Health Research Board (HRB)• a statutory agency under the aegis of the Department of
Health. • lead agency in Ireland responsible for supporting and funding
health research, information and evidenceMission:• to improve people’s health and • to enhance healthcare delivery
research that we fund • translated into real benefits for people, • to see significant transformation in the system of healthcare
delivery• economic returns arising from healthcare innovation and
economic development.
Engagement in EU Initiatives
• HRB has a long history of engagement in EU and international collaborative research
• Active member - 2 health related JPIs
– JPI Neurodegenerative Diseases
– JPI A Healthy Diet for a Healthy Life
• HRB wishes to contribute to tackling the problem of AMR by developing collaborative research
Request for Membership
• New HRB strategic approach towards engaging in co-funded EU research
• Strong desire from a broad base of Irish research community to collaborate in this area
• Renewed energy nationally to focus on health care and policy issues related to AMR
• Relatively high rate AMR in human health compared to most European countries
Initiatives in Health System to tackle rising incidence AMR
• Improved surveillance of infections and prescribing
• Infection prevention and control processes
• Antimicrobial stewardship initiatives
• Public and professional awareness raising (education & training of healthcare professionals)
Background• Health Protection Surveillance Centre set up - 1998
(national coordinating centre, representing Ireland to European Centre for Disease Prevention & Control (ECDC))
• Strategy for Control of Antimicrobial Resistance in Ireland (SARI) published 2001
• HIQA HCAI Hygiene Standards & Monitoring Programme 2009 -updated standards 2017
• National HSE/RCPI Clinical Advisory Group set up 2011 & national HCAI clinical programme put in place
• National Interdepartmental AMR Consultative Committee 2014• HSE established a National Taskforce on HCAI and AMR to support
and advice on reducing the incidence on Multi-Drug Resistance Organisms (MDRO) and HCAIs 2015
Current Agenda and Activities in Ireland
1. National Interdepartmental AMR Consultative Committee set up – Nov 2014 (DoH & DAFM)
– Context ‘One Health’
– Meets Ireland’s requirements to have inter-sectoral co-ordinating mechanism for addressing AMR at European level
– Objective to raise public and professional awareness of both health & agriculture sectors
– New National Action Plan – in line with Council of EU requirements – ready mid-2017
2. DoH partner €4 million DG Sante Joint Action on AMR &HCAI
3. Ireland contributes to reporting by the European Antimicrobial Resistance Surveillance System - joined 1999
4. Through membership WHO part of international effort aimed at tackling global public health treat of AMR
Review antimicrobial stewardship in public acute hospitals - July 2016
• Progressive approach to monitoring antimicrobial consumption in Irish hospitals
• HSE established good systems for recording and benchmarking antimicrobial prescribing and for recording and comparing antimicrobial resistance rates for serious infection with other European countries
• At individual hospital level – many performed very well
• Need to establish nationally coordinated mechanisms –to provide support for hospitals who perform less well
• Need to improve structures to manage risk of AMR in residential care and community settings
Research
• Significant and highly effective research community in infectious diseases
• Strengths in:– Antibiotic prescribing
– MRSA
– Therapeutics & transmission
High commitment of funding from a number of research funding organisations
