    Strengthening of ITDAs/ITDPs/TRls-reg.

    You may be aware that Article 275(1) of the Constitutionof India envisages toutilize the grants provided under this provision for the purpose of raising the level ofadministrationof ScheduledAreas at parwiththe administrationof the restof the area ofthat State to ensure implementationof developmentsprojects effectively. As per theexistingarrangement,programmesunderSpecial CentralAssistance to Tribal Sub-Plan(SCA to TSP) and Article 275(1) are implementedthroughthe institutionsof IntegratedTribal Development Agencies (ITDAs) and Integrated Tribal Development Projects(ITDPs) in the States. It is howevernotedthat ITDAs/lTDPs have not been able to growinstitutionallyto the desired levelprimarilydue to lack of supportmanpowerand moderninfrastructure.This has resultedinthesituationwhereoptimumutilizationof funds, for thepurpose these are provided by the Ministry, remains unachieved and consequentlydeliveryof services to the Scheduled Tribe populationis found to be still laggingbehind.It is desirablethatthese ITDAs/lTDPs be strengthenedbothintermsof infrastructureandmanpower to gear up process of monitoring and implementation of activitiescommensuratewith the agreed objectives enshrined in the guidelines translating intotangibleoutcomes.

    2. However,someITDAs suchas thoseintheStateof AndhraPradesh,havebeendoingoutstandingwork.The Andhra Pradesh modelset upof ITDAs has alreadybeen circulatedto all the State Governments for using the same as referencematerialfor considering

    restructuringof their ITDAs to ensureeffectivedeliveryof benefitsof tribaldevelopmentprogrammes.A copyofthesameis onceagainenclosedherewithfor readyreference.

    3. Itmayalsobe mentionedthatthis Ministryhas recentlyissued a draftguidelinesonthe programmes which has been circulated to all the State Governments (copyenclosed). The draftGuidelines, interalia,envisagesthe orderof priorityfor allocationofgrants under Special Central Assistance to Tribal Sub-Plan (SCA to TSP) and Article275(1)as below:

    (i) Strengtheningof ITDAs/dedicatedmicro projects I creation of new ITDAsas envisaged underArticle275(1)of Constitution.

    (ii) Supportingadditionalmanpowerin livelihoodand engineeringwings withinITDAs etc.

    (iii) StrengtheningTribal Research Institutes.

    (iv) Residentialschools and supportto Governmenthospitals in tribalareas.

    (v) Support to linkagewith livelihoodprojects.

    (vi) Any other projectrelatingto wellbeingof tribals.

    2. Governmenthave enactedthe AndhraPradeshScheduledCastesSub-Plan and Tribal SubPlan (Planning, Allocation and Utilization of FinancialResources)Act, 2013(Act No.1of 2013),to ensureaccelerateddevelopmentofScheduledTribes with emphasison achievingequity, focusingon economic,educational and human development,security and social dignity of theScheduledTribes, by earmarkinga portion, in proportion to populationofScheduledTribes in the State, of the total plan outlay of the State as theoutlayof the Tribal Sub-Planof the State andensuringeffective institutionalmechanismsfor the implementationand for mattersconnectedtherewithorincidentalthereto.

    3. Therefore, the Commissioner,Tribal Welfare has brought it to thenotice of the Governmentthat the single line administrativesystemin theITDAareasof the State introducedin 1986and reiteratedin 2002requirestobe further strengthenedby issuingcomprehensiveguidelinesso as to enablethe Project Officers of ITDAsto exercisetheir responsibilitiestowardstribaldevelopmentin a more specific mannerand furnished necessaryproposalsaccordingly.

    4. Governmentafter careful considerationof the matter and as per the Iproposal furnished by Commissioner,Tribal Welfare, issues the followingorders:

    i . To the extent possible, Project Officers of ITDAs shall be from thesenior time scale of IAS. In casean IAS Officer cannot be sparedfor .anyone ITDA, a CommitteeunderChief Secretary,Principal Secretary, . " .Revenue, Principal Secretary, Rural Development and PrincipalSecretary, Tribal Welfare would select a panel of officers fromdifferent Departmentssuitable for posting as PO, ITDA. PrincipalSecretary,TW will act asthe convenerof this committee.

