WORD OF INTRODUCTION Talent versus Experience? Do you ever wonder why we always show pictures of our founder Arthur Troop, print medals of him and many other items, representing him at the age of 80 years old or not much younger? Do you know how old our founder was when he gave birth to his genius idea to gather police officers from all over the world, founding the International Police Association? 36 years old! Do you see what I mean? Our world has a tendency to praise experience rather than talent. Just ask yourselves: how many 36-year-old members and younger are part of our committees at all levels, regional, national, international? I joined the PEB (now IEB) when I was 33 years old! 12 years later, I am already 9 years older than Arthur Troop when he started! I certainly don’t mean that everyone involved and dedicated who is older than 36 should step down and leave their position. But I certainly believe that more young members should be entrusted to hold key positions. Let's not mix experience and talent and let us make sure to recognise talent and give it a chance. To expect talent and experience at the same time would be contradictory for many reasons. "Talent hits a target no one else can hit. Genius hits a target no one else can see". NEW NATIONAL PRESIDENT IPA Slovakia

I became a member of the IPA 19 years ago as a young policeman. I have always wanted to get to know colleagues from around the world, cooperate with them and gain experiences both on a professional and personal level.

To develop friendship was and is the main credo of my life.

In the past I have worked in several local IPA organisations in different positions such as secretary, and recently as chairperson. The truth is that I never wanted to apply for the position of President of our section, but the situation inside the National Executive Board of Slovakia became complicated. This fact drove me to toy with the idea of running for the position of President of the Slovak section. I was surprised when I was elected, but this way I get the opportunity to realise my goals:

bring our organisation closer to our members,

achieve better cooperation with police and state authorities as well as officials,

develop collaboration with other NGOs. I know that these are not short-term goals, but I believe that with my colleagues from the National Executive Board, we will be a good team and will go ahead successfully.

AROUND THE WORLD

IPA France proud to take part in Milipol 2015 IPA France will be present with a stand at the 19th Worldwide Exhibition of Internal State Security (Paris Nord Villepinte) from 17-20 November 2015.

What is Milipol?

It is a biennial fair open for employees of internal state security only; an official event held under the auspices of the French Interior Ministry, in partnership with the Police, the Gendarmerie, the Civil Guard, Customs, the French Defence Procurement Agency, CESCOF and Europol. It serves as a technological showcase for products and services of public and

industrial security.

Milipol was created in 1984. In 1996, Milipol Qatar was initiated and now takes place every even year in Doha, whereas Milipol Paris is organised every odd year.

With our development and communication goals in mind, it was important to me that our association is present at the Milipol worldwide exhibition. I have been working on our involvement since my nomination to the CNCD (Commission for communication and development), and we have now started to reap the rewards. In addition to our presence as IPA France, we will also represent our association on an international level.

After several conversations with the organisation, we recently had the opportunity to meet Rémi Thuau, General Manager of the Milipol exhibition, when our presence at the Milipol fair was formalised.

We truly love Lithuania IPA Lithuania create largest ‘living’ Lithuanian flag

The attempt to create the largest ‘living’ Lithuanian flag was the main activity during the 18th gathering of IPA Lithuania from 19-21 June 2015. A picturesque setting was chosen for this event: a beautiful campsite in the middle of the woods, next to a river.

All participants arrived on Friday and, after settling down and getting acquainted with the area, were welcomed with a cup of friendship tea and were able to have fun at a disco.

The second day started with the opening ceremony, attended by the president of IPA Lithuania, Vytautas Pliuskus and members of the board, as well as the presidents of IPA Latvia, Ilze Ungure, and IPA Estonia, Ain Lepikult, plus members from IPA Poland. The participants were welcomed by the Lithuanian Police Commissioner General Linas Pernavas, the State Border Guard Service Commander Renatas Pozela as well as representatives from the Pagegiai municipality.

The major event – the creation of a living Lithuanian flag – was recorded in the Book of Records of Lithuania. We are sure that this was a unique moment: for the first time in IPA history, an international gathering, composed of IPA members from various sections, created a large Lithuanian flag by using their hands, covered in yellow, green and red paint. To be precise: 548 participants – and their 1096 hands!

After the official part of the gathering, everyone enjoyed the barbeque, sports events and getting together with old and new acquaintances, surrounded by nature. The evening was spent watching traditional presentations, with performances from our colleagues of IPA Latvia and dancing from IPA Estonia capturing everybody’s hearts.

Another surprise awaited us with the police chaplain Algirdas Toliatis singing live. His performance was extremely popular, resulting in several encores.

The next morning we woke up to two surprises: tasty fish soup, prepared by the cooks of the Border Guard Service and morning exercises with a professional trainer. Although this was designed for women, many men joined in as well

Of course the end of such a gathering is always accompanied by a touch of sadness – but all of us know that we will meet again next year!

