a. This supplement shall be read in conjunction with Def Stan 61-21. b. This supplement provides a definitive specification for the electrical, physical, performance and nomenclature requirements for a 12V 40.0Ah (Minimum) Sealed Lead Acid battery. c. This supplement has been agreed by the authorities concerned with its use and is intended to be used whenever relevant in all future designs, contracts, orders etc. and whenever practicable by amendment to those already in existence. If any difficulty arises which prevents application of this Defence Standard and its associated supplements, the UK Defence Standardization (DStan) shall be informed so that a remedy may be sought. d. Any enquiries regarding this standard in relation to an invitation to tender or a contract in which it is incorporated are to be addressed to the responsible technical or supervising authority named in the invitation to tender or contract. e. Compliance with this Defence Standard shall not in itself relieve any person from any legal obligations imposed upon them. f. This standard has been devised solely for the use of the Ministry of Defence (MOD) and its contractors in the execution of contracts for the MOD. SECTION 1 GENERAL REQUIREMENTS
0 INTRODUCTION
It is Ministry of Defence (MOD) policy to purchase batteries against performance specifications whenever possible. Defence Standard 61-21 and its series of supplements has been generated to address the current requirements for batteries. This supplement is applicable when invoked directly by a MOD invitation to tender, contract, or when referred to by other MOD battery specifications.
1 SCOPE
This supplement provides a definitive specification for the electrical, physical, performance and nomenclature requirements for a 12V 40.0Ah (Minimum) Sealed Lead Acid battery, NSN6140-99-665-3648. It is essential that the battery be operated only within its design and performance parameters. This supplement invokes Major Product Conformity Certification.

SECTION 1 GENERAL REQUIREMENTS
3 RELATED DOCUMENTS 3.1 For the purposes of this supplement all related documents are listed in Defence Standard 61-21. In addition, the latest issues of the following specifications should be read in conjunction with this document:

3.2 Reference in this standard to any related document means in any invitation to tender or contract the edition and all amendments current at the date of such tender or contract unless a specific edition is indicated.
3.3 In consideration of 3.2 above, users shall be fully aware of the issue and amendment status of all related documents, particularly when forming part of an invitation to tender or contract. Responsibility for the correct application of standards rests with users.

SECTION 2 ELECTRICAL CHARACTERISTICS
6 ELECTROCHEMICAL SYSTEM
The electrochemical system shall be Lead Acid (sealed).
7 NOMINAL VOLTAGE
The battery shall have a nominal voltage of 12V.
8 CAPACITY
The battery shall have a 20 hour rate capacity of at least 40Ah.

SECTION 3 PHYSICAL CHARACTERISTICS
9 MATERIALS AND CONSTRUCTION
The battery is a sealed Lead Acid battery used in vehicle starter applications. A typical design is shown in figure 1. The design shall be such that electrolyte level maintenance will not be required during its service life. The battery shall be compliant with UN2800 and IATA Special Provision A67. Once unpacked, it is not intended that batteries of this type should be stacked on top of each other. 10 DIMENSIONS
The battery shall be within the space envelope defined by Type “L2" (length 242mm, width 175mm and height 190mm) of BS EN 60095-2 (without handles). The terminals shall be standard taper post to BS EN 60095-2. The terminal arrangement shall be in accordance with BS EN 60095-2. The positive terminal post shall be clearly identified.
11 MASS
The mass of the battery shall not exceed 17.5kg.
12 OPERATIONAL TEMPERATURE RANGE
The battery operational temperature range shall be -40°C to +50°C.

SECTION 4 ELECTRICAL TESTS AND PERFORMANCE REQUIREMENTS
13 GENERAL TEST CONDITONS
13.1 Normal Laboratory Test Conditions
The laboratory temperature shall be +25ºC ±5ºC at a relative humidity of less than 70%.
13.2 Temperature Acclimatisation
Where a change in the specified test temperature occurs, batteries shall be conditioned at the new temperature for a minimum of 24 hours prior to testing or recharging.
13.3 Battery Recharge
Following a discharge test, the batteries shall be recharged in accordance with clause 15 within a period of 48 hours.
13.4 Charge/Discharge Current
For the purposes of battery certification testing, discharge currents shall be calculated using the “C20A” capacity stated by the manufacturer, which shall be not less than 40 Ampere-hours. Constant current values shall be controlled to within +1%.
14 COMMISSIONING PROCEDURE
Prior to undertaking the certification exercise the batteries shall, if necessary, be commissioned in accordance with the manufacturer’s instructions.
15 BATTERY CHARGING
a) Charging shall be carried out in accordance with the manufacturer’s instructions. In the
absence of detailed instructions, a constant voltage of 14.25V ± 0.25V shall be applied. The charger shall have a minimum current capability of 25Amps.
b) The charge is to be terminated in accordance with the manufacturer’s instructions. In the
absence of detailed instructions, the charge shall be terminated when the charge current falls to lower than 250mA over three consecutive hourly readings. The total charge time is not to exceed 16 hours.

