The Department of Public Safety continues to move forward in our mission to provide for the safest community

possible through service to our residents and visitors. We are looking forward with implementing some

outstanding programs thanks to the budget approved by the Board for 2018.

Tuesday, January 2nd – Attended the Cumberland County Police Communications Meeting at the County Public

Safety Center.

Then attended the BOC reorganization meeting in the evening.

Wednesday, January 2nd – Attended a pipeline safety presentation at the West Shore School District

administration building.

Thursday, January 3rd - In the morning I attended the South-Central Task Force Drone Working Group meeting in

the morning. Discussion continues how to develop and implement a regional drone program to support police,

fire, and EMS operations.

Friday, January 4th – Attended the Directors meeting in the morning.

Saturday, January 5th – Met with Life Team administrator to review program objectives between services.

Monday, January 6th through the 11th – Subpoenaed for Jury Duty in Dauphin County during the work day these

four days.

Monday, January 6th – Attended the Board meeting in the evening.

Wednesday, January 10th – Attended the Public Safety Officers meeting arranged by Captain Wirth late

afternoon and then attended the LA Fire Company meeting in the evening.

Friday, January 12th – Administrative duties caught up from the week and then attended the tax credit meeting

in the afternoon.

Monday, January 15th – Attended to various administrative meetings

Tuesday, January 16th - Attended to various administrative meetings.

Wednesday, January 17th – Attended the Cumberland County Chiefs meeting and stopped in to the Applied

Leadership class taught by VanMeter Associates in the EOC throughout the day. This course was attended by

various members of the Public Safety Department including police, fire, and EMS supervisors.

Thursday, January 18th - Attended the Cumberland County Chiefs meeting and stopped in to the First-line

Supervision class taught by VanMeter Associates in the EOC throughout the day. This course was attended by

various members of the Public Safety Department including police, fire, and EMS supervisors.

Monday, January 22nd – Attended the South-Central Task Force integrated response coordination training

meeting at Lancaster County Public Safety Training Center. This meeting was of the multiple disciplines in public

safety in the eight-county region to determine if we collectively can support theses training classes.

In the evening, attended the Board of Commissioners Meeting.

Tuesday, January 23rd – Attended the Department head meeting in the morning and developed interview

questions for the vacant fulltime EMT position.

Wednesday, January 24th – Conducted interviews for the full-time EMT position in EMS with Supervisors Hivner

and Calaman as well as Human Resources Coordinator Paul.

After the interviews held an EMS supervisors meeting. Then attended the LA annual mandatory Fire Training for

apparatus driver’s in the EOC.

Thursday, January 25th – Met with Bob Moyer to discuss radio issues in the EMS vehicles and completed

administrative work in the afternoon.

Friday, January 26th – Attended an AT&T information session in the EOC regarding FirstNet. All of the public

safety disciplines in the Township had representatives present. After the presentation convened a monthly

Public Safety Coordination meeting.

Monday, January 29th – Attended a Verizon Cellular presentation in the EOC with all the public safety disciplines.

The options are being reviewed for using AT&T with FirstNet access or Verizon. The state “opting in” to the

FirstNet project with AT&T building out the FirstNet network in Pennsylvania.

Tuesday, January 30th – out of the office as a flex day for the pending Saturday attendance at the TMI sponsored

training.

Wednesday, January 31st – Flight to Denver to attend the PPVAR Board meeting. Attended that meeting in the

evening to discuss the strategic initiatives that PPVAR (Partnership for Priority Video Alarm Response) will

implement in 2018.

DEPARTMENT HEAD:

New year, new focus! There are some exciting projects on the horizon, including some forensic equipment

acquisition and the implementation of the TRACS system for e-Ticketing and crash reporting.

Captain Crone did participate in a Police Supervisors’ Meeting, the Public Safety Captains’ Meeting, and

Department Head Meeting. He also attended a PLEAC Standards Committee meeting, a block of leadership

training, the Township-wide Employee Meeting, and a Public Safety Coordination meeting. He presided over the

monthly meeting of the Pennsylvania Police Accreditation Coalition Meeting and was recognized by the Board of

Commissioners for his re-election as President of that esteemed organization, having served in that capacity

since 2011. Captain Crone also participated in presentations from cell phone vendors regarding prioritization

services for public safety communications.

Several department members traveled to Hershey for the memorial service for slain Deputy U.S. Marshall,

Christopher Hill. The service was a fitting tribute to his life of service unto others.

Work has started on developing a class for Township personnel who will be using the newly purchased

PowerDMS licenses. PowerDMS is a document management system already in extensive use by the Police

Department and, to a lesser degree, EMS and Public Safety. It was determined that this could meet the needs of

many township departments and the volunteer fire departments and facilitate document sharing, management,

storage, and publication for things from the revised Personnel Manual to commonly used forms to Township

Administrative Policies. As of this writing, the class is scheduled for 2/28 at 1pm.

We’ve experienced a welcome lull in thefts and robberies in 2018 so far, driving down Part I offenses. Part II

offenses remain comparable to last year’s numbers with a noted increase in fraud and decrease in DUI:

Records staff continues the normal daily routine of organizing, filing, and distributing paperwork as appropriate,

as well as fielding calls for service over the phone and handling or directing walk-up customers. Records are

currently under review for a round of destruction in accordance with record retention laws.

COMMANDER:

During the month of January, I spent time trying to prepare for the implementation of the TraCS system. This

system will allow the agency to do e-citations and enter crashes into TraCS and PennDOT. This should make the

patrol officers more efficient on the street. I have been working with vendors trying to get pricing for the mobile

printers, bar scanners and installation.

