With a slowly improving national economy, and moderate activity with companies expanding into metro areas, we still experienced a moderate level of interest in Putnam County as evidenced by the number of site location proposals that we received during this time period. Putnam County Economic Development Activity Report

January 1, 2014 through December 31, 2014

Pursuant to the provisions of the Economic Development Agreement made and entered into between the Putnam County Board of County Commissioners and the Putnam County Chamber of Commerce, this report is furnished containing a list of accomplishments for 2014:

1. New & Existing Business Development:

• Sought business and industry that would: 1) utilize and train the local labor force as their employees, 2) provide equitable wages, salaries, and benefits, and 3) promote economic diversity while building on existing assets of Putnam County.

• Coordinated prospect visits and served as their liaison with governmental entities and agencies as appropriate. Hosted 6 on-site prospect visits.

• Responded to 14 requests for information from firms considering Putnam County, representing over $103.0 Million in capital investment and 1,730 jobs.

• Encouraged expansion of existing business and industry, and new business and industry, to select sites where existing public services and infrastructure is in place.

• Maintained electronic database of available commercial and industrial properties available within Putnam County via Atlas & Costar.

• Worked with NFEDP to launch regional marketing website equipped with Atlas database.

• Maintained RFP template which includes information related to population, labor force, average local wage, cost of living, and quality of life factors.

• Continued efforts to support and encourage public/private partnerships to further strengthen local economic development efforts.

• Coordinated small business assistance programs for County businesses and citizens with the University of North Florida Small Business Development Center.

• Began annual existing business survey. Will use data collected to provide information regarding labor force needs and training to CareerSource Northeast Florida and First Coast Technical College.

• Provided technical assistance to over 34 business; these could include manufacturers, consultants, retail, and commercial businesses.

2. Related Agencies: • Maintained working relationships with Enterprise Florida, the Department of

Economic Opportunity, Florida First Coast Marketing Coalition (JAXUSA Partnership), CSX, various utilities, First Coast Technical College, North Florida Economic Development Partnership, Florida Institute of Government, North Florida Broadband Authority, Florida High Technology Corridor Council, Palatka Municipal Airport Advisory Board, the Florida Economic Development Council, and other economic development agencies that could potentially generate prospective businesses or industrial locations within Putnam County.

• Maintained books and documents, and coordinated meetings of the Putnam County Development Authority and the Putnam County Rural Enterprise Zone Development Agency Board of Commissioners.

• Submitted required Enterprise Zone quarterly reports to the State of Florida. • Provided Zone information and assistance to 1 business via personal visit,

phone, mail, or e-mail. • Assisted the NFEDP to plan and execute a successful FAM Marketing Event

with 9 recognized national site consultants, Enterprise Florida project managers, the Florida Secretary of Commerce, and several utility partners.

• Attended JAXUSA Flagler County Fieldtrip. • Attended JAXUSA Regional Forums. • Began CEDS recertification process with Northeast Florida Regional Council.

3. Other Activities:

• Maintained financial records and reports related to the use of all funds provided to the Chamber as the designated economic development agency by the County.

• Continued to serve the community as the BOCC’s alternate board representative. Attend meetings on a regular basis and work to assist the NFBA with certain requests for information, conducting informational meetings, and updating officials and other members of the public when requested.

• Continued to work with Jacksonville Regional Chamber to advance a regional legislative agenda created by the seven chambers of Northeast Florida.

• Presented to the NEFRC Regional Leadership Class on Economic Development.

• Attended FEDC Winter Symposium. • Presented in a statewide webinar alongside the Florida Secretary of

Commerce about Rural Economic Development. • Assisted USDA Rural Development to obtain information about existing

projects. • Attended Enterprise Florida’s Rural Bootcamp in Greenville, FL. • Assisted County with presentation to VA for Nursing Home Facility. • Participated in Ride Solutions funding issue team. • Served on 2014 Florida Rural Summit planning committee. Event was held on

November 5-7 at the World Golf Village in St. Augustine, FL. • Presented at the 2014 Rural Summit. • Attended EFI Stakeholder meetings. • Worked with state and regional economic development partners to pass HB

7023 that changed the name of Rural Area of Critical Economic Concern to Rural Area of Opportunity.

• Presented at two North Florida Economic Development Academies, one of which was hosted in Palatka at Crystal Cove Resort & Marina.

• Attended FPL Illumination Event in Flagler County with 6 site location consultants.

JAXUSA Partnership is the regional economic development partnership comprised of private sector investors, public entities and the economic development organizations representing the seven Northeast Florida regional partner counties - Baker, Clay, Duval, Flagler, Nassau, Putnam and St. Johns. Each partner contributes to JAXUSA and this investment allows us to remain competitive in the world of economic development. As part of our efforts to recruit new companies and expand the existing business community, JAXUSA uses strategic research and targeted marketing techniques to promote its economic development initiatives. Our mission is to create high wage jobs for area residents and grow the overall economic pie. Our vision for the future is clear – to be a place where businesses will thrive while preserving the area’s natural resources and ideal surroundings. JAXUSA Partnership is a $3 million program funded through a diverse association of stakeholders including 165 private sector businesses, public agencies and a partnership with the economic development organizations representing the seven Northeast Florida counties. Partner county funding, augmented by other JAXUSA funding, is used exclusively for marketing and research activities. The total annual budget for these programs was approximately $500,000. In 2014, JAXUSA aggressively marketed Northeast Florida nationally and internationally, and as a result announced 28 projects creating more than 2,500 jobs in the region. Major 2014 initiatives included the economic development mission to London in partnership with the Jaguars, implementation of the new JAX Marks the Spot ad creative, and continued progress with the Innovate Northeast Florida strategic plan. The following Annual Report provides an overall highlight of JAXUSA’s regional accomplishments in 2014.