16 BATTERY PERFORMANCE TESTS
16.1 Rated Capacity Discharge (20Hour Rate)
a) The battery shall be charged (clause 15) and acclimatised at +25°C ± 2°C.
b) The battery shall be discharged continuously at a constant current of 0.05C20A to an on-load voltage end-point of 10.5V.
c) The “final” discharge duration shall be not less than 20 hours. (See note).
Note: The Rated Capacity Discharge test is invoked throughout the certification exercise to demonstrate continued battery performance. Subsequent test results shall be not less than 95% of the "final” discharge duration and in addition, not less than 20 hours. 16.2 High Rate/Low Temperature Discharge
a) The battery shall be charged (clause 15) and then acclimatised at -40°C ± 2°C.
b) The battery shall then be discharged at a constant current of 3C20A.
c) The voltage at five seconds shall be not less than 8.5V.
d) The duration of discharge to an on-load voltage end-point of 6.0V shall be greater than 85 seconds.
16.3 High Rate/Normal Temperature Discharge
a) The battery shall be charged (clause15) and acclimatised at +25°C ± 2°C.
b) The battery shall then be discharged at a constant current of 3C20A.
c) The voltage at five seconds shall be not less than 10.0V.
c) The duration of discharge to an on-load voltage end-point of 8.5V shall be greater than 350 seconds.
16.4 High Rate Charge
a) The battery shall be subjected to the Rated Capacity Discharge test (clause 16.1).
b) The battery shall be charged in accordance with clause 15, with the exception that the charge current capability of the charger shall be greater than 80 Amps.
c) The battery shall be subjected to the Rated Capacity Discharge test (clause 16.1).
16.5 Charge Acceptance Test

a) The battery shall be charged (clause 15) and acclimatised at +25°C ± 2°C.
b) The battery shall be discharged at a constant current of 0.4C20A Amps for 88 minutes.
c) The battery shall then be acclimatised at 0°C ± 2°C.
d) Whilst at low temperature, the battery shall be charged in accordance with clause 15.
e) After 10 minutes, the charge current shall be not less than 6.3 Amps.
16.6 Cold Cranking Performance Test (1)
a) The battery shall be charged (clause 15) and then acclimatised at -18°C ± 2°C.
a) The battery shall then be discharged (at -18°C), using a constant current of 570Amps. b) The voltage at thirty seconds shall be not less than 7.2V.
16.7 Cold Cranking Performance Test (2)
a) The battery shall be charged (clause 15) and then acclimatised at -18°C ± 2°C.
c) The battery shall then be discharged (at -18°C), using a constant current of 340Amps. d) The voltage at thirty seconds shall be not less than 7.2V.
16.8 Self Discharge Test
a) The battery shall be charged (clause 15), acclimatised at +50°C ± 2°C, then stored, open circuit, for 21 days.
b) The battery shall then be tested to the requirements of the Cold Cranking Performance Test (2), clause 16.7.