    ii. The Project Officer of the ITDAswhoare in the seniortirryescaleof IAS 'continue to be re-designated as PO, ITDA and Ex-officio JointCollector(TribalWelfare)andAdditionalDistrictMagistrate.-

    iii. The Project Officersof the ITDAholdinga rankof SpecialGradeDeputyCollector of lower thanseniortime scaleof IASshall continueto be re-designatedas PO, ITDAandEx-officioAdditionalJoint Col-trector(TribalWelfare4andAdditionalDistrictMagistrate. .,;..

    iv. EveryPO, ITDAwill be supportedby an AdditionalPO, ITDA, preferablyin the rank of Special DeputyCollector - taken on deputationfromRevenueor Developmentdepartments.

    v. Such of the powers which are exercised by the CoUectors/JointCollectors/District RevenueOfficers as per G.O.Ms.No.77, Revenue,dated 22-1-1968and shown in the annexure to this order shall beexercised by the Project Officers of ITDAs in the Districts ofSrikakulam, Vizianagaram, Visakhapatnam, East Godavari, WestGodavari,Khammam,WarangalandAdilabadin so far as the Tribal Subplan areas are concerned.Necessarynotifications in this regardhavealreadybeen issuedfrom RevenueDepartmentto the extent of agencypowersvide G.O. Ms.No.193,Revenue(Ser.l) Department,dated 17-4-2002.

    vi. To powersof DistrictCollectorsunderAP (AndhraArea) PreservationofPrivate Forest Act (Act. XII of 1954),the AP Forest Manual, the A.P.ForestAct, 1967(Act 1 of 1967),the AP Publij; Health Act, 1939(Act.III of 1939),the CooperativeSocietiesAct, 1?,64,WeightsandMeasuresand Fisheries, will be exercised by ProjectOfficers of ITDA to theextent of ITDA areas. The respectiveDepartmentsshall immediatelyissueordersdelegatingthe powersto Project Officers.

    vii. The officers in charge of DRDA and DWMA responsible forimplementationof rural developmentprograsin ITDA areasshall workunderthe administrativecontrolof PO, ITDA.PrincipalSecretary,RuraLDevelopmentshall issuenecessaryorder/instructionsin the.matterandensurethat officers of appropriatebackgroundshall be postedin tribalareas.MPDOsworkingin the Tribal Areasshall report to POs, ITDAin sofar implementationof developmentprogramsand economic supportschemes.The PanchyatRaj Departmentshall issue necessaryordersdelegatingthe powersof CEO,Zilla ParishadoverMPDOsto PO, ITDAtothe extent of ITDA mandalsso that single line administrationworkseffectively.

    viii. The budgets of various development/welfare activities should bebifurcated at the departmentallevel betweenTSP and non-TSP in thecase of districts with ITDAs. The TSP projects/proposals of suchdistricts shall be approvedby the ITDAs concerned. PO, ITDA shallmonitorthe implementationof all TSP programsin the (TDAareas.

    ix. All the Departmentsand District Collectors shall ensure that onlysuitable officers are deputed to work in ITDA areas through carefulscreening. Officer with poor record and having disciplinary actionpendingagainstthemshall not be postedin ITDAareas.No officer shallbe relivedon transferif a substituteis not posted.

    x. There is a needto revisit the incentivesprovidedto officers and staffworking in ITDA areas. A Committee consisting of Special ChiefSecretary, Planning, Principal Finance Secretary, Principal Secretary,RuralDevelopmentand PrincipalSecretary,Tribal Welfare shall reviewthe staffing pattern and the incentivestructurecurrently in placeandsendsuitablerecommendationto Govefnmentwithin a month.~- ' ~

    xi. Specific powers and responsibilities as detailed in Annexure areprescribedfor Project Officers of ITDAsfor necessaryaat:i~r~ncewithimmediateeffect. ' ..

    xii. All the Project Officersof ITDAsare directedto prepareComprehensiveDevelopment Plans ,for ITDA areas covering activities_ of alldevelopment departments: infrastructure developme!t;,t.humandevelopm.entand,welfare departments(including educ~~ni.health,woman and child development,etc.). These plans will #haveto beapproved by the Governing Body of ITDA and sent to respectivedepartmentsfor funding; the District Collectors and POs, ITDA shallundertake close monitoringand review of the plans/ developmentprograms every quarter using the Online Monitoring Framework .HabitationScoreCard prescribedby the Governmentand send reportto the Governmentpromptly.

    5. Chief Secretary to Government shall undertake review of theimplementationof ComprehensiveDevelopmentPlansfor ITOAareaswith allconcernedSecretariesonceeveryquarter.

