1 Israel cannot reconcile itself with a Nuclear Iran. Israel believes that a Nuclear-Iran would exacerbate the volatile situation in the Middle Eastern region and will be a threat to security of the world at large. No options in dealing with the situation in Iran would be ruled out in advance by Israel and all options are still kept on the table. Iran is an unstable state and is not ready to posses some important processes of nuclear technology. The track record of Iran and the current conditions do not justify the continuation of the uranium enrichment program in Iran, as it will give Iran the capacity to produce non-conventional weapons. Iran should stop its nuclear enrichment programs immediately and adhere to the guidelines that IAEA has imposed on the state. 2 Iran has failed to comply with a number of treaties and has failed to abide by its own terms. Israel thus urges IAEA to investigate on Iran’s alleged studies into weaponisation. It is not certain whether Iran has truly abandoned all nuclear weapons program since 2003 as claimed by the NIE report by US intelligence, and considering the current situation in Iran, there is an urgent need for more comprehensive inspections by IAEA personnel. 3 Open defiance by Ahmadinejad’s administration has clearly undermined IAEA’s confidence that the development of nuclear capacity in Iran is solely for peaceful purposes only. Tehran’s blocking of IAEA efforts to probe into suspicious nuclear activities leaves a deteriorating understanding of the unexplored aspects of their program. Iran’s clandestine development of enrichment and other nuclear activities that only came into revelation after two decades of its inception has cast suspicions over Tehran’s motives for its nuclear program.

The IAEA cannot take a soft stance in approaching the Iranian issue as it would compromise its negotiating position with other states in similar situations in the future. This would inevitable reduce the effectiveness of the IAEA. It is important to engage the major players such as China and Russia. A greater enthusiasm from these powers is required, in order to push for policies that are more effective in dealing with Iran. The hardening up of sanctions could prove useful, but this also requires the support of these major states.

4Iran’s domestic production of nuclear fuel dangerously gives it the capacity to development non-conventional weapons. Therefore Israel recommends that Iran suspend all of its nuclear enrichment activities and import its nuclear fuel rather than produce it themselves.

Israel recognizes Iran's needs to build civilian nuclear reactors for economic development. However, developing and operating uranium enrichment processes should not be done in Iran. Israel would

1. Support Iran and request other Nuclear powers to sell enriched Uranium which can be used in Nuclear Reactors but not in Nuclear weapons to Iran.

2. Provide technical assistance to Iran on civilian nuclear technology.3. Not push for economic sanctions against Iran.4. Request United States to soften its foreign policy in favor of Iran.5. Request to include Iran in the World Trade Organization.

On the condition that Iran

1. Stops all uranium enrichment activities in territory2. Pledges not to start enrichment program again3. Brings all its nuclear reactors under IAEA safeguards.4. Cooperates and allows inspection by IAEA.

If Iran fails to do so, Israel will1. Push for harsh economic sanctions on Iran.2. Push for referring Iran to the Security Council.3. Keep all other options on the table.
