NATIONAL FOREWORD

This Indian Standard which is identical with 1S0 10444:1994 ‘Information and documentation—International standard technical report number (ISRN)’ issued by the International Organization forStandardization (ISO) was adopted by the Bureau of Indian Standards on the recommendations of theDocumentation and Information Sectional Committee and approval of the Management and SystemsDivision Council.

The text of the ISO Standard has been approved as suitable for publication as Indian Standard withoutdeviations. Certain conventions are, however, not identical to those used in Indian Standards. Attentionis particularly drawn to the following:

a) Wherever the words ‘International Standard’ appear referring to this standard, they shouldbe read as ‘Indian Standard’.

b) Comma (,) has been used as a decimal marker while in Indian Standards, the current practice

is to use a point (.) as the decimal marker.

In the adopted standard, reference has been made to ISO 3166:1993, which has been revised asISO 3166-1:1997 ‘Codes for representation of names of countries and their subdivision: Part 1 Countrycodes.’ This is to be substituted by IS 14836 (Part 1):2000 ‘Codes for representation of names of countriesand their subdivision: Part 1 Country codes’ which is identical to ISO 3166-1:1997.

In this adopted standard, reference has also been madetoISO5966:1982 ‘Documentation — Presentationof scientific and technical reports’, which has since been withdrawn by ISO.

NUMBER (ISRN)

1 Scope

This International Standard defines and promotes theuse of a standard number (ISRN) for the unique iden-tification of technical reports.

The international standard technical report number(ISRN) specifies a uniform format for the creation ofunique, but compatible, numbers used for the iden-tification, organization and location of technical re-ports.

This International Standard is applicable to both pub-licly distributed and in-house technical reports includ-ing those produced in non-print media.

2 Normative references

The following standards contain provisions which,through reference in this text, constitute provisionsof this International Standard. At the time of publi-cation, the editions indicated were valid. All standardsare subject to revision, and parties to agreementsbased on this International Standard are encouragedto investigate the possibility of applying the most re-cent editions of the standards indicated below.Members of IEC and ISO maintain registers of cur-rently valid International Standards.

3 Definitions

For the purposes of this International Standard, thefollowing definitions apply.

3.1 international standard technical report num-ber (ISRN): Alphanumeric identifier containing amaximum of 36 characters which, when printed orwritten, is preceded by the letters ISRN; the inter-national standard technical report number serves touniquely identify a single technical report.

3.2 technical report: Document that describes theresults of research, investigations or other studies andwhich is initially submitted to the person or corporatebody for which the investigation was carried out orby which it was sponsored.

NOTE 1 A technical report can be on any subject.

Technical reports are not usually produced commercially andare not normally available through commercial booksellers.Technical reports are usually issued irregularly, either as part

of a series or as separate monographs,

4 Construction of an internationalstandard technical report number

Whenever an international standard technicalnumber is written or printed, the letters ISRN shallprecede it and shall be separated from it by a space.

An ISRN consists of a maximum of 36 alphanumericcharacters’] which shall be digits (Arabic numerals Oto 9), uppercase letters of the Latin alphabet and adefined set of symbols. It is divided into three seg-ments and, in addition, an optional local suffix may beappended but it does not form part of the ISRN.

Figure 1 illustrates the structure of the ISRN.

4.1.2 Subdividers

4.3 Sequential group

The sequential group is the second segment of theinternational standard technical report number. It hasa maximum of fourteen characters and contains a se-

quential number assigned by the agency which issuedthe report.

The sequential group may be divided into three el-ements, which are year, sequential number, and ver-sion identifier. Each element shall be separated fromthe others by a subdivider (/ or -). Only the sequentialnumber is a mandatory element.

4.3.1 Year

In most cases the year element is optional. However,if the sequential numbers (see 4.3,2) assigned by anagency recommence with the number “ 1 “ in eachcalendar year, the last two digits of the year of publi-cation shall be the first element of the sequentialgroup.

4.3.2 Sequential number

A sequential number shall be included in the sequen-tial group. If the year is included as the first elementof the sequential group (see 4.3.1), the sequentialnumber shall immediately follow a subdivider. If the ‘year is not included, the sequential number shall im-mediately follow the group separator.

A version identifier may appear as the third elementof the sequential group. The version identifier consistsof a group of alphanumeric characters representing arevision, version, etc. A subdivider (/ or -) separatesthe version identifier from the sequential number.

4.4 Country code (optional)

The country code, when used, is the third segmentof the ISRN. An ISO alpha-2 country code shall beused in accordance with ISO 3166.

The country code shall designate the country in whichthe issuing organization is located.

If it is not possible to determine the country in whichthe issuing organization is located, the symbol “AA”shall be used in place of the country code.

4.5 Local suffix

The local suffix is an optional field; it does not formpart of the international standard technical reportnumber.

The local suffix may be of any length, but it is limitedto alphabetic and numeric characters plus the follow-ing special characters:

— diagonal slash (/)

— full stop (.)

The local suffix shall be preceded by a delimiter con-sisting of a plus sign (+) and shall immediately followthe last segment of the ISRN.

The local suffix may be used to contain any informa-tion considered important, e.g. type of publication,type of non-print media, in-house number, subject,language.

6 Administration

The ISRN system shall be administered by appropriateagencies for each participating country or for groupsof countries or international bodies. The primary roleof these agencies in this regard is to maintain regis-ters of reporl code assignments and to promote theuse of the ISRN.

Individual organizations issuing technical reports areresponsible for the assignment of ISRN and for en-suring that each ISRN is a unique number.

A registration authority shall monitor the system andcoordinate the assignment of unique report codes. Itsaddress is as follows:
