On Thursday, October 2nd, Mayor Stanton hosted a press conference at City Hall to officially begin the “Paint Phoenix Purple” campaign. Members of the City Council, the Arizona Coalition to end Sexual and Domestic Violence and the community were present for this event; along with special guest and featured speaker Sandra Day O’Connor, former Associate Justice of the United States Supreme Court.

DISTRICT 1 COMMUNITY BREAKFAST Our next Community Breakfast will be held Friday, October 31, 2014 at the Deer Valley Airport Restaurant. Breakfast begins at 7:30 a.m. and the speaker will start around 7:45 a.m. Breakfast will be available for $4.99, not including tax or gratuity, and the District 1 office will pay for your drink. The guest Speaker for October will be Marty Shultz. Marty is the former Vice President of Pinnacle West Capital Corp. He was named in August as vice-chair of the Citizen Committee on the Future of Phoenix Transportation, a group that represents a cross-section of Phoenix professionals, businesses, and citizens tasked to submit recommendations for future transportation needs, solutions and funding.

The Ocotillo Chapter NSDAR guest speaker program for Saturday, October 11, 2014, is Daniela Moneta who will present a program on DNA with DAR. The DAR new policy to consider Y-DNA 37 Marker test results along with the application and accompanying supporting documentations provided by the applicant for verification of member-related applications to find her patriot. Learn how to navigate using DNA as a piece of evidence for a DNA application, the many advances made in the testing and interpretation of DNA results and the criteria by which an applicant must adhere to comply with the guidelines of the DAR new policy. Daniela is a Certified Genealogist and teaches family history at Arizona State University since 2006. She has published several articles in the National Genealogical Society Quarterly and received the NGSQ Award of Excellence in 2008. G.A.I.N. Getting Arizona Involved in Neighborhoods (G.A.I.N.) will be officially celebrated on Saturday, October 18, 2014 at numerous events around Phoenix. The purpose of G.A.I.N. is to heighten community awareness and involvement, generate support and participation in local anti-crime efforts, strenghen community relations and send a message to criminals letting them know neighborhoods are organized to prevent crime. PHOENIX FIRE DEPARTMENT HAUNTED HOUSE PRESS EVENT The Phoenix Fire Department conducted a haunted house event at The 13th Floor; located at 2814 West Bell Road. The Fire Department spoke about safety tips on how to have a safe and fun Halloween. The Phoenix Fire Department shared the dangers of going to unapproved haunted houses. The Phoenix Fire Prevention division showed how they inspect and approve these haunted houses. The media was also able to tour The 13th Floor to see the safety features that are required by the Phoenix Fire Code and enforced by the Phoenix Fire Department Fire Prevention Inspectors.

CAP WATER AND DELIVER RATES: AMWUA REPORT On October 9th, the Arizona Municipal Water Users Association (AMWUA) released a document describing the historic and projected increases over a 20-year period in CAP water delivery rates and charges for CAP Municipal and Industrial (M&I) priority water supplies. By way of background, the Central Arizona Water Conservation District (CAWCD) Board of Directors sets the CAP water delivery rates and capital charges on a biannual basis every year at its June meeting. These rates and charges consist of a firm rate and capital charge for the following year, a provisional rate and capital charge for the second year, and advisory rates and capital charges for the following four years.

