Leighton established an office in Ulaanbaatar in 2007. Since that time the company’s mining experts have focused on establishing world-class commercially competitive mining operations at the Ukhaa Khudag and Khushuut mines that meet international best practices in production, training, safety and environmental management.
Contract for Khushuut Coal Mine
Leighton Asia was awarded an A$273 million, 6-year contract to develop and operate the Khushuut Coal Mine project in western Mongolia.
This is the second contract that Mongolia Energy Corporation (MEC) has awarded to Leighton Asia in western Mongolia. The contract is based on a mine plan which ramps up to an initial three million tonnes of coking coal per year and includes 48.5 million cubic metres of material movement and anticipated ramp up to 5 to 6 million tonnes or more of coking coal per year. Leighton Asia is responsible for all mining activities including load and haul of waste, load and haul of coal, drill and blast, mine planning, technical support, site camp management and catering services. Hamish Tyrwhitt,
managing director of Leighton Asia said, “This award represents an important milestone to our business in Mongolia bringing our total number of mines to three. Our work in hand at Leighton Asia has now reached a record level of A$6 billion.”
Mongolian trainers will be able to provide all of the simulator training within the next six months and this fact represents a number of the company’s core values. For example, the simulator is a great modern technological tool to assist the mining operations in many areas of the business. It provides a safe environment to train new operators to Leighton Asia’s high standards at a state-of-the-art training facility, the first of its kind in Mongolia. The simulator allows operators to train in extremely hazardous and high risk situations without actually exposing the operator or machine to the actual risk.
It also allows training for new equipment types prior to onsite commissioning and improves production and reduces mechanical issues and equipment damage. The simulator provides a world-class training facility new to Mongolia and is another great example where Leighton Asia is setting world-class standards and adding value to Mongolia’s mining industry. UHG Mine project manager Russell Taylor said, “The simulator will really allow our people to be empowered with their training, skills and knowledge. This will ultimately lead to improved performances in all areas of our business at the UHG Mine and enable us to maintain the highest levels of competency for our operators.”

Mongolia’s first mine equipment training simulator
Leighton has recently procured and commissioned one of the world’s leading and most advanced equipment training simulators for the UHG Mine. The simulator is the first of its kind to ever be utilised in Mongolia, having the ability to safely and efficiently train operators on actual trucks and excavators currently utilised at the UHG Mine site, with the capability to train for CAT 785 and CAT 793 dump truck and the Liebherr 996 and 9250 excavators.
The simulator is ideal for training national employees in a safe and fun and proactive atmosphere whilst still being highly realistic. Leighton also had the simulator designed to embrace cultural differences - the on-screen display messages can be viewed in both Mongolian and English. It is envisaged that
Increase production at UHG
Leighton Asia recently secured an A$940 million contract adjustment to increase production at the Ukhaa Khudag (UHG) Coal Mine in southern Mongolia. Energy Resources LLC requested Leighton to expand the production capacity at UHG from current levels to 10 million tonnes per year by June 2011. Coal production commenced in April 2009 with total productionof 1.8 million tonnes in the year ended 31 December 2009. This request from Energy Resources LLC therefore represents a major increase in production.

Leighton team victoriousin the Philippines
Management and staff of Leighton Asia were in attendance
in March at the annual Hong Kong Sevens, considered the
premier tournament on the IRB Sevens World Series.
The company’s management enjoyed the games pitch-side
in the corporate box, whilst grateful Young Professional Club
After two months of games, Leighton’s Philippines team
emerged as the champion of the annual L.V. Locsin
Building Basketball Tournament which commenced
in December 2009.
The team was spearheaded by Dan Robles, captain, and was
comprised of head office based players Ludi Reyes,
Deomar Baruro, Sid Redulla, Francis Pramis, Lito Ceguerra,
Andy Atienza and Richard Pacecho. Also included
were project-based players Josh Ador, Chris Castillo,
Leonard Vidal, Arvin Cano, Toto Trinidad, Jun Jun Embrio
and Ron Ron Garcia. The team put up a brave fight which

a golf event for the Zuellig executives and other business
partners. A celebration for a new year, new project,
camaraderie with new partners when Leighton - Zuellig
project held its kick-off in January at Manila Golf Club.
It was a great afternoon of golf and an excellent time
getting to know the client’s team out of the normal
work environment.
The event was participated by Mr. Michael Luna of
Bridgebury Realty, Arch. Willy Coscuella of W.V. Coscuella
and Associates, Atty. Salvador Medialvea, Mr. Alan Hearn
of DLS and Mr. Aki Aquino of CBRE.
Zuellig project on the rise
In March Young Professional Club (YPC) members of Leighton Asia in Hong Kong had the great honour to meet with Leighton Group CEO Mr. Wal King in an evening that was buzzing with excitement and anticipation.

It was the largest YPC event to date, with the event playing
host to 120 management and staff from both Leighton Asia
and Leighton Holdings. The evening commenced with
a welcoming speech by Raymond Kong, chairman of the
YPC and was followed by a presentation by Mr. King who
shared his thoughts on the global economy and the bright
outlook for the Leighton group of companies.
As well as providing motivation to the company’s young
professionals Mr. King instilled a sense of belonging to
all staff members as he encouraged them to strive for
excellence in their individual roles within the company.
YPC members appreciated that it is not often that staff have
the opportunity to relax with company executives in such an
informal setting and all present said they felt empowered by
the evening.
Hamish Tyrwhitt, managing director of Leighton Asia said,
“This is empowering because Mr. King encourages the idea
of management being involved with the staff and being able
to communicate effectively with them, so that company
employees are aware that their CEO cares about their input
and appreciates their work. Without doubt the staff would
like to have similar events in the future,” he concluded.

Island visit for Social Club
During the months of January and February each year the
Indonesian government expects all industries to hold activities
promoting good health, safety and environment standards
with National Safety Day falling on 12 January each year.
The national government’s expectations in this regard reflect
the ongoing efforts of Leighton Asia to promote incident
free workplaces in line with the company’s Strive for L·I·F·E
(Leighton Incident Free Environment) initiative.

are held and these include health and safety seminars and
a publication representing these issues, a campaign promoting
vigilance and awareness on site and awards for employees
demonstrating the best behaviours in regards to health and
safety issues. In 2010 a new event was held for the very first
time, Bawalah Istri Anda ke Tempat Kerja or Bring Your Wife
to Work Day.
All employees were encouraged to bring their partners and
children to site for a day of special activities with approximately
650 wives and partners and 200 children in attendance.
The underlying aim of this day was to help family members
understand how large the potential risk of the work
undertaken by the husbands is and many agreed that
this was the first time that they had gained a proper

participants between the islands and twenty five staff

friends, left Central and toured around Victoria Harbour
before heading to Yung Shue Wan Village. Once at Lamma

a little over two hours and when complete the group all
enjoyed a delicious and well earned seafood lunch before
re-boarding their boat and heading to Ping Chau for some
time to enjoy the lovely island’s peaceful way of life.
Upon returning to Central in the afternoon all members
of the hiking tour expressed that the day had been great
fun, as well as being a healthy respite from their busy
working lives.

In March the Ocean Park Entry Plaza, Aqua City and Grand Aquarium project celebrated its topping out milestone.
Scheduled for completion in the third quarter of 2011, the
Zuellig Building will be the first green office building in the
Philippines with a Leadership in Energy and Environmental
Design (LEED) Core and Shell Certification.
Designed with a traditional reinforced concrete frame
requiring some 56,000 cubic metres of concrete,
on 12 March the Zuellig Building project held a ceremony
to mark the commencement of the pouring of concrete
for the new 34-storey office building which is located
in the central business area of Makati City. The structural
concrete works are scheduled to top-out in March 2011.
The recent ceremony was attended by representatives
of the building’s owner, Bridgebury Realty Corporation,
members of the project management and consultant teams,
senior management of Leighton Asia, as well as project staff
of Leighton Asia’s Philippines operations, all in attendance
to demonstrate the collaborative commitment of the whole
project team in working together to successfully deliver the
project to the satisfaction of all stakeholders. Bridgebury
Realty Corporation director, Daniel Zuellig noted that the
Strive for L·I·F·E safety programme being implemented at the

project was fully supported by the building owners and
that the green colour adapted for the programme signage
was both appropriate and aligned with the project’s target
for being the first green office building in the Philippines
with LEED certification.

