TWUA PRESIDENT: Get An Attitude CeCe White, President

That’s right! Approach everything you do with an attitude. Our attitude can make or break our day. It affects everything we do, see and feel, and often affects how others around us react and behave. In most cases, we decide how our day is going to be before we get out of bed in the morning.

In Russell Hamilton’s article, in the October Journal, he told a story about a man who always looked on the positive side of things. He did so by making a conscious decision each and every day to look and work for the good side. He actually CHOSE his attitude each and every day and by doing so maintained a control in his life that many of us lack.

To me, attitude is how we view the things in our life. We’ve all heard the example of seeing a glass as either half full positive attitude or seeing that same glass as half empty (negative at-titude). If we see the day as something to be endured until the weekend arrives, if we see our co-workers as people to “put up with” until 5:00 each day, if we see our jobs as a dead-end way to buy groceries – we are getting the short end of the stick and it’s OUR fault.

No matter what our situation in life or job responsibilities, it is up to us to make the most of it and we can do that with a posi-

tive attitude. Your job is YOURS and no one else’s. Other people in your department may have the same job title or job description you do, but they do not bring the same skills, knowledge, and experience to the tasks assigned that enable you to make the job yours. You can go to work each day and just die there or you can go to work and thrive there. The choice is entirely yours. By looking at the job as YOURS, you can take responsibility for, and pride in, a job well done. Set goals for yourself, even if it is as simple as competing with yourself. For example, greet one more person each day with a pleasant hello and a smile; keep your filing caught up for an entire week; challenge yourself by trying to shorten the time it takes to clean up your vehicle at the end of the day, etc.

You will find your time at work getting better as more people respond to your pleasant greetings and smiles, as you are able to more easily put your hands on that fax from City Hall, or as your vehicle is a clean and uncluttered mode of transportation during the day. Strive to be the best YOU can be and you will become the employee that everyone wants to have working for them or the supervisor for whom everyone wants to work for.

Make your day and your job worthwhile for you by choosing to show a positive attitude. So I repeat – Get an Attitude!S

My sincere hope is that the holiday season was enjoyable for everyone. Now if we can only figure out how to pay for it and lose those added holiday pounds. How are you doing on those New Year Resolutions?

Our 3rd Annual District Officer Training event will be held on January 10, 2012. We are bringing together district officers to discuss the issues districts are facing (participation, lead-ership, RG-373 compliance, etc.) and TCEQ staff members will present important information (with time for questions at the end).

If you are an officer for any district or subsidiary unit, please mark this date and make plans to attend. If you are a district secretary you should have received an e-mail with all of the event information, along with a request to share the information with the other district officers; if not, and you are a district officer or would just like to attend, please contact David or Patti at Central Office.

We highly encourage face-to-face participation at this District Officer Training Event; however, Texas is a big state and we understand that for some it is not practical or possible to make the trip to Austin. For those who are not able to attend in person, we will be utilizing our video equipment and technology and making it possible to attend this training remotely.

As long as you have a computer with internet access you should be able to view this live training presentation. Con-tact Central Office for more information and to sign up for the “online” version.

For those in West Texas, the Far West Texas Regional School will take place February 6-9, 2012 in Fort Stockton. Please refer to the Journal or the website for the specifics of this event. Tom, Norma, and the City of Fort Stockton do a great job of providing operator training in Far West Texas. As I relayed to Bobby Rogers one time – you have to want to go to Fort Stockton because it is not on the way to many places, but it is worth the trip. Always a good school and operators in this area are encouraged to take advantage of this training opportunity.

94th Annual School Corpus Christi Operator Training will begin March 5, 2012. If you have not registered or se-cured your hotel please take this time and process those reservations. Sunday March 4th will be an important part of Annual School. I encourage everyone attending this year's school to please join us for Opening Session and the Awards Program.

The Last Board Meeting, the Opening Session, the Awards Presentation, and a Reception will all take place Sunday at the Omni Hotel. Please refer to the detailed

listing of events in this Journal for more information regard-ing Annual School events.

