet the region wide demand. Initially commissioned for the whole of Dumfries and Galloway, the new Jetpatcher 2.3 Following a review of Jetpatcher operations during 2003 a second machine, (High Velocity Patcher) was purchased. This has allowed for Jetpatching machines to be based in the East and West of the Region. 2.4 repairs, Combined Services Committee at their August 2003 meeting, agreed to the establishment of a Pothole Charter with the undernoted anticipated times for treatment of notified defects: In conjunction with the introduction of this new approach to effecting carriageway 0 Principal and B Class Roads -temporary or permanent repairs by means of traditional patching or Jetpatcher pothole system with a target of 3 working days. C Class and Unclassified Roads -temporary or permanent repairs by means of traditional patching or Jetpatcher pothole system with a target of 7 working days. 3. Key Points 3.1 conventional patching in many locations particularly lower class rural roads, with conventional patching primarily being used in urban locations and on heavily trafficked roads where structural defects are evident. Since its introduction in 2003 the Jetpatcher process has taken the place of 3.2 Over this period of time, the performance of Jetpatcher works have been monitored in terms of both cost savings and quality of repairs. It is encouraging to note that since the advent of the Pothole Charter which was introduced concurrently with repairs undertaken by the Jetpatcher system, over 1616 telephone calls have been received with in excess of 80% of all pothole repairs across the region being treated within target response times. 3.3 Despite advertising the defect line on roads vehicles, council web site and via press coverage of the Jetpatcher operations, it is evident that across Dumfries and Galloway there is an obvious difference in participation of use of the pothole hot line by the travelling public. However, this does reflect the road condition survey that indicated the general condition of the road network deteriorates West to East of the region.

0 Annandale & Eskdale The Jetpatcher jointly operated between Annandale & Eskdale and Nithsdale on a programme of maintenance to treat carriageway repairs on all road classifications with their operational areas.

1233 pothole telephone calls received. Not all calls related to individual potholes but general concerns regarding road condition i.e. surface depressions and cracking. 88% of all pothole telephone calls received to date have been treated within target response times.

Nithsdale The Jetpatcher jointly operated between Annandale & Eskdale and Nithsdale on a programme of maintenance to treat carriageway repairs on all road classifications with their operational areas.

21 2 pothole telephone calls received to date with 91 % completed within 3-day requirement and 100% treated within target response time of 7 days.

Stewartrv High Velocity Patcher has been used on a rotational basis with Wigtown to treat carriageway repairs mainly in rural locations, on all road classifications but predominantly U Class roads.

71 othole telephone calls received to date with 83% treated within target response times.

0 Wiatown High Velocity Patcher has been used on a rotational basis with Stewartry to treat carriageway repairs mainly in rural locations.

100 pothole telephone calls received to date with 87% treated within target response times.

4. Recommendations Members are asked to:
