1. Opening of the Symposium
1.1 Opening Remarks
[1] Mr. Jingyguan XIA, the Secretary of the International Plant Protection Convention (IPPC) opened the
session by welcoming all participants to China and to the first High Level Symposium under the China
“One Road One Belt Initiative” (OBOR). He further welcomed the representatives from the different
Chinese phytosanitary ministries, agencies, departments, and industries. The IPPC Secretary Xia
indicated that the IPPC is implementing the IPPC China South-South Cooperation (SSC) project
amounting to USD 2 million for 4 years (2017-2020). He noted that two High Level Symposia will be
organized with the support of the IPPC China project: the first one for the Chinese “One Road” initiative
including countries mainly from Asia, the Pacific, the Caribbean and Latin America; and the second
one for the Chinese “One Belt” initiative including countries mainly from Central Asia, Eastern Europe,
the Near East and Africa.
The IPPC Secretary outlined the three main objectives for this Symposium: 1) to facilitate the exchange
of information at the global, regional and national levels; 2) to engage in discussions on areas of possible
cooperation; and (3) to encourage active participation among all participants.
1.2 Welcome Address
[2] Mr. Fuxiang WANG, Deputy Director General of the National Agro-Technical Extension and Service
Centre (NATESC) and Mr. Kaixue WANG, Deputy Director General of the Agriculture Department of
Guangxi Zhuang Autonomous Region provided welcome addresses and briefed the participants on the
importance of the Province of Guangxi’s critical role in the “One Belt and One Road” Initiative.
2. Administrative Matters
2.1 Adoption of the Agenda
[3] The agenda was presented in Appendix 1.
2.2 Participants List
[4] Participants list was made available in Appendix 2.
2.3 Election of the Rapporteurs
[5] Ms. Sanniel WILSON and Mr. Visoni TIMOTE were elected as rapporteurs.
3. Keynote Address
3.1 Keynote Address on the Overview of the IPPC project on Capacity Development under
the Framework of the FAO-China SSC Programme
[6] The IPPC Secretary XIA highlighted four components of the IPPC-China project on capacity
development under the Framework of the FAO-China SSC Programme: 1) Demands for IPPC
Contracting Parties (CPs); 2) Relevance of the IPPC FAO-China SSC project; 3) Core Activities and
Budget; and 4) Outcome and Output: key indicators.
[7] This project is expected to ensure food security; to increase agricultural trade of participating CPs with
China by 4-5 percent; and to strengthen the capacity of participating CPs to implement the IPPC and its
International Standards for Phytosanitary Measures (ISPMs). The output indicators include capacity
developed for 300 representatives from 100 CPs; bilateral and inter-regional cooperation enhanced; and
increased presence and visibility of plant health. Participants were informed of the achievements of the
project including: supporting two IPPC Regional Workshops and two National Reporting Obligations
Workshops; organizing the “One Road” High Level Symposium; and supporting the International Year
of Plant Health (IYPH).

3.2 Keynote Address on the Current Status and Prospects for International Cooperation in
Agriculture in China
[8] The officer from the International Cooperation Department of the Chinese Ministry of Agriculture and
Rural Affairs (MARA) made a presentation focusing on three areas: the Chinese Agricultural Policy;
the “One Belt and One Road” Initiative and Agricultural Cooperation (AC) and development; and the
FAO-China SSC Programme and development.
[9] The Chinese government's recent agricultural support policies include strengthening agriculture;
improving agriculture policy to increase benefits for farmers; improving agricultural infrastructure and
strengthening agricultural science and technology support. Under the FAO-China SSC Programme,
China has sent 1,057 experts to 23 countries in Asia, Africa, the Pacific, Latin America and the
Caribbean. The Ministry of Agriculture and Rural Affairs (MARA) of China is willing to work with
FAO and other international organizations to strengthen communication; and gradually expand
pragmatic cooperation and promote agricultural cooperation along the “Belt and Road” countries and
regions to contribute to achieving the United Nations 2030 Sustainable Development Goals.