Water delivery rates consist of two components, the fixed OM&R rate and the pumping energy rate. The fixed OM&R rate is set by dividing the CAWCD water delivery costs by the amount of water that is available for delivery. Fixed OM&R is intended to recover the costs of budget items such as employee salaries, capital improvement projects, maintenance costs, and all other operating costs with the exception of pumping energy. Fixed OM&R is billed to all M&I subcontractors based on the amount of M&I water each subcontractor orders even if the subcontractor does not take delivery of that amount. The pumping energy rate is based on the cost of power generated by the power resources available to the CAP, primarily from the Navajo Generating Station (NGS). Pumping energy is billed to all M&I subcontractors based on the amount of M&I water ordered by each subcontractor and delivered to that subcontractor. Capital charges are distinct from the water delivery rates and are used to cover the costs of the CAWCD’s annual repayment obligation to the federal government. Unlike water delivery rates, capital charges are billed to M&I subcontractors based on each subcontractor’s contractual entitlement to CAP water even if the water is not available for delivery. Historically, capital charges have not been set at a rate to cover the complete cost of the annual repayment obligation since revenues from the sale of surplus NGS power have been available to cover a portion of the annual repayment obligation. Surplus NGS power is energy generated at NGS that exceeds the amount of energy necessary to operate the CAP pumping plants. If the revenues from capital charges and the sale of surplus NGS power are insufficient to cover the annual repayment obligation, ad valorem tax revenues have historically been used to cover any shortfall. Attachment 1 is a table that identifies the CAP water delivery rates and capital charges set by the CAWCD Board since 2000, and the rates that have been established on a provisional and advisory basis for 2016 – 2020. For the years 2000 through 2015, these are the actual water delivery rates and capital charges that were or will be billed to M&I subcontractors. The capital charge has dropped significantly since 2000, but since 2006, it has, more or less, remained constant. However, it is questionable whether the 20-25 dollar/acre-foot rate is realistic for future years. If NGS closes down in 2020, the capital charge would probably increase into the high 60 dollar to high 70 dollar/acre-foot range between 2020 and 2030. The water delivery rates increased at a rate of 7.4% per year between 2000 and 2015. For comparison purposes, the Gross Domestic Product Implicit Price Deflator (GDP IPD) between the second quarter of 2000 and the second quarter of 2014 increased at a rate of 3.0% per year. The GDP IPD is a measure of national price inflation/deflation. Attachment 2 is a table that identifies the CAP rates and charges that are are paid by categories of users, i.e., Indian contractors, M&I subcontractors, non-Indian agricultural users, and excess water contractors.

PEDESTRIAN SAFETY ORDINANCE UPDATE Pedestrian deaths in the United States are at a five-year high. More than half of all pedestrian deaths recorded from 2003-2012 occurred on wide arterial roads designed to move cars quickly. Given the prevalence of Phoenix's arterial grid street system, it is no surprise that Phoenix is the ninth most dangerous metro area for pedestrians. In response to this problem, my office and the City's Law

and Police Departments have pushed for an ordinance to prohibit pedestrian's from crossing or stopping in a roadway (other than where designated by appropriate signs, markings, devices or by the law). The proposed ordinance would go further by stating: "No pedestrian may stop or remain in the portion of the roadway designated for vehicular use or in a painted or raised traffic island or median not designated for use by pedestrians except to wait or cross the roadway at the next pedestrian signal or, in the absence of a pedestrian signal, when traffic has cleared or yielded." With regard to enforcement, a first violation would be a civil traffic offense and the second (and subsequent), a Class 1 misdemeanor. On Wednesday, October 15th at 1pm the Public Safety and Veterans Subcommittee will review and discuss this ordinance for recommendation to the City Council. I welcome D1 residents to appear and voice their support for this ordinance. Note: The meeting will take place in the City Hall First Floor Assembly Room (200 W. Washington St.).

PHOENIX OFFICIALS WARN RESIDENTS OF 'STORM CHASER' SCAM

This kind of scam has been going on for some time, but due to the recent storms and rain, we encourage our citizens to pay extra attention and exercise additional caution. The most common scams involve criminals who claim to be licensed contractors and target home owners who are recovering from natural disasters, said Councilmembers Kate Gallego and Bill Gates, along with representatives from the Phoenix Police Department and the Arizona Registrar of Contractors. The unprecedented September Phoenix floods and ensuing recovery process have made many residents easy targets, they said. Gates said scam artists come to homes unsolicited, pretend to have extra material laying around, claim they can help out, usually ask for cash in advance and then never come back to finish the work. Residents wanting to report suspicious activity can contact the Phoenix police non-emergency line at 602-262-6151. – from The Arizona Republic article September 23, 2014

CITY MANAGER’S WEEKLY REPORT The Publicity Pamphlet for the City Election for Prop 487 on the November General Election ballot was mailed on September 29 and 30 to approximately 370,000 eligible registered voter households in Phoenix. Early voting begins on Thursday, October 9, and the county will begin mailing early ballots on that date.

