IOE WORK PLAN 2011

INTRODUCTION

The IOE Work Plan for 2011, elaborated in consultation with the Management Board,

repeats the structure adopted in 2010 of linking activities to the pillars of the IOE

Strategic Framework 2009 – 2014. It is designed to help members better understand

activities as well as, over time, allowing for systematic evaluation of the IOE work

and its impact.

As with previous plans, this document does not attempt to capture all the daily work

of the Secretariat in support of members, nor does it include every detail from the

annual work plans of staff members. Rather, it aims to highlight the key outcomes

sought under each priority area.

Whilst proactively promoting a variety of issues in the work plan, the IOE continues

to operate in a global economic reality that is still reacting to the consequences and

challenges of the 2009 crisis. As such, the IOE has to be capable of responding to

global issues, events and meetings as they arise – such as the summits of the G20 and

other global players. Given, in addition, the IOE’s intrinsic links with the work of the

ILO, flexibility is factored into the work plan to be able to engage in emerging ILO

initiatives that may impact members.

This global nature of the IOE’s work is also captured by the inclusion, which began

in 2010, of four regional work plans covering Africa, America, Asia and Europe,

elaborated by the senior IOE adviser responsible for that region in collaboration with

the respective regional Vice-President. This will ensure that, within the range of IOE

action undertaken, the needs of members in a regional context are also effectively

addressed.

Many IOE activities are by their very nature undertaken in conjunction with, or with

the support of, ACT/EMP and/or the ILO more generally. In both cases, resources

are limited and increasingly rely on donor funding which is not certain to be realized.

That reality can also impact work plan outcomes.