16.9 Deep Discharge Test
a) The battery shall be charged (clause 15) and then acclimatised at +50°C ± 2°C.
b) Whilst at +50°C, a 1.0 Ohm (suitably rated) resistor shall be applied between the positive and negative terminals of the battery. The resistor shall remain connected for 14 days.
c) After 14 days the resistor shall be removed, and the battery left to stand in the discharged
condition for a further 14 days.
c) The battery shall be acclimatised at +25°C ± 2°C, and then tested to the requirements of the Rated Capacity Discharge test (clause 16.1).
16.10 Cycle life Test
a) The battery shall be charged (clause 15) and then acclimatised at +50°C ± 2°C.
b) Whilst at the elevated temperature, the battery is to be cycled as follows : 4 minutes discharge at a constant current of 0.4C20A followed by a maximum of 10 minutes recharge (clause 15) After completing 429 discharge /charge cycles within a 100 hour period, the battery shall be left at +50°C open-circuit for between 60 and 72 hours.
c) The battery shall then be acclimatised at -18°C ± 2°C and discharged at a constant current
of 340 Amps. The voltage at thirty seconds shall be not less than 7.2V. d) Clauses b) and c) comprise one unit of test
e) The battery shall be acclimatised at +50°C ± 2°C, before commencing the next unit test
period, starting with the charge portion of a cycle.
f) The battery shall complete a minimum of 11 units of test. 16.11 Overcharge Endurance Test
a) Fully charge the battery in accordance with clause 15.
b) Place the battery in a water bath maintained at +50°C ± 2°C and immerse it such that the water is within 25mm of the top of the case and the minimum distance between the case and the sides of the bath and/or other batteries is at least 25mm.
c) The battery shall be charged (clause 15) at this temperature for a continuous period of
1488 hours (62 days).
d) The battery shall then be tested to the requirements of the Cold Cranking Performance Test (2), clause 16.7.
16.12 Reserve Capacity
a) The battery shall be charged (clause 15) and acclimatised at +25°C ± 2°C.

b) The battery shall be discharged continuously at a constant current of 0.4C20A to an on-
load voltage end-point of 10.5V.
e) The duration of discharge shall be greater than 110 minutes. 16.13 Short Circuit Test
Warning: This is a hazardous test and appropriate precautions must be taken. The battery shall be capable of withstanding the following short circuit test:
a) The battery shall be charged (clause 15) and allowed to stand (+25°C ± 5°C) for a minimum of 4 hours and a maximum of 24 hours.
b) The battery is then to be connected to a test circuit with appropriate mating connectors for
15 seconds. The total resistance of the test circuit shall be 10mΩ maximum.
c) There shall be no release of solid debris and no ignition / explosion as a consequence of this test. The physical condition of the battery subsequent to this test is to be reported .
16.14 Shelf Life
a) The battery shall be stored for two years
b) Post storage, the battery is to be tested to the requirements of the Cold Cranking Performance Test (2), clause 16.7. (NB No intermediate recharge).
16.15 Polarity
The battery shall be tested for correct polarity using a suitable electrical method.

17 MECHANICAL & ENVIRONMENTAL REQUIREMENTS
17.1 Exposure to Extremes of Temperature
a) The battery shall be subjected to 70°C + 2°C for 24 hours. b) There shall be no deformation to the case, cracks or leaks.
c) The battery shall be acclimatised at +25°C ± 2°C, and then tested to the requirements of
the Rated Capacity Discharge test (clause 16.1). 17.2 Vibration
a) The battery shall be charged (clause 15) and acclimatised at +50°C ± 3°C.
b) The battery shall be immediately transferred to a vibration test machine, secured by means of a suitable holding device which does not bear on vents or terminals, and vibrated for 2 hours (40 minutes in each of three mutually perpendicular planes) starting with the vertical plane. The frequency shall be 33 to 35 Hertz with an amplitude of 1.14 to 1.27 millimetres (total excursion 2.29 to 2.54 millimetres). Throughout this test the battery shall be under discharge at 0.05C20A.
c) The battery shall then be acclimatised at -40°C ± 3°C
d) The battery shall be immediately transferred to a vibration test machine, secured by means
of a suitable holding device which does not bear on vents or terminals, and vibrated for 1 hour (20 minutes in each of three mutually perpendicular planes) starting with the vertical plane. The frequency shall be 33 to 35 Hertz with an amplitude of 1.14 to 1.27 millimetres (total excursion 2.29 to 2.54 millimetres). Throughout this test the battery shall be under discharge at 0.05C20A.
e) The voltage and discharge current of the battery shall be monitored throughout the
vibration test. There shall be no evidence of instability. On completion of the vibration tests, the battery is to show no signs of external damage or leakage of electrolyte.
f) The battery shall be acclimatised at +25°C ± 2°C, and then tested to the requirements of
the Rated Capacity Discharge test (clause 16.1).

