I. INTRODUCTION
A. Background
1. The Government of Pakistan (GOP) plans to implement the “Power Transmission
Enhancement Investment Program (PTEIP) with financial assistance of Asian Development
Bank (ADB) through a multi tranche financing facility (MFF). The objective of the investment
program is to improve Pakistan’s power transmission infrastructure and management. To
achieve this objective, the investment program consists of staged physical investments in the
high-voltage transmission system, including the rehabilitation, augmentation and expansion
of transmission lines, substations and supporting infrastructure. Thus, the major aim of PTEIP
is enhancement in the capacity of the transmission system by rehabilitation, extension,
augmentation & expansion of existing 500 kV & 220 kV network of NTDC, to meet the growing
power demand in the country.
2. The National Transmission and Despatch Company (NTDC) will implement the
investment program through different tranches of MFF with each tranche time sequenced and
containing several subprojects based on the subproject readiness. The tranche 1 of MFF II
contains 10 subprojects (Annex A) which mainly involve extension and augmentation of
substations and rehabilitation and installation of transmission lines.
3. Lahore South Substation – A subproject of Tranche-I of MFF II: The 500 kV
Lahore South- extension of 750 MVA transformers is one of the proposed 10 subprojects
proposed under tranche-1 of MFF. The substation is expected to enhance the capacity of
existing grid station through extension of addition of 1x750 MVA, 500/220 kV transformer
along with allied equipment and accessories, and two 500 kV Line Bays at 500 kV Lahore
South Grid Station, district Kasur (Annex-II Location of Substation).
B. Need for Due Diligence Review of Involuntary Resettlement (IR) and Indigenous Peoples
4. A detailed due diligence work has been undertaken with the purpose to (i) examine
the IR and IPs aspects of the Lahore South Substation; (ii) identify any land acquisition and
resettlement and indigenous peoples related impacts; and recommend preparation of
appropriate safeguards document (land acquisition and resettlement plan, indigenous peoples
plan and/or a due diligence report) as applicable but in accordance with ADB’s Safeguard
Policy Statement (SPS) 2009.
C. Methodology
5. The due diligence review process was guided by the following methodology:

6. Meetings and consultations with substations: Consultative meeting with Electrical
Engineer, Senior Engineers and Construction Manager was held on 16th March 2016 to
discuss the scope of the sub project, history of grid station, augmentation and extension work
planned for Lahore South substation, land acquisition and compensation aspects matters of
proposed extension work and IP aspects. The following officials from GS participated in the

5. Meeting with NTDC Environment Social Impact Cell: Before the field visit, a
meeting was held with PPTA consultants NTDC/ESIC held on 15th March 2016, the purpose
of which was to discuss the field visit plan to Lahore South Grid station. The due diligence
team confirmed to the ESIC and PPTA team leader that the extension and augmentation of
Lahore South GS neither involved any land acquisition and resettlement impacts nor any
impacts related to the Indigenous Peoples. The GS station is under construction. The land
(120 acres) owned by 14 landowners was acquired and fully compensated by NTDC in 2013.

6. Field visit to Grid Station and Transect Walk: After completing the discussions with
GS officials, the due diligence team conducted a site visit to the GS, had a transect walk inside
the GS that have huge area under it including sites control rooms, storage area and area for
future expansion, bays, transformers and switchyard and other technical electric equipment
installed in GS. The GS officials extended maximum support in transect walk and
accompanied the DDR team and showed the sites for installation of new transformer facility.
The DDR team photographed the sites for record and reference.
7. Review of GS layout map and nature of augmentation work: The DDR team also
reviewed the GS map, diagrams and the sites for augmentation work within the boundary of
GS. This review and copies of maps helped the DDR team in physically examining the sites
for augmentation work and concluding that the subproject did not have any LAR and IPs
impacts.
8. Field observations and photographs were recorded during the site visit and transect
walk to support the DDR team’s conclusion of the GS augmentation work not having any LAR
and IPs impact.
7. Public Consultations with local/surrounding community: A meeting was held with
local/ surrounding community of 500 kV Lahore South grid station on 16th March 2016 to
share the information about the sub-project and record their concerns/ feedback associated
with this sub-project. List of consultations carried out in the villages located at the surrounding
of grid station is given in table as under.

8. The surrounding of the grid station comprises mostly agricultural land. Discussion with
community members were held to obtain their view point about GS augmentation and
extension work. The community members, who were consulted in the field, expressed
following views:
Local community was in favor of the augmentation and extension work proposed for
the grid station.
They hoped for continuation of such improvement work in the area which they think
will benefit from availability of electricity.
Community members also hoped that local people will be employed in the GS
improvement work, if such opportunity arises during execution of
augmentation/extension work.

