Tales from the Road IOWA ASPHALT REPORT The “Coach’em Up” I put my hand up this week, and I volunteered to coach my son Henry’s 6- year- old flag football team this season. I had been thinking about doing this for the last year, but suffering through the pee-wee soccer season this spring has forced me into action. I don’t feel it’s right to be critical of volunteers unless you are involved yourself, however, I discovered his soccer coach not only had less knowledge of soccer than I (hardly possible) but his lack of enthusiasm for his job was contagious to his players. Suffering through a 20-0 whitewashing at the feet of the “Little Kickers” was demoralizing for Henry and his teammates and was the final impetus that I needed to come off the sidelines and get involved. The Iowa Asphalt Industry needs more of us to come off the sidelines and get involved by telling the story of asphalt. They are discussing building a trail through my neighborhood in the next few years so I went to the informational meeting held by the city. The consulting engineer shows in his plan detail that the trail is to be constructed with 5” Portland concrete cement. The use of recycled materials is not new to the Iowa Asphalt Paving Industry, however, the percentage used, the types of materials recycled, and the opportunity to use Iowa- grown Bioasphalt®material has increased dramatically since the Fall of 2008. Working in partnership with the Iowa DOT, Iowa County Engineers, Iowa State University and the University of Iowa, the use of recycled asphalt pavement (RAP) and recycled asphalt shingles (RAS) have been increased exponentially. New and innovative construction methods including warm-mix asphalt (WMA), porous asphalt paving, full-depth reclamation (FDR) and cold-in-place recycling (CIPR) have been adopted and expanded. Researchers at Iowa State University have developed Bioasphalt®, an asphalt cement that is created by heating corn stalks through a pyrolysis process. e conglomerate of these improvements have led to substantial decreases in natural resource use, increased space and longevity for Iowa’s landfills, longer-lasting perpetual asphalt roadways and a developing bio-economy industry in Iowa. Sustainable Environmental Results Although the Iowa Asphalt Paving Industry and its partners have achieved sustainable environmental results through all of the aforementioned conservation and construction methods, three areas of focus have been measured by the Iowa DOT as a key component of their sustainability program: the use of recycled asphalt pavement (RAP), recycled asphalt shingles (RAS), and warm-mix asphalt (WMA). Leadership and InnovationThe Iowa Asphalt Paving Industry is

Many of you may not feel comfortable speaking to a group Start with your friends and family Tell them about what you do and how proud you are of the trails roads and parking lots you construct Tell them about the great asphalt work that gets done in this state tell them about the 3000 employees that work in the Iowa Asphalt Industry tell them how we recycled over 650000 tons of recycled asphalt pavement (RAP) last year tell them how we kept nearly 5000 tons of

tear-off shingles from being landfilled in Iowa last year and tell them about the two sections of I-80 that are full-depth asphalt and are 50 years old You will be amazed at how little people know about asphalt and what an expert you are on the subject

Once you have mastered ldquofriends and familyrdquo take this expertise into the community Go to a city council meeting join your church board volunteer to help at a fund raising event wear your ldquoasphaltrdquo shirt and take your message with you These people will welcome your help effort and expertise If you need help call us The APAI is here to help you

Irsquom not sure if I will be the next Vince Lombardi of 6-year- old flag football but I do know that I will be the most enthusiastic positive and helpful Coach that these kids have ever seen We need more asphalt coaches out there Come off the sidelines get involved and help us coach the people who donrsquot know about our great product and industry You are all truly the best at what you do ndash go tell somebody

Marshall County Quarry Roads

Marsha l l Count y Iowa is fortunate to have two quarries located within the county

but with any quarry comes the problem of constructing and maintaining the roads that lead to them These roads generally have higher traffic volumes and a very high percentage of trucks Many engineers think that the only paving material that will hold up under these loadings is Portland Cement Concrete however Marshall Co has proven this misconception wrong

On a quarry road that is gravel the county is faced with the problem of excessive road dust This dust is not only a safety hazard but also will generate numerous complaints from the residents that live along the road These roads are expensive to maintain often requiring frequent blading and large amounts of road rock Asphalt paving is the solution

The first road to present such a problem for Marshall Co was the road from Martin Mariettarsquos Ferguson Quarry west to Iowa 14 This quarry not only furnished stone for Marshall and Jasper Counties but was the major source

of high quality aggregate for the City of Des Moines and surrounding areas until the opening of Martin Mariettarsquos Ames Mine in 1984 With the help of Martin Marietta the road was originally

hard surfaced in 1960 The original design was 10 of rolled stone base and 3 of hot-mix asphalt (HMA) This was one of the old staged construction designs however because it held up so well the second stage of asphalt was not added until twelve years later when an additional 4 of asphalt was placed The ldquofinishedrdquo road served very well and did not need any additional work until 1990 when an additional 4 of HMA was added The road continues to carry a high volume of heavy truck traffic and has performed beyond expectation The road is scheduled to receive an overlay this summer over 24 years since the last overlay The total of 11 of asphalt has served this busy quarry for 54 years

The second road serves the LeGrand Quarry that supplies stone for Marshall Tama and Grundy Counties This quarry is also the location of the Cessford Construction a division of Oldcastle

Materials permanent asphalt plant that provides asphalt for the surrounding areas counties and Iowa DOT The loading on this road is not only the stone leaving the quarry but also the sand coming to the asphalt operation and finished asphalt being trucked out to the various projects This road was originally paved in 1968 with a design of 2 of hot mix asphalt placed over 7 of Asphalt Treated Base (ATB) Asphalt treated bases were used extensively in the 1960s and 1970s and consisted of aggregates mixed with low asphalt cement contents This road continues to provide good service having received only one 3 HMA overlay in 1987 This Marshall Co quarry road has seen 45 years of extremely heavy truck traffic service on a road constructed with five inches of HMA on seven inches of ATB

Asphalt is strong durable and can handle heavy loading As Paul Geilenfeldt Marshall County Engineer said ldquoThese roads prove you donrsquot need PC concrete pavement for heavy truck traffic asphalt pavements hold up very well and provide the most cost-effective solutionrdquo

Robert M Nady Scholarship Established

In partnership with Margaret Nady and the Nady family the APAI Board of Directors has established the Robert M Nady Scholarship This scholarship was

founded to honor APAI Hall of Fame Recipient Robert M Nady for his work on behalf of both the Iowa and national asphalt industries and his dedication to teaching young engineers under his tutelage at Iowa State University Mr Nady was chairperson of the APAI Scholarship Committee for nearly twenty years and a tireless advocate for the next generation of civil engineers Bob helped mold the minds of many engineers in his long career not only in the field of engineering but also in his avocation of glider aviation

Bob will be greatly missed by the Iowa and national asphalt industries The APAI Board of Directors felt that Mr Nadyrsquos passion for learning teaching and philanthropy will live on through this scholarship bearing his name Generations of students will continue to benefit from this great man Contributions for this scholarship may be sent to the APAI office made out to NAPAREF Donors will be recognized for their charitable donation

APAI Announces New Membership Levels

At a recent APAI Board of Directorrsquos Meet ing t wo new A PA I membership categories were

established The first is called Affiliate Membership aka ldquoFriends of Asphaltrdquo and will be available to municipalities counties and other associations This level of membership will have a dues rate of $50 per year The second category is Student membership Students will be allowed to join the APAI at no cost These students will be encouraged to become involved in the association and broaden their knowledge of asphalt and the Iowa

asphalt industry Both new membership groups will be allowed to attend all of the APAI ldquomember onlyrdquo functions including the APAI Annual Convention and the APAI Summer Meeting

In addition the APAI Board of Directors voted to lower the cost of the Consulting Engineer membership to $200year This membership a l so comes w ith a f ree registration to the Greater Iowa

ldquoBarefoot in lsquoBojirdquo Cruises To A Great Success

On July 18-19 2014 over 65 members of the asphalt family came together for a day of

relaxation an evening dinner cruise and camaraderie at the Bridges Bay Resort on the shores of East Okoboji Lake in Okoboji The 5th Annual APAI Summer Meeting featuring the ldquoBarefoot in lsquoBojirdquo theme was a resounding success as this family-oriented event continues to grow

On Friday morning the 5th Annual Summer Meeting Golf Open was held under near perfect conditions The golfers were able to enjoy the breeze and the shade as they played the beautiful Emerald Hills Golf Course

the increased costs of asphalt cement since 2008 have raised the value of RAP for both the contractor and the agencies they serve RAP contains both asphalt cement (5) and the aggregates (95) used during the initial roadway construction The old roadway is milled off processed and reused in the production of new asphalt material Years of national studies have determined that the use of RAP is not only an environmentally sound practice but can improve the performance of asphalt roadways Through a joint RAP

subcommittee with the APAI the Iowa DOT has developed new specifications that increase the amount of RAP that may be used on asphalt paving projects The effects of these changes are significant During the first two years of tracking RAP use on Iowa DOT projects the use of RAP has increased from 217138 tons in 2011 to 293554 tons in 20121 a 35 increase Iowa DOT projects represent approximately 44 of all the asphalt work completed in Iowa last year When adding county municipal and commercial asphalt

paving work the total RAP tonnage used in Iowa increases to 667168 tons This remarkable total represents 633800 tons of clean aggregate and 33360 tons of virgin asphalt cement or approximately 1600 tankers each carrying 6000 gallons of asphalt cement