I have been putting training certificates earned by officers into Power DMS. I have also been entering training

courses into Power DMS that need to be completed by the officer. Officers will need to complete annual

MPOETC MIS training through on-line classes.

Annual employee performance evaluations are done in January in the police department. I met with the Cpl.

Sentman of the Criminal Investigation office and went over his evaluation. We also went over the evaluations

he completed for his personnel.

DEPT. TRAINING

The Lower Allen Township Police Department hosted leadership and first line supervisor classes in the EOC. Van

Meter and Associates were the presenters. Cpl. Curtis and Cpl. Read attended Applied Leadership on 1/17/18.

Cpl. Curtis, Cpl. Read, Cpl. Tamanosky, Cpl. Sentman, Cpl. Claeys and Ofc. L. Tamanosky attended First Line

Supervision on 1/18/18.

On 1/11/18, Ofc. Cramer attended Technical aspects of the Opioid Epidemic at the PSP Academy.

CSO PROGRAM

The four new CSOs are still going through FTO training. They should complete field training by the end of

January. The CSO’s covered the normal street shifts. There were additional traffic control details due to the

Christmas shows and Christmas Eve services at Christian Life Assembly and Christ Community Church.

The Lower Allen Twp. Police Dept. (LATPD) had 1,065 dispatched calls for service from Cumberland County

Communications in January 2018. Of those calls, 67 were UCR related.

During the month of Jan 2018, LATPD made 22 arrests, issued 72 traffic citations, 17 non-traffic citations, 66

traffic warnings and 26 parking tickets.

There were 43 crashes reported to LATPD in Jan 2018. Of those 43 crashes, 14 were reportable crashes and 29

were non-reportable crashes.

PPO Floyd completed her Field Training at the beginning of January.

Ofc Cox sustained a minor hand injury in-the-line of duty this month.

EMS continues to move forward as we restucture and improve upon systems. Inventories have been completed

for the AEDs including all in service within the Township. Under the MOU with the Fire Department, EMS is now

responsible for inspection and maintenance of this vital program.

An inventory was also completed of all the medical bags and other equipment on the EMS units with

reoganization and streamlining of that equipment. EMT Dougherty worked diligently on accomplishing that

mission and adding needed supplies and equipmwent.

During this month Supervisors Ken Hivner and Marie Calaman also pareticipated in the interviewing of three

candidates for the vacant EMT position. The top scoring candidate was forwarded to the Human Resources

Coordinator who did background checks. The candidate was ultimately prersented to the Board for approval.

The EMS supervisors also continued their monthly meetings with the Public Safety Director. Among the topics

on the agenda were:

• Up date on the airpack replacement by the Fire Department undert the MOU.

• Uniform purchases for processes and developing an inventory of uniforms issued to personnel.

• Reassignment of some EMS administrative duities to the supervisors.

• Supplu ordering processes.

Lower Allen Fire Company and Lisburn Community Fire Company personnel attended the following

training:

• Chimney Fires on the evening of 1/3/18 and was presented by Anderson Chimney Sweeps.

• Emergency Vehicle Operations Videos on the evening of 1/24/18.

• First Aid on the evening of 1/31/18 presented by Marie Calaman of LAEMS.

On 1/3/18 Public Safety Director Holl and Fire Captain Wirth attended a class on Pipeline Safety and

Emergency Response presented by Sunoco Logistics.

On 1/10/18 Public Safety Director Holl and Fire Captain Wirth conducted an all-hands meeting with the

four Public Safety Officers to go over the new Public Safety Administrative Order on PSO General

Duties.

On 1/11/18 and 1/18/18 Fire Captain Wirth presented the class “Taking Charge: Initial EMS Response

to a Mass Casualty Incident.” The class was attended by Lower Allen Fire Company and Lower Allen

EMS personnel.

On 1/17/18 Public Safety Director Holl and Fire Captain Wirth hosted a meeting with mutual aid Fire

Chiefs from the local area to discuss the future improvements to the Public Safety Officer Program and

the College Live-in program. Information was also provided on the multi-discipline approach to active-

shooter events.

On 1/17/18 and 1/18/18 Captain Wirth attended Applied Leadership Principles and First-Line

Supervisor training from Van Meter & Associates.

Fire Captain Wirth has been accepted as a volunteer staff member of the Cumberland County

Emergency Management Agency and received familiarization training on 1/19/18.

Public Safety Officer Tom Cook has been accepted as a volunteer staff member of the Cumberland

County Hazardous Material Response Team.

On 1/24/18 Captain Wirth attended Regional Rail Response Training from the International Association

of Fire Chiefs at the Adams County Emergency Services Center.

On 1/24/18 a meeting was held with the Driver/Operators from Lower Allen and Lisburn Community

Fire Company to come up with solutions on how better to insure coverage of the fire apparatus in the

overnight hours from 2200-0600. It was decided to establish a Drivers schedule for that timeframe to

be administered by Fire Captain Wirth.

Fire Chief Josh Keller, Deputy Chief Brian Ariano, Captain Greg Black, Frank Williamson, and Fire

Captain Frank Wirth attended a pre-construction meeting at the KME Fire Equipment Manufacturing

Plant in Nesquehoning, PA on 1/29/18. A review of the vehicle specification was accomplished with

many items addressed and several that will be addressed concerning the determination of the

wheelbase of the vehicle prior to ordering of the chassis. The final issues will be addressed in early

February.

Lower Allen Fire Company personnel removed all equipment from Engine 2-12, which has been placed

out of service and are finalizing the layout of equipment to be placed on the new Squad 12.

Fire Captain Wirth has completed his vehicle training and is an authorized Driver/Operator for Engine

3-12. Fire Captain Wirth has started training on Engine 1-12.