    6. All SpecialChief Secretaries/PrincipalSecretaries/Secretaries/HeadsofDepartmentsin the State and District Collectorsof ITDA districts shall takenecessaryactionfor effective implementationof the aboveorders.

    18 I ProtectiveRegulations I - The Project Officers of the ITDAsshall continueto be designatedas Additional Agents so far asAgency areas are concerned and attend thefollowingduties.

    He will be appellate authority over the orderspassedby the Special DeputyCollector (TW) onLand Transfer Regulations; however, theCollector will continue to retain the power ofappellateauthorityand interfere with the ordersif he sochoosesunder:

    fraudulently as per the procedure laid down insection 5 of the Andhra Pradesh (ScheduledCastes, Scheduled Tribes & Backward Classes)Regulationof Issuanceof CommunityCertificatesAct, 1993(Act No.16of 1993).

    3. Verify as to whether the lands arepurchasedin the name of a tribal womanandenjoyedby a non-tribal.

    4. Visit the field if desired and physicallyverify as to whether the lands arecultivatedby the tribal or bythe non-tribaltakenon lease, mortgage,etc.; and

    5. Approve th~. list of beneficiaries forassignmentofGovernmentlands.

    In all casesmentien-edat (1) - (5) above,if GramaSabha, after thorough investigation is satisfiedthat certain occupationsare in violation of theAndhraPradeshLandTransferRegulation,1959asamende.~f!~mtime to time, Grama Sabhashall

    Prevention of alienationI of landsin the scheduledareas and restoration ofalienated lands ofscheduledtribe

    Shall ensure that Bamboo and Beedi leaf,management,harvesting and disposal shall bedone by the forest Department who shallundertake harvesting duly following scientificsHvicultural practices as prescribed in theworking plans/management plans for therespectivedivisions.ForestDepartmentshallpasson the net revenue from such disposalof theBambooand Beedi leaf harvestingfrom the areaallotted to the Gram Sabha, to the respectiveGram Sabha who may in turn pass it on toindividualmembersof GramSabha.

    Shall take necessary action for settlement ofdisputesif any relating to ownership,accesstocollection, use and disposalof MFP traditionallycollectedby him/her.

    Shallensurethat after verificationof suchclaimson the rightof ownershipof minorforest produceof individualcollector, the GramSabhashall passa resolutionsettlingsuchdispute.

    Shall take necessaryaction that the GramSabhashall maintaina registercontaimngthe namesofeach collector of minor forest produce in thehabitation.

    25 I Acquisitionof land in the ShallensurethatScheduledAreas 1. Whenthe Governmentconsidersland ~cquisition

    underanyAct, the Governmentor the concernedauthority will submit to the Mandal PrajaParishadthe following written informationalongwith the proposal:-(i) The completeoutline of the proposedproject

    includingthe possibleimpactof the project.(ii) Proposedlandacquisition.(iii) New people likely to settle in the villageand

    possibleimpacton the areaandsociety,and(iv)The proposed participation amount of

    compensation, job opportunities for thepeopleof the village.

    2. After getting complete information theconcerned Mandal Praja Parishad will becompetentto summonthe representativesof theconcerned authorities and the Government toexaminethem either individuallyor collectively.It will be mandatory for all such personssummonedto furnishpoint-wisedear andcorrectinformation.

    26 I Excise

    3. The Manda!Praja Panshad after consideringallthe facts shall makea recommendationregardingthe proposedland acquisition and rehabilitationplanof personsdisplaced.

    4. The recommendation of the Mandal PrajaParishad shall be considered by the LandAcquisitionOfficer.

    OperationalGuidelines for

    1. Introduction

    1.1 The basicobjectiveof theTribalSub-Plan(TSP) is toallocategovernment

    resources equitably between the overall population and tribal population.

    Majority of the tribal population is less vocal, has been traditionally

    disadvantaged',livein remoteplaces,and for thesereasonsdo not gettheirdue

    share of the resource in terms of the percentageof their populationof the

    populationof the Countryor in a State. Even when resourcesare allocated

    proportionateto thepopulation,theactualexpenditureis lowbecauseof difficulty

    in implementationof programs,lackof vocaldemandfromtribalpeople,leading

    to the argumentthatthecapacityof tribalpeopleand areasdominatedby tribal

    peopleto absorbgovernmentresourcesis low. As a result,even this money

    allocatedon the basisof populationlapses- an euphemismfor transferto non-

    tribalpeopleinsubsequentfinancialyear.