Busy schedule at Ocean Park
Leighton Asia has secured a US$417 million contract to construct the Tse Uk Tsuen to Shek Yam section of the Guangzhou – Shenzhen – Hong Kong Express Rail Link (XRL).
Major contract for Express Rail Link
The awarded Contract 822 includes the construction of
a 7.6 kilometre twin-track tunnel between Tse Uk Tsuen
and Shek Yam, ventilation and access adits, two ventilation
buildings and a ninety metre deep ventilation shaft. Contract
works commenced in March with scheduled completion
in 2015. Drill and blast techniques will be used for the
construction of the tunnels and the works will be
undertaken in co-operation with Macmahon Holdings.
Hamish Tyrwhitt, managing director of Leighton Asia said,
“Leighton is delighted to have been selected to construct
another part of Hong Kong’s rail network. The XRL
will provide the strategic link for Hong Kong to the
comprehensive high-speed rail network in mainland China.
Leighton is excited to play a key role in this effort to provide
a fast and convenient railway service to the communities
in Hong Kong that will connect to other mainland cities.”
Ocean Park Corporation chief executive Tom Mehrmann,
deputy chief executive Matthias Li, executive directors
Walter Kerr and Suzanne Gendron and members of their
project teams joined with Leighton Asia managing
director Hamish Tyrwhitt as well as Paul Freeman and
members of the Leighton project team.
The celebration was in recognition of the completion
of the structure on this challenging project. Dignitaries
marked the significance of the topping out by pouring
a total of 88 coral fish into a large fish tank to symbolise
the settlement of a variety of sea animals from around
the world into the Grand Aquarium at Ocean Park
in Hong Kong.
A few days before the topping out, the Ocean Park
project played host to the chief executive of Engineers
Australia, Peter Taylor who was accompanied by members
of the Hong Kong chapter. Their visit commenced with
a project presentation by project manager Darren Beasley
which included some interesting engineering solutions
that were crucial to Leighton Asia winning the project,
such as rebar optimisation and the aquarium life support
system. The presentation was followed by a safety
induction and site inspection.
The Engineers Australia visitors were impressed with
Leighton’s efforts on the Ocean Park project and thanked
the company for their continued support, wishing
Leighton well for the project’s completion.
The XRL is a cross boundary transport infrastructure project
which will provide high speed rail services between Hong
Kong and mainland China. The Hong Kong SAR government
has entrusted the design and construction of the XRL Hong
Kong section to the MTR Corporation Limited, who
themselves awarded Leighton a contract worth US$417
million for the construction of the tunnels and ventilation
buildings in the Tse Uk Tsuen to Shek Yam section of the
new rail link. The Hong Kong section of the XRL will run
underground for twenty six kilometres from the new
terminus to be built in West Kowloon to the boundary
crossing point at Huanggang, Shenzhen.

The celebration was in recognition of the completion
of the structure on this challenging project. Dignitaries
marked the significance of the topping out by pouring
a total of 88 coral fish into a large fish tank to symbolise
the settlement of a variety of sea animals from around
the world into the Grand Aquarium at Ocean Park
in Hong Kong.
A few days before the topping out, the Ocean Park
project played host to the chief executive of Engineers
Australia, Peter Taylor who was accompanied by members
of the Hong Kong chapter. Their visit commenced with
a project presentation by project manager Darren Beasley
which included some interesting engineering solutions
that were crucial to Leighton Asia winning the project,
such as rebar optimisation and the aquarium life support
system. The presentation was followed by a safety
induction and site inspection.
The Engineers Australia visitors were impressed with
Leighton’s efforts on the Ocean Park project and thanked
the company for their continued support, wishing
Leighton well for the project’s completion.
The XRL is a cross boundary transport infrastructure project
which will provide high speed rail services between Hong
Kong and mainland China. The Hong Kong SAR government
has entrusted the design and construction of the XRL Hong
Kong section to the MTR Corporation Limited, who
themselves awarded Leighton a contract worth US$417
million for the construction of the tunnels and ventilation
buildings in the Tse Uk Tsuen to Shek Yam section of the
new rail link. The Hong Kong section of the XRL will run
underground for twenty six kilometres from the new
terminus to be built in West Kowloon to the boundary
crossing point at Huanggang, Shenzhen.

annually on 12 January, a number of coal mining companies
in the South Kalimantan region joined together for a series
of competitions organised by PT. Arutmin Indonesia, to raise
awareness of the importance of safety issues on site.
The events were held at the Satui Coal Mining site and
were joined by Leighton’s Wahana team who came away
victorious in a number of competitions. These included
three first place finishes in the health, safety and
environment quiz, the fire and rescue challenge and
the housekeeping challenge. The Wahana team were also