The use of RAP represents a sustainable reuse of Iowarsquos roadway materials and a tremendous reduction in the use of Iowarsquos natural resources By decreasing virgin

With a sold out crowd the first of two APAI Golf Outings was held at the Amana Colonies Golf Course on June 25 2013 Golfers enjoyed a day of fun sun fabulous prizes and asphalt industry camaraderie

aggregates that will need to be quarried and virgin asphalt cement that will need to be refined Iowarsquos asphalt contractors and partnering agencies have made a commitment to preserving Iowarsquos natural resources decreasing the nationrsquos reliance on foreign oil and saving Iowarsquos taxpayers money

RASThe use of recycled asphalt shingles

(RAS) is another Iowa Asphalt Paving Industry success story RAS are tear-off asphalt roofing shingles that are processed by contractors or local agencies for reuse in hot-mix asphalt paving The shingles are collected processed and ground to a coarse sand consistency and added during the production of asphalt RAS contain upwards of 25 asphalt cement high friction aggregates fiberglass fibers and lime dust all of which are beneficial to asphalt mixtures The real benefit of this process is the removal of these tear-off shingles from Iowarsquos landfills

The Iowa DOT has revised specifications to allow up to 5 RAS in asphalt mixtures and Iowarsquos asphalt contractors have responded by increasing utilization of RAS on Iowa DOT projects from 866 tons in 2011 to 4899 tons in 20121 Estimates have shown that Iowans produce approximately

20000 tons of tear-off shingles each year The Iowa DOT QMA2 report shows that nearly 25 of all tear-off shingles in Iowa were recycled into asphalt pavements last year This initiative continues to grow and expand

Solid waste agencies in Scott County and Des Moines along with new private contracting firms have been collecting processing and selling RAS to Iowa asphalt contractors for use in asphalt production According to Jeff Dworek Director of Operations at the Metro

Waste Authority in Des Moines the value of ldquoair spacerdquo at the landfill is $2295 cubic yard The tonnage of RAS used by Iowarsquos asphalt contractors in 2012 would have saved approximately 9800 cubic yards of landfill space valued at $227000 Smaller waste facilities are now collecting shingles in a cooperative setting for grinding at central locations In addition to the

savings in landfill space the shingles are sold by the recyclers to contractors at prices ranging from $25ton-$40ton thereby raising the value of this resource by several hundred thousand dollars The eventual outcome of this initiative may be the Iowa Department of Natural Resources eliminating tear-off shingles as landfill material ldquoThe removal of shingle waste from Iowarsquos landfills for reuse in

WMAThe third Iowa Asphalt Paving Industry

initiative to reduce energy usage and improve air quality is the increased use of warm-mix asphalt (WMA) WMA are technologies and processes introduced from Europe in 2005 that allow production of asphalt at temperatures 50-100 degrees lower than traditional hot-mix asphalt The resulting decrease in energy at the asphalt plant and the decrease of greenhouse gas emissions are significant The decrease in temperature has been shown to reduce fuel consumption at asphalt production facilities by 15-55 and the decrease in CO2 and SO2 have been measured at a 45 decrease2 In addition the use of WMA allows for easier compaction of the asphalt in the field and decreased ldquoagingrdquo of the asphalt cement during production leading to longer-lasting pavements The use of WMA by Iowarsquos asphalt contractors was developed through a partnership with the Iowa DOT and the APAI New specifications were developed and adopted test sections were paved and open houses were held The use of

WMA by Iowarsquos asphalt contractors of 2301621 tons represents approximately 11 of the total asphalt tonnage placed by Iowa contractors for the Iowa DOT in 2012 up significantly from 13000 tons in 2011 and nearly double the 125000 tons placed in 2010 The use of WMA

continues to grow in popularity both in Iowa and nationally The National Center for Asphalt Technology (NCAT) has been testing WMA since 2008 and has determined that WMA pavements have performed as well as or better than traditional hot-mix asphalt pavements

The increased use of RAP RAS and WMA has shown the way to building sustainable long-lasting Iowa roadways

The commitments by both the Iowa Asphalt Paving Industry and the Iowa DOT to decreasing pollution increasing recycled material percentages and to protecting Iowarsquos natural resources are deserving of recognition

Economic BenefitsThe economic benefits of the initiatives

described above go directly to the citizens and taxpayers of Iowa The reduction in virgin asphalt cement through the increased use of RAP and RAS has been calculated to be 1261 of the total asphalt cement used last year on Iowa DOT projects This reduction has a calculated savings of $483 per ton1 by the Iowa DOT Using total tonnages of approximately 21 million tons placed last year for the Iowa DOT this calculates to a savings of $1014300000 for Iowa taxpayers This number can be expanded again when calculating in

all county municipal and commercial work to over $2200000000 in savings to Iowans through these recycling and environmental initiatives

The use of warm-mix aspha lt is estimated to have saved 32600 gallons of fuel through reduced plant production temperatures saving Iowans an additional $130400

The most exciting environmental

initiative in Iowa is still in its infancy but the promise for its future is bright Bioaspha ltreg is both the future of Iowarsquos asphalt producers and the bio-economy industry that will grow from its production Bioasphaltreg replaces traditional petroleum-derived asphalt cement with a material produced from heating non-food biomass in the absence of oxygen and fractionating the resultant bio-oil into the Bioasphaltreg component The process is known as pyrolysis and has been effectively developed and tested by researchers at Iowa State University The process uses local non-food biomass including forest residuals switch grass and corn stalks The US market for asphalt cement is estimated at 30M tons The ability to utilize renewable organically grown Bioasphaltreg in lieu of petroleum-based asphalt cements is environmentally

superior and an economic opportunity for Iowa Bioasphaltreg utilizes non-food biomass giving farmers a new market for an undervalued product and it gives agencies an opportunity to specify green pavements utilizing Iowa grown products

Industry InvolvementIowarsquos asphalt paving contractors

have been recognized nationally for paving roadways to the highest national quality standards In fact Iowarsquos paving contractors have won the coveted Sheldon G Hayes Award for the best asphalt paving project in the nation three times in the past fifteen years and have been named runner-up three additional times The same respect exists for Iowarsquos efforts as an environmental leader Nationally Iowa is recognized as the leader in constructing cold-in-place recycled roadways This unique construction method utilizes the existing roadway structure by milling off 3-4 of existing asphalt roadway adding rejuvenating agents placing the material back in place and adding another 3 of new asphalt thus creating a perpetual asphalt pavement that will never need to be reconstructed

Although both the leadership of the Iowa DOT and the APAI are concerned with preserving Iowarsquos natural resources neither entity is willing to compromise the quality of Iowarsquos roadways These same leaders recognized that building sustainable roadways that preserved Iowarsquos natural resources lowered costs for Iowarsquos

taxpayers and maintained the level of excellence was mutually beneficial The long-term vision of building sustainable va lue-added pavements was openly discussed with the Iowa DOT and various county engineers To the credit of the Iowa DOT these environmental initiatives were fast-tracked through new supplemental specifications research grants to Iowarsquos major universities demonstration projects and pavement test sections Iowarsquos asphalt contractors provided input expertise asphalt production and quality control testing throughout the process

tear-off shingles from being landfilled in Iowa last year and tell them about the two sections of I-80 that are full-depth asphalt and are 50 years old You will be amazed at how little people know about asphalt and what an expert you are on the subject

Marshall County Quarry Roads

Marsha l l Count y Iowa is fortunate to have two quarries located within the county

but with any quarry comes the problem of constructing and maintaining the roads that lead to them These roads generally have higher traffic volumes and a very high percentage of trucks Many engineers think that the only paving material that will hold up under these loadings is Portland Cement Concrete however Marshall Co has proven this misconception wrong

On a quarry road that is gravel the county is faced with the problem of excessive road dust This dust is not only a safety hazard but also will generate numerous complaints from the residents that live along the road These roads are expensive to maintain often requiring frequent blading and large amounts of road rock Asphalt paving is the solution

The first road to present such a problem for Marshall Co was the road from Martin Mariettarsquos Ferguson Quarry west to Iowa 14 This quarry not only furnished stone for Marshall and Jasper Counties but was the major source

of high quality aggregate for the City of Des Moines and surrounding areas until the opening of Martin Mariettarsquos Ames Mine in 1984 With the help of Martin Marietta the road was originally

hard surfaced in 1960 The original design was 10 of rolled stone base and 3 of hot-mix asphalt (HMA) This was one of the old staged construction designs however because it held up so well the second stage of asphalt was not added until twelve years later when an additional 4 of asphalt was placed The ldquofinishedrdquo road served very well and did not need any additional work until 1990 when an additional 4 of HMA was added The road continues to carry a high volume of heavy truck traffic and has performed beyond expectation The road is scheduled to receive an overlay this summer over 24 years since the last overlay The total of 11 of asphalt has served this busy quarry for 54 years

