"BAXI SALES have increasedby 300% in Ireland sinceHeatmerchants became distrib­utors last year," so said HughHowe, Baxi's TechnicalManager in Ireland, whenaddressing a seminar in Corkrecently.

One of the leaders in terms ofsales of gas fireside boilers inboth Ireland and the UK, Baxiappointed Heatmerchants asdistributors late in 1987. Sincethen sales have increaseddramatically, a fact which hasbeen attributed to thecombination of the Baxi qualityfactor and the Heatmerchants'stocking philosophy of holdinglarge quantities of all models onan ex-stock basis.

The plate heat exchanger

The plate heat exchanger (PHE) is constructed of pressedcorrugated metal plates which are aligned in a frame byan upper carrying bar and a lower gUide bar. The platepack is assembled between a frame plate and a pressureplate and compressed by tightening bolts.Each plate is fitted with a gasket which seals the channeland directs the fluids into alternate channels. The numberand size of plates are determined by the flow rate,physical properties of the fluids, pressure drops andtemperature program.Fluid connections are located in the fixed frame or, ifeither or both flUids make more than a single pass withinthe unit, in the fixed and movable frame.

Flexibility - Within a couple of hours the PHE can beredesigned simply by adding, removing or rearrangingplates within the length of the frame. Extended framecapacity can be supplied if the original capacity isexpected to increase radically.

Low hold-up volume - The thin channels mean that theliquid volume is low in comparison to other types of heatexchangers. This ensures qUick operation control andreduces total installation weight.

Lightweight - The compact design and thin platema~erials contribute to a low-wei.ght heat exchanger.A lighter weight heat exchanger In turn requires smallerfoundations.

Great thermal efficiency/close temperature approach ­Plate patterns are designed to induce a high degree ofturbulence which reduces fouling and improves heattransfer. This high turbulence in full countercurrent flowmakes it economically feasible to use temperatureapproaches down to 1°C (2°F).

MECHEX'89Optimism Justified!

Mechex '89 is the building services sector's first truly national exhibition showcase formany a year. The fact that it has come about at all indicates a new-found optimism withinthe marketplace and, more especially, a resolve on the part ofmanufacturers/distributors to use the event as a springboard to project itself forwardtowards a new period of growth and prosperity.

And indeed this confidence and optimism is justified. Of course there is no point intrying to pretend that all is rosy in the garden, but nonetheless, there is undoubtedly anupturn in the affairs of the industry.

Major construction projects at the planning stage are being announced regularly, themain concentration to date being on hotel and shopping centre schemes. Obviously, itwill be some time yet before they come to fruition and impact on the product supplysector but, already they have led to increased activity in the sphere of consultancy.

In fact,late last year and early this year has seen consultancy practices taking on newstaff, something which could not have been confidently predicted even as recently as sixto eight months ago.

Recent months have also seen positive movements in the domestic sphere.Generally, the economic atmosphere of the country appears to have taken a turn for

the better and brought with it a more positive approach from the vast bulk of industrysectors. This is certainly true of the building services and related domestic buildingsectors, which in turn has permeated right down to the product supply sector.

The industry is poised on the brink of better times. Opportunities beckon but,obviously, it is only those who actively pursue those opportunities who stand to gain.

• Carrier high-tech is applied to historic Dublin - Ireland's first Carrier variable volume/variabletemperature (VVT) system recently supplied by Walker Air Conditioning to the Merchants Court officedevelopment in Dublin.

Full Group Participationon Walker Stand

The Walker Air Conditioning stand atMechex 1989 will include exhibits notonly from the Carrier Air ConditioningCorporation, but also from its otherdivisions, which are HRP Walker, WACChesterton, and the Fluid and FiltrationDivision.

Walker Air Conditioning will have ondisplay material relating to the Carrierrange offan-powered mixing boxes,electronically-controlled VAV systems,and the enhanced generation II VVTsystems. Carrier continue to lead theworld in energy-efficient systems and thiswill be the first time in Ireland that thefan-powered mixing boxes will beavailable for discussion.