Updates on a couple of Central Office Projects: The data-base update and conversion to operator license numbers. As I write, we are tweaking the new database and some of the options are still being evaluated and finalized. We do see the light at the end of the tunnel and we appreciate your patience and understanding.

With the assistance of TCEQ, we were able to convert all the member social security numbers to operator license numbers. We hope that for your future training needs you will use your Operator License Number in place of any social security number. If you are new to the industry and do not have a TCEQ Operator License you will need to use your social for reporting purposes.

Central Office has been actively implementing the various components of our online training. We have the equip-ment installed and functioning. There are many details that are very time consuming but again we are steadily making progress and should have a working process to present to TCEQ for approval very soon.

Our plan is to request approval for both live instructor lead training and self paced training at the same time. The “live” events will be very similar to the traditional classroom training and the participants will be required to attend via computer at the time posted just like they were going to class. The “self paced” is simply an operator training course, such as Distribution, that is broken into chapters and the participant has some control over when they view each chapter. Once a chapter has been started, the participant must participate in the entire chapter presen-tation. There will be a time limit for completing the self paced courses probably 30 days. We are still working out all of the requirements and stipulations. Please check your e-mail for updates announcements.

Most all the upgrades Central Office is going through are geared toward the electronic mail and notifications. We ask you to go to the TWUA website and update your contact information. We need current e-mail address in order to keep everyone updated on training opportunities and as-sociation updates.

As we have mentioned, TWUA will not sell, share, or distrib-ute your email so please take a moment and make sure we can contact you. You will always have the option to opt out of e-mail distributions if you feel you are being bombarded with notices and information.

YESTERDAY, TODAY, TOMORROWThere are two days in every week about which we should not worry. Two days which should be kept free from fear and apprehen-sion. One of these days is yesterday, with its mistakes and cares. Its faults and blunders, its aches and pains. Yesterday has passed forever beyond our control. All the money in the world cannot bring back yesterday. We cannot undo a single act we performed. We cannot erase a single word we said. Yesterday is gone. The other day we should not worry about is tomorrow. With its possible adversities, Its burdens,

Its large promise and poor performance. Tomorrow is also beyond our immediate control. God willing, tomorrow’s sun will rise, either in splendor or behind a mask of clouds,

but it will rise. Until it does, we have no stake in tomor-row, for it is yet unborn. This just leaves only one day . . . Today. Any person, with a little support can fight the battles and challenges of just one day. It is only when you and I add the burdens of those two awful eternities - Yesterday and Tomorrow that we break down. It is not the experience of today that drives people mad. It is the remorse or bitterness for something which hap-pened yesterday and the dread of what tomorrow may bring. Let us therefore live but one day at a time. S ~ Author Unknown ~

CUSTOMER SERVICE NEWS: Providing Positive Customer Service Over the Phone By, Allen Merritt, Customer Service Coach

Providing exceptional customer service is vital toward building customer loyalty. More significantly, developing positive presentation skills are essential to ensuring good communication and rapport during each customer interac-tion, especially over the phone.

Customer service training for call center environments must take a varied approach in teaching such skill sets. Clear communication over the phone does not compare to a face to face interaction.

The first thing to keep in mind when learning to speak with customers over the phone is that they cannot see you. Customers are not able to observe your eyes, facial expres-sions, hand gestures, or body lan-guage (all of which are considered important to interpersonal commu-nication). With that in mind, how do customers respond to customer service representatives over the phone? The answer depends on the following variables. 1. Verbal Presentation

This includes pitch, tone, and vocal inflection. Customers either respond kindly or react in accor-dance with the quality or style of the presentation. Any voice sounding monotone or robotic, uncaring, sarcastic, put off or rushed will send a message to the customer about the quality of service they are about to receive. 2. Acknowledgement

Customers appreciate being acknowledged from the begin-ning of the call. This includes answering the phone right away with an opening statement, identifying the company, providing our name, and offering to help. 3. Actively Listening

Listening is a skill which needs constant attention. I always advise my staff that you listen to hear what the customer is saying and for any contextual cues on what is not being said. You listen to hear and understand the nature of the call. Listening is not allowing the conversation to go in one

ear and out the other. The customer will quickly catch on that you did not hear them, especially when you keep asking the same question repeatedly or ask them to explain again. Look for the meaning in what they are saying by paying attention. 4. Taking Interest