The second road serves the LeGrand Quarry that supplies stone for Marshall Tama and Grundy Counties This quarry is also the location of the Cessford Construction a division of Oldcastle

Materials permanent asphalt plant that provides asphalt for the surrounding areas counties and Iowa DOT The loading on this road is not only the stone leaving the quarry but also the sand coming to the asphalt operation and finished asphalt being trucked out to the various projects This road was originally paved in 1968 with a design of 2 of hot mix asphalt placed over 7 of Asphalt Treated Base (ATB) Asphalt treated bases were used extensively in the 1960s and 1970s and consisted of aggregates mixed with low asphalt cement contents This road continues to provide good service having received only one 3 HMA overlay in 1987 This Marshall Co quarry road has seen 45 years of extremely heavy truck traffic service on a road constructed with five inches of HMA on seven inches of ATB

Asphalt is strong durable and can handle heavy loading As Paul Geilenfeldt Marshall County Engineer said ldquoThese roads prove you donrsquot need PC concrete pavement for heavy truck traffic asphalt pavements hold up very well and provide the most cost-effective solutionrdquo

Robert M Nady Scholarship Established

In partnership with Margaret Nady and the Nady family the APAI Board of Directors has established the Robert M Nady Scholarship This scholarship was

founded to honor APAI Hall of Fame Recipient Robert M Nady for his work on behalf of both the Iowa and national asphalt industries and his dedication to teaching young engineers under his tutelage at Iowa State University Mr Nady was chairperson of the APAI Scholarship Committee for nearly twenty years and a tireless advocate for the next generation of civil engineers Bob helped mold the minds of many engineers in his long career not only in the field of engineering but also in his avocation of glider aviation

Bob will be greatly missed by the Iowa and national asphalt industries The APAI Board of Directors felt that Mr Nadyrsquos passion for learning teaching and philanthropy will live on through this scholarship bearing his name Generations of students will continue to benefit from this great man Contributions for this scholarship may be sent to the APAI office made out to NAPAREF Donors will be recognized for their charitable donation

APAI Announces New Membership Levels

At a recent APAI Board of Directorrsquos Meet ing t wo new A PA I membership categories were

established The first is called Affiliate Membership aka ldquoFriends of Asphaltrdquo and will be available to municipalities counties and other associations This level of membership will have a dues rate of $50 per year The second category is Student membership Students will be allowed to join the APAI at no cost These students will be encouraged to become involved in the association and broaden their knowledge of asphalt and the Iowa

asphalt industry Both new membership groups will be allowed to attend all of the APAI ldquomember onlyrdquo functions including the APAI Annual Convention and the APAI Summer Meeting

In addition the APAI Board of Directors voted to lower the cost of the Consulting Engineer membership to $200year This membership a l so comes w ith a f ree registration to the Greater Iowa

ldquoBarefoot in lsquoBojirdquo Cruises To A Great Success

On July 18-19 2014 over 65 members of the asphalt family came together for a day of

relaxation an evening dinner cruise and camaraderie at the Bridges Bay Resort on the shores of East Okoboji Lake in Okoboji The 5th Annual APAI Summer Meeting featuring the ldquoBarefoot in lsquoBojirdquo theme was a resounding success as this family-oriented event continues to grow

On Friday morning the 5th Annual Summer Meeting Golf Open was held under near perfect conditions The golfers were able to enjoy the breeze and the shade as they played the beautiful Emerald Hills Golf Course

the increased costs of asphalt cement since 2008 have raised the value of RAP for both the contractor and the agencies they serve RAP contains both asphalt cement (5) and the aggregates (95) used during the initial roadway construction The old roadway is milled off processed and reused in the production of new asphalt material Years of national studies have determined that the use of RAP is not only an environmentally sound practice but can improve the performance of asphalt roadways Through a joint RAP

subcommittee with the APAI the Iowa DOT has developed new specifications that increase the amount of RAP that may be used on asphalt paving projects The effects of these changes are significant During the first two years of tracking RAP use on Iowa DOT projects the use of RAP has increased from 217138 tons in 2011 to 293554 tons in 20121 a 35 increase Iowa DOT projects represent approximately 44 of all the asphalt work completed in Iowa last year When adding county municipal and commercial asphalt

paving work the total RAP tonnage used in Iowa increases to 667168 tons This remarkable total represents 633800 tons of clean aggregate and 33360 tons of virgin asphalt cement or approximately 1600 tankers each carrying 6000 gallons of asphalt cement

The use of RAP represents a sustainable reuse of Iowarsquos roadway materials and a tremendous reduction in the use of Iowarsquos natural resources By decreasing virgin

With a sold out crowd the first of two APAI Golf Outings was held at the Amana Colonies Golf Course on June 25 2013 Golfers enjoyed a day of fun sun fabulous prizes and asphalt industry camaraderie

aggregates that will need to be quarried and virgin asphalt cement that will need to be refined Iowarsquos asphalt contractors and partnering agencies have made a commitment to preserving Iowarsquos natural resources decreasing the nationrsquos reliance on foreign oil and saving Iowarsquos taxpayers money

RASThe use of recycled asphalt shingles

(RAS) is another Iowa Asphalt Paving Industry success story RAS are tear-off asphalt roofing shingles that are processed by contractors or local agencies for reuse in hot-mix asphalt paving The shingles are collected processed and ground to a coarse sand consistency and added during the production of asphalt RAS contain upwards of 25 asphalt cement high friction aggregates fiberglass fibers and lime dust all of which are beneficial to asphalt mixtures The real benefit of this process is the removal of these tear-off shingles from Iowarsquos landfills

The Iowa DOT has revised specifications to allow up to 5 RAS in asphalt mixtures and Iowarsquos asphalt contractors have responded by increasing utilization of RAS on Iowa DOT projects from 866 tons in 2011 to 4899 tons in 20121 Estimates have shown that Iowans produce approximately

20000 tons of tear-off shingles each year The Iowa DOT QMA2 report shows that nearly 25 of all tear-off shingles in Iowa were recycled into asphalt pavements last year This initiative continues to grow and expand

Solid waste agencies in Scott County and Des Moines along with new private contracting firms have been collecting processing and selling RAS to Iowa asphalt contractors for use in asphalt production According to Jeff Dworek Director of Operations at the Metro

WMAThe third Iowa Asphalt Paving Industry

initiative to reduce energy usage and improve air quality is the increased use of warm-mix asphalt (WMA) WMA are technologies and processes introduced from Europe in 2005 that allow production of asphalt at temperatures 50-100 degrees lower than traditional hot-mix asphalt The resulting decrease in energy at the asphalt plant and the decrease of greenhouse gas emissions are significant The decrease in temperature has been shown to reduce fuel consumption at asphalt production facilities by 15-55 and the decrease in CO2 and SO2 have been measured at a 45 decrease2 In addition the use of WMA allows for easier compaction of the asphalt in the field and decreased ldquoagingrdquo of the asphalt cement during production leading to longer-lasting pavements The use of WMA by Iowarsquos asphalt contractors was developed through a partnership with the Iowa DOT and the APAI New specifications were developed and adopted test sections were paved and open houses were held The use of

WMA by Iowarsquos asphalt contractors of 2301621 tons represents approximately 11 of the total asphalt tonnage placed by Iowa contractors for the Iowa DOT in 2012 up significantly from 13000 tons in 2011 and nearly double the 125000 tons placed in 2010 The use of WMA

continues to grow in popularity both in Iowa and nationally The National Center for Asphalt Technology (NCAT) has been testing WMA since 2008 and has determined that WMA pavements have performed as well as or better than traditional hot-mix asphalt pavements

The increased use of RAP RAS and WMA has shown the way to building sustainable long-lasting Iowa roadways

The commitments by both the Iowa Asphalt Paving Industry and the Iowa DOT to decreasing pollution increasing recycled material percentages and to protecting Iowarsquos natural resources are deserving of recognition

Economic BenefitsThe economic benefits of the initiatives

described above go directly to the citizens and taxpayers of Iowa The reduction in virgin asphalt cement through the increased use of RAP and RAS has been calculated to be 1261 of the total asphalt cement used last year on Iowa DOT projects This reduction has a calculated savings of $483 per ton1 by the Iowa DOT Using total tonnages of approximately 21 million tons placed last year for the Iowa DOT this calculates to a savings of $1014300000 for Iowa taxpayers This number can be expanded again when calculating in

all county municipal and commercial work to over $2200000000 in savings to Iowans through these recycling and environmental initiatives

The use of warm-mix aspha lt is estimated to have saved 32600 gallons of fuel through reduced plant production temperatures saving Iowans an additional $130400