To supplement this range andencompass the Walker Air Conditioningphilosophy of the "complete package".Walker will also have on display the"Walker Air Conditioning ComputerisedMaintenance Contract MonitoringPackage". This package enables thecompany to have a complete electronicrecord of their clients equipment andproduce for them, in addition to thestandard report, a yearly report

synopsising the work carried out eachyear.

WAC Chesterton, the maintenanceproduct Division of Walker AirConditioning, will have on display for thefirst time its Dunlop range of engineeringadhesives and applied products. This is anew and complementary range ofproducts for this Division and will be ofinterest not only to existing clients, but tosome new clients also.

HRP Walker will show a selection of itscomprehensive range of refrigeration andair conditioning system components, suchas EDC International condensate pumps,Coldrec electronic control panels, Danfosscontrols etc.

Filter and Fluids Division will have ondisplay the Viledon range of bag-filters,which are constructed of a synthetic non­woven medium and offer a very lowinitial pressure-drop and an extensive life­time. Containing no fibre glass, these unitsare ideal for the food and computerindustry and complement the existingrange ofVokes and Flanders Filters.See Stand No: 10/12.

Perfect Pumping-ByWilo

Mechex '89, which this year covers boththe mechanical and electrical disciplines ofthe heating and ventilating trades inIreland, will be the forum used by WiloEngineering Ltd to introduce some newWilo products to the Irish market. Thesewill include the following:-

The Wilo ZI5 series (domestic hot waterservices pump) - This pump, which is anew concept for Wilo, incorporates adesign of pump housing which can bedismantled from the electric motorwithout using any tools such as screw­drivers, alien keys, etc.

It is available as a pump alone(designation Z15) or as part of a kit(designation Z15C) which contains apump, non-return valve, time switch andcable. The unit is 220 Volt, I-Phase andmeets the normal European standard forDHWS pumps.Max Head - 1.25 Metres;Max Flow - 0.6 M3/Hr (2.2 GPM);Max Working Pressure -10 BAR.

Wilo COe pressure booster - The latestaddition to the Wilo CO series of boostersis the COe. This versatile addition is idealfor the Irish market and is designed usingstainless steel piping (for potable waterapplications), Wilo Multistage Pumps,Wilo-designed switch box, brass non­return and gate valves, and is finished tothe high standards which Wilo expectsfrom its products.

It will be available in 28 basic versionsand will be suitable for either fire hose reelapplications or auto-pneumatic waterboosting.

The units are designed using either twoor three pumps and are suitable for dutyand standby operation.

The range of duties covered by the newCOe series is:-Max Head - 108 Metres;Max Flow - 37 W/Hr (136 GPM);55 W/Hr (200 GPM) with 3 pumpsrunning.

These units will be built in Limerickthereby facilitating fast delivery times toclients in Ireland.

Wilo Star range - These are verydefinitely the pumps of the future havingin-built micro processor control whichenables the pumps to automatically matchthe system requirements. They maintainan even head pressure at all flow rates,thus reducing the effect on thermostaticradiator valves.

Currently available in 1 inch, 1114 inchand 11/ 2 inch sizes, these pumps are veryworthy of inspection as they represent theideal solution to many heating systemdesign problems.

Major ThorsmanAcquisition -Thorsman, the cable management andfixing specialists have recently purchasedthe English-based company, Floor PlanElectrical in a multi-million poundtake-over, and subsequently appointedIrish Building Services Contracts tooversee the management and installation ofthe system.

Floor Plan Electrical is one of theleading access floor manufacturers in theUK and the only access floor companywho also design and manufacture acomplete integrated package, whichincludes access flooring; flush-floortrunking and power and communicationcircuit outlet boxes.

These new products, combined withThorsmans already-extensive cabletrunking systems, consolidate Thorsmansposition as one of the leading companiesin cable management.

