2. Background to the National Research Foundation and its Business Units
The National Research Foundation (“NRF”) is a juristic person established in terms of Section 2 of the National
Research Foundation Act, Act 23 of 1998 and a Schedule 3A Public Entity in terms of the Public Finance Management
Act. The NRF is the government’s national agency responsible for promoting and supporting research and human
capital development through funding, the provision of National Research Facilities and science outreach platforms
and programs to the broader community in all fields of science and technology, including natural science,
engineering, social science and humanities.
3. Background to SAASTA
The South African Agency for Science and Technology Advancement (SAASTA) is a business unit of the National
Research Foundation (NRF) with the mandate to advance public awareness, appreciation and engagement of science,
engineering and technology (SET) in South Africa. The NRF is the government’s national agency responsible for
promoting and supporting research and development of high-level skills in all fields of humanities, social and natural
sciences, engineering and technology.
4. Background to the Department of Science and Technology’s Programmatic Support Grant
Intervention
The Department of Science and Technology (DST) established, in 2004, a Programmatic Support Grant funding facility
to benefit science centres. The DST’s National Roll-out Plan for a Network of Science Centres in South Africa details
how the Department intends to provide support to science centres. However, implementation of the operational
support package defined in the National Roll-out Plan cannot take effect at this stage as the DST has not yet secured
the necessary funding from the National Treasury. Under these circumstances, the DST will continue to provide
programmatic support to science centres. This is based on the policy that was developed for the ad-hoc support that
DST was advised to provide to a small number of science centres.
This support is part of the global strategy to use more than 1200 science centres worldwide, which employ staff of
more than 100 000, attract about 250 million visitors and inject into the economy R10 billion, to increase the number
of youth especially those from previously disadvantaged areas who pursue careers in science, technology,
engineering and mathematics. In South Africa eight of the 34 science centres have reached 209 944 visitors through
outreach programmes using mobile labs acquired through PSGI funding.
The DST has mandated the South African Agency for Science and Technology Advancement (SAASTA), a business unit
of the National Research Foundation (NRF), to implement the Programmatic Support Grant Intervention (PSGI). PSGI
has been successfully implemented and has been rolled out over three phases. Due to the success of this
intervention, DST and SAASTA are planning to take PSGI to another phase from the 2014/2015 to 2016/2017 fiscal
years.

5. Scope/Summary of Supply
The Network of Science Centres is a group of science centres that are interconnected, aligned to and supported by
the Department of Science and Technology.
“A science centre is a permanently established education facility that provides an interactive educational experience
through the use of interactive science, technology, engineering and mathematics exhibits, displays and
programmes”. (Norms and Standards, 2005)
In broadening the definition, the following notion of ‘interactivity’ was unpacked and understood to cover exhibits
and displays that can be handled and require a response, which ideally should be manual, mental, emotional and
social. Given this definition of interactivity, interactive exhibits could include the environment and botanical gardens.
Interactive exhibits and displays would be used to excite and entertain, as well as link educational experience to
learning outcomes.
This allows science centres to offer a range of science, mathematics, engineering and technology related activities
within their field of expertise according to the proposed project, activities or infrastructure, and the target
participants as stipulated in the detailed specifications. The scope also includes the Youth into Science Strategy’s
objectives and the Roll-Out Plan for the Network of Science Centres in South Africa, which is available on the SAASTA
website – www.saasta.ac.za.
6. Context
DST has earmarked some funds to support projects, activities and science centre developmental
resources proposed and implemented by various science centres around South Africa over three years.
SAASTA is inviting science centres through a call to submit innovative and creative proposals for
organising and implementing programmes during the 2014/15 financial year. Emerging science centres
can also apply for this funding. These programmes should contribute towards the growth of the
Science, Technology, Engineering and Mathematics (STEM) sector in South Africa. In general, science
centres are mostly designed to serve general science programmes and others have thematic
designs.The norms and standards document is available on the SAASTA website – www.saasta.ac.za.

For emerging science centres, the panel will recommend to DST based on the alignment of the centre to the DST’s
objectives and approval will be given by DST. The evaluation of the emerging science centres will be against YiSS
strategy and the criteria laid down in the Norms and Standard document of the DST, which include but are not
limited to geographic size and space; location and ownership; attendance; staffing; financial management and
funding; monitoring, evaluation and research; and partnership and networking.
7. Purpose of this Bid/Call/Request
The overall objective is to allow science centres, both emerging and existing to apply for funding to enhance their
science centres. The funding covers infrastructure development with centres and programmes (this includes
curriculum support to educators, learners and general public). Infrastructure development in this case refers to any
capital expenditure to equip the centres and not necessarily building the structure from the scratch. In order for a
developing science centre to apply for funding, there must be a structure in place and a person to manage the
centre. Science centres however may request funding for building extensions.
This call is specifically directed to science centres and science centres are centres that are aligned to and supported
by the Department of Science and Technology (DST). In the context of a network of science centres, “science” shall
include natural sciences, biological sciences, life sciences, technology, engineering and mathematical sciences. The
science centres aim to achieve the four objectives of the Youth into Science Strategy (YiSS). This includes science
centres with specialist and generic designs, full-service and limited service science centres, as well as mobile and
stationary science centres. Voluntary networks that do not fit the above definition shall not apply for this funding.
Two proposals will be submitted for programmatic Support Grant Intervention (PSGI) and National Science Week
(NSW), refer to separate proposal templates attached.
The implementation is to take place at different science centres from all over the country from 1 August to 14
February 2015.
The overall aim of the Programmatic Support Grant Intervention (PSGI) is to contribute to an environment that
enables science centres to respond to the following objectives of the Youth into Science Strategy (YiSS):
Promotion of science and technology literacy among youth and the general public;
Enhancement of learner participation and performance in science, technology, engineering and
mathematics (STEM);
Promotion of STEM career education.
Identification and nurturing of youth talent and potential in STEM