    1.2 While this failure to make proportionateallocation of government

    resourcesfor tribalpopulationI areas is badenough,itbecomesegregiouswhen

    the basic parameters- humandevelopmentindices (HOI) and infrastructure-

    are comparedbetweentribalandwhole populationI areas. The per-capitacostof infrastructurefor tribal is higher than rest of the populationbecause tribal

    populationis dispersed, often in small hamletsandin hilly and inaccessible

    areas. Literacy,life span, IMR and MMR, incomelevels,food securityetc. are

    worsefortribalsthanthatof restof thepopulation.The problemhas beenfurther

    exacerbatedby (a) continuouspresence of extremistgroups who resort to

    violenceevento preventbasicsocial programslike health,education,livelihood

    etc. (b) large scale displacementthroughgovernment-sponsoredprogramslike

    reservoirs, declaration of their habitats as reserve forests and wild life

  • sanctuaries,miningetc, thusdepnvlIlgthetnbalsfrombothfoodfromtheforests

    and collectionof forestproducewhichcouldhavegiventhemcash income In

    view of the above, equitabledistributionof governmentresources for tribal

    peoplewouldmeanthatthe amountwhichis actuallyspentfor themshouldbe

    morethantheirentitlementas perpopulationpercentage.

    1.3 WhiletheCSS planoutlaysfor socialsectorand livelihoodhas increased,

    andboththeseare importantfor tribalpeopleandotherslivingin areaswithpre-

    dominanttribalpopulation- the access to theseschemesby such peoplehas

    beenrestricteddue to variousreasons. In additionto the problemsof physical

    access,the absenceof functionariesof linedepartmentsis a severehandicap.

    The ITDAs wereto facilitatesuch access. Butoverthe years,severalscheme-

    specificbodiesat districtlevelincludingORDAs havebecomestrongerwhereas

    ITDAs have becomeweak in most of the States. (One exceptionis Andhra

    Pradesh). The ITDAs have to be strengthened. In smaller concentrationof

    tribals who are particularlyin need of support, micro projects have to be

    strengthenedor set up wheretheydo notexist. BlockswhereST populationis

    higherthan 50% must have ITDAs. In most urban areas, there is very little

    manpowerfor addressingproblemsof tribalsand this needs creationof new

    agenciesor deploymentof functionariesfromtheDepartmentof TribalWelfareto

    suitableagencies.

    2. Current trend and way forward:

    2.1 Substantiveamount of TSP funds are still utilized for infrastructure.

    Certaintypesof infrastructurelikeschoolbuildingand hostelsshouldcontinueto

    be priorityin tribalareas. However,supportfromschemesof Ministryof Human

    ResourceDevelopmentshouldalso betagged.

    2.2 In additionto the CentrallySponsoredSchemes funds in many States,

    Stateplanfundare availablenowfor roads,drinkingwater,sanitation,livelihood,

  • electricity,solarpowerand so on. Therefore,to theextentpossible,funds from

    thesesourcesshouldbe tagged

    2.3 The literacygap betweentribalsand non-tribalscontinueto be alarming.

    It hasbeennoticedthatthedropoutratesof day-scholarsis muchmorethanthe

    drop out rates of boardingschools. The constructionof boardingschools

    however,remainsdifferentacrossthecountry.

    2.4 Boardingschools also have the advantageof protectingchildrenfrom

    beingkidnappedin disturbedareasor beingtraffickedotherwise. In fact larger

    boardingschools providebetterprotection. The densityof teachersin larger

    schoolsis alsobetterandabsenteeismofteachersis less in largerschools.

    2.5 Whenthe ITDA and the TribalWelfareDepartmenthavea strongline of

    engineeringset up as in case of Andhra Pradesh, the constructionof school

    buildingsis faster. However,theconstructionis muchpoorerand absorptionof

    funds is muchlowerwhere the engineeringpersonnelavailablewith the Tribal

    Welfare Departmentis low. The reason is that in the absence of its own

    engineeringdepartment,moneyis givento otherengineeringDepartmentslike

    PWD forwhomour projectsare notpriority.Thereare otherissues in education

    like gettingback children who have droppedout of school for no particular

    reason.

    2.6 While there is no shortageof funds for livelihoodsector like agriculture,

    animal husbandry,horticulture,handicrafts,handloom,skill developmentetc.

    undervariousCentrallySponsoredSchemes,the access of tribalpopulationto

    such schemescontinuesto be poor for reasonsmentionedat para 1.3 above.