The most exciting environmental

initiative in Iowa is still in its infancy but the promise for its future is bright Bioaspha ltreg is both the future of Iowarsquos asphalt producers and the bio-economy industry that will grow from its production Bioasphaltreg replaces traditional petroleum-derived asphalt cement with a material produced from heating non-food biomass in the absence of oxygen and fractionating the resultant bio-oil into the Bioasphaltreg component The process is known as pyrolysis and has been effectively developed and tested by researchers at Iowa State University The process uses local non-food biomass including forest residuals switch grass and corn stalks The US market for asphalt cement is estimated at 30M tons The ability to utilize renewable organically grown Bioasphaltreg in lieu of petroleum-based asphalt cements is environmentally

superior and an economic opportunity for Iowa Bioasphaltreg utilizes non-food biomass giving farmers a new market for an undervalued product and it gives agencies an opportunity to specify green pavements utilizing Iowa grown products

Industry InvolvementIowarsquos asphalt paving contractors

have been recognized nationally for paving roadways to the highest national quality standards In fact Iowarsquos paving contractors have won the coveted Sheldon G Hayes Award for the best asphalt paving project in the nation three times in the past fifteen years and have been named runner-up three additional times The same respect exists for Iowarsquos efforts as an environmental leader Nationally Iowa is recognized as the leader in constructing cold-in-place recycled roadways This unique construction method utilizes the existing roadway structure by milling off 3-4 of existing asphalt roadway adding rejuvenating agents placing the material back in place and adding another 3 of new asphalt thus creating a perpetual asphalt pavement that will never need to be reconstructed

Although both the leadership of the Iowa DOT and the APAI are concerned with preserving Iowarsquos natural resources neither entity is willing to compromise the quality of Iowarsquos roadways These same leaders recognized that building sustainable roadways that preserved Iowarsquos natural resources lowered costs for Iowarsquos

taxpayers and maintained the level of excellence was mutually beneficial The long-term vision of building sustainable va lue-added pavements was openly discussed with the Iowa DOT and various county engineers To the credit of the Iowa DOT these environmental initiatives were fast-tracked through new supplemental specifications research grants to Iowarsquos major universities demonstration projects and pavement test sections Iowarsquos asphalt contractors provided input expertise asphalt production and quality control testing throughout the process

Marshall County Quarry Roads

Marsha l l Count y Iowa is fortunate to have two quarries located within the county

but with any quarry comes the problem of constructing and maintaining the roads that lead to them These roads generally have higher traffic volumes and a very high percentage of trucks Many engineers think that the only paving material that will hold up under these loadings is Portland Cement Concrete however Marshall Co has proven this misconception wrong

On a quarry road that is gravel the county is faced with the problem of excessive road dust This dust is not only a safety hazard but also will generate numerous complaints from the residents that live along the road These roads are expensive to maintain often requiring frequent blading and large amounts of road rock Asphalt paving is the solution

The first road to present such a problem for Marshall Co was the road from Martin Mariettarsquos Ferguson Quarry west to Iowa 14 This quarry not only furnished stone for Marshall and Jasper Counties but was the major source

of high quality aggregate for the City of Des Moines and surrounding areas until the opening of Martin Mariettarsquos Ames Mine in 1984 With the help of Martin Marietta the road was originally

hard surfaced in 1960 The original design was 10 of rolled stone base and 3 of hot-mix asphalt (HMA) This was one of the old staged construction designs however because it held up so well the second stage of asphalt was not added until twelve years later when an additional 4 of asphalt was placed The ldquofinishedrdquo road served very well and did not need any additional work until 1990 when an additional 4 of HMA was added The road continues to carry a high volume of heavy truck traffic and has performed beyond expectation The road is scheduled to receive an overlay this summer over 24 years since the last overlay The total of 11 of asphalt has served this busy quarry for 54 years

The second road serves the LeGrand Quarry that supplies stone for Marshall Tama and Grundy Counties This quarry is also the location of the Cessford Construction a division of Oldcastle

Materials permanent asphalt plant that provides asphalt for the surrounding areas counties and Iowa DOT The loading on this road is not only the stone leaving the quarry but also the sand coming to the asphalt operation and finished asphalt being trucked out to the various projects This road was originally paved in 1968 with a design of 2 of hot mix asphalt placed over 7 of Asphalt Treated Base (ATB) Asphalt treated bases were used extensively in the 1960s and 1970s and consisted of aggregates mixed with low asphalt cement contents This road continues to provide good service having received only one 3 HMA overlay in 1987 This Marshall Co quarry road has seen 45 years of extremely heavy truck traffic service on a road constructed with five inches of HMA on seven inches of ATB

Asphalt is strong durable and can handle heavy loading As Paul Geilenfeldt Marshall County Engineer said ldquoThese roads prove you donrsquot need PC concrete pavement for heavy truck traffic asphalt pavements hold up very well and provide the most cost-effective solutionrdquo

Robert M Nady Scholarship Established

In partnership with Margaret Nady and the Nady family the APAI Board of Directors has established the Robert M Nady Scholarship This scholarship was

founded to honor APAI Hall of Fame Recipient Robert M Nady for his work on behalf of both the Iowa and national asphalt industries and his dedication to teaching young engineers under his tutelage at Iowa State University Mr Nady was chairperson of the APAI Scholarship Committee for nearly twenty years and a tireless advocate for the next generation of civil engineers Bob helped mold the minds of many engineers in his long career not only in the field of engineering but also in his avocation of glider aviation

Bob will be greatly missed by the Iowa and national asphalt industries The APAI Board of Directors felt that Mr Nadyrsquos passion for learning teaching and philanthropy will live on through this scholarship bearing his name Generations of students will continue to benefit from this great man Contributions for this scholarship may be sent to the APAI office made out to NAPAREF Donors will be recognized for their charitable donation

APAI Announces New Membership Levels

At a recent APAI Board of Directorrsquos Meet ing t wo new A PA I membership categories were

established The first is called Affiliate Membership aka ldquoFriends of Asphaltrdquo and will be available to municipalities counties and other associations This level of membership will have a dues rate of $50 per year The second category is Student membership Students will be allowed to join the APAI at no cost These students will be encouraged to become involved in the association and broaden their knowledge of asphalt and the Iowa

asphalt industry Both new membership groups will be allowed to attend all of the APAI ldquomember onlyrdquo functions including the APAI Annual Convention and the APAI Summer Meeting

the increased costs of asphalt cement since 2008 have raised the value of RAP for both the contractor and the agencies they serve RAP contains both asphalt cement (5) and the aggregates (95) used during the initial roadway construction The old roadway is milled off processed and reused in the production of new asphalt material Years of national studies have determined that the use of RAP is not only an environmentally sound practice but can improve the performance of asphalt roadways Through a joint RAP

subcommittee with the APAI the Iowa DOT has developed new specifications that increase the amount of RAP that may be used on asphalt paving projects The effects of these changes are significant During the first two years of tracking RAP use on Iowa DOT projects the use of RAP has increased from 217138 tons in 2011 to 293554 tons in 20121 a 35 increase Iowa DOT projects represent approximately 44 of all the asphalt work completed in Iowa last year When adding county municipal and commercial asphalt

paving work the total RAP tonnage used in Iowa increases to 667168 tons This remarkable total represents 633800 tons of clean aggregate and 33360 tons of virgin asphalt cement or approximately 1600 tankers each carrying 6000 gallons of asphalt cement

The use of RAP represents a sustainable reuse of Iowarsquos roadway materials and a tremendous reduction in the use of Iowarsquos natural resources By decreasing virgin

The Iowa DOT has revised specifications to allow up to 5 RAS in asphalt mixtures and Iowarsquos asphalt contractors have responded by increasing utilization of RAS on Iowa DOT projects from 866 tons in 2011 to 4899 tons in 20121 Estimates have shown that Iowans produce approximately

20000 tons of tear-off shingles each year The Iowa DOT QMA2 report shows that nearly 25 of all tear-off shingles in Iowa were recycled into asphalt pavements last year This initiative continues to grow and expand

Solid waste agencies in Scott County and Des Moines along with new private contracting firms have been collecting processing and selling RAS to Iowa asphalt contractors for use in asphalt production According to Jeff Dworek Director of Operations at the Metro

Waste Authority in Des Moines the value of ldquoair spacerdquo at the landfill is $2295 cubic yard The tonnage of RAS used by Iowarsquos asphalt contractors in 2012 would have saved approximately 9800 cubic yards of landfill space valued at $227000 Smaller waste facilities are now collecting shingles in a cooperative setting for grinding at central locations In addition to the

savings in landfill space the shingles are sold by the recyclers to contractors at prices ranging from $25ton-$40ton thereby raising the value of this resource by several hundred thousand dollars The eventual outcome of this initiative may be the Iowa Department of Natural Resources eliminating tear-off shingles as landfill material ldquoThe removal of shingle waste from Iowarsquos landfills for reuse in