The North Luzon Expressway (NLEX) Phase 2 Segment 8.1
project site is located within Valenzuela City which starts at

the construction of a 2.7 kilometre, 4-lane expressway, one
overpass, one cloverleaf interchange, a single toll place,
O & M facilities and associated ancillary works which
includes fences, traffic signage, pavement markings
and lighting.
Her Excellency President Gloria Macapagal-Arroyo visited several
C5 sites with Leighton’s North Luzon Expressway Phase 2
Segment 8.1 project being a highlight. The President was
very impressed with the intensity of site activity, quality and
size of Leighton equipment, personal protective equipment
of the workers which together made up an atmosphere
of professionalism throughout the site.
After a full length drive of the site, the president, along
with other government officials, stopped by at a Manila
North Tollways Corporation (MNTC) tent erected for
the occasion where Mr. Rod Franco from MNTC gave
an overview of the project and succeeding phases
leading up to the connection with the South Luzon
expressway. A highlight of the event was when the
president met one of Leighton workers on stage,
Mr. Gerald Pagaduan, a grader operator she had previously
met during the ground breaking in April 2009.

for L·I·F·E. The aim of the station is to create an effective
communication medium between management and their
employees at the Wahana Coal Mine. In line with the company’s
core values the station also aims to contribute to a fun working
environment. In true Leighton style the twenty best employees
for the month of March were all given awards for their
exemplary efforts on site.
Those present at the launch included district leaders namely
the deputy of the Satui district, the Satui military area
commandant, the Satui deputy chief of police, the province
member of the Satui house of representatives, as well as
members representing local NGOs, banks, transportation services
and the head of the village from the Wahana Coal Mine project.

Lai Chi Kok project wins safety awardThe Lai Chi Kok project recently won the Construction Sites
Housekeeping Meritorious Award presented by the Drainage
Services Department. Leighton is constructing a drainage tunnel
using a tunnel boring machine and related shafts to reduce
flood risk to the residents and businesses in the vicinity of the
project which is due for completion in 2012.
Malcolm Plummer, project director commented, “I was very
pleased to receive the award on behalf of the project team.
With the company’s focus on the elimination of Class 1
incidents through the Strive for L·I·F·E initiative, a high standard
of housekeeping goes hand-in-hand with managing the other
more serious risks associated with our project.”
Housekeeping is important on all Leighton projects. Good
housekeeping is often related to good safety performance
and is a key indicator of the level of safety that we see at
Leighton projects. Housekeeping takes on particular importance
in tunnelling projects and the team engaged at Lai Chi Kok

Leighton Asia signs gold mine contract at Toka Tindung
Toka Tindung gold mine is located approximately
35 kilometres to the north east of Manado City and consists
of multiple pits, with one main pit to the north and four
smaller pits to the south. The resources at Toka Tindung
total 1.75 million ounces of gold of which 1.1 million
ounces will be mined over the contract term.
This new agreement allows Leighton to recommence works
on the A$125 million contract for the provision of mining
services for PT Meares Soputan Mining/PT Tambang Tondano
Nusajaya. Under this six-year contract, Leighton will provide
a range of services to the mine, including land clearing, civil
works, drilling, excavating, loading, hauling and dumping