    Depletion of forests and displacementhas further exacerbated livelihood

    problems. In viewof this, the ITDAs haveto playa role in facilitatingdeliveryof

    public goods and services, and particularlycarry the schemes relating to

    livelihoodto the people. In additionto havingpeople who can facilitatethe

    areas, the personnelof ITDAs etc rnust have bdSIC knowledgeof VdllOllS

    schemesandtheirfeasibilityin specificareas.

    2.7 AgainstJ:his background,the role of ITDA / micro projectshas become

    more importantthan it was decadesago. Besides, the engineeringunits,the

    microprojectalso haveto workas linkbetweenthe linedepartmentsfor social

    andlivelihoodsectorsandthetribalpopulation.

    2.8 The Forest RightsAct has also cast additionalresponsibilityon the field

    staffof theTribalWelfareDepartment.The mainresponsibilityis toenableGram

    Sabhas to take informeddecisions. These agenciesalso must be pro-active

    whenthe rightsof the forestdwellersare affectedadversely. While MGNREGA

    supports land developmentand watershedfor increased productivityof land

    settledunderFRA, absenceof supportingstafffor implementingtheschemehas

    resultedin lowabsorptionof fundsavailablefor supervisionof theseworks. This

    requiresadditionaltechnicalstafffor ITDA I microprojecsetc.

    2.9 The highMMR and IMR in certainpocketsof the countryshow thatsome

    of the pregnantmothersare not coveredunderimmunization,These relateto

    womenwho go out to hillsfor agricultureor thosewho live in small hamlets. It

    would be necessary that the ITDA etc. take the responsibilityof gettingthe

    pregnantmothersto the immunizationcentreor takingtheANM to theseremote

    hamlets.

    2.10 The above pictureshows that the priorityfor expenditureof TSP and

    Article275granthas toshifttocreateadministrativebase inthe remoteandtribal

    pockets. In case of dispersedpopulationof tribals,for example,in States like

    Maharashtra,Karnatakaand Rajasthan,thereis no agencydedicatedto deliver

    the programsmeant for Schedule Tribes. There has been also considerable

    displacement of tribals from their traditional hamlets initially because of

  • declarationof theirhabitatas reservedforestsetc, Irrigationprojectsand later

    becauseof miningprojectsand violence. Many of these peoplehavebecome

    wagelabourersin urbanareas. Manyof themlackdecenthabitat. There is no

    institutionfordeliveryof benefitsto suchtribalpopulation.Therefore,newoutfits

    havetobesetupforthesepockets.

    2.11 2011census also showsthatnew Blockand pocketshaveemergedwith

    morethan50% tribalpopulation. New institutionlike ITDA haveto come up in

    theseareas.

    2.12 To sumup,thereis necessityfor newadministrativeunitsforhelpingtribal

    peopleinthefollowingcases :

    (a) Urban areas where the pop~lationof Scheduled Tribes exceeds

    10,000.

    (b) A special set up withsupportfrom MoEF for peoplewho have been

    relocatedfromsanctuaries.

    (c) Additionalgrantsfor tribalpeoplewhoweredisplacedandderacinated

    becauseof hydelprojects,landacquisition,and transferof forestland

    to governmentI privatefirms.

    3. Nodal Deparbnent

    3.1 At theStatelevel,the Departmentin-chargeof TribalWelfareshall be the

    nodal departmentfor TSP. The nodal departmentshall be consultedfor all

    expenditurerelatingtoTSP component.

    4. TribalResearchInstitute(TRI)

    4.1.1 The Directorof TRI shouldbe a fulltimeofficer.

    4.1.3 The budgetforresearchfor2014-15hasalso beenenhanced

    4.2 In termsof capacitybuilding,thereare areas in whichthe TRI shouldbe

    strengthenedin terms of manpower. Training of tribal people relating to

    livelihoodis one issue. It is also observedthatTribalWelfareServiceofficials

    are notprovidedbasictrainingafterrecruitmentin someplaces_ The TRls have

    to bestrengthenedforthispurpose. The thirdaspectof capacitybuildingrelates

    to in-servicetrainingon lawsrelatingto tribalsbothfor officialsandelectedtribal

    leaders. Such Laws would includeForest Rights Act (FRA), PESA Act and

    RegulationsinScheduledAreas.

