Objective of Expression of Interest

The objective of this EoI is to solicit proposals from the interested Service Providers for participation in a bid process for selection of Service Provider for Developing Agriculture based e-platform for value chain Information and Market Facilitation of Organic Products of North Eastern Region. The Consulting Service Provider will be responsible for web portal development, e-platform management on day to day basis, data management, further development and upgradation of system from time to time, quality audit and quality management and providing necessary IT professionals for operation of the system. The EoI intends to bring out the details with respect to scope of services that are deemed necessary to share with the interested Service Providers.

Realizing the potential of organic farming in the North Eastern Region of the country Ministry of Agriculture and Farmer Welfare has launched a Central Sector Scheme entitled “Mission Organic Value Chain Development for North Eastern Region”(OVCDNER) for implementation in the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura, during the 12th plan period (Guidelines for the scheme can be seen at http://www.agricoop.nic.in/Admin_Agricoop/Uploaded_File/OPG1922016.pdf). The scheme aims at development of certified organic production in a value chain mode to link growers with consumers and to support the development of entire value chain starting from inputs, seeds, certification, to the creation of facilities for collection, aggregation, processing, packaging, marketing and brand building initiative.

Mission Objectives

A. To develop crop commodity specific organic value chain and address gaps in organic crop production, wild crop harvesting, organic livestock management, processing handling and marketing of organic agricultural products through:

i. Developing crop specific organic production clusters with necessary infrastructural, technical, management and financial support.

ii. By facilitating partnerships between farmers and organic produce businesses: Local enterprises and / or Farmer Producer Companies based on back-to-back long-term trade relations with clients in domestic and export markets.

iii. By providing enabling environment for project initiatives and development programs with necessary support for organic value chain development and market access.

B. To empower producers with program ownership by organizing them into FIGs with the final aim to federate into farmer producer organizations/ companies.

C. To replace conventional farming/subsistence farming system into local resource based self-sustainable, high value commercial organic enterprise.

D. Developing commodity specific commercial organic value chain under integrated and concentrated approach with end-to-end facilities for production, processing, packaging, storage and marketing.

E. Development of federated organic parks/zones with facilities for collection, aggregation, value addition, processing, storage and market-linkages for specific commodities requiring capital intensive technology.

F. Develop NER products as brands/labels through brand building and facilitating stronger marketing access under the ownership of growers’ organizations/ companies.

G. Creating state specific lead Service Provider (Organic Commodity Board or Organic Mission) for coordinating, monitoring, supporting, and financing the development and operationalization of entire value chain.

Project Strategies

1. To mobilize commodity clusters and facilitate capacity building, handholding and infrastructure creation for on-farm input production, training on package of practices and facilitating certification services to farmers.

2. To facilitate creation and linking of enterprises (local enterprises/ farmer producer companies) that can create and operate collection, aggregation and post-harvest processes, trade organic products and provide necessary services to farmers and to work towards increasing their market.

3. To set up lead agencies at central and state to partner with value chain supporting agencies, service providers and institute business development consultancies. To provide access to information, know- how and finance and enabling the enterprises to offer efficient services, support them in building required management capacities, and stimulating market growth.

Mission Goals

1. To install dedicated institutional systems at centre and under each of the state for development and promotion of organic farming.

2. To create at least replicable end-to-end organic value chain models in each of the state with the integration of growers, handlers, processors and market facilitation agencies.

3. To empower 30-50 thousand farmers of north eastern region through the creation of about 100 Farmer Producer Companies and equip such companies with full value chain under its ownership.

4. To convert subsistence farming to commercial organic farming with end-to-end facilities.

5. To make North Eastern states as major suppliers of organic commodities for national and international markets.

6. To improve production system to ensure higher productivity with better profitability.

7. To enable states and FPOs to evolve their own brand.

The e-Platform shall ensure

Web based portal shall be developed, hosted under cloud and accessed by users in Centre, state and may be international users

Involvement of all stakeholders through dynamic, easy to use and accessible system where all stakeholders can become members.

To provide single window solution for all production related activities, capacity building, hand holding, farm query resolution, input availability and use, crop management and post-harvest issues

To provide data collection, maintenance and management of entire value chain operation data in pre-defined modules to ensure monitoring, checking product flow, various quality assurance system operations and product flow traceability

The system will also be a market place where online selling and buying can be done under market economics.

All information on the produce, its geography, quality, certifications and traceability etc. can be accessed.