Proposals for programmatic support are invited from science centres, with attention to the (as per the above-
mentioned overall aims of PSGI) following requirements:
Greater participation of learners from all types of schools;
Promotion of science and technology literacy among youth and the general public;
Enhancement of learner participation and performance in science, technology, engineering and
mathematics (STEM);
Identification and nurturing of youth talent and potential in STEM;
Promotion of STEM career education;
Increased reach, especially in rural areas;
Use of visitor surveys to assess the impact of the programme;

11. Project Budget
Price is fully inclusive of all costs; value added tax and other taxes.
Price must be in South African currency.
A full breakdown of costs, including detailed bill of materials, contingencies etc., must be provided.
SAASTA requires submission of itemised quotations for the interactive exhibits and mobile labs and other (please
specify).
SAASTA will not pay for the preparation of any proposals.
No request for management fees will be considered.
No administrative fees to be included.
No staff accommodation and Subsistence and Travel (S&T) will be considered.
The above-mentioned limitations are with exception to NSW activities/line items only. A separate budget for NSW
should be submitted.

13. Branding
11.1. All documents/items to be developed for the project, e.g. notes, forms,

11.2. The successful applicant agrees, for publicity purposes, to use the SAASTA, DST and
NSW logos on all materials (this includes educational material) produced for this
project. Logos are available for download from: www.saasta.ac.za – Resources >
Logo library. When using these logos, the DST logo must always be situated at the
top, centre of the material, the NSW logo at the bottom in the middle. The SAASTA

15. National Science Week Activities
Science centres are to offer a range of science, mathematics, engineering and technology related activities within
their field of expertise according to the theme, sub-theme, five main topics and target participants as stipulated in
the detail specifications. The scope also includes the NSW 5 Year Implementation Strategy document, which is
available on the SAASTA website (www.saasta.ac.za). Respond according to the NSW call requirements.
This includes:
Provision of activities within your field of expertise where applicable, but not limited to.
Price is fully inclusive of all costs; value added tax and other taxes.
Detailed proposal including detailed calculations must be submitted on the prescribed template below and
also in electronic format.
Science centres are required to submit their proposal on the standard template set out below.
The SBD3 template allows for fair, transparent and efficient evaluation of proposals received.
16. Goals for national science week
14.1. to change the perception that developed over the past years that the NSW is an initiative for school-
based youth only,
14.2. to broaden, consolidate and deepen the gains made since the inception of the NSW in 2000, and to
encourage people to participate in the NSW from wherever they are, even if their circumstances deny

The suggested theme encapsulates the following objectives that are embedded in the intent of the NSW:”

15.2. Sub-theme - “International year of crystallography” (IYCr2014). The International Year of Crystallography 2014 (IYCr2014) commemorates not only the centennial of X-ray diffraction, which

allowed the detailed study of crystalline material, but also the 400th anniversary of Kepler’s observation in 1611 of the symmetrical form of ice crystals, which began the wider study of the role of symmetry in matter

Please provide full details of all expected costs for the project (list separately under the main headings) as outlined in the table below and refer to footnote regarding capital equipment1.
Capital equipment: NSW portion of the Grants do not fund the purchase of fixed assets.
Travel and subsistence rates: Rates used must adhere to NRF policies, specifically:
Accommodation costs are limited to a maximum of R900-00 for bed and breakfast. Daily allowance/subsistence costs of R210 for full 24 hours away or R8.75 per an hour for incomplete day up to a maximum of R210 per day;
Maximum rate for use of privately owned motor vehicles is: R3.24 per km.
Minimum of 40% of the total number reached must be public

17. The NRF’s Conditions of Contract
a) NATIONAL TREASURY GENERAL CONDITIONS OF CONTRACT
General Conditions of Contract, as issued by National Treasury, are part of this contractual agreement and are made available on the NRF Website (www.nrf.ac.za. Click on “Bids” and select “Call for Bids”).
The Conditions of Contract stipulated in this Bid invitation form part of the Conditions of Contract applying to this document.
b) BID RESPONSE PREPARATION COSTS
The NRF is NOT liable for any costs incurred by a bidder in the process of responding to this Bid, including on-site presentations and the proposal a service provider may make and/or submit.
c) CANCELLATION PRIOR TO AWARDING
The NRF has the right to withdraw and cancel the Bid.
d) LATE BIDS.
Bids submitted after the stipulated closing date (and time) is not considered.
e) COLLUSION, FRAUD AND CORRUPTION
Any effort by Bidder/s to influence Bid evaluation, Bid comparisons or Bid award decisions in any manner may result in the rejection of the Bid concerned.

f) CONFIDENTIALITY
The successful Bidder agrees to sign a general confidentiality agreement with the NRF.
g) VALIDITY PERIOD
The Bid has a validity period of 360 days from date of closure of the Bid.

The NRF has the right to have any documentation submitted by the Bidders inspected by another technical body or organisation.
i) PRESENTATIONS AND PROOF OF CONCEPT
The NRF has the right to call interviews/presentations/pitching sessions as well as proof of concept sessions with short-listed service providers before the final selection is done.
j) INTELLECTUAL PROPERTY PROVIDED IN THE BID INVITATION
All the information contained in this document is intended solely for the purposes of assisting Bidders to prepare their Bids. Any use of the information contained herein for other purpose than those stated in this document is prohibited.
The ownership and intellectual property rights of all designs, specifications, programming code and all other documentation provided by the NRF to the Bidder, both successful and unsuccessful, remain the property of the NRF

18. SUPPLIER DUE DILIGENCE