WMAThe third Iowa Asphalt Paving Industry

initiative to reduce energy usage and improve air quality is the increased use of warm-mix asphalt (WMA) WMA are technologies and processes introduced from Europe in 2005 that allow production of asphalt at temperatures 50-100 degrees lower than traditional hot-mix asphalt The resulting decrease in energy at the asphalt plant and the decrease of greenhouse gas emissions are significant The decrease in temperature has been shown to reduce fuel consumption at asphalt production facilities by 15-55 and the decrease in CO2 and SO2 have been measured at a 45 decrease2 In addition the use of WMA allows for easier compaction of the asphalt in the field and decreased ldquoagingrdquo of the asphalt cement during production leading to longer-lasting pavements The use of WMA by Iowarsquos asphalt contractors was developed through a partnership with the Iowa DOT and the APAI New specifications were developed and adopted test sections were paved and open houses were held The use of

WMA by Iowarsquos asphalt contractors of 2301621 tons represents approximately 11 of the total asphalt tonnage placed by Iowa contractors for the Iowa DOT in 2012 up significantly from 13000 tons in 2011 and nearly double the 125000 tons placed in 2010 The use of WMA

continues to grow in popularity both in Iowa and nationally The National Center for Asphalt Technology (NCAT) has been testing WMA since 2008 and has determined that WMA pavements have performed as well as or better than traditional hot-mix asphalt pavements

The increased use of RAP RAS and WMA has shown the way to building sustainable long-lasting Iowa roadways

The commitments by both the Iowa Asphalt Paving Industry and the Iowa DOT to decreasing pollution increasing recycled material percentages and to protecting Iowarsquos natural resources are deserving of recognition

Economic BenefitsThe economic benefits of the initiatives

described above go directly to the citizens and taxpayers of Iowa The reduction in virgin asphalt cement through the increased use of RAP and RAS has been calculated to be 1261 of the total asphalt cement used last year on Iowa DOT projects This reduction has a calculated savings of $483 per ton1 by the Iowa DOT Using total tonnages of approximately 21 million tons placed last year for the Iowa DOT this calculates to a savings of $1014300000 for Iowa taxpayers This number can be expanded again when calculating in

all county municipal and commercial work to over $2200000000 in savings to Iowans through these recycling and environmental initiatives

The use of warm-mix aspha lt is estimated to have saved 32600 gallons of fuel through reduced plant production temperatures saving Iowans an additional $130400

The most exciting environmental

initiative in Iowa is still in its infancy but the promise for its future is bright Bioaspha ltreg is both the future of Iowarsquos asphalt producers and the bio-economy industry that will grow from its production Bioasphaltreg replaces traditional petroleum-derived asphalt cement with a material produced from heating non-food biomass in the absence of oxygen and fractionating the resultant bio-oil into the Bioasphaltreg component The process is known as pyrolysis and has been effectively developed and tested by researchers at Iowa State University The process uses local non-food biomass including forest residuals switch grass and corn stalks The US market for asphalt cement is estimated at 30M tons The ability to utilize renewable organically grown Bioasphaltreg in lieu of petroleum-based asphalt cements is environmentally

superior and an economic opportunity for Iowa Bioasphaltreg utilizes non-food biomass giving farmers a new market for an undervalued product and it gives agencies an opportunity to specify green pavements utilizing Iowa grown products

Industry InvolvementIowarsquos asphalt paving contractors

have been recognized nationally for paving roadways to the highest national quality standards In fact Iowarsquos paving contractors have won the coveted Sheldon G Hayes Award for the best asphalt paving project in the nation three times in the past fifteen years and have been named runner-up three additional times The same respect exists for Iowarsquos efforts as an environmental leader Nationally Iowa is recognized as the leader in constructing cold-in-place recycled roadways This unique construction method utilizes the existing roadway structure by milling off 3-4 of existing asphalt roadway adding rejuvenating agents placing the material back in place and adding another 3 of new asphalt thus creating a perpetual asphalt pavement that will never need to be reconstructed

Although both the leadership of the Iowa DOT and the APAI are concerned with preserving Iowarsquos natural resources neither entity is willing to compromise the quality of Iowarsquos roadways These same leaders recognized that building sustainable roadways that preserved Iowarsquos natural resources lowered costs for Iowarsquos

taxpayers and maintained the level of excellence was mutually beneficial The long-term vision of building sustainable va lue-added pavements was openly discussed with the Iowa DOT and various county engineers To the credit of the Iowa DOT these environmental initiatives were fast-tracked through new supplemental specifications research grants to Iowarsquos major universities demonstration projects and pavement test sections Iowarsquos asphalt contractors provided input expertise asphalt production and quality control testing throughout the process

Robert M Nady Scholarship Established

In partnership with Margaret Nady and the Nady family the APAI Board of Directors has established the Robert M Nady Scholarship This scholarship was

founded to honor APAI Hall of Fame Recipient Robert M Nady for his work on behalf of both the Iowa and national asphalt industries and his dedication to teaching young engineers under his tutelage at Iowa State University Mr Nady was chairperson of the APAI Scholarship Committee for nearly twenty years and a tireless advocate for the next generation of civil engineers Bob helped mold the minds of many engineers in his long career not only in the field of engineering but also in his avocation of glider aviation

Bob will be greatly missed by the Iowa and national asphalt industries The APAI Board of Directors felt that Mr Nadyrsquos passion for learning teaching and philanthropy will live on through this scholarship bearing his name Generations of students will continue to benefit from this great man Contributions for this scholarship may be sent to the APAI office made out to NAPAREF Donors will be recognized for their charitable donation

APAI Announces New Membership Levels

At a recent APAI Board of Directorrsquos Meet ing t wo new A PA I membership categories were

established The first is called Affiliate Membership aka ldquoFriends of Asphaltrdquo and will be available to municipalities counties and other associations This level of membership will have a dues rate of $50 per year The second category is Student membership Students will be allowed to join the APAI at no cost These students will be encouraged to become involved in the association and broaden their knowledge of asphalt and the Iowa

asphalt industry Both new membership groups will be allowed to attend all of the APAI ldquomember onlyrdquo functions including the APAI Annual Convention and the APAI Summer Meeting

ldquoBarefoot in lsquoBojirdquo Cruises To A Great Success

On July 18-19 2014 over 65 members of the asphalt family came together for a day of

relaxation an evening dinner cruise and camaraderie at the Bridges Bay Resort on the shores of East Okoboji Lake in Okoboji The 5th Annual APAI Summer Meeting featuring the ldquoBarefoot in lsquoBojirdquo theme was a resounding success as this family-oriented event continues to grow

the increased costs of asphalt cement since 2008 have raised the value of RAP for both the contractor and the agencies they serve RAP contains both asphalt cement (5) and the aggregates (95) used during the initial roadway construction The old roadway is milled off processed and reused in the production of new asphalt material Years of national studies have determined that the use of RAP is not only an environmentally sound practice but can improve the performance of asphalt roadways Through a joint RAP

subcommittee with the APAI the Iowa DOT has developed new specifications that increase the amount of RAP that may be used on asphalt paving projects The effects of these changes are significant During the first two years of tracking RAP use on Iowa DOT projects the use of RAP has increased from 217138 tons in 2011 to 293554 tons in 20121 a 35 increase Iowa DOT projects represent approximately 44 of all the asphalt work completed in Iowa last year When adding county municipal and commercial asphalt

paving work the total RAP tonnage used in Iowa increases to 667168 tons This remarkable total represents 633800 tons of clean aggregate and 33360 tons of virgin asphalt cement or approximately 1600 tankers each carrying 6000 gallons of asphalt cement

The use of RAP represents a sustainable reuse of Iowarsquos roadway materials and a tremendous reduction in the use of Iowarsquos natural resources By decreasing virgin

Waste Authority in Des Moines the value of ldquoair spacerdquo at the landfill is $2295 cubic yard The tonnage of RAS used by Iowarsquos asphalt contractors in 2012 would have saved approximately 9800 cubic yards of landfill space valued at $227000 Smaller waste facilities are now collecting shingles in a cooperative setting for grinding at central locations In addition to the

WMAThe third Iowa Asphalt Paving Industry

initiative to reduce energy usage and improve air quality is the increased use of warm-mix asphalt (WMA) WMA are technologies and processes introduced from Europe in 2005 that allow production of asphalt at temperatures 50-100 degrees lower than traditional hot-mix asphalt The resulting decrease in energy at the asphalt plant and the decrease of greenhouse gas emissions are significant The decrease in temperature has been shown to reduce fuel consumption at asphalt production facilities by 15-55 and the decrease in CO2 and SO2 have been measured at a 45 decrease2 In addition the use of WMA allows for easier compaction of the asphalt in the field and decreased ldquoagingrdquo of the asphalt cement during production leading to longer-lasting pavements The use of WMA by Iowarsquos asphalt contractors was developed through a partnership with the Iowa DOT and the APAI New specifications were developed and adopted test sections were paved and open houses were held The use of