Paying attention to each customer and participating in the conversation is one way to gain customer confi-dence. Demonstrate a sense of care and get involved with their situation. Simply letting the customer know that there is interest in helping resolve their concern(s),

leads to a better understanding of the situation and paves the way for a satis-factory resolution. I like to think of this as a team effort. You and the customer are working together toward a positive outcome. 5. Limit Dead Air and Hold Time

Presentation includes not remain-ing silent on the line while looking up information, inputting data, or placing the customer on hold. Representatives should limit silences and hold times to a minimum. Always explain what you are doing prior to silence and/or placing

them on hold. Otherwise, customers may think you do not care, are not listening, or that you hung up on them. Apologize for their inconvenience and thank them for waiting when you come back into the conversation. 6. Avoid Negativity

Many times a customer will call in over a negative expe-rience. Therefore, it is wise not to return a negative for a negative. Avoid profanity, raising your voice, sarcasm, indifference, rudely interrupting the customer or making any statement indicating that you cannot or will not help the customer. More importantly, never create a confron-tational situation by blaming the customer and making comments that lead to verbal finger pointing. Take a deep breath when necessary and think about what to say before you say it. Work diligently to diffuse and reduce customer frustration. 7. Positivity

Using positive word choices will almost always generate good customer relations. Turn the situation around and create a successful outcome. Let the customer know that you understand and are happy to help. Apologize for their inconvenience and demonstrate initiative in finding a reso-lution. Remember to take interest and acknowledge the situation. Smiling helps convey a positive tone even while speaking on the phone. 8. Control

Customer service representatives need to remain calm, cool, and collected at all times. Be reminded that the cus-tomer’s situation is not about you. Gain control by asking questions, clarifying, and verifying the nature of the call. Provide audible cues that you are actively listening and understand what the customer is saying. Another impor-tant element of controlling the call is to never assume that what the customer is saying is complete or accurate. In other words, try not to accept what they say at face value without getting more descriptive information. This will help reduce any misunderstandings about what the customer’s needs are. 9. Sense of Urgency

Work quickly and efficiently. Being ur-gent does not mean rushing through the call or taking shortcuts, but it does mean not wasting the custom-er’s time. Learn how to multitask. Talk and type at the same time, conduct research, and ask questions as you go along. Avoid writing information down and then going back later to input it into your database. This will only cause further delays in resolving the situation. 10. Customer Appreciation

Keep in mind that the customer comes first. They are the reason we are here. Demonstrate appreciation by thanking them for their time and business. Exceed their expectations, give them service they did not expect, and do not forget to always follow-

up and follow through. Customers expect that we will do exactly what we say we are going to do. Customers call in for a reason. Think of each call as an opportunity to improve the process, satisfy the customer, and provide a resolution. The guidelines go hand in hand and will help customer service representatives facilitate and handle customer concerns over the phone.

Generating successful outcomes with customers over the phone does not have to be difficult, but it does take effort and awareness on how to operate with a sense of care. Be prepared to have general one line phrases that help you communicate well with the customers. Practice keep-ing conversations on the positive upswing. You can get the customer on your side by letting them know you are on their side.

SAFETY NEWS: Work Zone Safety Source: U.S. Department of Transportation, Federal Highway Administration

A work area is defined by the U.S. Department of Trans-portation, Federal Highway Administration as, “That part of the highway being used or occupied for the conduct of highway work, within which workers, vehicles, equipment, materials, supplies, excavations or other obstructions are present.”