    4.3 Tribal Museums funded from the Ministryof Tribal Affairs should be

    attachedto TRls. This is not aboutterritorialturfbetweendepartments.Once

    theTribalMuseumgoesoutof theTRI, a knowledgedeficitariseswithintheTRI.

    This also createsan impressionthattheTribalMuseumsare onlyof touristvalue

    andnotaboutknowledgeof tribals.

    4.4 Capacitybuildingprogramsof MoTA, StateGovernmentsandotherCSS I

    StatePlan SchemesshouldaccessTRls for capacitybuildingof officials,elected

    representatives,teachersetc. and funds receivedtowardsthis should be in a

    bankaccountunderthecontrolof TRI.

    4.5 Out of thesefunds,the TRlshould havethe freedomto hire consultants

    for researchandteaching.

  • 5. Inter-StateAllocation

    5.1 At present, Inter-stateAllocation is based largelyon the proportionof tribal

    population of a State. However, it is to be seen that the per capita cost of

    infrastructureis higher where tribal population is dispersed. Secondly, weights

    have to be given for sector specific schemes. For example, in case of education,

    some weight has to be given for extentof illiteracy. Therefore, inter-se allocation

    between the States will be as follows:-

    5.2 It will be more difficultto specify a quantitativenorm for allocation of TSP

    fund between different areas of a State. There are also issues like getting

    children from disturbed areas and remote areas to residential schools and skill

    development centres located in urban areas both for safety and higher quality of

    education. However, a suggested norm of computing the adual fund flow for

    TSP for differentkind of schemes is tabulated below:-

    6. EstablishingStandardsfor ServiceDelivery

    6.1 For the TSP to succeed in its avowed objectiveof filling critical gaps in the

    development of STs within a defined time frame, it is necessary that minimum

    acceptable standards of service delivery in each are established and enforced

    across sectors, across geographies. At present the rigor and quality of existing

    service delivery varies greatly from State to State and also within States,

    between districts/ ITDPs etc. The Nodal department must ensure that all line

    departments establish these standards of service delivery and strictly monitor

    their enforcement. The Nodal Department,in consultationwith the concerned line

    department, must ensure that the minimum standard of service delivery is

    maintained at all levels for activities undertaken through TSP. For example, in

    case of education at elementary level the minimumstandards as stipulated under

    the RTE Act should be the benchmark. For Secondary level and above, the State

    specific norms are to be followed. The efforts should be made to improve upon

    the existing standards through innovative practi~es.The standards are to be

    6.2 Similarly, for health sector, it must be ensured that the services being

    delivered through the TSP are meeting standard requirementand not inferior to

    similar services being provided to other categories. It is also emphasized that

    the childrenin Ashram Schools and Hostels are providedwith adequatelydiverse

    diet rich in essential nutrients with the appropriate frequency to ensure their

    optimalphysical growth and cognitive development A periodic health check-up

    of these children in conducted as per the guidelines of RBSK, NRHM.

    6.3 A robust monitoringsystem to monitorthe standards of service delivery is

    therefore, important States I UTs must put in place a system for regular

    monitoringof standards of service delivery.

    7. Formulation of TSP

    7.1 Every line Department having a TSP component will distribute the TSP

    allocation between differentareas separately, specify the allocation going to TSP

    areas. The nodal departmentwill communicate this to the district II DA etc. The

    ITDA will prepare specific plans taking into account their own resources and the

    resources available under various departments.

    7.2 The nodal department will monitor from time to time the actual flow of

    funds to these areas. In areas where no ITDA etc. exists, the District Collector

    will monitorsuch flow once in a quarter.

    7.3 The State Secretary in-charge of Tribal Welfare Department will monitor

    flow of funds at least once a quarter.

    7.6 The TRI will setup a MonitoringCell to assist the ITDA, Collectorsand

    nodaldepartmentsin monitoringtheprogram.

    8. Expenditure from SeA - TSP I Article 275 (1) grants

    8.1.1 In view of the situationalanalysis, the grants from Gol will be in the

    followingorderof priority.

    8.1.2 StrengthenITDAs / dedicatedmicroprojects/ createnewITDAs.

    8.1.3 Supportadditionalmanpowerin livelihoodand engineeringwings within

    ITDAsetc.

    8.1.4 StrengthenTribalResearchInstitutesas statedabove.

    8.1.5 ResidentialSchoolsandsupportto Governmenthospitalsintribalareas.