WMA by Iowarsquos asphalt contractors of 2301621 tons represents approximately 11 of the total asphalt tonnage placed by Iowa contractors for the Iowa DOT in 2012 up significantly from 13000 tons in 2011 and nearly double the 125000 tons placed in 2010 The use of WMA

continues to grow in popularity both in Iowa and nationally The National Center for Asphalt Technology (NCAT) has been testing WMA since 2008 and has determined that WMA pavements have performed as well as or better than traditional hot-mix asphalt pavements

The increased use of RAP RAS and WMA has shown the way to building sustainable long-lasting Iowa roadways

The commitments by both the Iowa Asphalt Paving Industry and the Iowa DOT to decreasing pollution increasing recycled material percentages and to protecting Iowarsquos natural resources are deserving of recognition

Economic BenefitsThe economic benefits of the initiatives

described above go directly to the citizens and taxpayers of Iowa The reduction in virgin asphalt cement through the increased use of RAP and RAS has been calculated to be 1261 of the total asphalt cement used last year on Iowa DOT projects This reduction has a calculated savings of $483 per ton1 by the Iowa DOT Using total tonnages of approximately 21 million tons placed last year for the Iowa DOT this calculates to a savings of $1014300000 for Iowa taxpayers This number can be expanded again when calculating in

all county municipal and commercial work to over $2200000000 in savings to Iowans through these recycling and environmental initiatives

The use of warm-mix aspha lt is estimated to have saved 32600 gallons of fuel through reduced plant production temperatures saving Iowans an additional $130400

The most exciting environmental

initiative in Iowa is still in its infancy but the promise for its future is bright Bioaspha ltreg is both the future of Iowarsquos asphalt producers and the bio-economy industry that will grow from its production Bioasphaltreg replaces traditional petroleum-derived asphalt cement with a material produced from heating non-food biomass in the absence of oxygen and fractionating the resultant bio-oil into the Bioasphaltreg component The process is known as pyrolysis and has been effectively developed and tested by researchers at Iowa State University The process uses local non-food biomass including forest residuals switch grass and corn stalks The US market for asphalt cement is estimated at 30M tons The ability to utilize renewable organically grown Bioasphaltreg in lieu of petroleum-based asphalt cements is environmentally

superior and an economic opportunity for Iowa Bioasphaltreg utilizes non-food biomass giving farmers a new market for an undervalued product and it gives agencies an opportunity to specify green pavements utilizing Iowa grown products

Industry InvolvementIowarsquos asphalt paving contractors

have been recognized nationally for paving roadways to the highest national quality standards In fact Iowarsquos paving contractors have won the coveted Sheldon G Hayes Award for the best asphalt paving project in the nation three times in the past fifteen years and have been named runner-up three additional times The same respect exists for Iowarsquos efforts as an environmental leader Nationally Iowa is recognized as the leader in constructing cold-in-place recycled roadways This unique construction method utilizes the existing roadway structure by milling off 3-4 of existing asphalt roadway adding rejuvenating agents placing the material back in place and adding another 3 of new asphalt thus creating a perpetual asphalt pavement that will never need to be reconstructed

Although both the leadership of the Iowa DOT and the APAI are concerned with preserving Iowarsquos natural resources neither entity is willing to compromise the quality of Iowarsquos roadways These same leaders recognized that building sustainable roadways that preserved Iowarsquos natural resources lowered costs for Iowarsquos

taxpayers and maintained the level of excellence was mutually beneficial The long-term vision of building sustainable va lue-added pavements was openly discussed with the Iowa DOT and various county engineers To the credit of the Iowa DOT these environmental initiatives were fast-tracked through new supplemental specifications research grants to Iowarsquos major universities demonstration projects and pavement test sections Iowarsquos asphalt contractors provided input expertise asphalt production and quality control testing throughout the process

the increased costs of asphalt cement since 2008 have raised the value of RAP for both the contractor and the agencies they serve RAP contains both asphalt cement (5) and the aggregates (95) used during the initial roadway construction The old roadway is milled off processed and reused in the production of new asphalt material Years of national studies have determined that the use of RAP is not only an environmentally sound practice but can improve the performance of asphalt roadways Through a joint RAP

subcommittee with the APAI the Iowa DOT has developed new specifications that increase the amount of RAP that may be used on asphalt paving projects The effects of these changes are significant During the first two years of tracking RAP use on Iowa DOT projects the use of RAP has increased from 217138 tons in 2011 to 293554 tons in 20121 a 35 increase Iowa DOT projects represent approximately 44 of all the asphalt work completed in Iowa last year When adding county municipal and commercial asphalt

paving work the total RAP tonnage used in Iowa increases to 667168 tons This remarkable total represents 633800 tons of clean aggregate and 33360 tons of virgin asphalt cement or approximately 1600 tankers each carrying 6000 gallons of asphalt cement

The use of RAP represents a sustainable reuse of Iowarsquos roadway materials and a tremendous reduction in the use of Iowarsquos natural resources By decreasing virgin

aggregates that will need to be quarried and virgin asphalt cement that will need to be refined Iowarsquos asphalt contractors and partnering agencies have made a commitment to preserving Iowarsquos natural resources decreasing the nationrsquos reliance on foreign oil and saving Iowarsquos taxpayers money

RASThe use of recycled asphalt shingles

(RAS) is another Iowa Asphalt Paving Industry success story RAS are tear-off asphalt roofing shingles that are processed by contractors or local agencies for reuse in hot-mix asphalt paving The shingles are collected processed and ground to a coarse sand consistency and added during the production of asphalt RAS contain upwards of 25 asphalt cement high friction aggregates fiberglass fibers and lime dust all of which are beneficial to asphalt mixtures The real benefit of this process is the removal of these tear-off shingles from Iowarsquos landfills

The Iowa DOT has revised specifications to allow up to 5 RAS in asphalt mixtures and Iowarsquos asphalt contractors have responded by increasing utilization of RAS on Iowa DOT projects from 866 tons in 2011 to 4899 tons in 20121 Estimates have shown that Iowans produce approximately

initiative in Iowa is still in its infancy but the promise for its future is bright Bioaspha ltreg is both the future of Iowarsquos asphalt producers and the bio-economy industry that will grow from its production Bioasphaltreg replaces traditional petroleum-derived asphalt cement with a material produced from heating non-food biomass in the absence of oxygen and fractionating the resultant bio-oil into the Bioasphaltreg component The process is known as pyrolysis and has been effectively developed and tested by researchers at Iowa State University The process uses local non-food biomass including forest residuals switch grass and corn stalks The US market for asphalt cement is estimated at 30M tons The ability to utilize renewable organically grown Bioasphaltreg in lieu of petroleum-based asphalt cements is environmentally

the increased costs of asphalt cement since 2008 have raised the value of RAP for both the contractor and the agencies they serve RAP contains both asphalt cement (5) and the aggregates (95) used during the initial roadway construction The old roadway is milled off processed and reused in the production of new asphalt material Years of national studies have determined that the use of RAP is not only an environmentally sound practice but can improve the performance of asphalt roadways Through a joint RAP

subcommittee with the APAI the Iowa DOT has developed new specifications that increase the amount of RAP that may be used on asphalt paving projects The effects of these changes are significant During the first two years of tracking RAP use on Iowa DOT projects the use of RAP has increased from 217138 tons in 2011 to 293554 tons in 20121 a 35 increase Iowa DOT projects represent approximately 44 of all the asphalt work completed in Iowa last year When adding county municipal and commercial asphalt

paving work the total RAP tonnage used in Iowa increases to 667168 tons This remarkable total represents 633800 tons of clean aggregate and 33360 tons of virgin asphalt cement or approximately 1600 tankers each carrying 6000 gallons of asphalt cement

The use of RAP represents a sustainable reuse of Iowarsquos roadway materials and a tremendous reduction in the use of Iowarsquos natural resources By decreasing virgin

aggregates that will need to be quarried and virgin asphalt cement that will need to be refined Iowarsquos asphalt contractors and partnering agencies have made a commitment to preserving Iowarsquos natural resources decreasing the nationrsquos reliance on foreign oil and saving Iowarsquos taxpayers money

RASThe use of recycled asphalt shingles

(RAS) is another Iowa Asphalt Paving Industry success story RAS are tear-off asphalt roofing shingles that are processed by contractors or local agencies for reuse in hot-mix asphalt paving The shingles are collected processed and ground to a coarse sand consistency and added during the production of asphalt RAS contain upwards of 25 asphalt cement high friction aggregates fiberglass fibers and lime dust all of which are beneficial to asphalt mixtures The real benefit of this process is the removal of these tear-off shingles from Iowarsquos landfills

The Iowa DOT has revised specifications to allow up to 5 RAS in asphalt mixtures and Iowarsquos asphalt contractors have responded by increasing utilization of RAS on Iowa DOT projects from 866 tons in 2011 to 4899 tons in 20121 Estimates have shown that Iowans produce approximately

20000 tons of tear-off shingles each year The Iowa DOT QMA2 report shows that nearly 25 of all tear-off shingles in Iowa were recycled into asphalt pavements last year This initiative continues to grow and expand