Some facts about road work zones:

The most common crash in a highway work zone is the rear-end collision

As more emphasis is put on rebuilding/refurbish-ing the highway system in the post-interstate era, more work zones will be set up each year. More zones mean more risk of collisions and deaths (1,092 people died nationally in work zones in the year 2000)

Most ticket fines may be doubled in work zones

Enforcement of traffic laws in work zones is main-tained 24 hours a day, work zone speed limits are

enforced even if no work is underway

Traffic enforcement is enhanced in work zones because of all the potential risks

Driving situations that a motorist may encounter as a result of the establishment of a work zone:

Lack of shoulder and/or median areas that usually serve as safety valve areas

Lanes reduced in width and lanes merging and subsequently reduced in number

Speed regulations and changing lane patterns

Detours to unfamiliar routes

Large construction or maintenance vehicles on the side of the road that may obstruct vision

Highway workers standing and working near traf-fic along with slow moving construction vehicles

Drivers slow to reduce speed and/or merging at the last possible moment

Aggressive drivers disregarding the work zone restrictions

Drivers not using common sense in the work zone area

Some work zones are mobile, such as line painting and road patching operations. These zones move along the highway until the work is completed. Obey the signs until you have passed the ones that state you have left the work zone

Some suggestions for driving safely through a work zone:

Diamond shaped orange warning signs are posted in advance of work zone areas, pay attention to these signs.

A “flagger ahead” warning sign may be posted as you approach the work zone. Obey the flagger’s directions; a flagger has the same authority as a regulatory sign, so you can be cited for disobeying his/her directions

When you see flashing arrow panels or “lane closed ahead” signs, merge as soon as possible

Slow down as soon as the signs tell you to. Stay calm and expect the unexpected

The most common crash in the highway work zone is the rear end collision, so leave plenty of space between you and the car in front of you (the 3 second rule would be best)

Observe all posted signs until you see the one that states you have left the work zone and if you already know of the existence of a work zone, you may want to plan an alternative route S

PES NEWS: Welcome to 2012 Pretreatment Program By Maurice Akech, Assistant Manager, Pretreatment Program Water Utilities Department , City of Dallas

Happy New Year to all pretreatment folks! I hope you all had a safe and enjoyable holiday season. If you are like me, you are probably determined to make a New Year’s resolu-tion and carry it out. The New Year resolutions make us take a new look at our lives every year and strive to be bet-ter. There are two questions that come to mind every Janu-ary, both of equal importance. The first is “What is my New Year’s resolution?” The second question is “What was my greatest accomplishment from last year?” While both can create some anxiety, they are critically important questions to think about as we begin 2012. Many will vow to lose extra pounds gained during the holiday, seek new careers and opportunities, or aim to become better pretreatment professionals.

As a pretreatment professional, apart from aiming to shed some pounds from the holiday feast and taking stock of last year’s accomplishments, my New Year resolutions are first to build a better partnership through Texas Water Utilities Association (TWUA) among the pretreatment programs to share knowledge and skills. Secondly, prepare and lay groundwork for new pretreatment regulations.

2011 may have been a good or challenging year for pretreatment programs. I can say that 2011 was a year of transition for many pretreatment programs in implement-ing the streamlining regulations. It has been a long winding road. The pretreatment programs were either preparing for or completing the streamlining regulations approval process. For those of you whose programs have been approved, congratulations for the successful transition. In 2012, I an-ticipate that many more programs will be approved to start implementing the new streamlining regulations.

In addition to pretreatment streamlining regulations, the Dental Amalgam Effluent Guideline, another proposed regu-lation, will have significant cost implications to pretreatment programs. EPA has been working on Dental Amalgam Rule Making and has proposed to release Effluent Guideline rule in fall of 2011 and finalize the proposed rule in fall of 2012. When this rule is finalized, it will have a major financial impact on the pretreatment programs. It will significantly increase the number of SIUs, requiring more resources at a time when many control authorities have a limited budget.

Control authorities increasingly have to deal with waste-water discharges from gas drilling and extraction from the Barnett Shale. Many gas wells have come up in urban areas releasing a significant amount of wastewater. These discharges are regulated under pretreatment regulations 40 CFR 403 and Part 435- Oil and Gas Extraction Point Source Category. At the last NACWA National Pretreatment and Pollution Prevention Workshop in St. Louis, Missouri, Marcus Zobrist, Chief, Industrial Branch, Water Permits Division, Office of Water said that EPA was working on Shale Gas Extraction NPDES Initiative and that additional guidance on NDPES permitting, pretreatment requirements and accep-tance of hauled waste were being contemplated.