Leighton announces third quarter profits
In May, Leighton Holdings has announced a profit after tax
(unaudited) of A$400 million for the nine months to 31 March
2010 (versus A$220 million last year) from revenue of A$13.3
billion (versus A$13.7 billion last year). Leighton Holdings’
chief executive, Mr. Wal King, reported that the result
demonstrated the diversity of the Group’s contracting and
project development portfolio across its core markets of
infrastructure, resources and property in Australia, Asia
and the Middle East.
“These are strong results for the nine months which reflect
solid performances in mining and infrastructure, offsetting the
difficulties in property and the Middle East - particularly Dubai.
Our diversification strategy has helped sustain the business
through the worst of the global financial crisis (GFC) and, after
the residual GFC issues impacting property and the Middle
East subside, we see the growth in our core markets
continuing to strengthen,” said Mr. King.
“In Hong Kong, Leighton Asia secured a A$463 million
contract to construct the Tse Uk Tsuen to Shek Yam section
of the A$9 billion Guangzhou – Shenzhen – Hong Kong
Express Rail Link. The work includes the construction
of a 7.6 km twin-track tunnel, ventilation and access
passageways, two ventilation buildings and a 90m deep
ventilation shaft,” said Mr. King. “A joint venture including
Leighton Asia was awarded a A$245 million contract to design
and construct phase one of the new Tung Chung Hospital on
Lantau Island, Hong Kong.”
“In Southern Mongolia, Leighton Asia secured a A$940 million
contract adjustment to increase production at the Ukhaa
Khudag (UHG) coal mine which will ramp up production rates
from current levels to 10m tonnes per year by June 2011.
In North Sulawesi, Indonesia, Leighton Asia recommenced
a A$125 million contract at the Toka Tindung gold mine which
had been suspended pending government approvals,” he said.
“A sustained level of infrastructure spending over the
next decade, particularly on transport, water, power and
telecommunications projects, should continue to provide
a good level of construction opportunities for the Group’s
Australian based operating companies.
“Sustained demand from China and the rest of Asia for iron
ore and coal should drive increases in export volumes which
augers well for contract mining opportunities. Demand for
energy is also forecast to remain strong presenting the Group
with significant opportunities over the next few years to
undertake construction work on a number of Liquefied
Natural Gas and Coal Seam Methane projects,” he said.
“Asia is expected to continue to grow providing construction
and mining opportunities in our core markets of Hong Kong,
Indonesia, India and Mongolia. While Dubai is likely to remain
subdued for some time, the other markets of the Middle East,
underpinned by their oil and gas reserves, should continue to
support a good level of construction work.
“For the 2009/10 financial year the Group expects to report
full year revenue of around A$18.5 billion and net profit after
tax in excess of A$600 million. The final results for 2009/10
and dividend payments are, of course, subject to market
conditions,” said Mr. King.

The Wahana Coal Mine project in South Kalimantan Indonesia
achieved a remarkable LTI free milestone in April when the
team passed 4 million man-hours without a lost time injury.
Phil Naughton, project director at Wahana thanked his team for
their efforts and encouraged them to strive for another new LTI
free record for the project. Everyone in the Leighton Asia team
is proud of this milestone and staff working throughout the
region will be motivated to continue contributing to the

ceremony at the site of North Lantau Hospital at Tung Chung,

has secured a A$245 million contract to design and
construct phase one of the new North Lantau Hospital.
The hospital is being developed by the Architectural Services
Department of the Government of HKSAR (ArchSD). Contract
works include the design and construction of the eight-storey,
160-bed hospital block together with associated building
services and external works, and a connecting road to link up
On Tung Street and Chui Kwan Drive.

Natural Gas and Coal Seam Methane projects,” he said.
“Asia is expected to continue to grow providing construction
and mining opportunities in our core markets of Hong Kong,
Indonesia, India and Mongolia. While Dubai is likely to remain
subdued for some time, the other markets of the Middle East,
underpinned by their oil and gas reserves, should continue to
support a good level of construction work.
“For the 2009/10 financial year the Group expects to report
full year revenue of around A$18.5 billion and net profit after
tax in excess of A$600 million. The final results for 2009/10
and dividend payments are, of course, subject to market
conditions,” said Mr. King.

Wahana project achieved 4 million man-hours
The Wahana Coal Mine project in South Kalimantan Indonesia
achieved a remarkable LTI free milestone in April when the
team passed 4 million man-hours without a lost time injury.
Phil Naughton, project director at Wahana thanked his team for
their efforts and encouraged them to strive for another new LTI
free record for the project. Everyone in the Leighton Asia team
is proud of this milestone and staff working throughout the
region will be motivated to continue contributing to the
company’s combined efforts to Strive for L·I·F·E.
Site ceremony at North Lautau HospitalLeighton Asia recently conducted a project commencement
ceremony at the site of North Lantau Hospital at Tung Chung,
Lantau Island in Hong Kong. Over 100 participants enjoyed
a sunny afternoon with a lively lion dance performance and
refreshments.
Honoured guests attending the ceremony included Leighton
Asia managing director Hamish Tyrwhitt, Business Unit 1
executive general manager Ian Edwards, Leighton Asia general
manager commercial Bob Cooke, Leighton Asia chief
financial officer Tony Jacobs, Business Unit 1 divisional

Leighton Asia, in a joint venture with Able Engineering Co Ltd,
has secured a A$245 million contract to design and
construct phase one of the new North Lantau Hospital.
The hospital is being developed by the Architectural Services
Department of the Government of HKSAR (ArchSD). Contract
works include the design and construction of the eight-storey,
160-bed hospital block together with associated building
services and external works, and a connecting road to link up
On Tung Street and Chui Kwan Drive.
Hamish Tyrwhitt, Leighton Asia’s managing director said,
