LAxSON RUIDOSO NEWS STAFF WRITER See SIGNS, page 2A Roughly 40 changes to the village of Ruidoso's sign laws are included in an amended ordinance that goes before the Ruidoso Village Council for final approval June 24. The law could go into effect as soon as early July, if a final version is approved by the Council. The village's Planning and Zoning Commission sent on a final edition of the sign law day after three public hearings and one workshop on the issue. In past, village regula- tions for business signs have been a source of contention and the subject of at least one law- suit. One issue in particular, the existing ban on business ban- ners, is addressed by the Com- mission in the changed ordi- nance. Banners may be put up by community groups such as the Ruidoso Valley Chamber of Commeroe to announce special events. In the proposed changes, businesses may put up a banner to announce grand openings, new ownership of a business or a change of business location. Planning and Zoning Com- mission members based their sign law changes on proposals made by a chamber of com- merce ad hoc committee. Only three of the recommended changes by the ad hoc commit- tee were contested by the Rui- doso planning staff. The Planning and Zoning Commission changed the three disputed areas, sometimes with more restrictive language than suggested by either the plan- ning department or the ad hoc committee. Recommended changes The three disputed portions of the Ruidoso sign law are: Fees charged by the vil- lage for organizations to put up pennanent signs and tempo- rary banners. - The village staff proposed an increase in pennanent sign fees of $1 per per square foot of sign or $50, whichever is greater. Also, the staff recom- mended a fee for temporary banners of 25 cents per square foot of sign or $10, whichever is greater. - The ad hoc comrnittee recommended no changes to current fees. - The Planning and Zoning Commission increased fees for permanent signs to $1 per square foot or $50, whichever is greater. Showing support for construction of an arena at the Glencoe Rural Events Center, the federal government threw in another $70,000 toward its construction Thesday. Because bids two months ago on the project exceeded the $130,000 available for the outdoor arena, the Lincoln County Commission rebid, breaking the project into different aspects of construction in the hope of getting more for the grant money. But Tuesday, Steve Anaya, state director of Rural Economic and Community Development of the U.S. Department of Agriculture (USDA), said he will add $70,000 to the $130,000 federal grant if the commission will kick in $21,294 to finish the entire arena all at once, instead of piecemealing and maybe never finishing it prop- erly. 'We can come up with all but $21,294, so if the county will come up with that, we can get the whole thing done," Anaya said. For an instant, commissioners were speech- less.