The other important aspect in professional growth of the pretreatment personnel is a good training program. The 94th TWUA Annual School will be held starting March 4,, 2012 in Corpus Christi, Texas. The advanced pretreatment course will be offered which, at this time, is the only pretreatment course available since regional schools do not offer the course.

Although many cities have limited training budgets, I encour-age all pretreatment personnel, especially those the large pretreatment programs to attend so that they can share their knowledge with others and mentor pretreatment “newbies.” Being a newbie can be a challenging task in the pretreatment field and it requires several years of mentoring to be a good pretreatment professional.

My plan in 2012 is to implement my New Year resolutions! I look forward to meeting you at the TWUA Annual School. Happy New Year to all pretreatment professional! S

IN THE NEWS: Most Bottled Waters Are Glorified Tap Water- Learn How to Hydrate the Healthy Way By Anthony Gucciardi, Health Activist and Wellness Researcher

Millions around the world purchase bottled water as a primary form of hydration. Many of these consumers are under the false impression that the bottled water they are consuming is safer than the toxin-laden tap water that is coming out of their household faucets. Unfortunately, bottled water is often just as bad, or even worse, than tap water in the United States and elsewhere. Research shows that this common misconception is the result of highly-effective mass advertising campaigns and marketing. Learn how to distin-guish between safe and unsafe drinking water. The typical cost of bottled water per gallon is around $3.79, while a typical cost of tap water is $0.002/gallon. Of course tap water is not a viable alternative to bottled water when it comes to improving one’s health, but why is bottled water so much more expensive when it is often times just as contaminated? For a 1900% markup over tap water, it would be expected that the bottled water would be of much higher quality and at least reasonably free of health-crushing contaminants. According to an extensive study conducted by the Environmental Working Group (EWG) 9 out of 10 of the best selling water brands fail to even identify the methods in which their products are filtered or purified. In fact, the com-panies fail to answer 3 important questions when it comes to the quality of their water: Where does the water come from? Is it purified? Have any tests found any contaminants in the water? Further research has attempted to answer these questions through independent studies, despite the lack of answers coming from the bottled water companies. Astoundingly, after reviewing the research, the Environmental Working Group recommends filtered tap water over any bottled water. The premium price tag on bottled water quite often means almost nothing. The study found that almost 50% of bottled water is municipal tap water. Other bottled water was found to be less regulated than tap water in terms of contaminants, and oftentimes more polluted with toxins than regular tap water. Another factor, aside from the shady lack of informa-tion coming from the industry regarding bottled water, is the presence of bisphenol A in plastic bottled water. Bisphenol A is a hormone-disrupting chemical linked to a number of nasty health conditions including cancer, obesity, and the development of feminine traits in males. Canada has even labeled bisphenol A as a toxic chemical after two years of debate and research on the subject. Found in nearly 91% of all canadians at the time of the ban, bisphenol A is pres-ent in the majority of water bottles. Experts may argue that the presence of bisphenol A alone would make drinking any bottled water an immediate threat to your health, leaving the debate in the dust. Since bottled water and tap water are both so destructive to one’s health, what is the best kind of water to drink?

Filtered water is the best option both economically and in terms of health. While the initial cost of a high quality water filter may exceed the price of a month’s supply of bottled water, you are saving both your body and your wallet in the long run. With high quality filters, only purchasing replace-ment cartridges will be necessary after the initial purchase, which are oftentimes fairly cheap. It is important to note that when filtering tap water, reverse osmosis is a preferred method in removing toxic substances such as fluoride and heavy metals. With a reverse osmosis filter, however, comes another problem.

Reverse osmosis filters remove everything from the water, even natural minerals and nutrients. The water, once con-sumed, will be looking to leech back these minerals from your body to maintain its state. Adding certain minerals to the water, or even apple cider vinegar, is effective in restoring the natural nutrients back into the water. A mineral filter may also be an option in restoring water stability. No matter what the choice, stay away from bisphenol A-laced bottled water and especially toxic tap water. S