Knowledge and information is accessible through videos, podcasts, audio notes, visual demonstrations, presentations etc. that can be disseminated and shared with other stakeholders.

The platform should be accessible through mobile devices and apps.

1) e-Platform team head quarter and control

a. After solution development, the proposed e-platform shall be operated from the premises of Mission Management Cell of OVCDNER located at DAC&FW. The e-Platform shall function under the overall supervision and control of Project Director, Mission Management Cell of “Organic Value Chain Development for North Eastern Region” (OVCDNER) scheme of Department of Agriculture, Cooperation and farmers Welfare.

b. The Mission Management Cell shall provide necessary hardware, workstations, Internet connection and all logistics.

c. Any technical manpower (Non-IT) deployed for technical services in the field of agriculture, value chain development, marketing and promotional activities shall be deployed directly by the Project Director, Mission Management Cell. But necessary IT support needed for its functioning (excluding hardware, work stations and working space and logistics) shall be provided by the IT Service Provider hired through this EOI.

d. IT Service provider, selected through this EOI shall be responsible for software development, e-Platform management on day-to-day basis, data management, further development and up-gradation of system from time to time, quality audit and quality management and providing necessary IT professionals for operation of the system. Any manpower deployed for the development, management and maintenance of the e-platform will be hired by the IT service provider and will be on their role.

e. The team shall work from Service Provider premises and at least 2-3 resources shall be available at OVCDNER for implementation support and Coordination

Major components of e-platform (Software based modules to be developed by Service Provider)

a. Agricultural crop production module with season wise crop production and

management, post-harvest, product flow and certification

b. Service provider module for facilitating capacity building, hand holding, training,

certification management, internal inspection and personal movement tracking

c. On-farm input production, off-farm input sourcing and utilization module with

quality monitoring

d. Farmer producer company module starting from cluster development, member

registration, member details, organization into clusters/ FIGs and finally into farmer

producer company, including the initial process of registration under company act.

e. Farmer producer company operational module

f. Interactive technology transfer and technical assistance module on farm production,

post-harvest, value addition and processing etc.

g. Financial assistance and incentive delivery and tracking module including Direct

Benefit Transfer (DBT)

h. KPI module for service providers, FPCs and state missions

i. Functional modules for collection aggregation, primary postharvest processing,

secondary processing and product movement, including stocks, warehouse

management and inventory management

j. E-commerce module for on-line bidding, buying and selling on inputs and raw and

processed farm produce.

Need for Expression of Interest

Government of India intends to launch an “e-Platform for Value Chain Information

and Market Facilitation for Organic Products of North Eastern Region” initiative to create a

strong production, processing and marketing linkages of North Eastern states organic

products in the country. This will require an enabling platform for growers, collectors,

aggregators, primary processors, secondary processors, traders and exporters to link with

each other and markets for free flow of information on crop production aspects, market

intelligence, e-trading, future planning and forecasting, processing according to the market

needs and delivery logistics. The e-platform shall also offer on-line trading and e-bidding

services between growers and retail operators.

The Department proposes to engage a reputed Service Provider organisation to

design, develop, maintain and operationalize the above electronic platform support for the

Department of Agriculture, Cooperation and Farmers Welfare in managing the entire value

chain operation leading to the production to marketing of organic agro-products originating

from North Eastern States.

EOI issuing Authority This Expression of Interest (EoI) is issued INM Divison, intended to short-list potential

Service Providers. Department’s decision with regard to the short-listing of Service Providers

through this EoI shall be final and the Department reserves the right to reject any or all the

bids without assigning any reason.

Scope of Work

The selected Service Provider shall develop Web portal and render Operations and

Management support to IT activities of Mission Management Cell of OVCDNER. The selected

Service Agency shall be responsible for providing skilled Service Providers with the required

skills and experience in software development, maintenance, management and user support.

The selected Service Provider shall also be responsible for the complete turnkey operation of

the IT systems (software only) to ensure a minimum of 99.5% uptime availability of all the

applications under this project.

The Operations and Management Support shall be extended not only to Mission

Management Cell (MMC), but also to its external stakeholders like producer groups, farmer

producer organizations, product handlers, processors, marketing stakeholders and exporters,

other central government Organizations, state government organizations, international

Organizations, importers, certification bodies, laboratories, etc., for effective usage of the

systems. The organization shall also support general public who uses this e-platform as Agro

Exchange trade portal for seeking updates and market intelligence.