ECONOMIC DEVELOPMENT & EDUCATION The Anita Borg Institute’s Grace Hopper Celebration (GHC) of Women in Computing Conference will be taking place from October 8 to October 10 at the Phoenix Convention Center and is designed to bring the research and career interests of women in computing to the forefront.

Conference presenters are leaders in their respective fields, representing industry, academia and government. Delegates represent more than 53 countries. Over 5,500 individuals are expected to attend with over 700 exhibits. Phase one of the 160,000 square foot project with OMCO Solar on 4550 West Watkins Street was completed. OMCO Solar will be producing frames that are used for solar panels. In order to move the manufacturing equipment from their existing factory they dismantled, and re-assembled their equipment on site. Staff assisted them in gaining compliance and staying on their proposed schedule.

FINANCIAL EXCELLENCE The Budget and Research Department will soon be kicking off the annual 3+9 Technical Review process with all City departments. The process is a critical step in ensuring annual spending is kept to a minimum and in building next year’s cost estimates off of a “zero base”. Detailed instructions will be issued to departments next week following the finalization of the annual Salary and Benefits Forecasting process.

PUBLIC SAFETY In support of Domestic Violence Awareness Month, the City of Phoenix has placed purple shades over non-emergency lights at the top of Phoenix City Hall, as well as in the planters along Washington Street. This arrangement will remain in place throughout the month of October in support of this important initiative.

NEIGHBORHOODS AND LIVABILITY Neighborhood Services is partnering with the Federal Reserve Bank of San Francisco, the Arizona Foreclosure Prevention Task Force and the Arizona Housing Alliance to present the “Arizona Housing Market Update.” The housing report will help illustrate the changes in housing (homeownership and rental) and will present information on “pressing issues” relating to housing shifts. The event will be held on October 29 at Burton Barr Library located on 1221 N. Central Avenue from 10:00 a.m. to 12:00 p.m. Neighborhood Services is partnering with the Attorney General’s Office, the Arizona Foreclosure Prevention Task Force and Neighborhood Housing Services of Phoenix to present a statewide Foreclosure Prevention event. The event will include various lenders, housing counseling agencies, legal services, and various other resources. The event will be held at the Glendale Adult Center located on 5970 W. Brown Street on November 15.

INFRASTRUCTURE On September 25, the City was awarded best Intelligent Transportation Systems (ITS) Planning Project for its Strategic Plan at the 21st Annual ITS Arizona Conference held in Mesa. The Strategic Plan was a partnership with Kimley-Horn and Associates and was completed earlier this year. The plan addressed the Street Transportation department’s needs for enhancing its communications

network and technologies, expanding external partnerships and improving inter-departmental coordination to meet our future transportation needs.

SUSTAINABILITY On September 26, 2014, Street and Transportation staff was notified that the Helen Drake Senior Center has been awarded Gold LEED Certification. Brignall Construction and Holly Street Studios, our design build team, have been leading the efforts to obtain LEED certification for the Helen Drake Senior Center. The project was built to LEED standards, but not originally slated for certification; the City elected to certify the project after construction was complete. The Project target was LEED Silver and the project actually exceeded the goal by enough points to be certified GOLD, which is a significant achievement. On Monday, September 22, Human Resources staff conducted a goal planning session with the City’s Green Team. This team focuses on assisting with the City’s sustainability initiatives and special programs. The team of over 25 employees discussed their past successes, the combined skills and talents of the team members, and ideas for moving forward over the next 12 months.

TECHNOLOGY Program changes for paperless water billing are being programmed by Information Technology Services. The notification email regarding water bills available to view will have some minor changes. A new feature added will be a five-day reminder notification of the pending due date. A marketing effort will begin in October with the objective of increasing paperless water billing customers.