Thorsman UK access floor systems areinstalled by a fully-trained and instructedteam of floor layers, using laser levellingequipment to ensure exact tolerances aremaintained. Pedestalsare manufactured from galvanised steelbase plates, riveted to a tubular galvanisedpillar. The top section is threaded to allow20 mm of adjustment. The pedestal headhas panel locating rings and fixing holesfor securing the panels.

The purpose-developed, two-partadhesive provides a stability whichexceeds the pedestal swing testrequirement of MOB 08-801. A full rangeof accessories is available including ramps,steps, expansion joints, fire barriers andair grills.

Floor outlet boxes - Thorsman flooroutlet boxes for raised access floorsdesigned to be flexible, functional, easy toinstall or when necessary repositioned.They cater for all power, communicationsand data connections including the IBM­LAN.

There are three boxes in the range:Type 500 has a hard-wearing colour trimand caters for all types of power,communications and data connections;Type 400 also includes the above features,but is used where space is limited and suitsfloor voids between 60 mm and 90 mm. Itshould only be used with full access floorsdue to space limitations;Type 300 is for use when no carpet trim isrequired.

Integrated flush-floor trunking ­Situated level with the floor panel,removal of a 200 mm cover plate allowseasy direct access to cable. The benefit, ofcourse, is that new cables, outlets ormodification work can be carried out withminimal disturbance to the workingenvironment. The space between the paneland sub-floor is, therefore, free for use by

other services. Sliding shutters in trunkingenables moulded on connections forremote floor outlet units, such as Electrakand Multipoint, to be incorporated.

Under-panel trunking - Using thefloor panel as a cover, the under-paneltrunking is fitted to the pedestal, therebyallowing easy direct access to cables.Moulded-on plug-tops can be taken fromthe floor void into the trunking withoutinterfering with other floor panels.

The versatility of this system is that itcan be retro-fitted to speculative typedevelopments, when a tennant has beenappointed any additional lay-ininstallations of special cables can behoused, especially where range bendingradii are used.

Electrak can be fitted to the centrecompartment.

The system has knock-out sections forcross-overs to provide connections toremote floor outlet units. Floor outletunits can be fitted in panel directly abovethe trunking. Gaskets between thetrunking top and floor panel prevent noisetransfer.

In-cavity trunking - Steel trunking,complete with screw fixed cover, isavailable in one, two or threecompartments to provide sealed cablemanagement control in the floor void. Thetrunking side has conduit knockouts withdrop-in flyover bridges for feeding toremote floor outlet units. Connectionboxes can also be mounted besidetrunking to make these connections andthese accommodate the installation ofterminals on connector blocks. Allnecessary functions are provided andmodification changes can be provided onsite.See Stand No: 11.

The traditional method employed byestablished systems has been the indirectcopper cylinder. The boiler water flowsthrough a coil of copper tubing fittedinside the storage cylinder which transfersthe boiler water heat into the stored water.Typical average heat-up time is two hoursplus.

However, the new system devised byCoppercraft Ltd operates completelydifferently. It comprises three basicelements - a plate heat exchanger; a

bronze pump; and two strap-onthermostats. It is \1sed in conjunction witha direct copper cylinder, i.e., one with nocoil.

The bronze pump sends a flow of coldwater from the bottom of the cylinderthrough the heat exchanger whichinstantly heats it to the requiredtemperature by transferring the heat of theboiler water as it flows through theexchanger in the opposite direction.

An important point to note at thisjuncture is that the domestic water andboiler water never touch ... only the heat istransferred.

The heated domestic water is fed backinto the top of the cylinder, the point fromwhich all taps and outlets are supplied. Ifthis hot water is not required immediately,it travels down into the cylinder until thehot water level reaches the strap-onthermostats which switch off the bronzepump.

Principal advantages are that (a) Instanthot water is available when the boiler isoperating; (b) There is a continuous flowof hot water; (c) Cylinder contents heat-upis much quicker; (d) It becomes economicto use the boiler to heat water in summeras well as winter; (e) There is no longer aneed to pre-plan bath times.See Stand 0: 54.