Suitable manpower has to be deployed for developing various analytical reports on

products and market intelligence including import/export procedure and regulations, SPS

measures, quality standards and customs duties on various products. The Service Provider

Organization should have technically qualified and well experienced strong in-house resource

base.

All development where possible, shall be based on Open Source based systems to

keep costs low. Considerations of Intellectual Property Rights accrued to DAC & FW shall be

made and appropriate licensing applied.

As part of these services, Service Provider Organization shall provide support for bug

fixes, feature enhancements and versioning, change management, operational support,

application & database backup and assistance to MMC. The services include:

V. User Technical Support VI. Administration Support

Key Deliverables

The Service Provider shall be responsible for the complete turnkey operation of the IT

systems (software only) to ensure a minimum of 99.5% uptime availability of all the

applications under this project. It shall also ensure following deliverables from his team:

Complete Software Development Life Cycle (SDLC) should be followed for each

application.

Proper documentation with versioning of all the applications should be maintained like

SRS, High Level Design/Architecture, Low Level Design, functionality document (process

document), user manual, test case report, test evaluation report, Change Document

etc.

All the changes in the applications should be properly documented and reflected in

respective documents.

A log should be maintained for all the changes done in the application or database.

Proper coding standards, coding documentation should be followed in all the

applications.

Proper testing should be done for the changes done in the application or database.

Testing should be done on exhaustive test cases. Ensure proper backup of application

and database as per the approved backup policy.

In case of any eventuality, it has to be ensured that the downtime is minimum and

system is restored with no data loss.

It should also be ensured that all the security measures are undertaken to prevent

vulnerabilities / threats /hacking of application or data theft.

The Service Provider shall be responsible to maintain the confidentiality of application,

data and any other information and make sure that information is not shared outside

the INM Division of DAC&FW. The required confidentiality and non-disclosure

agreement shall be signed by the Service Provider as well as by each team member

deployed at DAC&FW.

Source Code will be handed over to DAC&FW along with compiled version, object and

link files and executable.

Any software developed shall be the property of DAC&FW. Software, Documents,

Information and other elements of the project shall have the copyrights of DAC&FW

unless some copy right material is used with due permission of any third party.

The onsite team shall also be responsible for giving demo & presentation of application

as and when required.

General Conditions

I. This EoI is not an offer and is issued with no commitment. DAC & FW also reserves the

right to disqualify any Service Provider, should it be so necessary at any stage.

II. DAC & FW reserves the right to withdraw or vary any part thereof at any stage of this EoI if DAC& FW determines that such action is in the best interest of the Government of India.

III. Short-listed Service Providers would be issued formal tender enquiry/Request for Proposal inviting their technical and commercial bids at a later date.

IV. Timing and sequence of events resulting from this EoI shall ultimately be determined by DAC & FW.

V. No oral conversations or agreements with any official, agent, or employee of DAC & FW shall affect or modify any terms of this EoI and any alleged oral agreement or arrangement made by a Service Provider with any department, Service Provider, official or employee of DAC & FW shall be superseded by the definitive agreement that results from this EoI process. Oral communications by DAC & FW to Service Providers shall not be considered binding on DAC & FW, nor shall any written materials provided by any person other than DAC & FW.

VI. Neither the Service Provider nor any of the Service Provider’s representatives shall have any claims whatsoever against DAC & FW or any of their respective officials, agents, or employees arising out of, or relating to this EoI or these procedures (other than those arising under a definitive service agreement with the Service Provider in accordance with the terms thereof).

Acknowledgement of Understanding of Terms

By submitting a proposal, each Service Provider shall be deemed to acknowledge that it has

carefully read all sections of this EoI, including all forms, schedules and annexure hereto, and has

fully furnished itself as to existing conditions and limitations.

Evaluation of Pre-Qualification Proposals

The Service Providers' Pre-Qualification Proposal in the bid document will be

evaluated as per the requirements specified in the EoI and adopting the pre-qualification

criteria spelt out in this EoI. The Service Providers are required to submit all required

documentation in support of the pre-qualification criteria specified (e.g. detailed project

citations and completion certificates, client contact information for verification, profiles of

project resources and all others) as required for evaluation.

Language of proposals

The proposal and all correspondence and documents shall be written in English.