17.3 Drop and Topple
a) The battery shall be tilted on one bottom edge so that the distance between the opposite edge and the test surface is 50mm. The battery shall be dropped, freely, onto a rigid steel test surface. The battery shall be subjected to one further drop from each of its remaining bottom edges.
b) The battery, standing on its bottom surface, is tilted about one bottom edge until a position
of instability is reached and then allowed to fall over freely onto an adjacent face. It is then subjected to one topple about each remaining underside edge in turn.
c) The drop and topple tests are to be carried out on the battery whilst it is at a temperature of
+50°C and then when it is at -40°C. Cables are not to be connected during testing.
d) The battery shall be acclimatised at +25°C ± 2°C, and then tested to the requirements of the Rated Capacity Discharge test (clause 16.1).
f) After testing, the battery shall be examined and for evidence of damage or leakage.
17.4 Impact Resistance
a) The battery shall be acclimatised at +25°C ± 2°C.
b) During the impact tests, the battery shall be supported by a flat steel plate, at least 2.5mm thick.
c) A 500g steel ball shall be released from a height of one metre, so as to impact on the test
point locations shown in figures 2 and 3.
d) The battery case shall be free from cracks, breaks or destruction. 17.5 Terminal Strength Test
a) The Torsional Rigidity of the terminal posts shall be verified by applying a torque of 12Nm + 1Nm, in the horizontal plane, see figure 4.
b) There shall be no damage to the post, post seal or battery lid.

SECTION 5 PRODUCT CONFORMITY CERTIFICATION
18 GENERAL REQUIREMENTS
The Product Conformity Certification requirements are defined in Section 2 of Def Stan 61-21.
18.1 Product Conformity Test Requirements
The test schedule shown in Table 1 shall apply for product conformity certification. Eight batteries (two for each of the sub groups) are to be tested to the requirements and sequence of Table 1.
18.2 Interim Certification
Interim certification may be considered after the satisfactory completion of the tests shown in Sub-Groups 1, 2 and 3 of Table 1. Full certification shall include Shelf Life testing (Sub-Group 4 of Table 1).
18.3 Batch Certification
Batch Certification is not applicable for Major PCC.
18.4 Periodic Verification of Critical Performance
All supplied batteries shall meet the requirements for Polarity and Marking.
The tests in Table 2 shall be carried out in accordance with the contractor’s quality procedures. Alternative tests may be adopted by the contractor, with the prior agreement of the Authority.
18.5 Performance Assessment Sheets (PAS)
To assist the acquirer during the tender assessment stages, a PAS is provided at annex A. The PAS augments the PCC and formal test report by summarising the technical compliance data and displaying the data in a common format. Notes for PAS completion:
• * Delete as appropriate. • The PAS should be printed on Company Headed/Logo paper. • The PCC test schedule indicates the minimum number of samples/results required and the
test sequence. • Limitations of the design shall be described and any instances of Sample/Test equipment
failures shall be fully reported. Any Deviations from the defined test procedures shall be disclosed.
• Performance data shall clearly indicate whether it originates from the certification exercise or production/release testing following contract award.
• Interim Certificates shall clearly indicate test “due dates” for Full Certification.

19 HAZARD CLASSIFICATION AND TRANSPORTATION REQUIREMENTS For transportation considerations the manufacture shall state within the Declaration of Conformity the following:
1. The manufacturer shall declare that the battery is tested to and is compliant with Hazard
Classification UN2800 (Wet Non-Spillable) and IATA Special Provision A67. 2. Compliance with the range of UK National and Multi-National mode specific transport
regulations stipulated in Def Stan 61-21. 3. Reference to the manufacturing data package (build standard) for materials, piece parts and
processes used in the battery construction.

SECTION 6 MARKING REQUIREMENTS
20 MARKING
Marking shall be in accordance with DEF STAN 61-21 with the addition of a serial number, polarity indication and a statement of compliance to UN Hazard Classification 2800 and IATA Special Provision A67.
SECTION 7 BATTERY AGE
21 GENERAL REQUIREMENTS
The battery age (at the time of delivery) shall be less than 6 months.
SECTION 8 PACKAGING AND LABELLING REQUIREMENTS
22 GENERAL REQUIREMENTS
In addition to the packaging and labelling requirements stated in the contract, all packaging and labelling shall comply with the requirements of the civil dangerous goods transport regulations governing land, sea and air modes of transport. Except where specified in the contract or excluded within the regulations this shall include packaging requirements for mixed passenger and cargo aircraft. All levels of packaging shall also include:
1. The product NATO Stock Number. 2. The date of manufacture. 3. The battery storage life in the format “NOT TO BE STORED BEYOND MM,YY”
which shall be 2 years from the date of cell/battery manufacture.