4. Reports on the Regulatory Aspects of Phytosanitary Measures in China
[10] Mr Fuxiang WANG introduced the Chinese agriculture phytosanitary system of China. He covered its
laws and regulations; organization and staff; plant quarantine implementation; communication; training;
and win-win cooperation. Ms Shuang QIU then gave an overview of the laws and regulations, how the
organizational structure has been improved; how quarantine law is enforced and publicized; and
trainings related to forestry plant quarantine. Finally, Ms Junwen LOU gave a presentation on the export
and import trade of agri-products in China; and the organization, functions and regulatory system of the
entry and exit plant quarantine system of China.
5. Reports on the Technical Aspects of Phytosanitary Measures in China
[11] Mr Xueping ZHOU gave a presentation on the current situation which covered the challenges faced;
the progress made in plant protection in China; and suggestions for strategic planning. Mr Youqing
LUO shared the example of regional warnings for forest insect pests (invasive alien species). Ms
Zhihong LI introduced the phytosanitary education system in China. She covered the general situation;
common practices and challenges; and opportunities and prospects for phytosanitary education.
6. Reports on the Operational Aspects of Phytosanitary Measures in China
[12] Mr Kaixue WANG gave a presentation on agriculture plant quarantine in Guangxi province. He covered
the occurrence of agricultural quarantine pests; agricultural quarantine agencies; the situation of
epidemic monitoring and control; as well as conmunication and training.
7. Reports on the Industry Aspects of Phytosanitary Measures in China
[13] The following five representatives from China’s Agricultural Industry attended the Symposium:
- Ms Huiyuan ZHAO from Hebi Jiaduo Science, Industry and Trade Co. Ltd.
- Mr Yusheng LIU from Guangxi Tianyuan Biochemistry Co. Ltd.
- Mr Aoxiang SHI from Guangxi Nanning Heyi Biological Control Co. Ltd.
- Mr Xuehui JIANG from NewCon Biotech Inc.
- Mr Yanyu HU from Anyang Quanfeng Co. Ltd.
[14] They presented products, innovations and technology; and in particular:
- the use of light trap and insect pheromone technology to accelerate integrated pest management;
- small agricultural machinery and pesticide application with drones; and
- biological control in the use of T. chilionis wasp to manage sugarcane borers.

[15] Mr Op PICH from Cambodia, Ms Azhar KAJIBEKOVA from Kazakhstan, Mr Dilli Ram SHARMA
from Nepal, Ms Lilani Champika HEWAGE from Sri Lanka, Mr Prateep ARAYAKITTIPONG from
Thailand, Ms Sanniel WILSON from Jamaica, Mr Ezequiel FERRO from Argentina, Mr Álvaro
Sepúlveda LUQUE from Chile, Mr Javier Jaison Layme MANCHEGO from Peru, Ms Magda
GONZALEZ from Costa Rica, Mr Nitesh DATT from Fiji, Ms Nafanua Jolan Ebony LUSEANE from
Samoa, Mr Graham MALAÉFOÓU from Tonga, Mr Camilo Beltran MONTOYA from Comunidad
Andina (CAN), Ms Juliet Velmarie GOLDSMITH from the Caribbean Agricultural Health and Food
Safety Agency (CAHFSA), and Mr Visoni TIMOTE from the Pacific Plant Protection Organization
(PPPO) respectively gave national and regional reports on their phytosanitary systems. They provided
their country profile and information on their phytosanitary system, emerging issues and possible areas
for cooperation with China, other “One Road” countries and the IPPC Secretariat.
[16] Several cross-cutting issues emerged such as the need for more capacity development. Several pests
such as fruit flies, citrus greening disease and fall armyworm were also of common concern for the
“One Road and One Belt” countries. Opportunity and challenges were identified in the following areas:
sharing of knowledge, exchange of information and access to markets.
9. Panel Discussion
[17] All participants actively engaged in discussions on opportunities for collaboration; improving the
Symposium; and follow-up activities to the Symposium.
9.1 Opportunities for Collaboration
[18] Participants were eager to establish a mechanism for cooperation among “One Road and One Belt”
countries, including through the signature of an MOA with China. They proposed several areas of
cooperation as follows:
[19] Technical areas of cooperation:
Discussions to improve the understanding of some ISPMs could be held at the regional level -
in particular for the implementation of ISPMs with a specific reference to ISPM 11; or related
to pest free areas, systems approaches, phytosanitary treatments and the recognition of
equivalence and harmonization.
Development of a strategy to regionally or globally forecast emerging pests and undertake rapid
response.
Cooperation for the implementation of ePhyto and a single window to facilitate trade.
Implementation of regional projects in facilitating trade and gaining market access.
[20] Phytosanitary capacity development activities:
Professional exchange of knowledge, skills, technology and innovation.
Capacity building and research exchange programmes in the area of diagnostics.
Scholarships and opportunities for “One Road and One Belt” country participants to study plant
protection and quarantine in academic institutes in China.
[21] Infrastructure and material needs:
Developing infrastructure to increase trade connectivity.
Sharing new technologies, particularly on surveillance.

Promoting research collaboration among continents that have common areas of research (e.g.
on citrus huanglongbing (HLB) using the same model as the European Phytosanitary Research
Coordination (EUPHRESCO).
9.2 Suggestions for the Next Symposium
[22] The participants expressed their great appreciation for the organization and content of the Symposium
and made the following suggestions for improving it:
Share contact details of Chinese companies with participants and make them available in
English in the report.
Organize additional side events that include Chinese industries proposing innovative
technologies.
Create an evaluation survey of the Symposium and send the link to participants.
Establish parameters for measuring project results.
The symposium should be attended by officials that can commit themselves to these projects.
Invite academic institutions that share common interests and do research on pests.
9.3 Follow-up Actions to the Symposium
[23] The participants recommended follow-up actions including:
Develop a draft road map to include strategies, sustainability components and parameters for
the success of the project.
Provide a summary page to be distributed to contracting parties on China’s “One Road One
Belt” initiative.
Summarize all the information which was shared during the Symposium.
Prioritize and validate the “One Road” countries’ needs.
Share success stories on how to improve engagement with limited resources.
Share technical expertise for countries with similar situations.
10. Concluding Remarks
[24] The IPPC Secretary concluded by noting the successful, fruitful and memorable hosting of the First
High Level Symposium under the “One Road One Belt” initiative. Several major achievements were
accomplished. These included the increased awareness of the China initiative by “One Road” countries,
the FAO-China South-South Cooperation Programme and the IPPC related project; greater knowledge
of China’s phytosanitary system; a strong interest from all attendants to foster cooperation through the
“One Road One Belt” initiative; and valuable recommendations for increasing international cooperation.
[25] From the discussions held, the IPPC Secretary made the following suggestions:
1. Make information on Chinese industries available in English (consider providing a one
page summary);
2. Analyse and publish all information provided during the Symposium and follow up on
suggested activities;
3. Create a dedicated webpage for the Symposium and the IPPC China South-South
Cooperation project;
4. Develop concept notes, a framework and plan on how to improve cooperation with
China;

5. Prioritize cooperation on key issues (targeted pests) and areas (technology or knowledge-
oriented areas of work such as ePhyto; or capacity development needs);
6. Organize two advanced trainings on phytosanitary measures to be attended by high-level
staff;
7. Organize a pilot site in Sri Lanka and Kazakhstan to carry out a Phytosanitary Capacity
Evaluation (PCE) and select a field location to demonstrate Chinese technologies. This
pilot site model could be reproduced in other countries;
8. Set up infrastructure projects to be supported by China (e.g. laboratory, IT);
9. Determine a coordination mechanism and establish a focus group to follow up on
activities. These should involve the IPPC Secretariat, RPPOs, NPPOs and China;
10. Increase communication and advocacy activities to improve the visibility and impact of
the current IPPC project.
[26] The IPPC Secretary encouraged the RPPOs to continue sharing and exchanging experiences and
undertaking coordination activities in their region. NPPOs were also invited to provide reports on
OBOR to their management and governments.
[27] The IPPC Secretary invited China to establish frequent contacts with CPs and to actively advocate for
phytosanitary aspects to be included in international cooperation.
[28] The IPPC Secretary finally thanked everyone for the rich content of the event. He acknowledged the
efforts of National Agro-tech Extension and Service Center (NATESC) and of the Guangxi authority
for the excellent organization.