Pre-Qualification Criteria

The invitation for bids is open to all entities registered in India who fulfil prequalification criteria as specified below:

a. The participation is restricted to companies registered in India.

b. The Service Provider for DEVELOPMENT AND MAINTENANCE OF E-PLATFORM FOR

VALUE CHAIN INFORMATION AND MARKET FACILITATION OF ORGANIC PRODUCTS

OF NORTH EASTERN REGION project should satisfy all of the criteria below on its

own:

I. The Service Provider shall be a single entity, registered as a Company, Firm or

Society under respective acts in India & Should have been in existence in India for

the last five years

II. The Service Provider must be registered in India with appropriate tax and other

administrative authorities.

III. The Service Provider should have had an average business turnover of at least Rs. 50

Crores in the last three years from Software Service Provider Services

IV. Service Provider should have successfully executed at least any one of the following in the

last five years in e-governance domain for any state/ Central/ PSU:

i) Three similar completed e-Governance projects/ e-Portals value not less than

Rs.30 Lakhs each

ii) Two similar completed e-Governance projects/ e- Portals value not less than Rs.

50 Lakhs each, or

iii) One similar completed e-Governance projects/ e-Portals value not less than Rs.1

Crore

V. Service Provider should submit copies of documents / purchase orders & letter of

completion from customers for projects completed in the last five years

VI. The Service Provider should furnish an undertaking to the effect that the firm has not been

black listed in India

Response Requirements

I. The response to the Pre-Qualification Requirements shall be prepared in accordance with

the requirements specified in this EoI and in the format prescribed in this document for

each of the above mentioned qualifying criteria as proof of having the minimum

requirements.

II. Proposals must be direct, concise, and complete. All information not directly relevant to this

EoI should be omitted.

The Pre-Qualification “Response to Pre-Qualification Requirements of DEVELPOINMENT AND MAINTENANCE OF E-PLATFORM FOR VALUE CHAIN INFORMATION AND MARKET FACILITATION OF ORGANIC PRODUCTS OF NORTH EASTERN REGION” should be uploaded to the website : http:// www.eprocure.gov.in/eprocure/app with processing fee of Rs. 500/- and submit the hard copy to:

III. The Department will not accept delivery of proposal in any manner other than specified in

this EoI. Proposal delivered in any manner shall be treated as defective, invalid and rejected.

EOI Submission procedure

A. Online Submission

The packets as mentioned below have to be uploaded online on the e-procurement portal www.agricoop.nic.in ; www.eprocure.gov.in/eprocure/app.

Packet – 1 The file should be saved in a PDF version and marked as: “Document Processing Fee_<Service Provider Name>.pdf” and should comprise of the following items:

Scanned copy of Processing Fee (Demand draft)

Packet -2 The file should be saved in a PDF version and marked as: “Prequalification_<Service Provider Name>.pdf” and should comprise of the information asked in Pre-qualification/Eligibility Criteria as required in this EoI document.

Packet – 3 The file should be saved in a PDF version and marked as:

“Technical _<Service Provider Name>.pdf” and should contain the information asked in Scope of Work of the EoI document. This PDF file not containing the above documents or in explicit/implicit form will lead to rejection of the EoI.

B. Hard copy Submission

The bidder is required to submit the envelopes to given address (refer pg no.8)

The envelope should be superscripted as “Document Processing Fee

<Service Provider Name>< EOI No.>”.

Rejection of EOI

The application is liable to be rejected if:

a) If not uploaded within time

b) Bid received without the processing fees.

c) Missing of any supporting document(s) with the EOI

Annexure-III(b) FORM III

AFFIDAVIT or SELF-DECLARATION

Ref: Call for Expressions of Interest for short listing of Software Service Provider

Organizations by DAC&FW

Candidates shall be excluded from participation in the selection procedure if:

1. They are bankrupt or being wound up, are having their affairs administered by the

courts, have entered into an arrangement with creditors, have suspended business

activities, are the subject of proceedings concerning those matter, or are in any

analogous situation arising from a similar procedure provided for in national legislation

or regulations;

2. They have been convicted for an offence concerning their professional conduct by

judgment, which has the force of res-judicata;

3. They have been guilty of grave professional misconduct proven by any means, which the

contracting authority can justify;

4. They have not fulfilled obligations in respect of payment of social security contribution

or the payment of taxes in accordance with the legal provisions of the country in which

they are established or with those of the country of the contracting authority or those of

the country where the contract is performed;

5. They have been the subject of a judgment, which has the force of res-judicata for fraud,

corruption, and involvement in a criminal organization or any other illegal activity

detrimental to the communities’ financial interests;

6. Following another procurement procedure or grant award procedure financed by the

community budget, they have been declared to be in serious breach of contract for

failure to comply with their contractual obligations.