IPA Serbia set sail at the Belgrade Boat Carnival On 29 August 2015, IPA Serbia took part in the Belgrade Boat Carnival on the river Danube. It turned out to be a very successful event with the vessel of IPA Serbia winning an award!

The time and commitment IPA Serbia members invest in the local community was aptly demonstrated throughout the event with a blend of traditional and modern elements.

The IPA boat ‘Zlatno Srce’ – ‘Golden Heart’ was decorated with the flags of all IPA member sections as well as with a large IPA flag at the bow.

IPA France reports on an enjoyable Friendship Week in the Rhône-Alps region

From 27 July – 2 August 2015 we had the pleasure of welcoming a delegation of 15 visitors from Canada, Spain and Germany, and we would like to thank all of them for participating in our friendship week.

28 July 2015- Departure by coach to Beaujolais (Rhone), through the Azergues valley – the "Tuscany of Beaujolais". Stop at the medieval village of Oingt, then on to

Vaux en Beaujolais, also known as the "Cloche-Merle" and its urinals. Lunch and continuation of the tour towards the Grands Crus of Beaujolais. Wine tasting in a cellar. Each of the 10 Beaujolais crus offers a distinct palette, linked to its terroir.

29 July 2015: Departure by coach to Annecy. Annecy today is at the heart of a bustling tourist conurbation and has 53,000 inhabitants, known as ‘anneciens/anneciennes’. It is located in the department of Haute Savoie in the south-east of France in the Rhône-Alpes region. Annecy is also known as: the Venice of the Alps, the Savoyard jewel or the Rome of the Alps. A fine rain slightly disrupted the visit.

30 July 2015: Departure for a guided tour of Lyon. Between the winding Saône and the mighty Rhône, Lyon cultivates a taste for the paradox. The capital of the Gauls has retained its soul of Canute, dazzling visitors with its luminous elegance, then losing them in its dark alleys. "Fourvière", the basilica, the Gallo-Roman theatre – "Place Saint Jean" and ancient Lyon – pedestrianized streets and shops – plus the rivers Rhône and Saône. We were privileged to be able visit the town hall, accompanied by a guide. A surprise was waiting for us – the city was decked in the flags of the countries of our group.

31 July 2015: Departure by train for Vienne. Overshadowed by Lyon and crossed by the Route Nationale 7, the capital of the Allobroges remains unfairly overlooked. A tour of the town centre addresses this injustice: within a small area, ancient remains stand alongside medieval houses and renaissance façades flirt with the nineteenth century. Vienne is packed with archaeological, architectural and furniture heritage as evidenced by the presence of 41 historical monuments, 4 municipal museums with rich collections and also the largest market in the region. We took a small tourist train to the hills with their sublime view over the ancient theatre, the town of Vienne and out over the valley of the Rhone and its Côtes-Rôties vineyards.

1 August 2015: Departure to Pérouges, a medieval town in Ain, through the Dombes and on to the village of Vonnas (famous for hosting one of the largest five-star restaurants in France: Georges BLANC.) Meal in his restaurant in Bourg en Bresse. Continuation with visits to the famous church of Brou, and to Brénon, an old "Bressane" farm.

The Ain department is known for its poultry rearing (Bresse chicken, capon), and also for its ponds (fish and frogs).

Throughout this week, our visitors were able to enjoy the gastronomy and the diverse landscapes of the 4 départements visited, and it was with emotion that

we departed, after a meal in the restaurant next to the "Fourvière" cathedral with its splendid night-time view of the beautiful city of Lyon.

A big thank you to the office of the IPA Rhône team for their support for this event and in particular to Alain Riusciti, the Secretary of our delegation. Thank you to all members who agreed to join us on the outings.

OBITUARY ANDRÉS MARCOS HERNANDEZ

It is with great sadness that we inform you of the death of Andrés Marcos Hernandez, who suffered from lung disease, at the beginning of September 2015.

Andrés Marcos Hernandez was President of IPA Spain from 1988 until 1992 and since then Honorary President of our national section.

LAST WORD

September has been a month full of changes for me. Not easy ones, I must say. My eldest daughter started university in London and has flown from our ‘family nest’. And even though I knew this was going to happen and had a while to prepare, it still seems incredibly difficult to see and feel each day that she is not part of my daily life anymore.

I guess October will mean more changes. The delegates at the IPA World Congress in Cyprus will elect a new International Executive Board for the IPA. Having worked for the current IEB over the past 3 years, this will mean a few good-byes that I am not looking forward to.

I always endeavour to look on the ‘bright side of life’: Both at home and at work, I will therefore embrace the positive aspect every change brings: new challenges, new opportunities and a new wind.

For my daughter, I wish the best possible start for this new chapter in her life, and for the IPA, I wish an enthusiastic, motivated and vibrant new International Executive Board!