The main talking point of the exhibitionhowever, is expected to be the Irish­manufactured gas condensing boiler ­Glotec. This will be its very first showingat a major heating exhibition in Ireland.

Already users of the many boilers nowinstalled are testifying to their highfficiency and low operating costs.

Since it formation in 1945, Grundfos hasgrown into a truly international operationwith its own companies in countriesstretching from Scandinavia to Nigeria,the United States to Australia andSingapore to Ireland. The importance of using stainless steel

New standards of operational efficiencyhave been achieved by the fabrication ofthese light yet strong and corrosion-freecomponents.

Simplicity ofdesign coupled with the standardisation ofcomponents has ensured that, once apump is installed and operating for longperiods, routine maintenance is reduced toan absolute minimum. Holfeld - One-stop shop forpackaged pump setsH.R. Holfeld (Hydraulics) Ltd, theStillorgan, Dublin-based fluid handlingspecialist feature a wide range of Holpakpackaged pumping equipment. Pride ofplace goes to a new pressurisation set formake-up on low temperature, hot water orchilled water, domestic or industrialsystems. The new range of Holpak HFTseries of pressurisation units wereintroduced into the British market at theLondon H&V Show last November. Theunit is primarily used to cater for themake-up and pressurisation requirementsof LPHW, chilled water and versatempsealed systems.

The single or twin pump-packaged unitis based around three different sizedcentrifugal pumps offering heads up to 40,59 and 70 metres. All pumps are availablefor either single phase 240V or 3-phase415V electrical supply. The unit issupplied complete with high and low­pressure cut-out switches for a heatingsystem or a low pressure cut-out switch fora chilled water system. The switch can bewired to interrupt the boiler or chillercontrols. The new unit is supplied asstandard with run and trip indicators,optional extras including volt freesignalling, low water and protection inbreak tank and audible alarms with reset.

In certain installations, high leakagerate can prevail undetected, causing over­frequest operation of the pressurisationpump. The new unit can be easily fittedwith unique monitoring equipment .providing visual and audible alarms If theoperation of the pump exceedS theaccepted norm. "Hours run" counters arealso available in order to indicate pumpload sharing whilst also acting as a systemwater loss signal.

Also on show for the first time is therevised and updated range of packagedtwin fuel oil transfer sets with full panelcontrol. Designed to suit both domesticand industrial heating requirements, forsupply of oil to generator sets and for tanktransfer, the Holpak series ofHCA, HIRand HCH oil transfer sets for use onsystems where gravity feed to the burnerof generator is not possible. They may alsobe used on systems requiring pressure overa wide range of fuel oil conditions.

Each Holpak set comprises two pumps_ either gear or liquid ring self-primingtypes - depending on application and theviscosity of the liquid to be pumped.Close-coupled HCA and HCAM liquidring pump sets for gaspil are based

around two self-priming pumps withoutopposite rotation, the standby pump beingbrought into operation by adjustment of athree-way valve. The pipeline relief valveis able to receive full flow from eitherpump and is set to operate at a slightlyhigher pressure than that required in theline.

Five models are now available withcapacities up to 40 lit/min. and heads upto 53 m. Type HIR and HIM sets consistof two matched, oppositely rotating gearpumps and are designed for pumpingliquids with higher viscosities up to 8°E at50°C. The standby pump on these units isoperated by means of the three-way valveand manual starter. Seven of theseparticular model sizes are available withcapacities up to 10 lit/min. and heads upto 50 m.

With the theme, "One-stop shop forpackaged pump sets" in mind, thecompany is also displaying its extensive

range ofHolpak packaged automatic coldwater pressure booster sets. These sets aredesigned for installation where waterpressure must be boosted to ensureadequate distribution throughout thesystem. They may be applied to drinkingwater supply, general water services, firehosereel installations and a host ofindustrial and process water applications.