Solid waste agencies in Scott County and Des Moines along with new private contracting firms have been collecting processing and selling RAS to Iowa asphalt contractors for use in asphalt production According to Jeff Dworek Director of Operations at the Metro

Waste Authority in Des Moines the value of ldquoair spacerdquo at the landfill is $2295 cubic yard The tonnage of RAS used by Iowarsquos asphalt contractors in 2012 would have saved approximately 9800 cubic yards of landfill space valued at $227000 Smaller waste facilities are now collecting shingles in a cooperative setting for grinding at central locations In addition to the

savings in landfill space the shingles are sold by the recyclers to contractors at prices ranging from $25ton-$40ton thereby raising the value of this resource by several hundred thousand dollars The eventual outcome of this initiative may be the Iowa Department of Natural Resources eliminating tear-off shingles as landfill material ldquoThe removal of shingle waste from Iowarsquos landfills for reuse in

WMAThe third Iowa Asphalt Paving Industry

initiative to reduce energy usage and improve air quality is the increased use of warm-mix asphalt (WMA) WMA are technologies and processes introduced from Europe in 2005 that allow production of asphalt at temperatures 50-100 degrees lower than traditional hot-mix asphalt The resulting decrease in energy at the asphalt plant and the decrease of greenhouse gas emissions are significant The decrease in temperature has been shown to reduce fuel consumption at asphalt production facilities by 15-55 and the decrease in CO2 and SO2 have been measured at a 45 decrease2 In addition the use of WMA allows for easier compaction of the asphalt in the field and decreased ldquoagingrdquo of the asphalt cement during production leading to longer-lasting pavements The use of WMA by Iowarsquos asphalt contractors was developed through a partnership with the Iowa DOT and the APAI New specifications were developed and adopted test sections were paved and open houses were held The use of

WMA by Iowarsquos asphalt contractors of 2301621 tons represents approximately 11 of the total asphalt tonnage placed by Iowa contractors for the Iowa DOT in 2012 up significantly from 13000 tons in 2011 and nearly double the 125000 tons placed in 2010 The use of WMA

continues to grow in popularity both in Iowa and nationally The National Center for Asphalt Technology (NCAT) has been testing WMA since 2008 and has determined that WMA pavements have performed as well as or better than traditional hot-mix asphalt pavements

The increased use of RAP RAS and WMA has shown the way to building sustainable long-lasting Iowa roadways

The commitments by both the Iowa Asphalt Paving Industry and the Iowa DOT to decreasing pollution increasing recycled material percentages and to protecting Iowarsquos natural resources are deserving of recognition

aggregates that will need to be quarried and virgin asphalt cement that will need to be refined Iowarsquos asphalt contractors and partnering agencies have made a commitment to preserving Iowarsquos natural resources decreasing the nationrsquos reliance on foreign oil and saving Iowarsquos taxpayers money

RASThe use of recycled asphalt shingles

(RAS) is another Iowa Asphalt Paving Industry success story RAS are tear-off asphalt roofing shingles that are processed by contractors or local agencies for reuse in hot-mix asphalt paving The shingles are collected processed and ground to a coarse sand consistency and added during the production of asphalt RAS contain upwards of 25 asphalt cement high friction aggregates fiberglass fibers and lime dust all of which are beneficial to asphalt mixtures The real benefit of this process is the removal of these tear-off shingles from Iowarsquos landfills

The Iowa DOT has revised specifications to allow up to 5 RAS in asphalt mixtures and Iowarsquos asphalt contractors have responded by increasing utilization of RAS on Iowa DOT projects from 866 tons in 2011 to 4899 tons in 20121 Estimates have shown that Iowans produce approximately

20000 tons of tear-off shingles each year The Iowa DOT QMA2 report shows that nearly 25 of all tear-off shingles in Iowa were recycled into asphalt pavements last year This initiative continues to grow and expand

Solid waste agencies in Scott County and Des Moines along with new private contracting firms have been collecting processing and selling RAS to Iowa asphalt contractors for use in asphalt production According to Jeff Dworek Director of Operations at the Metro

Waste Authority in Des Moines the value of ldquoair spacerdquo at the landfill is $2295 cubic yard The tonnage of RAS used by Iowarsquos asphalt contractors in 2012 would have saved approximately 9800 cubic yards of landfill space valued at $227000 Smaller waste facilities are now collecting shingles in a cooperative setting for grinding at central locations In addition to the

savings in landfill space the shingles are sold by the recyclers to contractors at prices ranging from $25ton-$40ton thereby raising the value of this resource by several hundred thousand dollars The eventual outcome of this initiative may be the Iowa Department of Natural Resources eliminating tear-off shingles as landfill material ldquoThe removal of shingle waste from Iowarsquos landfills for reuse in

WMAThe third Iowa Asphalt Paving Industry

initiative to reduce energy usage and improve air quality is the increased use of warm-mix asphalt (WMA) WMA are technologies and processes introduced from Europe in 2005 that allow production of asphalt at temperatures 50-100 degrees lower than traditional hot-mix asphalt The resulting decrease in energy at the asphalt plant and the decrease of greenhouse gas emissions are significant The decrease in temperature has been shown to reduce fuel consumption at asphalt production facilities by 15-55 and the decrease in CO2 and SO2 have been measured at a 45 decrease2 In addition the use of WMA allows for easier compaction of the asphalt in the field and decreased ldquoagingrdquo of the asphalt cement during production leading to longer-lasting pavements The use of WMA by Iowarsquos asphalt contractors was developed through a partnership with the Iowa DOT and the APAI New specifications were developed and adopted test sections were paved and open houses were held The use of

WMA by Iowarsquos asphalt contractors of 2301621 tons represents approximately 11 of the total asphalt tonnage placed by Iowa contractors for the Iowa DOT in 2012 up significantly from 13000 tons in 2011 and nearly double the 125000 tons placed in 2010 The use of WMA

continues to grow in popularity both in Iowa and nationally The National Center for Asphalt Technology (NCAT) has been testing WMA since 2008 and has determined that WMA pavements have performed as well as or better than traditional hot-mix asphalt pavements

The increased use of RAP RAS and WMA has shown the way to building sustainable long-lasting Iowa roadways

The commitments by both the Iowa Asphalt Paving Industry and the Iowa DOT to decreasing pollution increasing recycled material percentages and to protecting Iowarsquos natural resources are deserving of recognition

Economic BenefitsThe economic benefits of the initiatives

described above go directly to the citizens and taxpayers of Iowa The reduction in virgin asphalt cement through the increased use of RAP and RAS has been calculated to be 1261 of the total asphalt cement used last year on Iowa DOT projects This reduction has a calculated savings of $483 per ton1 by the Iowa DOT Using total tonnages of approximately 21 million tons placed last year for the Iowa DOT this calculates to a savings of $1014300000 for Iowa taxpayers This number can be expanded again when calculating in

all county municipal and commercial work to over $2200000000 in savings to Iowans through these recycling and environmental initiatives

The use of warm-mix aspha lt is estimated to have saved 32600 gallons of fuel through reduced plant production temperatures saving Iowans an additional $130400

The most exciting environmental

initiative in Iowa is still in its infancy but the promise for its future is bright Bioaspha ltreg is both the future of Iowarsquos asphalt producers and the bio-economy industry that will grow from its production Bioasphaltreg replaces traditional petroleum-derived asphalt cement with a material produced from heating non-food biomass in the absence of oxygen and fractionating the resultant bio-oil into the Bioasphaltreg component The process is known as pyrolysis and has been effectively developed and tested by researchers at Iowa State University The process uses local non-food biomass including forest residuals switch grass and corn stalks The US market for asphalt cement is estimated at 30M tons The ability to utilize renewable organically grown Bioasphaltreg in lieu of petroleum-based asphalt cements is environmentally

superior and an economic opportunity for Iowa Bioasphaltreg utilizes non-food biomass giving farmers a new market for an undervalued product and it gives agencies an opportunity to specify green pavements utilizing Iowa grown products

Industry InvolvementIowarsquos asphalt paving contractors

have been recognized nationally for paving roadways to the highest national quality standards In fact Iowarsquos paving contractors have won the coveted Sheldon G Hayes Award for the best asphalt paving project in the nation three times in the past fifteen years and have been named runner-up three additional times The same respect exists for Iowarsquos efforts as an environmental leader Nationally Iowa is recognized as the leader in constructing cold-in-place recycled roadways This unique construction method utilizes the existing roadway structure by milling off 3-4 of existing asphalt roadway adding rejuvenating agents placing the material back in place and adding another 3 of new asphalt thus creating a perpetual asphalt pavement that will never need to be reconstructed