II. FINDINGS OF INVOLUNTARY RESETTLEMENT DUE DELIGENCE
A. Brief history of substation
9. The 500KV Grid Station, Lahore South (Kasur) is under construction process and is
intended to be completed in December 2016. Total area of the grid station is approximately
120 acres. The land was acquired by NTDC on 26 November 2013 from 14 landowner APs
who were fully paid with no any compensation related issues remaining outstanding.
10. The substation consists of four (4) 500 kV bays and four (4) 220kV bays. The 500 kV
and 220 kV bays are arranged in breaker and a half scheme. The 500 kV Sahiwal- Lahore
and Gakkhar-Lahore transmission lines will be tapped at this substation through an In and
Out arrangement. The following 220kV transmission lines will be tapped in the 220 kV
switchyard through an In and Out arrangements:
Wapda Town-New Kot Lakhpat 220kV S/C Transmission Line.
Ghazi Road-New Kot Lakhpat 220kV S/C Transmission Line.
11. Proposed extension works and scope of land acquisition: As indicated in the list
of sub projects, the substation Lahore South is expected to enhance the capacity of grid
station through extension of 500/220 kV T/Fs of 750 MVA capacity at Lahore South, district
Kasur. All works will be carried out within boundary wall of existing GS and therefore no IR
impacts are envisaged in this subproject and thus no RP or IP plan will be required as no IPs
live around the project area. The transect walk, meetings and consultations with NTDC/ESIC
officials and project staff at substation as well as review of project documents concluded that
augmentation and extension work at GS will enhance the GS power management capacity
and the equipment installation (sites available within 120 acres of land acquired in November
2013) is strictly within the GS boundary and therefore will not cause any new land acquisition
and resettlement impacts.
C. Social and Resettlement Impacts
12. Similarly to the conclusion of the GS not having any new or old land acquisition impact,
the DDR team also concluded that GS augmentation and extension work is not affecting any
built-up area, private, residential or commercial outside the GS boundary. Therefore, the
subproject does not have any adverse impact to any private structures, crops or trees or any
other resettlement related impact. The table below further confirms no impacts to local
population and their assets.

D Indigenous Peoples:
13. The DDR team carefully assessed the project area and met with local people who
turned out to be Muslims living in hormone with national laws and local culture. They did not
consider themselves to be called another type of population as the indigenous peoples as
ADB’s SPS 2009 describes the IPs to be. Therefore, it is concluded that the project area do
not have the presence of IPs and an Indigenous Peoples Plan (IPP) is not required for this
project.
E Land Acquisition and Resettlement Framework:
14. Although augmentation and extension work is not expected to cause any LAR and IPs
impacts, the NTDC has still prepared and endorsed the LARF for its implementation. NTDC
has done this in compliance with the requirements of ADB’s SPS 2009 and to address any
unanticipated LAR and IPs impacts in augmentation and extension subprojects and similar
impacts which NTDC may have address in the transmission line projects under the proposed
investment facility. The framework provides guideline about LAR impacts, entitlement and
compensation payments, institutional arrangements and implementation schedules for
preparation, implementation and monitoring of the land acquisition and resettlement plans
(where needed) and grievance redress mechanism to address any grievances of affected
peoples.

F Institutional Arrangements:
15. NTDC has established an environment and social impact cell (ESIC) which is
managed by a Director Social and Environment, assisted by assistant and deputy directors
social and environment impacts. The ESIC works closely with project consultants, reviews
and resettlement plans and acts as quality control and safeguards compliance unit for NTDC
for projects funded by ADB and other financiers. ESIC also undertakes internal monitoring of
the implementation of LARPs, DDRs and any corrective action plan (CAPs), and will do the
same for the Lahore South GS subproject.
III. CONCLUSION and RECOMMENDATIONS
16. Due Diligence work included a site visit to the Grid Station and consultations with
NTDC/ESIC, GS officials and PPTA team leader, the review of project documents and GS
layout maps, sites for augmentation and extension work and NTDC’s confirmation of
ownership of land available to the GS. Based on the field findings, it is concluded that the
subproject (augmentation and extension work) does not have any land acquisition and
resettlement impacts and will not cause any physical and economic dislocation as defined in
ADB’s SPS 2009. The subproject also does not have presence of indigenous peoples. The
due diligence team also reviewed the NTDC’s written confirmation of availability of land for
Lahore South GS and confirms that augmentation/extension work will be undertaken on the
land acquired in November 2013 (which have 14 APs compensation paid and they do not
have any outstanding compensation or resettlement issues). Since there are no impacts, no
APs are therefore affected. The IR and IPs checklists prepared in the field also confirm no
LAR and IPs impacts in Lahore South GS project. No compensation of any kind is applicable
in this subproject. The subproject is categorized as category C for involuntary resettlement
and indigenous peoples. No further safeguards documentation work is needed unless there
is any change in the impacts situation which NTDC (if it happens so) will inform ADB in
advance for appropriate actions.
17. The DDR team makes following recommendations for implementation before any
construction activities commence:
i. Establish grievance redress mechanism and make it functional before start of
construction.
ii. Adhere to project design and proposed augmentation and extension work and inform
ADB about any changes in the design that may result in LAR situation prior to and
during implementation/construction work.
iii. In case of any emerging or unanticipated LAR impact during implementation, prepare
resettlement plan and obtain ADB’s approval prior to its implementation.
iv. In case a LARP has to be prepared at any stage of the project implementation, engage
external monitoring agency or an individual to verify and certify implementation of
LARP before startup of civil works activities. Further monitoring (internal as well as
external) will be undertaken in line with monitoring frequency as specified in the LARP.