On show will be a high-capacity andpressure example from the HCR8 seriesand the domestic/light commercial HCH2series. Holpak booster sets are designedand manufactured to meet specificcustomer requirements, around 2, 3 ormore independent pump and motor units.A substantial photography display on thestand will highlight the success rateHolfeld Pumps have had with multiplepump units on prestigous projectsthroughout Ireland and overseas.

The packaged equipment section of thedisplay will be completed by a HolpakHFR fire hosereel booster set. Fullyautomatic and designed for first line ofdefence fire fighting, these sets complywith BS3506 Part 1, 1975 and also meetLondon Fire Brigade regulations whichcall for an individual pump output of 2.3lit/sec. These fire pump sets are usedextensively by major fire protectioncontractors including Chubb, ThornSecurity and J & P Paraskevaides.

Unassuming YetForceful

WHILE on the face of it Tempar Ltdappears to have emerged out of nowhererecently as one of the leading productsupply and maintenance companies withinthe air conditioning sector, the truth of thematter is that, since its formation in 1982, ithas been gradually gaining ground on itscompetitors.

Indeed, throughout this period theindustry overall experienced a markeddecline with some notable companiesgoing into liquidation. However, not onlydid Tempar manage to survive ... itprospered.

Nonetheless, this growth it experiencedwas kept very much in check. Even todaywith enquiry levels surpassing allexpectations, Managing Director DamienParlour keeps a very tight rein on the rateof expansion.

That said, Tempar is undoubtedly on theexpansion trail. "Yes", says Damien, "wehave definately entered a new phase in thecompany's development Originally, weset up as a pure service/maintenancecompany. It was not until a few years later

that we entered the product supplybusiness.

"Over the last few years we have,lsuppose, evolved into a somewhatdifferent company in that we are now atruly two-faceted business dealing on theone hand with service and maintenanceand on the other with the provision ofproduct

"This has worked extremely well for us.In fact, it was our success in themaintenance and service field which led toour existing customer base requesting thatwe provide them with appliances also."

This evolutionary development of thefundamental base of the company hasbrought Tempar to the present positionwhere it is now on the point of a major re­structuring programme which will result inan even more comprehensive and efficientservice to all customers.

Plans include the development of newshowroom facilities so that prospectivepurchasers of equipment can view theproducts in appropriate settings.

Not that Tempar is moving away from its

original core business, Le. service andmaintenance. Indeed, Damien Parlouremphasised that, if anything, this aspect ofthe company's business is stronger thanever.

As already stated, Tempar was originallyset up as a pure service/maintenanceconcern with the avowed aim of providingcomprehensive cover in an efficient, butuncomplicated manner.

There are six directors, the principalfunctionaries being Demien Parlour andSeamus Morgan. Damien is ManagingDirector with overall responsibility for bothfacets of the business while Seamus takesspecial responsibility for the co-ordinationof the service and maintenance team on aday-to-day basis.

However, Damien says that it is verymuch a joint effort, not just betweenhimself and Seamus, but by the entire staffcomplement. "We have an open-doormanagement policy at Tempar," saysDamien, "and find that the system not onlydilutes potential areas of conflict, but infact leads to everyone adopting a veryresponsible attitude to all companyaffairs."

A reflection of the atmosphere atTempar is that, since its formation in 1982,only three employees have left, and noneof them went to other similar companies.One emigrated, one set up on his own, andthe other joined a very large commercialinstitution.

According to Damien, this is especiallyimportant in the area of service andmaintenance where it is the 12 serviceengineers who present the "face" of thecompany to the customer. "It is theirattitude and efficiency which has gained usthe enviable reputation we have, especiallyfor reliability and the promptness andflexibility we demonstrate whenresponding to the more awkward anddifficult situation.

"In emergencies we guarantee a I-hourresponse tumaround. More often than not,however, we do even better than that. Allservice vehicles are fitted with 2-way radioswhile each engineer also carries a 'bleep'to ensure that contact can be made whilehe is actually working on a job.

"But there are other importantelements to service and maintenance.Accurate and regular reports of the state ofplant, the work carried out, etc, are anessential element of what we provide thecustomer with. Indeed, very often this maybe all the client sees in the end of the day.Everything may be functioning as it should

but it's vital that the client knows preciselywhat's going on.