Although both the leadership of the Iowa DOT and the APAI are concerned with preserving Iowarsquos natural resources neither entity is willing to compromise the quality of Iowarsquos roadways These same leaders recognized that building sustainable roadways that preserved Iowarsquos natural resources lowered costs for Iowarsquos

taxpayers and maintained the level of excellence was mutually beneficial The long-term vision of building sustainable va lue-added pavements was openly discussed with the Iowa DOT and various county engineers To the credit of the Iowa DOT these environmental initiatives were fast-tracked through new supplemental specifications research grants to Iowarsquos major universities demonstration projects and pavement test sections Iowarsquos asphalt contractors provided input expertise asphalt production and quality control testing throughout the process

aggregates that will need to be quarried and virgin asphalt cement that will need to be refined Iowarsquos asphalt contractors and partnering agencies have made a commitment to preserving Iowarsquos natural resources decreasing the nationrsquos reliance on foreign oil and saving Iowarsquos taxpayers money

RASThe use of recycled asphalt shingles

(RAS) is another Iowa Asphalt Paving Industry success story RAS are tear-off asphalt roofing shingles that are processed by contractors or local agencies for reuse in hot-mix asphalt paving The shingles are collected processed and ground to a coarse sand consistency and added during the production of asphalt RAS contain upwards of 25 asphalt cement high friction aggregates fiberglass fibers and lime dust all of which are beneficial to asphalt mixtures The real benefit of this process is the removal of these tear-off shingles from Iowarsquos landfills

The Iowa DOT has revised specifications to allow up to 5 RAS in asphalt mixtures and Iowarsquos asphalt contractors have responded by increasing utilization of RAS on Iowa DOT projects from 866 tons in 2011 to 4899 tons in 20121 Estimates have shown that Iowans produce approximately

20000 tons of tear-off shingles each year The Iowa DOT QMA2 report shows that nearly 25 of all tear-off shingles in Iowa were recycled into asphalt pavements last year This initiative continues to grow and expand

Solid waste agencies in Scott County and Des Moines along with new private contracting firms have been collecting processing and selling RAS to Iowa asphalt contractors for use in asphalt production According to Jeff Dworek Director of Operations at the Metro

Waste Authority in Des Moines the value of ldquoair spacerdquo at the landfill is $2295 cubic yard The tonnage of RAS used by Iowarsquos asphalt contractors in 2012 would have saved approximately 9800 cubic yards of landfill space valued at $227000 Smaller waste facilities are now collecting shingles in a cooperative setting for grinding at central locations In addition to the

savings in landfill space the shingles are sold by the recyclers to contractors at prices ranging from $25ton-$40ton thereby raising the value of this resource by several hundred thousand dollars The eventual outcome of this initiative may be the Iowa Department of Natural Resources eliminating tear-off shingles as landfill material ldquoThe removal of shingle waste from Iowarsquos landfills for reuse in

WMAThe third Iowa Asphalt Paving Industry

initiative to reduce energy usage and improve air quality is the increased use of warm-mix asphalt (WMA) WMA are technologies and processes introduced from Europe in 2005 that allow production of asphalt at temperatures 50-100 degrees lower than traditional hot-mix asphalt The resulting decrease in energy at the asphalt plant and the decrease of greenhouse gas emissions are significant The decrease in temperature has been shown to reduce fuel consumption at asphalt production facilities by 15-55 and the decrease in CO2 and SO2 have been measured at a 45 decrease2 In addition the use of WMA allows for easier compaction of the asphalt in the field and decreased ldquoagingrdquo of the asphalt cement during production leading to longer-lasting pavements The use of WMA by Iowarsquos asphalt contractors was developed through a partnership with the Iowa DOT and the APAI New specifications were developed and adopted test sections were paved and open houses were held The use of

WMA by Iowarsquos asphalt contractors of 2301621 tons represents approximately 11 of the total asphalt tonnage placed by Iowa contractors for the Iowa DOT in 2012 up significantly from 13000 tons in 2011 and nearly double the 125000 tons placed in 2010 The use of WMA

continues to grow in popularity both in Iowa and nationally The National Center for Asphalt Technology (NCAT) has been testing WMA since 2008 and has determined that WMA pavements have performed as well as or better than traditional hot-mix asphalt pavements

The increased use of RAP RAS and WMA has shown the way to building sustainable long-lasting Iowa roadways

The commitments by both the Iowa Asphalt Paving Industry and the Iowa DOT to decreasing pollution increasing recycled material percentages and to protecting Iowarsquos natural resources are deserving of recognition

Economic BenefitsThe economic benefits of the initiatives

described above go directly to the citizens and taxpayers of Iowa The reduction in virgin asphalt cement through the increased use of RAP and RAS has been calculated to be 1261 of the total asphalt cement used last year on Iowa DOT projects This reduction has a calculated savings of $483 per ton1 by the Iowa DOT Using total tonnages of approximately 21 million tons placed last year for the Iowa DOT this calculates to a savings of $1014300000 for Iowa taxpayers This number can be expanded again when calculating in

all county municipal and commercial work to over $2200000000 in savings to Iowans through these recycling and environmental initiatives

The use of warm-mix aspha lt is estimated to have saved 32600 gallons of fuel through reduced plant production temperatures saving Iowans an additional $130400

The most exciting environmental

initiative in Iowa is still in its infancy but the promise for its future is bright Bioaspha ltreg is both the future of Iowarsquos asphalt producers and the bio-economy industry that will grow from its production Bioasphaltreg replaces traditional petroleum-derived asphalt cement with a material produced from heating non-food biomass in the absence of oxygen and fractionating the resultant bio-oil into the Bioasphaltreg component The process is known as pyrolysis and has been effectively developed and tested by researchers at Iowa State University The process uses local non-food biomass including forest residuals switch grass and corn stalks The US market for asphalt cement is estimated at 30M tons The ability to utilize renewable organically grown Bioasphaltreg in lieu of petroleum-based asphalt cements is environmentally

superior and an economic opportunity for Iowa Bioasphaltreg utilizes non-food biomass giving farmers a new market for an undervalued product and it gives agencies an opportunity to specify green pavements utilizing Iowa grown products

Industry InvolvementIowarsquos asphalt paving contractors

have been recognized nationally for paving roadways to the highest national quality standards In fact Iowarsquos paving contractors have won the coveted Sheldon G Hayes Award for the best asphalt paving project in the nation three times in the past fifteen years and have been named runner-up three additional times The same respect exists for Iowarsquos efforts as an environmental leader Nationally Iowa is recognized as the leader in constructing cold-in-place recycled roadways This unique construction method utilizes the existing roadway structure by milling off 3-4 of existing asphalt roadway adding rejuvenating agents placing the material back in place and adding another 3 of new asphalt thus creating a perpetual asphalt pavement that will never need to be reconstructed

Although both the leadership of the Iowa DOT and the APAI are concerned with preserving Iowarsquos natural resources neither entity is willing to compromise the quality of Iowarsquos roadways These same leaders recognized that building sustainable roadways that preserved Iowarsquos natural resources lowered costs for Iowarsquos

taxpayers and maintained the level of excellence was mutually beneficial The long-term vision of building sustainable va lue-added pavements was openly discussed with the Iowa DOT and various county engineers To the credit of the Iowa DOT these environmental initiatives were fast-tracked through new supplemental specifications research grants to Iowarsquos major universities demonstration projects and pavement test sections Iowarsquos asphalt contractors provided input expertise asphalt production and quality control testing throughout the process

ldquo T h e I o w a D e p a r t m e n t o f Transportation and the Asphalt Paving Association of Iowa have a long history of pa r tnersh ip in commitment to quality environmental stewardship and innovation Advancements in these areas include cold-in place recycling use of waste shingles use of massive amounts of recycled asphalt product warm mix asphalt contractor quality control and most recently the piloting of bio-asphalt products in hot mix paving with a trial section planned to be placed at the Farm Progress Show site near Boone this summerrdquo said John Adam Director of Highway Division Iowa Department of Transportation Mr Adam went on to say ldquoThis partnership in innovation has for many years provided the public with a high quality and environmentally sustainable pavement product and the Department looks forward to working

APAI Welcomes New Members

APAI continues to add new members At their last Board Meeting the Board of Directors elected three Associate Members and one Consulting Engineer Member to the Association Thank you to those who have helped recruit these new members

S T A T E Testing LLC founded in 1999 is an independent e n g i n e e r i n g consultant f irm They specialize

in the test ing and consultation of construction materials They provide professional services related to the Mix Design Quality Control (QC) and Quality Assurance (QA) of asphalt concrete aggregate and soils Their concrete Hot Mix Asphalt (HMA) and aggregate labs are approved and certified by AASHTO Materials and Research Laboratories (AMRL) and the Cement and Concrete Research Laboratory (CCRL) They are considered national leaders in Mix Designs incorporating Warm Mix Asphalt (WMA) Ground Rubber Tire (GTR) Recycled Asphalt Shingles (RAS) and Fractionalized Recycled Asphalt Pavement (FRAP) into all pavement structures These include Dense Graded Mixes Stone Matrix Asphalt (SMA) Thin Lift Overlays and Pervious All of these highly sustainable mixes are then performance tested by their Hamburg Wheel and Disk-shaped Compact Tension (DCT) to ensure both max sustainability and fatigue resistance
