I’ve done my best to remain active in the Elgin community. Most notably, I’ve spent a great deal of time volunteering with local non-profits like PADS, shelter for the homeless, the Community Crisis Center of Elgin, and serving on the board of the Kairos Family Center.

E) What experience have you had which will be most helpful to you in the office you seek? Having spent the last nine years in the State Senate, I have a keen understanding of the legislative process. I also have a great deal of experience in serving my constituents and hope to bring that same level of energy and service to the federal level.

A. Foreign and Military: Essay Questions

10. What should be Congress’s role in formulating foreign policy? In time of peace, to prepare for war. In time of war, to ready for peace. I believe that so much of our ongoing difficulties is related to our over-reliance on foreign oil. As such, I believe that at the heart of our foreign policy needs to be an integrated approach to economic policy as related to energy acquisition. Such a discussion is, in my opinion, needful of more time and space than is available for the purposes of this questionnaire.

C. Transportation: Essay Question 29. Please explain the role the Federal government should play in maintaining and improving

national infrastructure. Please specifically include your policy positions regarding highways, mass transit, high-speed rail, Amtrak, and the air transportation system. While serving in the Illinois Senate I’ve been a constant supporter of capitol programs that would interject billions of dollars that would go towards improving or infrastructure and building new modes of transportation across Illinois. I would like to see a similar national program aimed at fixing and improving our crumbling infrastructure. One of the programs I’d like to advocate for as a member of Congress would be converting the blue to light-rail extending passed O’Hare to Schaumburg, Elgin, and eventually Rockford. A major project like this would create thousands of jobs and be a huge boost to the local economy.

42. Elaborating the answers you gave to the yes/no questions on Taxes and Economic policy above, please outline your tax and economic policy positions, providing specific examples of changes you seek.

As a member of the Illinois State Senate, I’ve worked very hard to address systematic tax reform by addressing a tax swap that would create a permanent increase in the income tax while offering property tax relief. These reforms would help address the school funding issue in Illinois. These tax changes will lead to great changes in how we pay for education in Illinois.

43. What changes would you propose for the Social Security System?

The first and biggest change I would make to Social Security is removing the cap on incomes over $118,500. This change would help put more into the Social Security Trust Fund. I’d also like to see the federal government attempt to strengthen social security by expanding benefits and improve the COLA calculations.

44. What would you do to create jobs? Specifically address communities with historically high

and lingering unemployment rates. Increase federal investment in infrastructure, education and health care with special emphasis on communities referred to in the question.

G. Health & Human Services: Essay Questions I believe that woman should have access to all the reproductive health services they need. I am very proud of my 100% voting record with Planned Parenthood while a member of the State Senate.

benefits? Single Payer Universal Health Care will cover these individuals for necessary health services. Strengthening the role played by local governments, in Illinois – townships specifically, to combat both hunger and mental illness is something I would seek to do as a congressman. I have many concerns about the Patriot Act. As a matter of principle, while I recognize an ongoing need to balance our nation’s security against individual liberty, I have concerns that the patriot act has given unwise license to those we trust to protect us. As the act comes up for renewal, the protection of personal privacy would be foremost in my considerations.