."Indeed, we also meet regularly with theclient or the nominated person who~rhapsmight be the service engineer todiSCUSS matters in general. Essentially, wego t~ great lengths to identify whatprecisely the client needs and indeedwants and to then meet that requirement."

With such attention to the smallest ofdetails, it's not surprising to find that the!empar service/maintenance portfolioincludes such buildings as RTE MontroseBank of Ireland Head Office CIF 'Headquarters, Clanwilliam C~urtDevelopment in Lower Baggot Street,Fitzwilton House, The College of Surgeons,etc., etc. The list is endless. However, whatall buildings have in common is that theyare prestigious developments.

Service and maintenance will continueto be Tempar's core business but thed~velopmentof the product supply aspectwill continue since one complements theother. Indeed, by association with some ofthe principals for whom it acts as

istributor, Tempar has gainedonsiderably, especially in the

development of marketing techniqueswhich can be applied equally-well to theservice/maintenance side of the business.

On the product supply side Tempar has,t~ date, three exclusive arrangements ­WIth Seveso, Mitsubishi and Aerotechnica.The product line-up from each is such that

the product intake is complementary sothat all customers' requirements can bemet

Given that Mitsubishi has an Irish­registered company - and taking intoconsideration the very professionalmarketing strategy it adopts - Temparhas gained significantly from itsassociation in this instance. Equally so,Mitsubishi has gained a considerablefoothold in the marketplace for chosenproduct categories which, withoutTempar's involvement, would have beenfar harder to come by.

For the future, furtheragency/distribution agreements have notbeen ruled out, but once again DamienParlour stresses that growth for turnover'ssake is not the company's objective.

"We see a very healthy long-term futurefor ourselves," says Damien. "However, asin everything we do, we intend to controlour rate of expansion so that the essentialingredients which make up the corestrength of the company are not altered.

"Equally so, the development of theproduct supply side of the business will becontrolled so that it is at all timescomplementary to ourservice/maintenance business rather thanin conflict with it."

As the foregoing illustrates - steady,progressive growth is the order of the dayat Tempar as opposed to rapid uncontrolledexpansion.

ULTRADEX IS-aiiew testingsystem designed by Manpowerto evaluate and highlightindustrial personnel skills. Untilrecently, the only guide to aperson's capabilities in tacklingindustrial tasks were obtainedthrough standard interviewtechniques.

Selecting staff to fill vacancieswithin the industrial sector has,for that reason, been less thanexact in some cases. This hasoften meant that the quality ofproduction or speed ofoperation has suffered, eventemporarily, when unsuitablepersonnel have been employedon either a temporary orpermanent basis.

In 1985 Manpower's SpecialProject Team undertookintensive research into this areain order to solve the problem ofindustrial personnel assess­ment. The result was Ultradex

Harmonisation ­The Irish Time Bomb

This Is the second article (the first appeared 12 months ago) by EricWIllis on 1992 and the Implications as he sees them for Ireland. It Is anoutsider's view, Informative and sometime provocative, but at all timesthought-provoking.

men, married couples withoutchildren, and single men and women,would automatically be offered atraining programme orworkexperience. If you don't work or train... you don't get welfare.

It would be an enormous challengeto organise but immediately half thepopulation would leave theunemployment list (and simply carryon working without claiming benefit!).Most of the cost of maintaining thepeople on workforce would be carriedby the European Social Fund .... notthe Irish taxpayer.

The overall result is a further boost totax revenue and a dramatic drop inpublic expenditure.

It's simple and it would work.However, for 800 years the Irish havegot used to exploiting the state andkeep forgetting that for the last 65years they've not been exploiting theBritish but rather exploitingthemselves.

These changes would transform theIrish economy and offer hope to thenext generation of young people. Ifaccompanied by legislation to removeall the restrictive practices of theunions, and many of the professionsprofessions (especially solicitors anddoctors), the future for Ireland wouldbe fantastic.

The Irish people are like an uncoiledspring. They are young, enormouslytalented and have tremendous energywhich is being wasted inunemployment or emigration.Burdensome taxation and a statewhich tells them what they can andcan't do and doesn't allow them tomake their own money has crippledthem psychologically andphilosophically.

Roll back the state, let the Irishcontrol their own destiny and thegrowth and development will beenormous.

Harmonisation will be the key. Thepoliticians can take unpopulardecisions and blame Europe. The IrishIrish, freed from their shackles, cantake Europe by storm - and makethemselves a fortune - it's a lot'betterthan emigrating.• Eric Willis is Head of Courses andConferences at the Welsh RegionalManagement Centre in PontypriddMid-Glamorgan.

It could try and make the tax amnestyan annual event ... but there will still bea shortfall.

Basically, the Government will haveto withdraw quickly from controllingthe Irish economy and follow themodel of Mrs Thatcher.

All the nationalised industries andsemi-state bodies would need to beprivatised quickly. This would bothraise revenue and reduce publicexpenditure. (The private sector wouldrun them more efficiently anyway.)

Similarly, nearly all localgovernment, national government andhealth authority services would needto be put out to private tender.

T.he public sector should simplydefine the type and quality of services- the private sector should provide it(by competitive tender).

If the UK experience is anything togo by, hundreds of millions of poundscould be saved by Ireland and theservices actually improved.

As a next stage the Governmentshould then reduce personal taxationand corporate taxation dramatically to25p in ~he £ (with a jump to a top rateof 40p In the£ for a relatively few highearners).

If accompanied by the removal of allallowances and a draconianenforcement policy, the actual taxcollected should rise enormously (thishas been the UK experience). Peoplewould rather pay up at the lower taxrates rather than spend money onexpensive tax avoidance schemes, orworry about being caught for taxevasion.

Most importantly, as well as moretax being collected, people willactually be prepared to work harderbecause the Government won't takeaway all the extra earnings (and so taxreceipts will increase even further).

Tax avoidance and tax fraud willhardly be worth the effort.

The most vital step that Irelandneeds to take is also the most difficultpolitically.

In the 1990's Ireland should followthe lead of the US and the UK andreplace welfare with workfare. Thismeans that all able-bodied married

Gradually, everyone in Ireland is beinginformed about the harmonisationprogramme - to create the UnitedStates of Europe in 1992. Everyonethinks it's a good idea and is in favourof removing all the barriers to themovement of goods and people tocreate a true Europe without frontiers.

However, the headlong flighttowards harmonisation is creating atime bomb for the Irish economy andIrish politicians. As yet, few realisethat after 1992 Ireland will never be thesame again, and Irish politics willcertainly never be the same again.

To date, however, Ireland hasbehaved like a model European. WhileMargaret Thatcher harangues theEurocrats, sacks a few EECcommissioners and generally bangsthe table with her shoe; the Irish smilesweetly and agree to everything (ifonly to annoy the Brits).

What, however, is Ireland lettingitself in for?

First and foremost, Ireland is makinga commitment to have equal rates ofVAT and duties to the rest of the EEC(and for the rest of the EEC read theUK). Whatever rates the UK decideson, Ireland will have to follow. For,quite simply, under harmonisationthere will be no customs barriers andno barriers to the free movement ofgoods and people.

Ireland has a higher VAT rate,higher excise duty and higher carpurchase tax and general highereverything than the UK. If they remainhigher after 1992 then Irish people cansimply call up a warehouse or garagein Newry and buy a television set or acar at UK prices and have it deliverednext day.

There is nothing that the IrishGovernment, after 1992, can do aboutit. It would also result in the collapse ofIrish retailing within six months.

So, Ireland will have to have equalVAT and duties to the UK and goodswill flow freely between the North andSouth to create a truly United Ireland.

However, equal VAT and exciseduties has its problems. What is theGovernment going to do for money toreplace the reduced income from VAT.
